Description: isn't it about time we had our regional Olympics with athlete's from each nation competing for the coveted gold. i know my nation has tons of potential and why don't we harness this. if this resolution is passed it will need an Olympic comitee which will be an honour am sure to any nation to be on. After the regional Olympics we can of course stage a grander event with all gold medalist competing for the world title.
1. this would boost morale and nations would of course need to re-direct money into their leisure facilities.
2. A maximum of 3 competitors for each event from each nation will be allowed.
3. the winter Olympics will be over viewed by a sperate comitte.
4. regions wishing to hold the world championships will have to admit a dossier to all Olympic comitte members.
3. this will be decided by a vote, in the event of a tie a winter Olympics comitee member will have the deciding vote.
5. Event's will be the same as the Olympics now but any suggestions will be considered(no time wasting or you may have athlete's banned)Oh great, another olympics proposal. (Why don't we have a card for that?)

Why does the UN needs to do this? And I'm not even going into the fact that there are probably UN nations that don't have, cars, elections, a military, military drafts, or live to be 21.

Hey - they can apply for a driver's permit (whether they get one or not - and whether they even exist is irrelevant), they can vote in any elections that do happen (even if that number is zero), they can sign up for any military that exists (even if there is none) and if they never reach the age of 21, well then they are kids for their entire lifetime (who wouldn't want that!!! :P)

That sum constituted a pure loss to the state Budget, which had to be covered, and indeed was covered subsequently, by the Government, owing to the rise of labor productivity, the increase in the production of mass consumption commodities, and the reduction of production costs. But at the same time, it constituted a pure gain for the population.

Consequently, the population has gained altogether approximately 86,000,000,000 rubles during the year as a result of the reduction of retail prices in all divisions of retail trade.

The new reduction of prices, to the extent which is outlined in the present decision, will effect new, additional lessening of prices of mass consumption commodities within the state sector of retail trade by at least 48,000,000,000 rubles over a period of one year.
Considering the fact that the new reduction of prices in the state sector of retail trade will cause immediate and, in the main, equal, reduction of prices in the cooperative and collective farm sector, it can be conceded that the population will additionally gain not less than 23,000,000,000 rubles as the result of the new reduction of prices of collective farm and cooperative produce.
Consequently, at this second stage, the population will gain altogether approximately 71,000,000,000 rubles in the course of one year as a result of the new reduction of prices in all divisions of retail trade.
This means that as a result of the new reduction of prices, the purchasing power of the ruble will again considerably rise and the value of the ruble will improve as compared with the value of foreign currencies, that real wages of workers and intellectuals will again considerably increase and peasants, expenditures on purchases of manufactured goods will again considerably decline.

The Council of Ministers of the WORLD and the Central Committee of the Democratic Party of International Labour hereby decree:
A. To reduce as of March 1, 1949, the state retail prices of consumer goods, as follows:
Bread and flower by 10 per cent; cereals and macaroni by 10 per cent; forage grains oilcakes, bran and combined fodder by 20 per cent; hay by 30 per cent; biscuits, gingerbread and cakes by 10 per cent; meat, sausages and tinned foods by 10 per cent; fish and fish products by 10 per cent; cream, butter and processed butter by 10 per cent; cheese and sheep's-milk cheese by 20 per cent; salt by 30 per cent; vodka by 28 per cent; cameras and binoculars by 10 per cent.
To reduce correspondingly the prices in restaurants, dining rooms, teahouses, and other catering establishments.

After this has been completed, the government would be required to offer financial support to previous automobile owners who have no other method of transportation.

Special consideration would be given to those who normally drive 30+ miles to work and are unable to use public transportation.

if this proposal is approved, businessses would be likely to compete to uncover and utilize new sources of energy and to create autombiles that use them.

Gasoline would still be used for public transportation (buses/ airplanes) until a strong alternative is created.

INTRODUCTION OF ID CARDS

A resolution to restrict civil freedoms in the interest of moral decency.

Description: It is morally wrong to have a person stealing the identity of someone else. I believe that identity cards would prevent this. There are several reasons for this:

1. Identity (ID) cards are in use, in one form or another in numerous countries around the world. The type of card, its function, and its integrity vary enormously. Around a hundred countries have official, compulsory, national IDs that are used for a variety of purposes. Those that do have such a card include Germany, France, Belgium, Greece, Luxembourg, Portugal and Spain. These countries are developed countries and clearly ID cards have worked for them, which is proved by, on average, lower identity theft crime rates.

2. This one card would be able to do all the functions that a passport and drivers licence do, so you would just have to carry one card around with you, to prove your identity and whether you can drive or have a passport on it.

