It was all over!

The New Order was now history. The Torontian war effort against Yallak and Xirnium was now history. Torontia ITSELF was now history.

It was now confirmed that about 300,000 cruise missiles with conventional warheads, fired by the Yallak Imperial Navy, were on their way to EVERY single location on the surface of Torontia.

Torontia joined forces with the Kraven Corporation, thinking it could become a global superpower off it's back. But the delusional aspirations for more and more power and profit had led the leaders of Torontia on a one way path to TOTAL destruction!

But none of this mattered now. Torontia was no longer in the equation.

In the underground bunker, Torontian President, Colonel Vader Tanakis was making preperations for his escape. Tanakis thought when the rest of Torontia got fucked, he should at least be somehwere else.

Tanakis had already packed his bags, his bodyguards and his PA were in the Garage, waiting by the thre black limos.

One of the limos was stuffed with black binbgags full of US dollars, around 145 BILLION USD were raided by Tanakis's henchmen as Tanakis knew that where ever he went, he would need the money, to bribe of people in order to make sure his enemies would not catch up with him.

Back in his underground office, Tanakis was making the last phone calls, when his Minister of Foreign Affairs, Karl Rove came into the room.

As Tanakis hung up, he looked at Karl Rove and asked him what he wanted.

"Mr. President, The time is now. In around six hours, Torontia will be wiped out as the first missiles will be hitting us by then."

"Very well Karl, Im done anyways. Has the 145 billion US been put in the limo?"

"Yes Mr. President. The other limo is ready for you and your PA, Helda."

"Good, you can go with my bodyguards in the other limo then."

With that they headed towards the garage and all of them got into their cars and began their escape.

During the New Order, Tanakis ALWAYS knew that he might end up losing power, either via a revolution or by foriegn invasion. Thus from the garage in the Presidential Bunker, an escape tunnel was built that was over 400 km long.

The tunnel went direct from the bunker right to the Torontian border with what was the state of Idaho, in the former USA.

Idaho now was a no mans land, each segment run by various survivalist groups or militias and in other more urban areas, street gangs and criminal outfits.

However, Tanakis had most of these criminal entities bribed in that they would allow him to use Idaho for an escape, should he ever need it.

Now was the time he did!

Then they began to drive off, leaving the bunker complex to it's fate, along with the rest of Torontia.

However, Tanakis wanted to show the international community and his enemies, that even by destroying his entire nation, HE will still get away with it. That no matter what they do, HE was always one step ahead of anyone else.

By the time Tanakis and his limos were deep in the tunnel, the Torontian TV informed Torontians of the President's resignation and his leaving Seattle.

The collapse of the New Order was now public, for all in Torontia and the world to see.

After Torontians learned of the incoming missile strike by Yellak, panic and anarchy broke out across the nation.

The Holy Empire of Saint Fedski calls on Yellak to abort the strike on Torontia. The government has collapsed and there is nothing to be gained by blowing it to hell. In comparison, if those missiles land, the Holy Empire of Saint Fedski will consider Yellak to be just as evil as the Kraven Corporation for needlessy massacring civilians. The war is over Yellak. You won. A force of 2000 External Security Officers will be deployed to Torontia with the mission of restoring some form of law and order.

The Government of the Democratic Soviet Republic of Kahanistan would like to announce that 2,000 Republic Guard soldiers and 100 Imperial Marines are en route aboard the RKS Olympia as a peacekeeping force to maintain law and order until a new and stable Torontian government can be formed. We are not imperialists like the Kraven garbage, we will merely be maintaining order until elections can be held and a new government can be elected, then if they ask us to leave, we will.

The Government of Stoddenia Calls upon Torontia, or whoever currently represents it, to accept responsibility for the mobilization of a large number of nations in defense of a target of Torontian aggression. We call on Torontia to admit its culpability and accept one half of Stoddenia's negotiated settlement with coalition nations for their costs. While this does not even come close to acceptance of full responsibility for the incident, these reparations are requested nonetheless and are designed to help Stoddenia pay for a debt that it was forced to accrue as a result of Torontian Aggression, and at the same time, not destroy the dignity of Torontia as a sovereign and independent state or their economy, which now, like the rest of the nation, must be in crisis.

Only after the Torontian portion of reparations is restored to Stoddenia will Stoddenia consider the establishment of diplomatic relations.

Elections will be held in one year's time.
Contracts are now open for the rebuilding of Torontia. There are 3 available. The restoration of infastructure is our number one priority followed by the economy.

