Your interpretation are mostly correct; the B-3 being a stealth bomber while the 680B is more of a saturation bomber.

As for fighters capable of escorting these bombers, there really aren't any that exist. The amount of fuel that a fighter would need to go the full trip would seriously decrease its speed combat ability. The bombers shouldn't need an escort if they remain at a high altitude and oblivious to enemy radar.

DMG, I would like help designing a deep water or 'floating' base. Basicly I'm talking a man-made island. Size wise I'm thinking sixteen aircraft carriers placed like so:
