Description: Warmongers or nations that constantly and needlessly threaten their neighbors or members of the international community at large must be dealt with swiftly and firmly in the interest of preserving peace and International Security.

What constitutes a threat:

1. Threats of non defensive military action without securing UN Approval for a war resolution.


2. A barrage of baseless serious accusations or charges that could dangerously slander another nation possibly putting them at risk for attack or at the very least tarnishing that nations standing in the international community. Such charges must be accompanied by verifiable proof.


Proposed corrective action:

1. Trade sanctions to be brought by the UN Security Council against any nation that needlessly threatens its neighbors or the international community with military force. The offending nation may perform corrective and reparative action as deemed appropriate by the UN Security Council to have the sanctions lifted.

2. If said nation persists even after incurring these sanctions, harsher sanctions would be immediately implemented and enforced.

3. If said nation continues on with its dangerous course of action then a UN Peace-keeping force would be deployed to intervene and restore order. Well, this one's back and it's just as illegal as before.

Resolution #171 "UN Educational Aid Act" is a great stride in the right direction. Unfortunately, Resolution #171 does not include children with Special Education needs. I propose an amendment be made to further expand the benefits to help those in need of Special Education Services.

I quote from Resolution #171, "Determined to help all people achieve access to education, and to work with, rather than against, nations and institutions encountering particular problems..." Unfortunately, Resolution #171 does not encompass Special Educational needs.

I propose the following measures be made in the hopes of greater world-wide education:

1) All member nations requiring financial aid for training teachers and\or updating classrooms receive some sort of aid package from the UN Educational Advancement Fund (UNEAF).

2) Special Educational services be available to all students with any of the following conditions:
a)Autism
b)Mental Retardation
c)AD/HD (ADD)
d)Specific learning disabled
e)Hearing impaired
f)Vision impaired
g)Speech or Language impaired
h)Emotionally or behaviorally disturbed
i)Orthopedically impaired
j)Physically impaired
k)Deaf-blind
l)Traumatic brain disorder
m)Severely and multiply handicapped

3) All UN member nations provide Special Education students and families with a free education. Furthermore, the students are placed in their Least Restrictive Environment (LRE)

4) All UN member nations provide Special Education students and families with an Individualized Education Plan (IEP).

I would encourage the UN member nations to re-evaluate this amendment to Resolution #171 and Resolution #171 on a yearly or biyearly basis, thus allowing for the most up to date services be in place.

Description: Solar power energy would be a great use to the UN. by converting the sunlight into energy the price of electricity would go down and we can save millions. we are currently using nuclear power plants and coal power plant which leaves us with a bunch of nuclear waste. And there's no real safe place to put it.

With this resolution we would build a new solar power industry by placing an extensive series of solar panels out in the desert and other otherwise unused large tracts of land as needed which in turn leads to lower energy prices.

This resolution would also require the shutdown of half of the nuclear and three-quarters of coal power plants in 10 years.

This resolution would also create an award named "The United Peace Award" given for most innovative non-weapon invention to impact society in the last ten years. Which would carry with it a large research grant to be given to the school or university of the winner's choice, and a committee of at least one delegate from each UN Nation to oversee giving the award once every five years.

Concerned that the people who are rich will become richer and the people who are not as well off will become poorer, thereby creating a huge gap between the upper class and the lower class.

Determined that the UN cannot allow this to go on and must create a balance for both classes:

Hereby enacts the following:

1. The minimum wage in all Nationstates of the UN will be set at $7.50 US/hour, increasing with inflation and decreasing with deflation.
2. Any NationState in the UN may raise the minimum wage above UN standards, but must at least meet UN standards.
3. For any person or persons working for a monthly payment, all industries must include basic health care coverage (includes doctor, surgery, and hospital), basic automobile insurance, and a dental package. The minimum wage for monthly payments shall be $8,000/month or $96,000/year.
4. Companies cannot force a person or persons to work more than 45 hours/week or more than 10 hours/day. Employees can only do this of their own free will.
5. When a company first goes public, the employees may buy stocks for a discount via the company. This offer lasts only for exactly 31 days. Afterwards, the stock can only be bought at normal price. (the maximum amount of stock the employee can buy is 50 shares).
6. The UN may raise minimum standards when it sees fit.
7. City and county government officials may raise the minimum wage in their city or county, but it must be higher than the state wages.

Exceptions:
1. The minimum wage shall be set at $5.50 for any company with less than $110,000 in annual sales.
2. NationStates may set the minimum wage as per industry (sole proprietorship, partnership, and corporation).

