Makes it interesting if one of the hosts was a puppet, and the main team was entered as in the cup too.

No, there is no reason why a host cannot have a puppet in the qualifiers.
And there shouldn't be an actual limit on puppets. The number should be qualifying spots - main nations, as Jeru said. Only after signups are closed can you decide which puppets can be included.

At it stands now, 91 teams in WC37 - 20 puppets compared to 21 BoF teams (some BoF teams are puppets too).

That's a horrible idea. Look at the last three sets of hosts:
Cafundeu & Commerce Heights
Bazaloni & TLC
Ariddia & AIF
Four of those nations have puppets and all of them are role played at least somewhat. Why would we want to cut down on the number of possible hosts with a rule like that. I can't speak for those nations but I'm willing to guess people like AIF, Caf, or maybe ESF going forward wouldn't host if it meant having to give up their puppet.
I really don't see what the problem is. The countries whose puppets are doing well are the country that puts a lot of time and effort into RPing them. Other puppets that recieve less energy do less well. Look at Daehanjeiguk. In one cup they've already moved past a number of active puppets (BBQ, Ulzaxid, Patusan). New nations that RP well will move up.

Alright, after discussing matters with LE, and seeing the reaction on here, this is what we are going to do:
-The qualifying field will consist of 90 teams (plus the hosts). There will be 10 groups of 9.
- Main nations, in order of entry, will have first priority, followed by puppets, in order of entry. Any puppets left out will be placed on the waiting list, and will replace a team who withdraws/fails to exist as of the group draw.
- Any puppet who wishes to enter the competition must do so by the previously stated deadline, August 30 @ 100 UTC. Main nations may continue to enter past this date, until a time yet to be determined.
- If, at the time of the completion of signups, there are enough teams on the waiting list to fill the field to 96 teams, or some other number that would allow for an even number of groups (and a reasonable number of teams per group), the hosts reserve the right to expand the field.
-There will be no preliminary phase. The Colony Cup can stay buried.

Bostopia proposes the following to be added to the World Cup body regulations thingy.
"If in the event of there only being one host bid for a WCC-sanctioned event, a vote should still be held before a host is to be selected, with the options being to the effect of: A: Vote for the prospective bid, B: Vote for the prospective bid with a change or removal of any controversial sections or C: Re-open bids.
Should changes to the bid be made post selection it is up to presidential discretion to invalidate that selection."
This could of course be used for the WC, BoF or CoH, and is open for amendmends for clarity/as necessary.

What this is aiming to do is stop a major change happening to the World Cup without a vote, as could have happened with the Preliminary Phase for puppets etc, noting the following.
"A party bidding to host a WCC-sanctioned event must declare, before voting starts, any significant changes from the normal operation of the event."
You'll remember there was no vote, as there was only one candidate, so I'm attempting to close a loophole. Like I say, it's open to modification as need be though.

If it’s supposed to apply to the BoF and CoH (which I don’t think it should, since there’s almost always one bid for those events and rarely any controversy), “forwarded to the WCC” should be changed to “for a WCC-sanctioned event,” since the BoF and CoH hosts are determined by the EWCC. If it only applies to the World Cup, then it would be more clear to say “for the World Cup.”
The second part might better be worded as an addition to article III, section 5: “A party bidding to host a WCC-sanctioned event must declare, before voting starts, any significant changes from the normal operation of the event. Should such a change be announced by the winning bid during voting or after the selection is made, the President may choose to invalidate the selection and restart the bid process.”

I've edited it to have "for a WCC-sanctioned event". It would give the legislation (should it be approved) a lot more flexibility, which may pull us out of a tricky situation at some point.
If it is better for the second part to go as an addition to Article III, then I'm fine with that, proposals are here to attempt to better the system, so I obviously won't stand in the way of that.

I figured that this might be too confusing for people (especially Americans in relations to the sport and to the real life organization); so I'm now considering changing the name later to the "Imperial Football League". My question now is this - does anyone care?
If no cares, then I won't change it because it means more work than necessary. But if a good number of people decide that the change is good and necessarily better, I'll change it. Granted, not any time soon, but something in the works.

I certainly don't care if you call it the 'National Football League' - and since this an IC forum, only the most clueless could possibly assume that you're referring to a real life body governing a different sport.
For the purpoes of in character posts, I should make you aware that the Holy Empire's football league is also called the 'Imperial Football League'; but since I rarely use that in RP, it certainly shouldn't stop you from referring to your league under any title that you see to do so. Similar league names could even lead to entertaining RPs should the Daehanjeiguk team and the Imperial squad ever get drawn in the same qualifying group.

