A resolution to improve worldwide human and civil rights.

Description: Recalling the many egregious infringements of human rights,

Recognizing the need to protect basic human rights,

Deploring any acts by government at the sake of human rights,

Determined to put an end to the violation of human rights,


The United Nations shall endorse what will be called the Universal Bill of Rights, the articles of which are as follows:

Article 1 -- All human beings have the right to choose worship any faith, and to change their religious beliefs at any time without punishment on the part of the state.

Article 2 -- All human beings have the right to express themselves through speech and through the media without any interference.

Article 3 -- All human beings have the right to peacefully assemble.

Article 4 -- All human beings have the right to be treated equally under the law of any member nation.

Article 5 -- All human beings must not be subjected to torture or to cruel or inhuman treatment or punishment.

Article 6 -- No human beings will be subjected to arrest or exile without an explicit list of their offenses.

Article 7 -- Any arrested person must be assumed innocent until proven guilty.

Article 8 -- A human beings family members cannot be held accountable for the crimes of their relative.

Article 9 -- Any persons who violate any of these articles shall be held accountable by the law.

Article 10 -- The Universal Bill of Rights does not override the existing Bill of Rights of United Nations members. If any of these stated rights do not exist in a member nation, they are herby protected. If any nation has rights that go beyond these universal rights, the Universal Bill of Rights will not remove those rights.

Okay. I found this kind of interesting...Aren't various parts of this Bill of Rights ripped from the actual U.S. Bill of Rights? Articles I - III are a spread version of Amendment I, Article 5 is also a plagarism, as well as Article 6 and 8. I do give credit to the author for altering it drastically so as to lessen the offense..So I'm not really sure if this makes it illegal or not.

Maybe I'm just trying too hard..:p

It was passed before the current rules about writing resolutions were set in place, so it was legal then, and the very fact that it's still on the books means that it has to be considered legal now as well. (I gather that the relevant term is "grandfathered in"...)

BELIEVING all citizens of lesser-developed nations has the right to access U.N. foreign aid.

RECOGNIZING nations in receipt of U.N. aid must be held accountable for all fair and even aid distribution practices through monitoring by the appropriate U.N. authorities residing in their countries.


Be It Resolved...
That the U.N. establish a monitoring agency in lesser-developed countries in receipt of U.N. aid whereby U.N. officials are instruct how aid packages are to be distributed by state officials, of which will be monitored by U.N. officials.

To FULFILL its mandate, the U.N. will elect a committee to manage the monitoring of aid packages for each country in need of foreign aid. These monitory boards shall be here on referred to as the United Nations Department of Aid Inspection (UNDAI).

NATIONS who receive U.N. foreign aid are required to have at all times present during arrival of and distribution of foreign aid UNDAI agents, and will be subject to U.N. foreign aid distributive practices. Reports by state officials must be presented to UNDAI Agents within 7 business days of complete aid distribution and if all points of receipt have passed, state report will be marked with the UNDAI seal, thus ensuring future receipt of aid.

OFFENDING NATIONS that have failed inspection by UNDAI Agents either during the process of aid distribution or after will be notified to UNDAI Agency Headquarters in New York City. A UNDAI report will be sent to the United Nations headquarters in New York City where review of the foreign aid regime to the offending nation will be discussed with penalties ranging from warnings to state governments to temporary restriction of authority of state-directed aid to that of UNDAI agents for a period of up to one year.

Be it also resolved…
That the United Nation should monitor foreign aid distribution to lesser-developed countries in order to ensure that such aid is distributed fairly to the population in need.

To UNDERGO this resolved, the UN will elect a committee manage the monitoring and review of foreign aid to recipient countries. This committee shall be here on referred to as the United Nations Department of Aid Inspection (UNDAI).

APPROVED country reports of fair distributive practices will be marked with the UNDAI seal of approval. This will guarantee future shipments of U.N. foreign aid.