3. This card would be extremely hard to forge, so no-one could possibly steal your identity. This difficulty to forge is because of the biometrics on this card. There would be a standard thumbprint of everyone and in some cases, an iris image (which cannot in any circumstances be forged). If someone wanted an iris image on their ID card because they are more cautious, they would have to pay a little extra for it.

4. Identity theft costs about £1.3 billion per year on average for the countries that do not have ID cards. The countries with ID cards only lose about 20% of that amount to identity theft. Clearly, this proves that ID cards work and save the country a lot of money every year. Even though the public would have to pay to get them (and they are compulsory), the public could benefit greatly as the government would have more money to put into other areas. Linked to this is benefit claiming. People may get someone else's identity and pretend to have a lowly-paid job or pretend they have kids, so that they get income and benefits or child benefits.

5. Also, illegal immigration would be put to zero. An illegal immigrant would, obviously, not have an ID card, so they wouldn't be able to get a job because an employer would have to see an ID card before hiring an employee.

It is morally indecent for someone to steal someone else's identity so we are restricting the civil freedoms of the public by forcing Identity cards upon them to prevent this.

In general, the introduction of ID cards would prevent identity theft and would put a stop to illegal immigration. Stopping these two things would save governments over the world a lot of money, which could then be put to better use, so vote to introduce ID cards.

Clause 2 makes it so that militias are gangs of 16 year olds eligable to carry various weaponry registered to their leader of rather high explosive capability. No one else is able to. Also addresses police regulations and various other militia regulations......though militia you MIGHT be able to argue does fall under this category.

US Army Field Artillery gunners ushered in the tactical nuclear era when, in May 1953, a 280-mm gun called "Atomic Annie" fired the first nuclear shell downrange. This weapon system appeared in the Inagural Parade for Gen. Eisenhower when he became President of the United States in 1953.

Description: Recognizing the degradation of society, we realize that their must be a way to bring humanity back to mankind. The creation of a super beast impervious to bullets that would feed upon mankind would bring us back into sinc with nature.
These creatures would reproduce only once every 4 years to ensure small numbers.
They would be the size of buses and capable of flight. Perhaps even breathing fire.

These creature would not opnly make mankind more humane, but also decrease the obesety level. Creating healthier citizens who live longer. (provided they dont get eaten)

Also, noting that numerous people will be eaten, the govt. will provide $6.oo to any household of which an individual has been devoured.And if any of these "super beasts" gets anywhere close to my nation we will nuke it out of existance.

ARTICLE III: If it is found that a company has allowed the death of a large number of endangered species, they will be punished based on the following

Rare species like dragons must be preserved for future generations.

I still don't see what this has to do with D&D. In D&D it's the dragons who do the deforestation. Burn baby burn! Besides, you mean to say you don't know a nationstate that has the "dragon" as its national animal? I know of several. :p

It's still stupid. There is more to messing with a habitat than simply woodchipping (uranium mining comes to mind) and not all endangers species are impacted by deforestation. Wild were-grass for example will flurish when the tree canopy is removed. :p

INFORMATION REGARDING INDIVIDUALS AND ORGANISATIONS


Information companies receive from individuals must be relevant to their purpose and will be subject to revision, deletion or alteration.

This Act requires that all schools, hospitals, police constabularies, companies and government census bodies employ a “Data Controller” to ensure that input of data will not conflict with the provisions of this Act.


IN RELATION to schools and hospitals information that is registered to an individual under the age of sixteen years is allowed to be passed on to the parents or guardians of that individual.

IN RELATION to police constabularies. They hold the right to publish data containing necessary information that the courts or the public need to know concerning defendants that are to be convicted or criminals that are of potential danger to the public.

Police constabularies also retain the right to request data of individuals from companies, schools and hospitals etc when investigating criminal offences.

Companies or third parties that are hired to process data will be responsible to the “Data Controller” of an organisation and therefore will face the measures necessary for contravening the provisions of the Data Protection Act.


Individuals have six fundamental rights within accordance with the Data Protection Act.
1). Right to subject access.
2). Right to prevent processing likely to cause damage or distress.
3). Right to prevent processing for the purpose of direct marketing.
4). Rights in relation to automated decision making.
5). Right to compensation if damage and distress is suffered by the Act being contravened.
6). Right to rectify, block or erase incorrect data.

Data Protection Principles

All organisations must comply with the following eight principles of the Data Protection Act regarding personal data that is recorded them.

1). Processed fairly and lawfully (see below for what classes ‘fairly processed data’).
2). Obtained for specified and lawful purposes.
3). Adequate, relevant and not excessive.
4). Accurate and up to date.
5). Not kept any longer than necessary.
6). Processed in accordance with the "data subject's" (the individual's) rights.
7). Reasonably securely kept.
8). Not transferred to any other country without adequate protection.