It's your national competition, you can call it whatever you like including Haddock Eating Round Object League. We don't have say what your national league does so, do what you think is right.

As was previously made public in this thread, Sel Appa is on vacation until 1 September (tomorrow). He hopes to send out the invites for the BoF and get the thread running on the 1st.

I think you should make it in a way that makes most sense for your nation: Heven mje'het sekhikha rejistaniha is that for me, because National and Imperial is a rather... introspective way of naming it. For Rejistania it made sense to name the league after the entire nation because there always were seperatists ('national') movements in the history of the nation. The island Sumumusumu even was independent for a while. Also the adjectivation of 3 nouns (League one=>first soccer=>adjectivized without an english equivalent rejistania=>rejistanian) in this term is a very typical rejistani way to say things. You need to find out what makes most sense for you.

First of all, a warm round of congratulations to the co-hosts and both finalists of WC36. This has been one of the best Cups I've participated in for a while. The organisation was first rate, and we had two strongly-involved excellent RPers contesting the final. Feel free to give yourselves big pats on the back!

Yes, I must agree that this was the best World Cup since 30. I think Schia hosted and they had that penalty tournament which I really liked and would bring back if I ever hosted CoH or WC.

Also why does everybody insist on making scores threads, roster threads and RP threads for non-WC tourneys? It always made sense for the WC because of the mass numbers of people but for a 12 team tourney like the French Cup why? 1 thread is much easier and makes a lot more sense.
I plan to have 2 for the BoF. One for scores and one for everything else. It's easier for organization.
It's nice to see that changing the host bidding rules led to so many more host bids. :p

My problem with the Colony Cup is mainly IC. Say I were to bring San Adriano back into international football (I've been vaguely considering it). OOCly, San Adriano is my puppet nation. ICly, though, San Adriano is in no way subordinate to Ariddia: it's a fully sovereign independent country (albeit it one you can run through in about 40 seconds flat (http://img237.imageshack.us/img237/8046/testsa51yg5.jpg)). What IC grounds would there be for such a puppet to have to go through a "Colony Cup"?
Or am I the only one's who's bothered by this?

I'd just like to note that I think the BoF has got off to a good start already. Sel's being very professional in his posts, and Prux's post about getting confused with foosball already shows a wonderfully inventive mind at work in only their first RP.
I should take a moment to stress the extent to which the BoF is almost entirely Sel's work. Prior to his vacation I gave him some fairly restrained 'mentor' advice on a few issues, but otherwise he's been doing this entirely by himself - and a fine job he's making of it too.
If he continues in the same manner in which he's started, I doubt I'll be doing very much mentoring at all from now on.
On another issue entirely, I've contacted the mods over the database search issue some of you are having with my nation, just in case this is a bug.

You're not in the Hatchling Cup. You didn't sign up. (Could you please delete your post in the Hatchling Cup?) You can still sign up for the regular World Cup though. Also, you're team would be just starting out and would not be that good at first. And unfortunately, there are no friendlies during the Hatchling Cup/Baptism of Fire. However, you will have the opportunity for friendlies during the World Cup Qualifiers.

Unless we can get a few more signups, it's likely that we'll have to use groups with an odd number of teams, meaning bye days, meaning that friendlies can also be scheduled on those days.
As for the currently-requested friendlies... an RP thread isn't up yet, but we'll get it up soon. Whether you want us to be scorinating your friendlies before or after the RP thread goes up is up to you...

Meanwhile, I found this detail of a 1965 Doctor Who story somewhere else on the net....
Meanwhile, the Doctor and Barbara have had no luck finding their friends, night has fallen and the wind has begun to pick up, covering all tracks including their own. They decide to return to the TARDIS, not entirely certain of the direction, as the TARDIS may have been covered by the sand. A sandstorm breaks out which lasts all night. When they awake they see a Dalek, buried by the sandstorm, emerging from the sand. Two other Daleks soon arrive as well. They cannot find the time travellers, but they do locate the TARDIS under the sand and begin to have it dug out by a group of native Aridians, whom they have enslaved. The slave force is exterminated when they are of no further value.
The Doctor and Barbara are saved by other amphibious humanoid Aridians, who explain that Aridius was not always a desert, but that the suns have got nearer the planet and destroyed the seas. Only themselves and the hideous Mire Beasts are left, and the Mire Beasts can only be contained by destroying sections of the Aridian city that have become over-run. The Daleks soon contact the Aridians in the underground city and tell them they will leave Aridius if the Doctor and his party are handed over, and the elders agree to this arrangement. The Aridians also find Vicki and Ian, who was injured when a wall collapsed in an explosion used to kill the Mire Beasts that were threatening them. The Mire Beasts soon reappear, killing the Aridian Malsan who was holding the party prisoner in preparation for the handover. The Doctor and his friends flee in the confusion and manage to evade a Dalek scout and get back to the TARDIS.

