A resolution to restrict political freedoms in the interest of law and order.

Description: 1:Lets the U.N member who has the second largest amount of votes become co-delegate.
2: The Co-Delegates job is equal to that of the Delegates job.
3:Helps in the stability of a region. For example: if the main delegate is off line for 5 days and there is a serious issue in the said region, the co-delegate can mediate a resolution to the problem.
4: With the position of Co-Delegate open people can be inspired to join the U.N and join to become a co-delegate.
5: Ends hostilities between two nations who are fighting for the position of Delegate.
6: Allows more mediation to take place on double the scale between two or more feuding countries.

Description: RECOGNIZE that is the right of all nations to decide whether or not they wish to practice capital punishment when the crime fits.

RECOGNIZE that taxpayers should not have to pay for the lifelong imprisonment of inmates who are without the option of parole. If an inmate is going to spend their entire lives imprisoned without the opportunity to gain their freedom back, they should be put to death for isolating a member of a society from the rest of it's peers is a far more cruel punishment then simply putting the person for human beings are social animals.

RECOGNIZE that the tax dollars used to pay for all inmates that will die imprisoned to begin with could be better used for welfare and infrastructure.

Justice cannot be served to the public when lifelong inmates are getting better opportunities and better care then even citizens that live below the poverty line. Tax dollars should not be wasted upon inmates that will only die in prison in the first place when those dollars could be used to help those in need and for bettering the nation's economic structure. It's been done.

Description: Description: Beggars, for many reasons are living on streets, what i propose is that we give all beggars the right to demand at the maximum 50p(cents or whatever your natural homes money is) from every person that goes past.

Problems could occur from this such as people pretend to be beggers to get many money or beggars ask for to much money a day. So that is why i propose along with the beggars right to demand 50p is a score sheet so people can sign it. When they have been given more than 20 50p's a day the person has a choice to give money away or not.

The only problem is that Beggars may misuse the money. eg. drugs etc.

I) All UN member states must endoctrinate the major religion of the country as well as their traditional cultures and believes into the children in order that the beliefs survive.

II) Ban all negative views and beliefs such as taking life for pleasure or religion, terrorism and anything that may cause a cultural divide in the community.

III) Confiscate all items that may encourage or help in the conducting of such activities.

IV) Expell from the country, execute or dispose of in another way of these negatives on society.Don't we have a religious freedom resolution that clause I probably contradicts. (and if you're reading this The Exiles of Britain, complain here, don't telegram me)

I also see a problem. What happens when police pull guns on someone? Does the average person have the right to shoot the officer with no punishment?

PROPOSING more relaxed laws on self defense with the following laws:

* A citizen should be allowed to kill their attacker, but only if the attacker poses a life threatening risk to their victim, and only if the attack is unprovoked, such as violent muggings and robbery at gun-point. Note that this should only be a last resort, in the circumstance the attacker is unable to be detained or arrested by authorities.

* Citizens should be able to carry licensed weapons in public as long as they maintain an orderly practice in public. The weapons may very from hand-to-hand to firearms, depending on each nations firearm laws.

*A citizen should be allowed to kill intruders in their homes, but only 1 minute after a warning is issued to the intruder, with the intruder failing to flee the scene, and only if the intruder is physically able to escape.

UNDERSTANDING that these laws may seem extreme in more utopian and/or socialist societies.

HOWEVER incentive to lower crime and give freedom of justice to the citizens is a major issue and should be addressed in a manner s suggested above. Miscategorized.

CONCERNED that continuing on the same path will lead only to global catastrophe;

DETERMINED to ensure that the United Nations recognizes this problem;

HEREBY enacts the following:

1. All member nations will take part in a brief, but noticeable absence of all non-essential power for a period of 15 minutes on a date to be agreed upon following the passing of this bill. Such a 15 minute absence of non-essential power will have a minimal effect on the individual entities lacking power, but will have a positive effect globally, relieving the overwhelming power demand for a short time period and increasing awareness for the growing problem our would faces.

Funny, it even has it's own little thread.

I really wish a lot of propositions were like this: only active for 15 minutes, then their effects dissappear. Nonetheless, this awareness proposal is only slightly superior to the Anti-Tony Act, given that it's legal.

Description: An incendiary bomb is a bomb filled with a highly flamable substance (such as napalm) and is used to set things ablaze. these weapons, which come in the form of bombs dropped from planes, tubes which propel the substance out at the target, (like a flame-thrower) and improvised devices built by terrorists and the like. These crude weapons should be outlawed for the following reasons:

1: They are a terribly cruel way for a Human being to die. A human is literally cooked.

2: these weapons would hardly be missed. There are less cruel ways to fight wars that are actually more effective.

3: they kill indiscriminately and it is difficult to control what exactly is hit often-times.

and 4: If used in an ecologically sensitive environment, they can scorch trees and grass.I think the author's got the strength a little high here.

Description: UNDERSTANDING that freedom of religion is an entity held high by most member states

RESPECTING that those who make use of this right hold thier time of worship in the highest regard.

COMANDING that the government has no place seperating a man from his diety(or lack thier of), is unacceptable

but CONSIDERING that the government has a right to bring a man before justice.

