Description: In order to insure freedom, peace, and security for all those in the world we have no choice but the create and maintain a permeant peace keeping force. We must authorize the creation of a UN military force that is independent of the armed forces within the individual nations that comprise this great body. Also to help facilitate the measure a UN Sec. of Defense office shall be created.

Purpose: The UNLF (United Nations Liberation Force) shall be created, funded, and maintained the UN and shall be under the direct command of the Sec. General. The Sec. General shall serve as the Commander and Chief of the UNLF. The UNLF shall be a peacekeeping force that is deployed in the event tat requires UN military action. Such actions shall be defines by the Sec.General and Approval shall be granted by the General assembly.

Restrictions: No military action can be taken without the majority approval of the General Assembly with at least a quorum of 25% of nations present. The Sec. General shall not be given executive power over the military command. If there is no majority in the Assembly the only way for the Sec.General to deploy troops is the receive a unanimous approval for action by the UN Security Council. If the Sec. General fails to receive a majority of votes in the Assembly or a unanimous decision from the Security Council than no action shall be taken.

Section 1 : UN. Sec of Defense office: This position shall have the following duties create a projected budget for the UNLF, generate promotion list for the Sec. General, establish ranking system for Assembly approval, monitor all UNLF engagements and make progress reports to the Sec. General and the General Assembly of the Sec. Generals behalf.

Section 2: The office of UN Sec. of Defense shall be appointed by the Sec. General upon the approval of a majority of UN assembly members with a quorum of no less than 25% and shall serve at the graces of the Sec. General.

Section 3 Promotions: The UN Sec. of Defense shall generate promotion list based on the recommendations of filed commanders. This list shall be sent to a special committee of Assembly members for approval, and shall become effective after being signed by the UN Sec. General.

Section 4 Salary: A Special committee shall be created in order to determine the average income of each solider based on rank, skill, and other factors. This committee shall meet as required in order to make adjustments as needed.

Section 5: Committee shall be chosen using current delegate selection methods.

Section 6 Funding: In order to fund the UNLF the UN must be given the right to tax trade of international trade routes. Since the UN is an international organization this is within our rights to due. Each nation within our assembly will pay a tax of no more than 5 % and no less than 1 of what there annual GDP is based on goods traded. This will also make trade on the sea safer as there will now be a UN presence and the exchange fair for smaller countries.This one has so many illegal parts I don't know where to start.

HOWEVER a no longer acceptable unfairness prevails forwards within a special range.

IT IS FACT that more than half of the world population is consisting of women, but the large majority of the political decision makers are still men and not women.

THEREFORE it is no longer up-to-date, that progressive and deeply democratic nations, as there are all members of the United Nations, still bear such medieval seeming conditions in their political systems.

FOR THIS REASON we endorse the introduction of a minimum women quota for the number of women in the individual national parliaments and the occupation of political offices in their homelands.

The UN:

1. ADVISES all member nations to introduce minimum women quotas in their laws, which guarantee a larger influence on the political decision-making processes in their homelands.

2. WANTS to reach thereby, that the number of woman in the policy on all levels corresponds to the population of world.

3. DECLARES that all members of the United Nations have to embody following proportional woman quotas in their legislation:

- Min. 30% of all cabinet members must consist of women.

- Min. 25% of all members of national parliaments or equal govermental organisations have to be women.

- With same suitability for a political office a woman has to be preferred to a man until the women quota is fulfilled.


4. MANDATES a timeline for implementation not exceeding two years in length.

5. ESTABLISHES exceptions of the quota regulation:

- If the number of women who are available for a political office is too small, all the same why, the quota may be also fallen below.

- But as soon as a suitable woman is available, she has to be nominate immediately for a political office to fulfill the new quota law. And what about those nations that believe that quotas/affirmative action is actually a form of reverse descrimination?

2.ACTIVE INVOLUNTARY EUTHANASIA - This is where a person does not request death, but others see it in their best interest to die, so an action is taken to end their life. For example, a doctor may know that a patient's illness will get far worse and cause them harm, so would kill them in their best interest.