Here is a very simple way to generate a score without Rankings or RP Bonus factoring in. Copy and paste the following into a spreadsheet cell (such as MS Excel) and see what you get. Press F9 a few times and you should get numbers randomly ranging from 0 to 4. Code:
=ROUNDDOWN((RAND())*4.25, 0)
Increasing or decreasing the number 4.25 is a simple way of increasing and decreasing the possible scorelines, which can represent RP or a Higher Rank. Now, this example is beyond simple and if you offer to host a tournament using this scorinator you will be laughed out of the community, most likely. But I hope you get the idea.
There are as many ways of scorinating as there are people who do so. My favorite method is just an extension on the above with outside factors multiplying the random result. Excel and other spreadsheets are very simple ways to do so.
Generally, scorinators incorporate:
-random numbers
-the preexisting ranks/points of the teams
-an RP bonus
-the "styles" that teams use (offensive or defensive)

IC'ly, there's absolutely no chance that the Archregimancy would agree to a friendly against the Whore of Babylon's unholy brood as the conservative faction is currently in control of the MFA and the Holy Synod.
However, I hope to do an RP in the next couple of days that will bring the liberal faction into power of both organisations; this would make a Jeruselem - Archregimancy friendly more feasible.
Though you will have to agree in advance that any attempt by Dazza's family and their team members to seduce or otherwise sexually corrupt any members of my team will automatically fail. You can RP an attempt - but you have to agree that the attempt will fail.

Leaving aside for the moment the fact that any attempt to engage in violent behaviour would find the Berserkir deported from the Dreamed Realm immediately...
There's actually a fine history of interaction between Vikings and the Orthodox. The nobility of the Kievian Rus seem to have originated among Scandinavians who sailed down the Volga, and the Byzantine Emperor's feared personal Varangian Guard was initially manned entirely by Norsemen wielding long axes (though it later came to also include Anglo-Saxon refugees from the Norman invasion). Norwegian king Harald Hardråde (Harald III) even personally served in the guard. The Varangian Guard were the only element of the Byzantine army to stand by the Emperor's person prior to the sack of Constantinople by the (Catholic) Fourth Crusade.
The specific origins of the Guard are in the 6000 mixed Scandinavian and Russian troops that Prince Vladimir of Kiev sent to Emperor Basil II in exchange for Christian baptism and the hand of a Byzantine princess in marriage.
So the Archregimancy and the Holy Empire might well both cause considerable confusion in Vikingholm by welcoming the Berserkirs as honoured warriors for Orthodoxy.
And as a former resident of Iceland, I have to ask after reading through that team roster.... been reading many Icelandic sagas recently? For what it's worth, both the Laxdaela Saga and Njal's Saga mention the Varangian guard, and the former specifically names Bolli Bollason (born c.1006) as the first Icelander to serve in the Guard.

Casari's going to come back for the next one, more than likely- this is a one off nation for a particular storyline and the spread of disturbing, Soccer-worshiping religions that no sane person would join, in the hopes of trying to get some kind of Multinational Roleplaying going before getting disheartened with RPing and leaving again, or beginning a storyline what makes even less since than the past Casari ones have. And that's going to be even more of a challenge.

That's true enough, Rurik sailed up the river from the Baltic and established the Varangian realm near what is now Novgorod, and two of his men, Askold and Dir took control of Kiev along with some other Varangians and got along quite well with the local slavic people. In fact, chieftanship of the faction passed to a Slav named Oleg after Rurik's death.
However, Vikingholm draws its heritage from the Danish and Norwegian strain of vikings, and their practice of raiding coastal towns, and especially monastaries for loot. Now, I don't wish to appear cynical, but the main reason that the Varangian Guard served the Byzantine Emperor's is that they were well paid for their services. Hardraada spent his time with the Varangians while in hiding from powerful political enemies back in Norway.
If you take a look at the Vikingholm roster, you have Ragnar Lodbrok, who lead the first big viking raid, besieging and burning Paris, along with his son Bjorn Ironside. You have Harold Bluetooth, his son Sweyn Forkbeard and his son Magnus Barelegs who ruled over Denmark, Norway, and over half of England.
As for the sagas, yeah, maybe a few.

