They are now daubed the ‘fascist dictatorships’. These regimes are now seen as the most evil, autocratic, and incoherent authorities to have ever existed. They were CORRECTLY shunned after the secondly world war. But did we eject such ideas rightly? Was there some tiny little element that may have been of a bettering nature to the nations of the world?

In paraliamentary fascism, a system of government was developed, in which instead of representing the geography of an entity, rather social sectors, employers, their employees and agrarian representatives were given seats in parliament. It stood for the betterment of the nation, and along with the ‘battles’ for grain, drainage, and transport, Italy became a powerhouse. It stood aside from the inertia of the past, as a nation revitalised, and a model for all economic advancement every where. Mussolini, a man despicable for other attributes, and rightly so, has this one good creditable motion to his name. Yet in our effort to distance ourselves from the evils of the general term, fascism (Nazism), we have abandoned all the good that we might otherwise have salvaged, some things which were given true praise, and whether we know it or not, we some what adopted by nations every where, as legitimate proposals. Need I mention Eire, whose centre left premier, Eamon De Valera, reformed his upper house, modelling it along corporative lines, making constituencies reflective of the social classes in his fledgling, neutral, democracy, for instance of the older Anglo-Irish aristocracy, along side the Trade Union delegates, who in turn sat across from genuine fascists, and communists alike.
Let us not poke ourselves ever with the stigma of the past. The future is where our destinies lie, so let us all try to see that other systems are possibly far more beneficial to our nations, and deserve genuine consideration, rather than allowing our friends and family dead to be dishonoured by excuses, against the betterment of their descendants.

TO re-arrange all paraliaments along social lines, rather than along the current goegraphical borders,

Vote ‘yes’ to the motion that, “Corporativism should be a genuine consideration for the future of the world.” Let us not be bound by geography or race. Let us remedy the flaws in democracy, by healing the stigma of boundaries. Let us do the right thing by our Christianity (what ever benevolent religion you profess if any)

I could be wrong with my Latin (I'm not that well versed in it I have to say), but "Emperatus Catorum" is not a Latin statement. In fact, the Latin word for "Emperor"- and the root of the word- "imperator" simply meant "master of troops". My nation more properly refers to our rulers as "Caesar".

although the banning of narcotics, even prescribed ones, is a good idea, wot would become of you if you became ill and with no drugs to make you better shurely you would just die. for the gothic vampire freaks this would be an advantage, but for normal people, this is horrendous. so i say that blood sucking freaks should suck each others blood not that of innocent poeple. so ther fore there is no need to ban narcotics!

Stem cells are bad and the researh is too costly. Doctors are being paid 100 million dolors a year to do nothing other than look at a cell and see if they can do anything to it. How rediculous. That money can be used for researches like AIDS research or feedin the HUNGRY people in Africa. We are wastingmoney with Stem cells.

The Solarplex power station will use state of the art solar collecting technology and a new battery control system to store limitless amounts of energy for use in everyday activities. With the help of the many nations Space Programs this bill will enable nations to launch solar collecting satalites which will then transfer the energy colleted via Microwave Radiation to a control center and energy reserve system for use at night or in case of emergiences.

The UN will decide the best location for this center and the estimated twenty or thirty Echolon mirror sites. The UN will also appoint a special board or Solar Energy Conecil (SEC) to oversee the project and its usuage there after.

ALL nations will be granted access to the Solarplex and its energy. The Solarplex and mirrors will be own by the UN and the SEC.
But how are you going to beam that energy so far through open space?

1) Working days lost to waiting for non-delivery of items totals a considerable sum to every nation.
2) The stress and irritation caused does not lead to happy citizens, leading in turn to anger led decisions.
3) There is little point in having good trade agreements and excellent goods if the delivery service is so shambolic that no-one is certain goods will appear when promised
4) A global solution to this issue would have huge positive efects on the worlds trade levels and economic growth. A weak link in the chain would be fixed.

Bahgum proposes:
a) An internationally agreed system of fines for poor couriers, equal to at least double the cost of delivery plus recovery of the wages for the numner average working persons directly affected in the waiting nation.
b) That the number of cancelled/failed/late deliveries is publicised by each company by law.
c) Date and time of day (to the nearest half day) is agreed upon order, not later.

Extra Notes..
Bahgums glorious leader also suggests that member nations may wish to enforce more stringent, and possibly more unpleasant measures and encourages them to do so. Old money will be allowed to still be spent, but governments will collect it over time and when 95% or more is collected, the government will outlaw use of the money to buy anything (but not outlaw the possession of it) and possibly instate a program so that old money can be traded in. We would try to get media to have articles on the new currency so people could get familiar with it over the course of the change.

