CNN says 1% of NC is in. I've got 16% from the North Carolina State Board of Elections (http://results.enr.clarityelections.com/NC/7937/12009/en/summary.html), and it's a much different picture.
Obama 57.28% , McCain 42.01%
Senator Hagan 58.32%, Dole 39.07%

Dude, the numbers are phenomenal. The turnout.
With 3% reporting in FL, the number of votes in is around 10% of the vote in 2004. Now, it could bigger precints have reported earlier, but I think it looks telling.

Obama is 58%/42% in Florida with 10% in. Probably Miami precincts reporting, giving him an early bump.
they said the same in Ohio 4 years ago :p
Wrong sometimes is not the same as wrong in general.
And, like I said, it's 6%. I'll start worrying when we're still at 57/42 at 30%.

Looking at the reporting counties, that's a RURAL vote. None of the heavily populated counties around Raleigh, Charlotte, Asheville, Greensboro, etc have weighed in yet.
I'm calling NC as an Obama blowout.

Still not clear where these ballots are coming from, but given the disparity between precinct % and voter %, I'm guessing rural districts.

CNN has 60-40 for the amendment there, and that's from the crowd currently leaning for Obama.

I'm guessing they also look at pre-election polls. NPR has called Obama in Washington, D.C., even though they have no results yet. In Virginia only 25% of the precincts were reported when they declared Warner the Senate winner, again because he had a sizable lead in the previous polls. If these Pennsylvania counties were places Obama was not expected to win, they may just add them to the places where he was considered a shoe-in.

Kyr, don't. It's not reliable. It's an attempt at random sampling, but the problem is that traditionally certain demographics refuse to answer so you don't get a good sampling. It's been wildly unreliable in the past and it's methods are questionable. There's a good article about it on 538 if you want to read up on it.

As a general question, can someone tell me how expat votes work? I work with an american expat and he said he would be voting but i didn't have a chance to get him to elaborate
Simple enough, said expat (Like myself) makes a request of his/her country clerk back home to send an absentee ballot. Said ballot is mailed over, you mark down whom you're voting for, and mail it back before Nov. 4th.
If you happen to live next to a US Consulate or Embassy, you can drop your ballot off with them and they'll send it home for free in a diplomatic pouch, but since the closet embassy to me is 3 hrs away, I just used airmail and had to get JapanPost to accept the overly large envelope.

it depends on where the 1% is. If it's Birmingham and Obama's not sweeping, then it's pretty safe to call as Obama's going to get ran badly in the redneck parts of the state. In a lot of places though the red, more sparsely populated parts of the state report in first, as they have less ballots to count and process.

Now I saw when the closed the polls for a bunch if East/Mideast (excuse the incorrect terminology) states, all the TV stations automatically called the states who was going to win and added it to their electoral vote tally.
What I want to know is how can they call a state when only a small percentage of the votes have been counted and only a small number of precincts are reporting?
This isn't like it was 1-2 hours after they had closed but straight away, I would like to know how and why and if they are accurate to look at?
Could it not be possible that they may be wrong in some of these changing it?
If they are so sure why do they wait until the moment the booths have closed? When they could call it 5 minutes or an hour before they are called.

4% of KS precincts counted here (next door to KS), and they're going about 75% for McCain, so it's pretty easy to call. Boyda's race is still coming up as too close to call.
And ABC is calling Ohio for Obama, w00t!
I'd assume its so that they don't make any last minute voters say screw it, the other candidate won already anyway.(for the timing of the results)

If I'm not mistaken, they also take into consideration the population density of those reporting precincts. If major cities are included/represented, they're more likely to call it with any degree of certainty. If it's mostly rural precincts, they tend to wait. (I might be making that up, but that's been my observation over the years.)

Well Gore lost his, but he was a Democrat from a red state. McCain is a war hero with a several decade senate term from a state that usually goes toward the same party he is. It would really hurt to lose his home state.
And McCain pretty much has no chance of winning by now - he has to win every swing state and every leaning Democrat state to overcome Obama, and it isn't really swinging that way, but no telling yet.