3.ACTIVE NON-VOLUNTARY EUTHANASIA - This is where the person is incapable of deciding, so an action is taken by others to kill them. This may be because they are baby or are in a coma.

4.PASSIVE VOLUNTARY EUTHANASIA - This is where a person with an illness requests to die naturally, by refusing treatment.

5.PASSIVE INVOLUNTARY EUTHANASIA - This is where a person does not request death, but doctors see it in their best interest to die, so refuse to give the patient treatment. (This situation is unlikely, but possible).

Description: In order to insure freedom, peace, and security for all those in the world we have no choice but to create and maintain a permanent peace keeping force. We must authorize the creation of a UN military force that is independent of the armed forces within the individual nations that comprise this great body. Also to help facilitate the measure a UN Sec. of Defense office shall be created.

Purpose: The UNLF(United Nations Liberation Force) shall be created, funded, and maintained by the UN and shall be under the direct command of the Sec. General. The Sec. General shall serve as the Commander and Chief of the UNLF. The UNLF shall be a peacekeeping force that is deployed in the event that requires UN military action. The Sec.General shall define such actions and Approval shall be granted by the General assembly.

Restrictions: No military action can be taken without the majority approval of the General Assembly with at least a quorum of 25% of nations present. The Sec. General shall not be given executive power over the military command. If there is no majority in the Assembly the only way for the Sec.General to deploy troops is the receive a unanimous approval for action by the UN Security Council. If the Sec. General fails to receive a majority of votes in the Assembly or a unanimous decision from the Security Council than no action shall be taken.

Section 1 : UN. Sec. of Defense office: This position shall have the following duties create a projected budget for the UNLF, generate promotion list for the Sec. General, establish ranking system for Assembly approval, monitor all UNLF engagements and make progress reports to the Sec. General and the General Assembly of the Sec. Generals behalf.

Section 2: The office of UN Sec. of Defense shall be appointed by the Sec. General upon the approval of a majority of UN assembly members with a quorum of no less than 25% and shall serve at the graces of the Sec. General.

Section 6 Funding: In order to fund the UNLF the UN must be given the right to tax trade of international trade routes. Since the UN is an international organization this is within our rights to due. Each nation within our assembly will pay a tax of no less than 5% and no more than 10 of what there annual GDP is based on goods traded. This will also make trade on the sea safer as there will now be a UN presence.

Stone Aquisition Limitation Treaty.

It was first proposed by Ogg, brother of slain caveman warrior Ugugh, back in 10760 BC. It was highly successful, and fully outlawed the use of large rocks as weapons. Unfortunately, a year later he was killed in a tragic spear-chucking accident.

This spurred his son, Org, to create SALT II, the Spear Aquisition Limitation Treaty. This too worked very well, banning all sorts of spears (as well as pointy sticks). Unfortunately, less than a year later, he was mauled to death by a sabre-toothed cat.

Needless to say, his wife, Ugi, proposed SALT III. The Sabre-toothed cat Annihilation unLimitation Treaty (cavemen had a hard time with acronyms). This lead to the legalization of spears, pointy sticks, and large rocks, for Sabre-toothed cat hunting purposes. She was later killed by a strange series of events wherein a Sabre-toothed cat stabbed her with a spear while a large rock fell on them, breaking her pointy stick.

At that point, the tribe came up with SCREW IT, which didn't actually stand for anything, but nicely represented their view of the whole silly chapter.

DISADVANTAGES of having horses exist in the present world include, but are not limited to:

Disease-including possible West Nile infection and rabies

Aesthetics-horse excrement does not please much of the population

Over consumption-horses may be over-eating grasses and other plants that may one day become endangered

PERHAPS there are many more disadvantages to keeping domesticated horses on the planet.

ADVANTAGES to eradicating at least 75% of the horse population include, but are not limited to:

Reduction of hungry humans-horse meat from eradicated horses can be used to feed poor and hungry humans in poor parts of the world.