And thus whales would be able to fight off illegal whaling vessels and go on living their lives unhindered by such worries, all thanks to Frikin laser beams. WTF?

And laughing at other people, with their proposal on show is pretty low behaviour. Not that far removed from playground sniggering, but masked by an attempt to show off how aware of these 'rules' folk are.

Many of the proposals which are picked upon are fully in the spirit of Nation States, which you may have noticed is written in a humourful way, it is only a collection of players who have added this pervasive air of must be serious to the game. You should respect those of us who wish to have some fun, or push the edge of what is normal.

Most importantly, everyone should have the right to post any proposal they wish, to the UN, without fear of ridicule. If it is illegal or badly written, then it should be calmly pointed out in the thread it is posted in, or in private to the nation concerned. To have a fear of writing your proposal because it may be laughed at is evidence of a stifling of free speech.

Given that DLE isn't around, I guess I'll have to make the point about different methods of disposing of weapons, specifically within certain nations.

If that's too general, it basically translates as: people will dispose of their weapons, by fireing them into the proposing nation. Works best with the WMDs.

Now these libraries will be located in all member nations in their most popular cities. There is will be also a new Technology within these Libraries which is called Holographic imaging. For the people that live far from the library they will be getting another new technology that is called the Holographic wrist band. It is the same thing as in the library except it is for on the go. All they have to do is come once and get one or call and ask for it to be shipped (free of charge) to them.

Finally the cost of this. We will pay for this by donation. There will a goal to be set and once we reach it we can start building. Didn't we just repeal this same exact proposal.

Argument: Through discussion with other nations, it was brought to my attention the previous motion was canceled. Those same nation went on to tell me what would make proposal better. We all realize that the Metric System is a world-wide system used amoung the UN. What about those nations that are not involved with the UN. What do we do about those nations that want to do trade with us? Wouldn't it make sence to change the wording of this resolution and allow those nations that do not follow our wonderful guidelines, to allow us to follow what ever standard of measurement they would have, whether it is the metric system, english system, corn system or whatever system they happen to use for their measurements. This is what the new resolution would read like....

"I propose that all countries within the United Nations be converted to the Metric standard. Those nations that are not included inside the United Nations can maintain their current standards, and allow for those nations within the United Nations to do commerce with those nations that are not in the United Nations. This would include all official research, roadways, and labeling. This would breakdown barriers in sharing of research and in the international marketplace. Tourism would also be benifited from the common standard. This proposal would mainly help countries of poor economic standing, whereas the common standard would improve their ability to compete in the international market place."

By changing this resolution we can take those nations that are struggling and help bring them to our weights and measurements, if they already do not have one. The standard would keep all United Nations in the metric system, but like said, would open the door for more commerce outside our community.

Ban Old People
Description: Old People should be banned from walking down the streets on their own. They should either stay at home or move out the way for younger faster people to pass them.

Reasons:
1. Old People are slow and constantly get in the way when your in a rush.
2. They always take up the large majority of street making it harder to pass them.
3. They always have massive bags or trolleys that usually have nothing in them, these bags are always getting in the way, and usually hitting you in the legs.
4. What was supposed to be a 20 minute shopping trip become an hour because your always being blocked by these old people.

1. All current nations of the world would contribute to an international army, which would portect the citizens of countries deemed to be in life threatning predicaments. This planetary army would act as a peace force in civil wars or strifes, and carefully monitor nations deemed dangerous. ALL countries would be required to contribute as follows:
a. All contries would contribute 5 percent of their navy, airforce and army, both in manpower and hardware, to the International Protection Alliance.

This land would become a IPA colony, presided over by a Govener-General. After a minimum of 100 yrs. has passed, or a democratic regime has been erected within that timespan, the nation will be returned to independance.

This passage speaks about group of people that had given up on him. They committed sins against God, including homosexuality. I recognize that all people sin, but that this sin should be minimalized in whatever ways possible.Illegal attempt to repeal multiple resolutions with one resolution. Interestingly enough it's the first time I've ever seen The Bible quoted in a UN proposal. And triple posted too.

The above passage explains why most people don't believe the Bible can be used as proof for anything (I think it has merit as a historical text as well as it's accepted role as the Christian "guidebook" if you will), because it is a) vague and b) translated differently than previous versions. Now, I'm not sure which book this is found in, but I'm guessing it's probably an Epistle.

Verses 26-27:

26Because of this, God gave them over to shameful lusts. Even their women exchanged natural relations for unnatural ones. 27In the same way the men also abandoned natural relations with women and were inflamed with lust for one another. Men committed indecent acts with other men, and received in themselves the due penalty for their perversion.