As you are the occupying power in control of Torontia, for the time being, I will redirect my call for reparations to you, in the name of Torontia. I do not want reparations, and in fact there may not even be any, depending on the response of those in the coalition who forced the Colonel's flight. But, I would imagine, as the occupying power who has taken the lead in setting up a new government for Torontia, there are some responsibilities you shoulder, and one of those is to ensure that the country you occupy honors its international obligations.

If this is not possible please present an explanation for it, so that I may justify the retraction of my call for reparations. But if it is possible, please see to it that Torontia, or whatever it is to be called henceforth, works with the Stoddenian government on this issue. We are happy to negotiate, but the payment of these reparations is important because the crisis was not the fault of Stoddenia, but was instigated by the Colonel, acting as an agent of the State of Torontia.

Official Message from the Confederacy of Economic Associates

Fellow nations a tradegy has befallen the people of the former nation of Torontia. They were abused by a corrupt government that did not care for their well being finacially or physically. Because of this their country is in ruins. Now is the time for the global community to work together to bring a nation once shrouded in darkness into the light. We must assure that a government such as the previous one not come to power again in this nation and in order to do that there are a few steps that must be taken.

1. There must be an immediate restoration of order. Thanks to nations that have a military presence within the country we can avoid riots, looting, and any other chaotic acitivites that occured. Also as a way to ensure the inhabitants of the former country of Torontia that the global community is here to help not exploit there must be some effort to allow the citizens to play apart in rebuilding their country and government. A foreign country should be allowed to occupy this territory but home rule should be restored at a pace that will ensure a stable future government and at a pace that is satisfactory to the citizens of the land.

2. The infostructure of Torontia must be rebuilt. It falls upon the global community to accomplish this task. Aid wheter it be from governments or independent NGOs should be accepted and distributed to the citizens in order to restore a sense of normalcy to them. Rebuilding the electric, water, and transportation infostructures should be amoung the first things done to help citizens survive.

3. It is incredibly important that this effort be headed by a group of representatives from the established globabl community. A single nation should not and can not shoulder this responsibility alone. This would stop any victories nation from attempting to gain control of the nation and claiming it as its own.

4. All requests of financial reperations must be denied at the present time. The fledgling nation that will be established here must have the funds to support the country and not worry about paying of other countries because of the sins of a former government. Demanding reparations now will only lead to a sense of resentment from the citizens of the former nation of Torontia. Now is a time for rebulding the nation not raiding its coffers and running.

5. Finally the rights and dignity of the citizens of former Torontia must be
respected at all times. This is can not be an invasion of a country. The citizens must retain all their human rights. This must be an effort that works with the people rather then comming into their country and telling them what to do.

The Confederacy of Economic Associates hopes that the global community will listen to this advice and seek to rebuild this nation instead of having individual nations attempt to gain control of the area.

With respect, I must disagree with point 4 of your programme, while agreeing with the rest of it entirely. Our country was threatened, which necessitated us requesting assistance from other nations. That we were forced to follow this course of action in response to an unprovoked threat by the Nation of Torontia is not our fault, and we should not be made to bear the entire burden of the cost of the mobilization, even if it was only our own forces. While fraternal nations chose to provide us with assistance, neither should they be required to bear the financial burden for their generosity. It was not our fault that the Empire of Torontia decided that they were going to threaten and invade a brand new, relatively weak, extremely peacable people, and we should not be required to pay one cent of it.

Nor is it the responsibility of the people who were left after their dictator fled the nation with the treasury. But I believe i would be right and just in proclaiming that the State of Torontia IS entirely responsible at least this portion of the crisis. They performed an unprovoked act of aggression on a nation that was in an even worse (economically, at least, and some would argue militarily as well) off nation than they are even now. They may be crushed politically, but their population still DWARFS ours. Their economy is still listed as stable and thriving. We are a brand new state, and before we were recognized by a single person, nay, before we were 1 DAY OLD, we were innitiated into world politics by having war declared on us.

So Torontia bears sole responsibility for that International Crisis. Because our revolution is just, we have decided that it is not right to inflict a crushed nation with such a burden as paying for a war. And so we hav decided to pay for HALF of it. That is, I am sure anyone will agree, MORE than reasonable. And we do not need it all up front, nor do we even expect it immediately.