Increase of employment-there would be more jobs open for humans that otherwise may never have jobs-jobs including horse killing, horse butchering, and horse clean-up.

Increased dog food (et cetera) production-innards and "left overs" from eradicated horses can be used to feed other various animals.

Protection-Grasses and other plants that may have one day become extinct because of horse over-consumption would be saved and protected.

UNDERSTANDING that the eradication of 75% of the world domesticated horse population would involve many monetary and human resources, it would be necessary for multiple groups of nation representatives to provide resources that would aid in the eradication/clean-up of the horses.

INTERNATIONAL cooperation would be needed.

APPEASING animal rights groups would also be necessary. Therefore, at least 10% and at most 25% of the domesticated horse population would need to be spared, as a sort of comprimise.

OPTIONS to continue this eradication process to keep horse populations in check include once per century mass eradications.

I am aware this has been reported before, but:

The Internet is used outside the UN, and the UN does not control it. (Though, in RL, the USA kind of owns the Internet)
Filters can be fooled.
E-Mails are a good way to keep in contact. I would refuse to let my e-mails to be filtered (well, I do spam filter my e-mails)
"Prevents the placing of racist comments on the Internet". So the filters know every racist comment that exists?

I always laugh at these types of arguments. (And I'm a Secular Franciscan ... go figure.) What would Jesus do? He would probably gather them all together on a hill, feed them, and then have his associates sneak away that night on a boat while he followed later on foot. (Over the water on foot, but hey, DHIP) I don't recall a single story about Jesus the legislator, or Jesus the Supreme Court Judge. At least Solomon has a court case trial record you can use to determine what he would do.

There is only one written case of a "decision" by Jesus, and it's in a very corrupt setting. That was when Pharisees in the presence of Roman guards brought up a prostitue for judgement. Prostitution was an offense that demended stoning under the law of Moses. Under the Law of Rome, only Roman officals could issue the death penalty, stoning was tehcnically illegal under the law. So Jesus dropped back 5 yards, pulled the grenade pin and threw it at the Pharisees, "Let he who is without sin cast the first stone." After all, under the philosophy of the Pharisees strict observance of the law meant that they were "sinless." Therefore Jesus had just told them that they could stone her ... well they can't stone her because they would be arrested on the spot ... hoisted on their own pietard. So the oldest ones realizing that they had just been outfoxed realized that it is better to publically admit you are a sinner than to wind up dead at the hands of the Romans so they walked away.

This proposal has a few reasons why it would further improve our current democracy.


1) People will have more chances to vote and more candidates to vote for

2) If the current president is doing a poor or not-up-to par job, then he will be out of office in a year or two

3) New presidents will bring new Ideas and will further advance democracy


The catch, if you will, is that the president can be reelected 3 times in a row, but then has to wait 10 years before he is able to run for president. If he is reelected after his 3 terms, he is not able to hold office again for more then one more term.What about those nations that don't have presidents?

2. STRESSES that Religion Police is for protection of Known Religious Groups from governments oppressing some religions and any terrorist activities. Also for regulating members on the list from performing and wrong deeds depending on their religion, Preventing corruption at the work place and in public spaces.

3. CREATES the United Nations Religious Police (UNRP) for the purpose of keeping a registry of Religious and their members in all nations, which shall register the members by the following process:
a. The Full name of the person, must write an application to the UNRP detailing his/her religion, age, Family members and their religions, Location, Nationality, and Occupation.
c. The UNRP will review the application, by checking with the government of the state where the applicant lives.
d. If these criteria are met, the applicant will be approved and given an identification number, from which he/she will be listed on the protection list.

4. DECLARES that members on the list with identification numbers are protected from governments oppression on their religions, accusations from citizens of any nation, and can file suits against any government or person that has offended his/her religion.

5. DECLARES that members of the UNRP are not to engage in any harm to any person with the same or different religion in any possible method.