What does this say? It appears to be an ostensible passage banning homosexuality, but if you read deeper it condemns lust, which is different than homosexual love. It also does not say explicitly that the natural relations of men were exclusive to women, although, arguably, this is implied. Regardless, the passage does not say that "loving" someone of the same sex is wrong- it just said that "indecent acts" with and the "lusting of" members of the same sex is wrong. Also notice how lesbians are left out of the passage completely, as it does not define what is "natural relations" for a woman (it says that it's natural for a man and a woman to be one but it does not say that it's unnatural for two women to be a couple- it just says that about males).

Also, to quote one of the passages usually used to condemn homosexuality (1 Corinthians 6:9-10) as found in the Good News Bible:

"9 Do not fool yourselves; people who are immoral or who worship idols or are adulterers or homosexual perverts 10 or who steal or are greedy or are drunkards or who slander others or are thieves- none of these will possess God's Kingdom."

Again, the act of homosexual love is not condemned, just the act of homosexual perversion, or someone making unwanted homosexual advances. It also proves that translations are not always what they seem, and that if you really twist it, the Bible- or any book for that matter- can be used to condemn or glorify any act. Thus, it's not meant to be *morally binding*- it's meant as a moral guidebook, one where everyone's able to make up their own mind regarding to what they want to do. There are a few basic principles like the Golden Rule (Matthew 7:12), but everything else is just there to help you form your own chain of thought- not to tell you or anyone else how to think.

In fact, if I could go off tangent a little more, the passage in Corinthians was written in the height of Nero's reign, and Nero was known across the Empire for being, well, a pervert (on both sides of sexuality). Apparently he had a thing for boys as well and was called upon it at the arena in Rome (which was NOT the Colosseum, or, more correctly, the Flavian Amphitheare, as it wasn't built yet). Thus, the passage in Corinthians may be speaking out- indirectly- about Nero and the acts of many aristocrats who felt that their power allowed them to get away with anything. The Romans tended to agree with Paul here- they don't like perverts (they also didn't like watching the Christians get eaten by lions, as "any good Roman" wouldn't watch an execution because it's barbaric). So in it's context at least it's understandable as to why it was written. As for relevance today: it may have relevance and it may not- but that's up for you to decide.

Umm ... it's just possible Bahgum is being ironic. Or even in character. He does have a talent that way.

Besides, if I'd posted a silly proposal, I might regard it as a tribute to find it being recognised as such here. Not the sort of proposal that is silly because it's badly written or disregards UN etiquette, but the sort that shows loving attention (like the Blue Moon one, which, obviously, I admire).

Of course, it's also possible that those of you who've replied to Bahgum are also being ironic, and I haven't picked it up. In which case I'll retreat into my shell. Irony is a double-edged sword.

And there lies another of my bugbears. The so-called 'rules'. Who decides illegal, and who decides the title 'stupid'? The definitions of stupid and illegal have been stretched over the past year from badly written guff (which hardly anyone objects to getting rid of) to now include anything which is in keeping with the hallowed founder of Nation States sense of fun i.e. actually amusing.

It seems only dull proposals on repetitive real world issues are 'allowed'. Which is a shame, a little fun stimulates your inventive talents. Bahgum is amused that many of those who perpetuate such mind crushing seriousness and frown upon any frivolity are queuing up to descend into the aforementioned juvenile commenting on others writing (not all of the comments are in this category, but too many). The place to do this, if they must act in such a sad manner, is in the thread of the writers proposal announcement or directly to them, where the writer may see it and respond. It is wrong to post them up in one place, where the original writer may not visit and attempt to embarass them. A badly written proposal is shame enough, and perhaps the writer may go on to learn if given friendly hints. If this thread did that, then great, but sadly it doesn't, perhaps the moderators wish to take note.

By the way, with the current situation re: silly, Bahgum would be upset not to make this list and joyfully aims to provide more!!

Bahgum, if you can't laugh at yourself, then how can you laugh at all? I know that you're upset that you've been listed here, but understand that this thread is only supposed to be in good fun. I know that when I look at this thread I don't think to myself that the authors here are dumb- I just laugh at the proposals. In other words, I mock the proposal and its faulty logic, not the person who wrote it (in fact, in a previous thread I submitted proposals with the author's name scratched out because I thought it may have been offensive, but I was told it wasn't, because rule violators- which most of these proposals are- should have to stand up for what they've done). Besides, something that is, well, *stupid* should be laughed at, if only to provide an example for what future proposal writers should not do later.

You consider yourself light-hearted, right? Well, just take this in stride and don't let it bother you- really, will getting worked up about this thread have any effect at all on your life? Don't worry so much.