The United Nations decree that all member states must not intrude on a place of worship which has been claimed sanctuary by the spiritual advisor of the facility. This however, will only withstand for a maximum of seventy-two hours. In this time, no government agent shall make any pervasive manuevors. At the end of this seventy two hour period, the individual must leave the sanctuary peacefully. If he does not, he will be assumed guilty, therefore a criminal, and will then(depending on the state in question) no longer be subject to the rights of a citizen.

Yes of course, the proposal is as you say. Yet would you concede as a Mod that the 'Social Justice' category for proposals places to some extent the right to social support and to a degree income equality as above ideological preference in some way? And opens the door for social policies or the like which would be defined as not ideological in nature?

Thanks for that smarty, what I was referring to is the 'Social Justice' resolution category which as the Mod conceded to some degree, places 'A resolution to reduce income inequality and increase basic welfare. - A socialist policy' as above the idealogical rule in NSUN, otherwise it would not exist as a category. So that itself sets a precedent that socialist policy is not subject to the ideological ban on UN resolution as established in the rules.

"Soon" meaning "in about two to four billion years" and the galactic magnetic field is... well... non-extant, really. That and planets are magnetically neutral, so it's not like a magnetic field will have them shooting every which way like toy magnets.

Maybe he means gravitation? At which point the gravitational influence of Sagittarius A* on Earth is pretty close to nil, compared to the Sun, and so another galaxy with its supermassive black hole will add nil to nil and, on the star system level, maybe influence things enough to destabilize them a few million years faster than normal.

This is of course assuming the planetary system remains stable for the next two to four billion years, which remains to be seen.

Other products such as technologies, automotive, and large freight be categorized as such and be charged 10% per gross trade income split between nation of origin and nation of receipt.
It is in my belief that such a resolution would foster trade growth between nations, implement a fair trade agreement among all UN Nations, and would generally be acceptable to all nations as it is beneficial to both the product's nation of origin and the products nation of receipt.

...Anyways, point made, and now for something completely relevant:

A) Artistic Expression, even if it is explicit, demeaning, sexually provocative, politcally undermining, religiously slanted must be protected by law as freedoms of expression.

B) To avoid exploitation, it must be made compulsory for relevant industry leaders to fully document the involvement of any second or third party participants in whatever artistic work that proves that there is no coercion or exploitation.

C) Governments are to be barred from approving or rejecting artistic proposals of any form. Independent and private boards are to be set up to monitor the art industry from the day this bill is passed.

Stupidly gives way to much power to artists. Fails to define anything, and clause B is almost illegible it makes so little sense. I'm sure it contradicts soemthing somwhere, too.

Actually, the Metric system is a lot more artificial the the Imperial System. For example, every system of measurements used historically have a measurement that is roughly the size of something a human can comfortably see in it's entirity when held at arms length (in Imperial, it's a foot). Except metric. Metric measurements, as I have previously discussed, are useless and completely impractical for the purposes of navigation, which is why ships and aircraft use nautical miles.

"The Kyoto Protocol is an agreement under which industrialised countries will reduce their collective emissions of greenhouse gases by 5.2% compared to the year 1990 (but note that, compared to the emissions levels that would be expected by 2010 without the Protocol, this target represents a 29% cut). The goal is to lower overall emissions of six greenhouse gases - carbon dioxide, methane, nitrous oxide, sulfur hexafluoride, HFCs, and PFCs - calculated as an average over the five-year period of 2008-12. National targets range from 8% reductions for the European Union and some others to 7% for the US, 6% for Japan, 0% for Russia, and permitted increases of 8% for Australia and 10% for Iceland."

It is an agreement negotiated as an amendment to the United Nations Framework Convention on Climate Change (UNFCCC, which was adopted at the Earth Summit in Rio de Janeiro in 1992). All parties to the UNFCCC can sign or ratify the Kyoto Protocol, while non-parties to the UNFCCC cannot. The Kyoto Protocol was adopted at the third session of the Conference of Parties (COP) to the UNFCCC in 1997 in Kyoto, Japan.

Most provisions of the Kyoto Protocol apply to developed countries, listed in Annex I to the UNFCCC.

Common but differentiated responsibility

The United Nations Framework Convention on Climate Change agreed to a set of a "common but differentiated responsibilities." The parties agreed that

1. The largest share of historical and current global emissions of greenhouse gases has originated in developed countries;
2. Per capita emissions in developing countries are still relatively low;
3. The share of global emissions originating in developing countries will grow to meet their social and development needs.[8]

In other words, China, India, and other developing countries were exempt from the requirements of the Kyoto Protocol because they were not the main contributors to the greenhouse gas emissions during the industrialization period that is believed to be causing today's climate change.

However, critics of Kyoto argue that China, India, and other developing countries will soon be the top contributors to greenhouse gases. Also, without Kyoto restrictions on these countries, industries in developed countries will be driven towards these non-restricted countries, thus there is no net reduction in carbon.

Financial commitments

The Protocol also reaffirms the principle that developed countries have to pay billions of dollars, and supply technology to other countries for climate-related studies and projects. This was originally agreed in the UNFCCC.