Of course the Guard were well paid, but so were plenty of other foreigners in Imperial service; the Catalan Company were fabulously well-paid under Andronicus II, but that didn't stop them from going on a rampage through most of what was left of the Palaeologian Empire.
The Varangian Guard do seem to have been motivated by a tradition of personal honour and genuine loyalty to the person of the Emperor in their 250 years of existence. In modern terms, the closest equivalent might be the Papal Swiss Guard.
That said, OOC I very much appreciate the difference between your Norse/Danish Viking raiders and the Varangian Guard and Kievian Rus. But should either of my teams get drawn against Vikingholm, don't expect me to make that distinction IC'ly!
IC, they're all Varangians to the Dreamed Realm. Which could make for some interesting RP....

Well this is the story all about how my life got flipped turned upside down, and I'd like to take a minute just sit right there, I'll tell you how I become the prince of a Cup in Sel Appia. In west Vuam and Isma born and raised, on the pitch is wher I spent most of my days. Shoutin' out, tacklin' shootin', all cool and all playin' some football outside of training, when a couple of teams that were up to no good started making trouble in my BoF. I got in one little game and my mmom got scared and said, "You're goin' with that Ewin and Robett to Sel Appia". I entered the pitch, and when I was there the opponent were Rastafariburg and they had dreads in their hair. If anything, I could say this side was rare, but I thought "Na, forget it. I came to the hotel about 7 or 8, and I yelled to the cabby "Yo Holmes, smell ya later!" I looked at my kingdom, I was finally there to sit on my couch as the prince of the Bales.

Vikingholm would be happy to host Jeru FC.
Vikingholm as a nations exists on two levels. One one level, it is ruled from Asgard, the Land of the Gods, by Odin, the Allfather. However, there is also a real world Vikingholm, inhabited by regular mortals. Jeru FC is an army team, so gaining entrance to Valhalla would not be a problem, most teams visiting Vikingholm won't be able to ascend to that plane however.

Thanks, and your RP's have been good as well. Originally, I was going to just use the numbers and names just as that, but decide to "flesh them out' as real persons, numbers, food etc. such as the case may be. Also, I've included a James Bond reference every time as well (well duh with a 007 on my team...lol)

Just don't harm her too badly; she needs to be able to continue to play football. Alternately, you can have your government simply deny her an entrace visa: that in itself will create a minor diplomatic incident.
2) Have your team behave disrespectfully towards the ulek (http://ns.goobergunch.net/wiki/index.php/Ulek). That would include refusing to stand and face it, gesturing back at it in any way, or a player or the coach making disrespectful comments about it before the match. Although that won't create a diplomatic incident, it will create tension.
Also, whether or not you're drawn in Ariddia's group, I think it would be a good idea for teams to include players born in other nations. If you haven't completed your roster yet, feel free to include a player born in Ariddia, or of Ariddian descent. He or she may have any sort of name, but Ariddia's three national languages are French, English and Wymgani. A Wymgani name is generally three syllables (sometimes two or four), most often based on a combination of vowels and of the consonents w, s, l or sh ("t" is rarer but not unusual). (Examples of famous Wymgani: Wa We, Sho Ea, Tu Wesh, Asul E'i, Ue Alt, Iol Et, Si Ewe, Wol Asu...).

That raises an intriguing question for Errinundera. We have no border controls whatsoever and no passports. People may come and go as they please. What makes someone Errinundrian? I don't know. two: Arch's last post is the reason why there should be a Women's World Cup, IT HAS NOTHING TO DO WITH THE WORLD CUP ITSELF!
It's like the Under-21 Cup, CoH, and BoF. The WWC is basically practice for the World Cup itself, with no KPB strings attached. It's totally optional, and you don't have to compete, but when it was started by Chicanada last year, the vast majority of WC teams had all-male teams, thus Chicanada decide to create the WWC to "even out the playing field". And as i've said before, CAFUNDEU, Co-Hosts of World Cup 36, got its' football RPing start in the WWC, and look at them now.

The Inaugural Di Bradini U21 World Cup doesn't have any link, there may have used to have been a u21 World Cup ran and controlled by the WCC but no more and not for 10 or more World Cups. So yes, I think we can put the U21 as part of the WCC to rest :p

What makes someone Errinundrian? I don't know. Are other nations happy if I roleplay that one or more of our players are refugees from their right-wing capitalist hellholes?
Sure, after not playing from WC35 onwards, I'm sure there are Starblaydi players in their mid-twenties to thirties who never got a chance to play, so are out there wanting to play for other teams, whether by heritage or qualifying for citizenship in some other way.
Of course not every Starblaydi is a tyranny-supporting capitalist, so if anyone wants players who bailed from Starblaydia in their squads (we used to be fairly good, you know ;) ), feel free to add them into your rosters.