Most of it is already covered in other Resolutions, notably the freedom of movement and of ownership (Universal Bill of Rights). Thus, the proposal you listed is silly as it is useless.

What I speak of are resolutions that have raised our taxes without us ever having the knowledge it was going to happen.

A certain resolution that I think you are all aware of promised that it would get all it's funding from donations of a voluntary nature.

As the UN has no source for collecting donations from it citizens, it was left with a large bill to pay for the project that the resolution created.

So then how was it paid for?
It was paid for with the tax dollars of all citizens in the UN.Hold up here I think we might have a resolution that if it passes actually violates itself here, after all thanks to the resolution "UN Taxation Ban" the UN cannot collect taxes from any nation's citizens.

My proposal then is very simple. I submit that all future proposals honestly state what changes it will have on our individual governmentsRight, like the admins will tell us exactly how our nation's stats will change.:rolleyes:

1) If taxes will rise from the bill, state taxes will rise.Doesn't this happen with all UN resolutions? (exept for the Taxation Ban)
2) If political freedoms are given or taken away, show honesty that this will happen.I believe that this can nbe determined simply by looking at the catagory, Furtherment of Democracy increases them and Political Stability reduces them.
3) If Nation’s economies will be hurt or helped, be honest & truthful.Again, check the catagory, Environmental hurts, Free Trade helps.:rolleyes:

To enforce these rules I submit this proposal.
Any Delegate that finds a resolution to be a violation of “ The Truth in Honesty Act:” can submit a standard UN proposal stating the exact nature of the violation & ask that the offender voluntarily step down as their regional delegate.First off the proposer miht not be their region's delegate because you don't have to be regional delegate to submit resolutions. Secondly, you can't write proposals that target specific nations.
The format will be as follows:
“We find that resolution Number (fill in blank here) is In violation of the Truth in Resolution Act & hereby request that the Delegate who created this proposal (fill in name of nation here) step down as the delegate of their region. (please state the nature of the violation here.)
At this point the Delegate can choose to step down & the proposal will be dropped. If not the following process will occur.
The general assembly of delegates will decide like with any proposal weather to support it or not. Once it gains the necessary votes like any other UN proposal it will go to the floor for the entire UN to vote on.
Again, If the UN votes “No”the resolution is not in violation, no further action on the measure will be taken. If the UN votes “Yes” the offending nation will again be asked to voluntarily step as your regional delegate.

I know that when I look at this thread I don't think to myself that the authors here are dumb- I just laugh at the proposals. In other words, I mock the proposal and its faulty logic, not the person who wrote it (in fact, in a previous thread I submitted proposals with the author's name scratched out because I thought it may have been offensive, but I was told it wasn't, because rule violators- which most of these proposals are- should have to stand up for what they've done). Besides, something that is, well, *stupid* should be laughed at, if only to provide an example for what future proposal writers should not do later.

You consider yourself light-hearted, right? Well, just take this in stride and don't let it bother you- really, will getting worked up about this thread have any effect at all on your life? Don't worry so much.

It has come to our attention that the population of the world has reached alarmingly high numbers and continues to grow exponentially. The Earth's resources will reach a drastically low quantity and billions will die.

In an effort to prevent this horrible event we have devised a multi-teired plan.

Phase 0:All laws banning abortins and contraceptives will be nullified and both will be offered to the public free of charge in a well advertised location witin ever community consisting of at least 2 persons, and at least 1 locatoion for every 1000 persons.
No law or bill may be passed banning abortions or contraceptives.
Phase 1:All living females will be given the choice of being electronically tagged within 3 months of the passing of this proposal, or die. A database will be created that will track their children.

Phase 2:Any female who has already had at least one child will be have the choice to either have a hysterectomy or die.

Phase 3:All women born within 5 months of the passage of this proposal will be deemed type 1. Any type one female who gives birth will have a hysterectomy within 1 month of the birth of their child or die. The female child of any type 1 female will be a type 2 and will be similarly tagged.

Phase 4:Type 2s will be subject to all rules of type 1s with the exception that their female childen will be type 3s, and similarly tagged.

Phase 5:Type 3s will be given the choice to have a hysterectomy or die, within one month of the birth of their second child. Their childern will be type 4s and subjet to the same tagging.

Phase 6:Type 4s and thier childern, type 5s, will also be given the choice of having a hysterectomy or dying within one month of the birth of their second child, all females will be simlarly tagged. The childern of type 5s will be type 6s.

Phase 7:Type 6s will be given to option to have a hysterectomy or die after the birth of their thrid child. These childern will also be type 6s and so tagged.