‘Fairly processed data’

In order for data to be classed as 'fairly processed', at least one of these six conditions must be applicable to that data. Note that the legal phrase 'data-subject' simply means 'the individual'.
1). The data subject has 'consented' ("given their permission") to the processing;
2). Processing is necessary for 'the performance of' (to speed up the completion of) a contract;
3). Processing is required under a legal obligation (other than one stated in the contract);
4). Processing is necessary to protect the vital interests of the data subject's rights;

Description: Members of the United Nations,Oh boy, here we go.

Article I

To avoid war this Article promotes the act of Diplomacy, and other peaceful means, to avoid any war. This doesn't bode well for what the rest of the proposal will say.

Article II.

a) This Article hereby recognises that an aggressive war, that is a war for personal gain, are immoral and wicked acts.

b) The UN declares all military aggressors as evil human beings and, as an International Community, condemns all military agressors.

c) However, if a UN member attacks another country for moral reasons, such as protecting the attacked population from Genocide, the UN has no qualms with the attacking country. Does this mean that someone's thinking about the Chechnyans?

Article III.

The UN is worried by the huge amount of military spending. It therefore encourages countries to put forward more capital into civil issues, such as Health or Education. You know, if you really want to get nations to spend less on their military then you really should write a disarmament proposal.

Article IV.

a) Prisoners of War (POW) are an unavoidable by product of war. This Article promotes the capture of enemy Armed Forces during war as opposed to simply killing them.

b) However, this Article aims to protect POW in times of war. (i) Once captured a POW should be contained in a ‘Prisoner of War Camp’. (ii) A POW must be detained in respectful living conditions during, and after, times of war. (iii) Whilst captured the host country should treat all POW with the utmost respect ensuring all are fed and watered on a daily basis. (iv) If a POW suffers any injuries before entering containment (and during containment) they are to be given sufficient treatment. (v) Whilst under captivity no POW can die from the host’s hands. (vi) This Article declares the killing of a POW an illegal act.

c) Indeed, once a war has finished it is completely up to the countries involved to sort out their respective POW.

d) The above is only applicable if all combatants are members of the UN. Redundant, POW treatment is already covered under Wolfish Convention on POW.

Article V.

a) This Article thoroughly and completely encourages all countries to sincerely avoid direct attacks on civilian population.

b) Any excessive acts of violence upon a civilian population are condemned by the UN and other nations are encouraged to intervene to end acts like those. You know, I have a feeling that most militaries already try not to attack civilians.

Article VI.

a) This Article recognises that many citizens across the world are pacifists who are opposed to war.

b) This Article protects these people and gives all the right to not be forced into military action.

c) All UN citizens have the full and complete right to not be conscripted to military service. The term for such peoples is ‘conscientious objectors’. And now the proposal basically makes all armies volunteer as any draftee who doesn't want to fight can just say that they're a "conscientious objector."



This Act is to be promoted to all nations throughout the world, with special regard to Article IV.

Description: Upon the passing of this resolution, the UN will officially disband and will no longer have power over its member nations, nor will it have any form of international influence.

Furthermore, the meeting together of any regional leaders to discuss matters relevant to the government and relations of their regions should do so with a neutral third party present. No decisions may be made by two nations regarding the leadership or direction of a third.

This resolution will free the world from the grip of the UN and will prevent a corporation from achieving world domination.

Actually I don't think so since it doesn't say that you have to stop building weapons or destroy them, it only says that you can't attack other UN members with them.

I still believe that this resolution is quite an underhand way of giving more power to UN Nations than to Other Nations.

URGES that a future resolution be made where an Independent Body reviews the cases for use of nuclear armaments and may approve/deny them.

NOTING that animals are given no representation in government to influence decisions that affect their environments and lives.

ENDEAVORING to create a more fair, truly representative democracy.

It is therefore proposed that all nations have compulsory governmental seats in their ruling body, specifically allocated to represent each of the animals existing in the nation.

(RECOGNIZING that there are many sub-species within a species - ie the Hectors Dolphin and the Spinners Dolphin - it is proposed that EACH of these species be given a seat.)

UNDERSTANDING that communication and understanding between humans and animals is not yet sufficient for such a proposal to be implemented;

It is further proposed that these seats be filled by a human with proven training and specialist university educated knowledge until such time as humans and animals are able to fully and satisfactorily communicate.
Such a representative will need to be approved by all governmentally represented parties.

A timeline of 6 years is given before these seats become compulsory, thus giving nations time to train and elect candidates.