Description: The Endangered Species Act (ESA) provides a program for the conservation of threatened and endangered plants and animals and the habitats in which they are found. The U.N. Fish and Wildlife Service (FWS) of the Department of the Interior maintains a worldwide list which, as of Feb. 20, 2008, included thousands endangered species (many are plants) and hundreds threatened species (many are plants). Species include birds, insects, fish, reptiles, mammals, crustaceans, flowers, grasses, and trees. Anyone can petition FWS to include a species on this list.
The law requires federal agencies, in consultation with the U.N. Fish and Wildlife Service and/or the U.N. National Oceanic and Atmospheric Administration Fisheries Service, to ensure that actions they authorize, fund, or carry out are not likely to jeopardize the continued existence of any listed species or result in the destruction or adverse modification of designated critical habitat of such species. The law also prohibits any action that causes a "taking" of any listed species of endangered fish or wildlife. Likewise, import, export, interstate, and foreign commerce of listed species are all generally prohibited. Isn't this what the UNCoESB does?

UNDERSTANDING- That this act will significantly improve the life styles pf every day people. That the populatiuon of people who are poor will go down. That in many nations 1% of the population owns almost 40% of everything in the country.


DECIDEING- That if this proposal is passed a minimum wage of 10 dollars an hour. And that if a country sees fit to higher the wage they can. The reason i am putting it at 10 dollars, is because people can't live on anything lower. In some countries it is 7 to 8 dollars. Any substances that have additives such as Crystal Meth, LSD, or PCP is illegal.

2. That there be more studies into the medicinal purposes of Marijuana.

Modification, amendments, contradictory and duplicate resolutions are all illegal, in part due to the program code. In order to update a resolution, you must repeal the original and pass a replacement. That is the only way there is, that is the only way there will be for the foreseeable future. Read the various sticky'd threads at the top of the forum, they'll tell you any reason that it could be deleted.

Smoking is prohibited in all indoor and in-home workplaces including restaurants, bars, public transportation.
Smoking is banned on 50% of outdoor patio seating in restaurants and bars.

Why?
Secondhand smoke causes approximately 3,400 lung cancer deaths and 46,000 heart disease deaths in adult non smokers in the United States each year.


Non smokers exposed to secondhand smoke at work are at increased risk for adverse health effects. Levels of ETS in restaurants and bars were found to be 2 to 5 times higher than in residences with smokers and 2 to 6 times higher than in office workplaces.

Secondhand smoke is especially harmful to young children. Secondhand smoke is responsible for between 150,000 and 300,000 lower respiratory tract infections in infants and children under 18 months of age, resulting in between 7,500 and 15,000 hospitalizations each year, and causes 430 sudden infant death syndrome (SIDS).

Description: I believe that the stringent testing 7 year olds have to go through adds un-nessicary stress to their school life, and does not benefit them in any way. I also believe that Foundation stage and Key Stage 1 (4 - 7 years) should be about finding yourself and not testing. Therefore I propose that more music, PE and Drama is used during this time to achieve the same results as we currently get, but presenting it in a more fun, hands-on way. For example, times tables could be leart by learning a song, and then tested by using some form of P.E. lesson or physical activity. I believe that this would releave the stress on the staff and pupils, and make the early years of school more enjoyable. I hope that you will vote for this proposal, for the sake of the children and your education systems

MAINTAINING the principle of Habeas Corpus, thereby demanding justification for the arrest and/or detention of individuals by the state.

DEFINING fair trial as involving the following:

1. TRIAL BY JURY, with a jury holding ultimate power in reaching a verdict in a trial.

2. INDEPENDENT JURY, with members of the jury randomly chosen, i.e. not deliberately or discriminately chosen by the state, and not having any otherwise vested interest in the prosecution of a defendant.

3. PROTECTION FROM COMPULSION TO TESTIFY AGAINST ONESELF, with responsibility for proof of guilt beyond reasonable doubt being totally with the prosecution.

4. GUARANTEE OF LEGAL REPRESENTATION for both the defendant and prosecution. Should either or both parties be unable, for whatever reason, or unwilling, to provide for their own professional legal representation in court, the state must provide, without financial or any other cost, impartial and qualified legal representation. Neither party is compelled to accept legal representation should they wish to represent themselves.

5. PROTECTION FROM UNFAIR PROSECUTION, with guilt necessarily proven beyond reasonable doubt to justify the prosecution of an individual.
They need to wait for the repeal vote to be finished first!