Phase 8:If at the point that the Earth's population ever excedes 6 billion all living females will be categorised as type 1 and the process will reset to phase 2.

In order for this proposal to have an actual benefit and in order to maintain the strength of the UN this proposal will have effect upon the entire world, not just the UN and will be enforced by whatever means necessary in descenting countries.
In order to do this all member nations will transfer 25% of their military budgets to create a UN task force to enforce this proposal. This task force will be exempt from any UN law that bans the use of weapons of any kind.
The UN will elect a military leader in good standing to command these forces and will maintain the athority to recall him at any time.

This may seem extremely harsh but the population of the world is spinning out of control and without doing something drastic at this time our descendants will live in a time where there really will not be enough food to eat, water to drink, or even air to breathe.

Well, this *is* the UN- a level of seriousness *should* be used. I mean, I think you and I both agree that we shouldn't be seeing something that grants rights to nail clippers- what function would that have? Also, I don't believe light-hearted proposals- such as Mikitivity's Beer Accord (whatever it was called)- cannot be done, they just have to be something that the UN should be taking seriously, even if it's lighthearted.

...and, I don't think this thread is hypocritical. It would be hypocritical if we *allowed* a stupid proposal to pass- it's not hypocritical of us to have a "stupid proposal" thread and ban their submission as "official" proposals- we're not making a rule that we're repeatedly breaking (which is hypocrisy). As I've said before this is merely a thread where rulebreakers have to answer for what they've done.

I agree that we must cut down on air pollution, but we must do it in a different way. Description: Good UN members, I have come to you with a proposal that shall benefit the world as a whole and I ask you for support on this cause.

RECOGNIZING:
1. That mental retardation is a condition that many people of the world have, people even in your own countries.
2. Those who are mentally retarded are often plagued with discrimination and down right ugly insults.
3. The mentally retarded are usually not capable of living a normal life and holding a normal job.
4. Finally, that there is no known medical cure for retardation.

WHAT NEEDS BE DONE:
1. To make mentally retarded people under the IQ of 80 and over the age of 15 useful for society, they will be given a manual labor job that they cannot be fired from. (Ex: Mining, digging trenches, assisting in construction, etc.) They will get paid the same as any other person doing that job. All children of at least the age of 10 that have shown signs of mental retardation will have to register themselves, so that at age 16 they may be sent to one of these communities.

2. To stop discrimination and the hate, mentally retarded people will be given free housing around the area that they work, the housing will be like the average 3 room apartment, larger depending on if that person has a family already. That area will have a small wall surrounding it; on the inside the compound will be exactly like any small town, with shops, movie theaters, hospitals etc. The prices will be the same as on the outside.

3. Knowing that most mental retardation occurs genetically, those who were born retarded will not be allowed to reproduce, if they violate that then the female will be given a mandatory abortion and the male will receive a mandatory vasectomies at no cost to either of them. Those who are not born retarded but became that way during an external influence (such as a car accident) will keep their right to reproduce as they will.

4. To stop the temptation to overworking these people, the overseers assigned to every group will carry only a pistol for security purposes. Every week an inspector will come to these communities and if any people were seriously hurt they will receive free medical care and the overseer will be fired and put to trial.

5. Inside the community, after work the people are free to do as they wish until their next shift, all laws of the country will be enforced inside the walls and the mentally retarded will be treated equally to any other citizen. Family members will be allowed a visit every day in the evening.

6. Finally, I must imply again that THE MENTALLLY RETARTED WILL NOT BE TREATED LIKE SLAVES!!!!! Meaning that inside of the community none of the rights that any citizen of your country has will be imposed on and they will not be forced to work in places that are extremely dangerous or hazardous. An area becomes hazardous if 1/20 that work there dies.

EFFECTS:
1. This resolution will almost totally eradicate mental retardation within 2 generations, for those who will die from old age will not have children and mental retardation will no longer spread genetically, making your country a less hating an more productive place.

2. If there are less than 100 people in a community, it will shut down and become a city of it's own and those in it will be sent to a new community, eventually only leaving one or two working, where those who become retarded non genetic causes will be sent to live.

This will take into affect, right after being voted "yes". All member nations will cut there military, and spend half of the saved money helping the UN build the global police force.

If we have them merge but keep the nation identies seperate there can be trades done with to to country free of charge. this also give a unique opening for the to countrys to even out in population instead of having two countrys one with say 8 billion population and on with say 5 million. If a crime happens, these space stations will be able to record the exact location of all persons in said country through the micro chips. This way that country will be able to know exactly who was at the store at the exact time of the robbery. This will make finding suspects and criminals much easier.