ARTICLE I:

ARTICLE II:

Due to the above grievances, we, the members of the United Nations, hereby resolve to legislate the following, effective immediately upon ratification, legislation:

1. PROHIBITING the possession, production, trafficking, or use of chemical weapons as defined above in Article I by UN members in international warfare;

2. PROHIBITING UN members from the possession, production, trafficking, or use of chemical weapons as defined above in Article I through non-UN member nations;

3. PROHIBITING UN members from forming military partnerships and/or coalitions with any nation or sovereign entity possessing, producing, trafficking, or using chemical weapons as defined above in Article I;

4. EXCEPTING the use of chemical substances capable of use in said weapons in UN member nations to researching chemical decontamination and other civilian, government, and military resistance techniques;

5. MANDATING the use of sanctions by the United Nations to be applied to any nation found with the possession, production, trafficking, or use of chemical weapons as defined above in Article I except in conditions described in paragraph 4 of Article II;

6. MANDATING the use of sanctions by the United Nations to be applied to any nation found in violation of this resolution as defined in Articles I and II.

ARTICLE III:

In addition to the legislation described above, we, the members of the United Nations, believe in:

1. MANDATING all UN members to destroy all of their chemical weapon stockpiles, if any;

2. MANDATING all UN members to destroy all of their chemical weapon stockpiles in facilities that limit to the smallest degree the risk of contamination to the nearby civilian or military communities and environments;

3. MANDATING all UN members to commit to the cause of the elimination of all chemical weapons within all nations;

I remember a great short story about that. The city was under a heavy burden of too many pollsters so a company was formed to create a computer simulation to simulate the population of the city and poll them instead of the real citizens. While there was heavy opposition by unknown forces the project was started and was starting to give results. One day one of the programmers went into the simulation to investigate the strange behavior of one of the simulated citizens who seemed exceptionally parinoid. When asked if he was afraid of being a simulation. The simulation replied, "I not woried about the fact that I am a simulation. I'm worried about the fact that you're a simulation."

The simulation it seemed had created its own simulation. Fractal recursion is such a wonderful concept, even though it really is a waste of computer resources. :p

We all know how all the nerds back in the days of pong and space invaders got excellent grades and then went and made Microsoft and Apple. National Control of Euthanasia

Description: I propose that all UN member nations be granted the right to determine their own Euthanasia laws.

Under UN Resolution #43, 'Legalise Euthanasia', no UN member nation has the right to decide its own Euthanasia policy. This remains true even if its government has an overwhelming anti-Euthanasia mandate from the electorate. Instead, member nations are forced by international law to obey an arbitrary moral decision, passed by less than 800 votes out of more than 20,000.

While I accept that this was a fair and democratic decision, I question how it is 'fair' that the 10,810 nations who voted for the proposal be allowed to impose their moral values on the 10,031 who did not. I ask on behalf of the minority that, just as we would not wish to impose our moral code on you, so you should allow us to remain free from yours.

As far as I am aware, the UN's intended role is not that of a moral police force. Our great institution ensures the preservation of basic and fair human rights for the citizens of all member nations. But on a decision of such moral complexity as the rights and wrongs of Euthanasia, I believe national self-determination to be the only fair answer.

I quote the following highly dubious passages from Resolution #43:

"...if the person cannot make the decision themselves it would be made by those closest to them on the basis of professional medical advice."

The implications of this single clause are truly terrifying. How can any UN citizen feel safe in their hospital bed, knowing that, by law, they can be executed without their permission by the very doctors who are supposed to be caring for them?

"Why should carers use up time on those certain to die, when this time could be spent with those with a chance of life?"

Is a human being therefore expendable when they reach a certain age or level of infirmity? The encouragement of such callous financial calculation is the unintended legacy of Resolution #43. I for one do not wish to live in a nation that allows human life to be treated with such a complete lack of respect.

Resolution #43 must be repealed, and replaced by this resolution guaranteeing national control of euthanasia.

In addition, to ensure that individual freedoms are not impeded, I propose an additional clause guaranteeing the right of any terminally ill UN citizen to be granted an assisted death in any UN nation that allows such action. We can thus attain the best of both worlds: individuals free to make up their own minds, and the duly elected governments of UN nations free to do the same.