Description: Seeing that some nations of the world are at a military disadvantage when compared to other nations, the need for such an 'army' has never been higher. So, the following will hereby be implicated with this resolution:

All United Nations members who wish to participate may do so at their own cost. They may send any soldiers, above the age of 21, to join. They can not be drafted into it by any nation, nor the UN itself. Any registered citizen of a UN nation, who is over the age of 21, may also apply to join either representing their home country, or applying seperatly. If they apply seperatly, their home nation does not have to specificly pay for them, but can support them by any meens possible that isn't against any UN resolution. ALL nations who do send troops MUST pay what the UN says for them to pay. To decide what the payment is for each nation, the UN will form a Peace keeping Troops payment board once a year, and will decide the budget for the year ahead. Then they will subtract the amount that UN can pay for. That amount will be divided by the number of UN nations participating, and that amount is what every participating UN nation must pay.

Role of the Troops:
The 'troops', also known as peace keepers, will do the following:
Peace keepers monitor and observe peace processes in post-conflict areas and assist ex-combatants in implementing the peace agreements they may have signed. Such assistance comes in many forms, including confidence-building measures, power-sharing arrangements, electoral support, strengthening the rule of law, and economic and social development.
They will not militarly any war unless the UN deems it absoloutly necessary. They will not specificly support or oppose any war either.

All participating persons will be payed what the UN deems necessary, but that amount must support them in everyday neccesities. Peacekeepers will be insured by the UN for every health reason whatsoever, and will recieve all of the benefits that they would receive with thier nation, unless the UN doesn't approve of it. All persons can be deployed for whatever reason the UN believes necassary, but for a time period of no more than five(5) years in row, and thier must be at least a two(2) year time period
between every deployment. Also, any paricipating persons may volunteer for specific 'missions' too, unless the UN deeems it not 'appropriate'. All participating persons will also stay a registered citizen of thier own country.

Article 1: Have mandatory background checks for all persons purchasing any firearm and those persons must also wait 7 days in order to posses a firearm and ammunition.

Article 2: No wholesales of .336 ammunition to persons possessing a high powered automatic weapon. No ammunition sales to people that have not taken a weapons safety course and posses knowledge of a firearm.

Article 3: No sales of any firearm to individuals under 21 years of age. No bits and pieces of firearm kits are to be given out, that includes ammunition and other parts such as holsters, cleaning kits, scopes, sights, fore grips, and lights.

Article 4: If in violation of this firearm bill (if its passed) violators will face fines, jail time, and confiscation of all weapons violating the aforementioned rules. Please take into account that guns don't kill people ,people kill people. If you disarm the machine there is nothing to worry about.

Conclusion: The steps above provide a very real scenario that affects dozens of police and SWAT members every day. Although they train for it doesn't mean that every thing will go according to plan. When you take the high power out of the picture the police will succeed more often without taking casualties.

Description: For centuries, the world has been exploiting animals through their meats and bi-products, but in this century of "supposed" intellectual faculty, we as a majority still support the trade of animals as commodities even though most of society knows the immense disadvantages to eating meat and the subsistence on dairy and egg products.

This bill will ban the use of animals in trading them over the global market, but it will not be implemented into the industrializing horticulture or agrarian societies such as Egypt, Turkey, China, and a list of others who must have meat to subsist.
We, industrial societies, who are so advanced are easily capable of not producing or subsisting on meat, so this bill only applies to the European countries, Australia, and North America.

GPA isn't a real life reference. A Grade Point Average is simply a unit of comparative measurement across multiple educational systems. Disallowing GPA because of RL references would be like disallowing percentages.

Across multiple American educational systems, maybe, but not worldwide... so it's a reference to something that's local to only part of the RL, rather than a universally recognised term (especially as the author doesn't actually explain what 'GPA' stands for), so by my reckoning it should count as a RL reference-- just as much as an assumption that every nation already has a 'TUC', for example, or an 'SAS', should do -- but obviously that's up to the mods...

CONSIDER that Nation A was planning a suprise attack on the lands and territories of Nation B. The area where the attack is going to occur is a residential area with little military resistance. Nation B captures someone from Nation A and tries to extract information to prevent this attack. This resolution denies Nation B the right to defend its people.

Details of the UN Trade Federation:
Highlight: The Federation concerns, only under very special circumstances not, only international trade.
1. The Federation will choose the side of the trader in danger, unless the trader is illegal (according to UN laws). The federation will be exist for security and fairness of trade.

I've told you, we're not that pedantic.

In this case, you should seriously consider being that pedantic. GPA isn't a well-defined concept outside the US -- I can't think of anything remotely equivalent in the UK, for example -- so as St Ed says it isn't universal enough to justify assuming that it's a meaningful thing in the NS world(s).
