how long has the new set of forums been up on the nationstates site? I don't like 'em, I wish they'd leave II here.

They started beta testing them with select few players about a week and a half ago. I was chosen to be one of those select few.
The reason why they made the phpBB forums on forums.nationstates.net is because they are worried that OMAC/Jolt may suddenly drop hosting the NationStates forums, which is why I have been telling people that I know to save archives of their threads in case they need to rebuild their threads on the new forums. Someone posted a link to Sirroco's Blog with him talking about the possibility (not confirmed yet though) of OMAC/Jolt dropping the NationStates Forums.
They are being safe rather than sorry.

Ah, that's too bad. I've always liked the style of the jolt forum. I'd be sad to see it go, but at least there's a backup.

Well it's not official if it will go. They are just being cautious for now. Hopefully OMAC/Jolt continue to let NS use their forums, but as momma always said. It's better to be safe, than sorry.