I urge my fellow UN members to vote for National Control of Euthanasia, and restore the right of the people to determine what is permitted in their nation's hospitals.

One, "the logical way" is not so logical. Two, has humanity - throughout the ages - really "wanted... the right to be free"? I think one of the reasons so-called libertarian movements have failed so miserably is that the majority of people do not in fact rate 'freedom' as an ultimate goal. Why do we have states? not to allow them to oppress us, but to co-ordinate and facilitate an easier lifestyle.

I'm not saying this is a good thing, just pointing out that 'freedom' is a goal that exists mostly in the heads of political ideologues. And this statement is coming from an anarcho-fluffyist.

We were just discussing that recently......

Desert Storm Iraq and WZ Forums love supporting anything that moves. It's simply their policy. I think it's harmless and I fail to see any reason why they shouldn't be permitted to approve any more proposals.

Are those arguments against reopenning this can of worms? Yes

But with UNR #43 under, I think, round 4 of serious repeal attempts and we'll be seeing that can of worms open in the near future, keeping cans of worms closed is not exactly the best way to work through the UN. Those that don't care seem to start winning when that happens.

Is it just me or does Desert Storm Iraq approve every proposal under the sun. I move to vote that he can't approve any more proposals.

I asked him about it in a telegram and he said that he likes to give all proposals a fair chance infront of the UN, so that all proposals can be voted on by all UN members. Then, it is a fairer chance as to whether or not it passes or fails because everyone who the resolution affects gets a vote. Basically, he'd just like the delegate approval stage just removed.

And I thought that Abortion Rights was a "good enough resolution for now". The same I cannot say about ALC. Gee, a guy who discusses message as much as he discusses effect has a different opinion about a resolution with about as much effect but a completely different message.

EDIT: In effect, I was less concerned about reopenning the can of worms because I disliked the effect on the community than I was about other issues. One would be the fact that when Waterana campaigned for her own repeal of Abortion Rights to put CAR in place, she got swamped with TGs telling her that it was too important to keep Abortion Rights in place. I pretty much didn't think a pro-abortion repeal proposal could pass. Add on that Darksonia's resolution includes statements like

"NOTES people are passionate on both sides of this issue and repealing this issue will indeed be "pro-choice" (member nations may choose to permit abortions for any reason, limit it as they deem necessary, or prohibit)."
(which even my NatSov leaning region was annoyed about)

"EMPHASIZES Resolution #61 does not limit abortion to "Women's health" during later trimesters, but allows a woman to have an abortion for any reason whatsoever (age, gender of the baby, etc.), for no reason whatsoever, without parental consent, without spousal consent, and at any any point up to and including the ninth month of pregnancy. Two lines that I absolutely could not support. The latter actually hit close to home (now that I think about it, I might've shared that story on the debate thread).

No. I would not have been able to support Darksonia's proposal no matter how you cut it.

Haima is one of the principle components of haemoglobin, which is one of the principle components of blood. Effectively, it would ban blood.

Well it all depends on the definition of "patient." :D

I believe that continued attachment to a life sustaining device might be considered a medical treatment under the resolution and since unborn are technically under the "age" of 16 can have this wish proposed by their "legal guardian."

Now it would get interesting if one applied the argument that "Consultations between patients and physicians shall be held in the strictest confidentiality and shall not be made available to any third party without the consent of the patient" and "Personal medical records and the contents of such records shall not be made available to any third party without the consent of the patient" would prohibit the woman from knowing the details of fetal development without the express consent of the fetus' legal guardian.

One of the faults in the resolution is that only non treament has an endangerment clause. "Patients may refuse treatment and such refusal shall be verbal or in writing provided that such refusal does not endanger the health of others." Both the fetus and the mother could argue for medical procedures that puts the other at risk.

1) Sapience != understanding any know language. If we ran into a sapient race, I doubt they will be speaking English ala Star Trek: Enterprise

The aliens in Star Trek aren't speaking English we only hear it in English because of the universal translators that they have (assuming that the translators are working and can translate the language).