Enforcement

If the Enforcement Branch determines that an Annex I country is not in compliance with its emissions targets, then that country is required to make up the difference plus an additional 30 percent. Regardless of a persons family income a loan should be given to the student. This loan should be around 6,000 for the year and out of this comes accomodation only. The rest is for living.
Bursaries should be given to all with family income of under 30,000, the only reason this is judged on income is that busaries are for the poor.
The loan given to all should be optional, if the student wishes to get in to the debt they may do.
The paying back of the loan will be subject to income when you leave and or finish your degree. If the student earns more than 10,000 a year it shall be paid back, but at however they wish to pay back, whether it be £1 a month or £100.
After ten years the loan will also become void. Anyone found to be deliberately avoiding paying back by staying at just under 10,000 will be punished. As this is written, it's kind of confusing.

Unfortunately, that doesn't pass muster. It's still a violation of the Branding rules, and we're not going to set the precedent that 'mild' violations are fine.

It also appears that the proposal author has fallen into the usual trap of misinterpreting #4 as prohibiting any form of UN taxation. The UN can still collect funds from nations directly, they just can't tax citizens directly. That's sufficient reason for removal right there.

The inverse confusion occurs in one of English's root-languages, Latin, where comprehendere primarily means "to apprehend" in it's more common sense of physically capturing someone or something. The physical and intellectual meanings most likely diverged over a great deal of time; and that, we suspect, is more than enough philology for one discussion.

a.)Organize worldwide relief center so every nation across the globe can be sent aid in a timely and organized manner.
b.)Absorb the NDAO (formed by Resolution #100) and renames it the Department of Disaster Assessment (DDA).
c.)Form fund to help assist nation affected by disasters recognized as severe enough for the distribution of aid and funds.
d.)Judge whether a nation is qualified to receive aid and funds, how much, and move to expedite the process to assist the people of the affected nation.
e.)Respond to and distribute funds after a major disaster to affected nations in proper quantities.
f.)Support Resolutions #90 and #100 in their efforts, and establish fund to maintain their functions to keep them operational.

3. MANDATES nearby unaffected or lightly affected nations to aid heavily affected nations in recovery until international aid is available.

4. STRONGLY URGES nations to spare human resources to help governments maintain order in there nations, assist the government in establishing martial law or other planned procedures if need be, and assist the recovery of the nations infrastructure.Illegal, I believe. IN SUMMARY the proposed legislation will benefit industry worldwide, especially for fragile economies, by freeing states to use domestic product on their own industries instead of paying off foreign debt. UN membership will do that to you. You are no longer the sole captain of your ship. Take a look at the huge difference between Cluichstan (non-member) and Cluichstani UN Mission (member).

EDIT: And and since you're relatively new here, I should probably explain that my UN mission was created out of necessity. Cluichstan was booted from the UN, because I submitted too many joke proposals (though the only one I can recall is the Midget Protection Act). My UN mission exists only so I can vote on UN proposals (and as a way for me to see what these resolutions we pass are actually doing in game terms). I roleplay Cluichstan as though it were still a UN member, however, bound by all UN resolutions and such, unless, of course, I can find some suitably silly RP way of wiggling around the ones I don't like. ;)

And when you consider the fact that issue decisions occur more frequently than UN resolutions passing, it's more likely that your own choices caused the tax increase.

OOC: You seem to have little idea of how language study works at University level. Apart from introductory level study (conducted mainly in the local language), classes are indeed conducted in the language being studied. The whole point being to get you speaking, listening to, reading and writing the language as quickly as possible.

Maybe that's just the way it's done at my Uni (UNSW), but I wouldn't expect it to change very much anywhere else in the world.

Description: Face it, racism is a big problem that needs to be fixed fast. Although it isn't where you think it might be. it is in our legal system, our politicians, and normal people like you or me. The problem is in hate crime laws, they are just a bad idea. The more harsh hate crimes get the more divided the world gets. If a man kills another man of the same race to him, would it not be because he hates him? so my proposition is to completely outlaw hate crime laws. it is a shame that we have to live in a world so insecure about the guy next to us on the subway being racist towards us. Plus there is a double standard. If I call an African-American a bad name, which you can probably guess what it is, I get arrested, but if he calls me a "Cracker" or a "white boy" nothing happens. hate crime laws are a bad idea in a biased world. And if this not pass we need to at least say that being homosexual doesn't constitute a hate crime being committed toward you.

1. Trade sanctions to be brought by the UN Security Council against any nation that needlessly threatens its neighbors or the international community with military force. The offending nation may perform corrective and reparative action as deemed appropriate by the UN Security Council to have the sanctions lifted.

2. If said nation persists even after incurring these sanctions, harsher sanctions would be immediately implemented and enforced.

3. If said nation continues on with its dangerous course of action then a UN Peace-keeping force would be deployed to intervene and restore order.

Live music in public places such as parks, pubs, clubs and concert halls will have no restriction on the length of time that the music can continue for, however if the venue is surrounded by residential properties that are habited then the live music must cease at 12 midnight and can resume from 9am.

This will improve the world because wether you decide to give money or not, seeing live music will put a spring in your step
