Il come back to 21C if i can have the countries of west Africa and the Gulf of Benin, which would make me a power that rivals that of the nation that contains South Africa
IMHO, that would be acceptable. if you make a post outlining the countries your looking to claim and why they would unify i could give a better diagnosis.

Although this may seem extreme, many of these countries are incredibly poor and in total the nation will probably have an economy of similar size to the South African bloc.
The way i see a state like this occuring is the poorer countries, plagued by eternal civil war and famine, sought the protection of the richer countries and in return for there allegience they recieved massive assistance in developing there economies and the alliance got closer and closer until they formed a federal superstate with a new capital built on the banks of the River Niger between Gou and Bamako in Mali

What might be more workable is taking all the northern ones(Morocco to Egypt) and calling it Muslim Africa or something. MAybe the subsaharans and call it north Africa. Yours could work though, I suppose.
Come and post the idea in general, I think a popular vote would approve of it (no reason for it not to) then you would be all good ^.^