This ensures that the UN cannot create a military force, or an economic stranglehold, and thus loses it's ability to mount any sort of take over. This resolution destroys any possibility of the UN turning into a police state over the World.

Description: Due to large amounts of uncontrolled logging in both developing and developed countries, swaths of habitats are being destroyed. On account of this, restrictions should be put into place in order to regulate logging:

1. For every tree cut, a new tree of the same species must be planted.
So that once an "invasive" foreign species arrives in an area it can never be removed again, no matter how badly its presence affects the local ecosystem..

2. Before an area is logged, a worker of scientific background must look for historical sights or animals which are endangered or have not been discovered.
So some logging companies will probably just send an astronomer or a physicist (or something of that general sort) there for a few minutes...

3. If chemical or oil spills occur, the sight should be cleaned up at the companies expense.
Cleaning up a "sight" can simply be achived by getting the stuff out of sight, yes?

4. An area recently logged cannot be re-logged until a period of 100 years have passed.
Which would mean that we couldn't establish forestry plantations on any areas whose natural vegetation has already removed, and thus would have to do all of our new logging in further areas of "old growth" woodland instead...

5. At least 1/3 of the world's rainforests remaining today must be protected and banned from logging for the next 500 years.
Leaving aside the fact that the NSUN's member-nations are actually spread across multiple worlds, what if more than 2/3 of the rainforests remaining within the entire NS multiverse are actually located in non-member nations? And who is to decide how this obligation is to be divided amongst those member-nations that do have rainforests? And what about the fact that there is actually more than one type of rainforest, and it would be nice if people preserved suitable examples of each of these?

Offhand I can't think of a single "invasive" foreign species of tree although technically the resolution doesn't say you have to plant the tree in the same area where you cut it down from. You don't have to plant it in your own country. Think of it as donating tribbles to the Klingon Empire. It could be a new form of warfare!

Never the less it's a rotten resolution. Christmas Tree farms need to be harvested far more often than every 100 years. (Unless you have really big houses!) Likewise even vineyards need to be cleared within 50 or so years because the vines don't produce good fruit after a certain age.

Yes, but a nation could conceivably grant citizenship to a corporation, and this would exempt them from the proposal by Resolution #4.

I think the direct taxation of businesses by the UN relies upon an unstated assumption that corporations are not "citizens" of a nation, although no such thing has been resolved by the NSUN, and in fact relies upon the national definition of citizen.

By allowing the taxation of a business, it's a slippery slope to a point where Resolution #4 is so restricted that the NSUN could levy taxes upon "non-citizen" people of a member nation. For instance, refugees or exiles.

I believe this proposer is not clear on the scope of the NSUN. (OOC: I think he's talking about the drinking age in the US specifically) However, there are many nations including The Federation of Schneeflocke, where the right to drink Beer and Wine is given at age 16, and Hard Alcohol (over 5% by volume) at age 18.

There are also no doubt nations that have outlawed the inbibbing of alcohol outright, and so lower a drinking age would have no effect upon these nations, as they already do not allow drinking at all.

I really can't justify this proposal in any light except to assume that the author is making an RL reference.

Description: Gun Control has gotten out of control.

People all over the Nation are being told to register their weapons and carry a licence. I feel this is no longer acceptable. The police and army have weapons, but no licenses.

Do we assume that because they are in uniform they can be trusted? I think not. I think that people who wish to own, or already have, a gun should under-go a few simple tests to determine if they can be trusted with it or not. Those who prove to be trusted, shouldn't need to register their guns or have licences.

New laws should also be brought into affect, which say that any untrustworthy person who is seen to be carrying a gun, should spend a long period of time in jail.

The trustworthy residents will be given the benefit of the doubt. But if and when they commit a crime using a gun, their licence will be revoked, they will be placed on a database that keeps records of people who are aloud and not aloud to carry weapons and they will spend the rest of their life in jail.

I think everyone in the nation deserves a chance to prove themselves.

I don't think it is "basic grammar." It's obviously not advanced grammar but it is a little beyond basic. The first problem was the forgetting of a "." and not capitalizing the next sentence. The second problem is the tense and person of a subject where a clause has just used a different tense or person. "The people (plural) of my nation (singluar and probably needs a few commas there as well) do (not does because the subject is still plural, the people do) ..."

Often the ones that are ridiculed are the ones that we either have a personal stake in (Nuclear Armaments is Flibs' pet resolution) or ones where the reasoning is truly "WTF?"

If they bring their proposal to the forums, we will help them, we will edit their work, we'll do what we can to make it worthy of submission, but until they show an honest attempt at editing and drafting, we generally aren't interested. Yes, I suppose the repeal of UNR #109 was well done and edited, but there's a personal stake in the matter so whatever.