The problem isn't that you want to run an IC football tournament for women. The problem is that you persist on discussing said tournament in this thread.
While we all go off topic from time to time (and, by the way, the 'hard' vs. 'soft' consonant distinction does have grammatical relevance to modern Icelandic quite apart from the separate topic of English phonetics), this thread is largely for WCC-sanctioned events.
Unlike the CoH and the BoF, the Qazox-run WWC is not a WCC-sanctioned event. Unlike the U-21 World Cup, it has never been a WCC-sanctioned event. And on current form, it never will be a WCC-sanctioned event.
By continuing to discuss your own entirely separate tournament in this thread in the terms under which you choose to do so, you seem to be attempting to create the false and misleading impression that your tournament is in some way tangentially connected to the NS World Cup in roughly the same manner as the CoH, the BoF (and, previously, the old U-21). You know as well as the rest of us that this simply isn't the case.
No one can stop you from running your own sporting tournament with its own rules and regulations, but this isn't the place to discuss it anymore. Start your own 'Qazox Women's World Cup Discussion Thread' if you have to discuss it somewhere. But please... not here. Your discussions of the WWC here are getting dangerously close to spamming.

Even though there are no border controls, I assume the Errinundrian 'government' would take seriously any passport application, with making sure the applicant proved their contribution to the community, being able to name their neighbourhood trees, etc. The Spaamanian government, having a good relation with the Errinundrian government, would trust Errinundrian passports. I guess there may be problems with other nations, however.

The Ariddian border officials just want something they can stamp for procedure. ;)

Practicalities obviously dictates the need for passports.
Errinundera is completely open to immigrants. This implies that getting an Errinundrian passport would be relatively easy for anybody regardless of their origins.
Perhaps Errinundera is not only a safe haven for political refugees but also for criminals. That's not an RP I'm particularly inclined to explore. Maybe I just have to accept it as a likely consequence of Errinundrian generosity.
It is NOT like the U21, CoH, or BoF. Because those competitions do NOT discriminate against anyone.

I was wondering when this would be brought up. I must admit it gives credence to your argument that it's the word "women's" that upsets people. Irrespective of that, Errinundera has a policy of not entering any competition other than the World Cup.
I repeat an earlier suggestion: why not give it a name that doesn't offend, such as the Germaine Greer Cup or Simone de Beauvoir Trophy? (They might offend for other reasons.)

Sel, I'm not saying you shouldn't express an opinion on the WWC, but I'll post a gentle reminder of my strong advice to try and keep your posts fairly restrained while you're hosting the BoF.
You'll be off the leash again soon enough...
And remember, the WWC has no WCC affiliation, so there's absolutely nothing stopping you from ignoring Qaz completely and putting women on your team regardless of the existence of the WWC.

The U21 at least serves some purpose in that those would theoretically be development players. I know at least my squad doesn't use any of the U21 players who are on my main team, and certainly wouldn't use any of the ones who would be starters. But I'd have no problem with it being open to all developmental players, even if they're over 21. Regardless, it doesn't endorse sexism the way the women's world cup does.
Plus, I think we all just got sick of having it brought up so freaking often.

Thirty year olds can participate in an U21 event, just not when they're 30. However, short of getting a sex change, and as seen in RL, not even then, NOT EVERYONE can participate in a women's event. Sorry, but no dice.

If I'm interpreting you correctly, Sel, what you're suggesting is that a BoF host could choose to have an individual BoF conceptualised as an U-21 tournament. You're not suggesting that the BoF become an U-21 tournament as a matter of course.
Which strikes me as perfectly fine in the absence of an official U-21 tournament if that's what individual BoF hosts want to do.

Orthodox Monks don't have an adequate outlet for their footballing skills as there's only one team in the entire Nationstates World Cup with Orthodox Monks. This is atheistic discrimination.
I plan on holding the first 15 editions between now and the start of World Cup 37, and will mention it in this thread in almost every single post despite the lack of any affiliation between the MWC and World Cup Committee-sanctioned events (which won't stop me from frequently implying that it's just like the BoF and the CoH, mind).
I also think that we should hold additional separate unofficial world cups for other groups under-represented in the official World Cup, including - but not necessarily limited to - robots, genderqueer, college students, vikings, mice, composite aliens, gnomes, barbarians, and the most under-represented group of all: white male professional footballers between the ages of 21 and 35.
Only by holding lots and lots and lots of separate special interest World Cups can we have fairness for everyone!