Yeah, this thread terrified me when I started taking an interest in the UN. But it's a very useful learning tool. It depends what sort of learner you are. If you're a read-the-instructions type, you go for the stickies and the past resolutions. If you're a learn-by-doing, you hop in on some of the drafting threads. If you're a take-it-apart-to-see-why-it-goes learner, this is your spiritual home.

(Likewise, if you're a they-can't-possibly-be-serious learner. What you learn here is yes, they can be. Very.)

Argument: The banning of single-hulled oil tankers resolution (#11) makes several good points ragrding it subject, but also contains factual inaccuracy making it null and void. For example, the resolution falsely states that a ban to single-hulled tankers would "would also be a boon to fishing, tourism..." This statement is incorrect as it is worded incorrectly, it assumes that whereever tankers go their will definitlely be terrible oil spills. Also, in some circumstancs, double hulls would not be enough to stop a spill, thus the statement "This would prevent environmental disasters" is incorrect. The resolution also uses real-life evidence and a criticism of single-hulled tankers this is forbidden under 'NationStates' rules as these events do not exist inside the website. Finally, the resolution makes an irrelavent statement "Millions of barrels of crude oil are lost to the oil-hungry nations of the world." in an attempt to gain more support.

Crime advantages:
Being legalized will quickly remove the need for “pimps” or other persons that run these buisnesses. Ilegal activites will simply no longer be needed in the sector.

Medical advantages:

It also doesn't say who these richer states are, or how much money one needs to have to be one. It doesn't even tell us who the poorer states are. Or how many people in a state need to die from lack of food, or be without a place to live, before we call it poor.


Thirdly: A institution should be created to look after the fulfillment of this so the poor countries wouldn't haggle the money anywhere less.
Like on places for its people to live, or on food etc?

Haggle away what money? Why should we worry about where they spend the money, when we aren't even sure if they really need it in the first place, or where it's going to come from...?

1) Wind Power is cheap and environmentally safe

2)They don't need workers to keep them operational, only regular maintenance is needed to prevent malfunctioning.

Makes perfect sense to me. They don't need workers to ensure the day to day operation. Like an automated lighthouse. You don't need someone there every day to trim the wick, light the light at night and turn it off at night, but you do need someone to go there every so often to replace the light bulb.

More education

Description: the problem is people are not smart. in certain nations they smoke. in my nation it is prohibited. but education is high and should be well out in thought. other democratic countries let education fly by like it isn't a one in a million chance to excel. funding to the un delegates would make nations more wealthier and able to handle their country more. all un delegate nations should have only well mannered and smart people. If they are worried about funding military and police. And that is where taxes and funds go. where do the schools get money. nations cant so supply all this money on there own.yens or money should be donated to schools or overexcelling students. My nation can maintain a sanitary school, but I need a school for overexceeders. they need money for college. because most cant afford. extra scholarships can be made but the nations have other responsibilities. even though military is good. school is first priority. and if I wished I could support both id go bankrupt. police force is what my country needs. and if you fund us the less idiots on the streets so we will not have to support as much and be able to focus more on schools.
These type of proposals generally make me agree: yes, we really, really do need to spend more on education.

Description: WHEREAS, it is apparent that gays, lesbians, bisexuals , and the transgendered (LGBT) are among the most oppressed minorities on Earth.

WHEREAS, LGBT people have an inalienable right to life, liberty, and property just as heterosexuals do, as well as the right to privacy

IT IS PROPOSED THAT:

1) All nations of the UN must legalize sexual relations between individuals of the same sex.

2) Member nations are strongly encouraged to adopt hate crime laws and anti-discrimination laws that protect individuals based on their actual and/or perceived sexual orientation and sexual identity.

3) Member nations are strongly encouraged to make sexual reassignment medication and surgery available to transgendered individuals.

4) While the UN will encourage members to grant legal status to same-sex couples in some form, there shall be no official UN definition for marriage, and all member nations shall form their marriage laws how they see fit, according to their own cultural or religious customs.
1 and 2 are done in Discrimination Accord; 4 is done in Marriage Protection Act. 3 isn't duplication, but that's probably not enough to save this.
Eviromental Improvement Plan

Description: We have a problem with enviromental destruction. I propose that we stop development of forests and natural habitats. And stop the construction of cars. This will cut down on emmisions and greatly reduce the number of animals who are endangered.
A good example of why constructing proper sentences isn't mere grammar Nazism: I highly doubt stopping the development of forests will improve the environment.