But we will be compensated for at least some of the costs incurred as a result of being threatened with our very existance. Any thing short of that will be a travesty of justice far worse than saddling an aggressor state with an expectedly small burden of HALF the cost of the crisis. And then we are prepared to foot the rest of the bill ourselves, in the interest of seeing a prosperous and democratic state take the place of the dark imperial regime that preceeded the Colonel's looting of the treasury and subsequent flight.

It must be understood that Stoddenia is not "making money" from these reparations. Our government expects to be presented with an invoice from nations that mobilized their forces on our behalf. Half of that total amount will be transfered to Torontia, either in the form of a direct payment from Torontia, or a debt from Torontia to Stoddenia of the amount. As I said, the Government is willing to negotiate. But we cannot establish diplomatic relationships with this government until an agreement on reparations has been made.

And we would like to make it clear that we are not "raiding the treasury and running." When we have established diplomatic relations, it is the intention of Stoddenia to play an active role in the reconstruction of this defeated nation. It is in our interests to see that this state is a stable, egalitarian democracy that will never again threaten our republic. This necessitates a positive relationship between our two countries. But, we believe we occupy the just position in this, and our offer is more than fair. And we call implore of all occupying powers: do not cause further grief to a nation that was the target of unwarranted aggression.

The First Federal Circuit Court has found Vader Tanakis guilty under International Common Law of Crimes against Humanity, 375 cases of Murder, and Criminal Conspiracy. He has been sentence to life imprisonment with no opportunity for parole.

The Amestrian Ministry of Justice is offering an award of one billion Gold Hobbes for assistance leading to the arrest of Vader Tanakis. Agents of the Amestrian Secret Service shall be dispatched to neighboring countries to prevent his escape from justice.

The Amestrian Ministry of Peace is dispatching the 100,000 troops currently in Stoddenia to Torontia for peacekeeping. They will help restore order and distribute food/medicine.

Firstly to all that would listen to Bretton - our act was not of the Anti-Kraven Alliance. Torontia, like Kraven, attacked our territory and as such paid the price. The Alliance, not only didn’t support the move, some even objected to it. Keep your lies restricted to inside your own nation.

Only a mere hours after the news of the fall of Torontia, the Red Tidean New Newtwork(RTNN) made this report:

The camera switched from Tatania Kapinski(the RTNN Anchor) to a camera inside the Red Tide Goverment Press Room. Of course, being the only legal news network in Red Tide, the RTNN Crew were the only ones present, but this was being broadcasted internationally(with translations of course).

The Defense Minister, Edgar Starov, stood on a podium and gave a short anouncement.

"The Red Tideans do not wish for conflict, only to restore peace within the nation of Torontia. We will be airlifting in the 23rd and 22nd Mechanised Infantry Divisions to Torontia to help restore peace in the capitol. That is all..."

He left the podium.

*With little fanfare and in a beatup old 70's Chevy, the President of Stoddenia arrives at the former capital of the Former Torontia Order. A lone reporter covering the event (probably for Stoddenia national television) asks why he came.*

President of Stoddenia: I am here to press for reparations agreements and guarantees that our nation is made whole by those who are now occupying, and are therefore responsible for Torontia. But in a larger way, I represent the small, bullied nations of the world, who do not have massive national resources, but who stare down the barrel of a gun every single day in the world. If we set a good precedent here, as we did in dealing with the crisis in the first place, Aggressive rouge nations may be less inclined to follow the age-old path that led to this horrible situation in this otherwise good nation. *shrugs* Will we be successful? Airborne assaults, and large scale troop movements are frowned upon, especially ones aimed at capturing vital area such as airports and harbours. The Holy Empire of Saint Fedski insists that Ride Tide apologize for the airborne assault made upon the airport and the capital. After seeing Red Tide's utter lack of warning before you assaulted the Airport, The Holy Empire of Saint Fedski must deny Red Tide from taking part in peacekeeping operations as Red Tide is obviously attempting to gain a colony. The Holy Empire of Saint Fedski thanks the nations of Kahanistan, Amestria and Sigma Octavus for contributing soldiers, workers and/or aid to Torontia. Yellak cannot be allowed to send arm soldiers to Torontia as an obvious conflict of interest arises. To the Lone Alliance, members of the former government will not be turned over, you will have a limited, if any role in the reformation or Torontia and Colonel Tanakis will stand trial for the crimes he has committed.

The Concordance urges nations such as Red Tide2 and Yallak to refrain from sending troops to Torontia. Your actions are seen as imperialistic and attempting to gain colonies, even if they are not intended as such. We also urge nations such as The Lone Alliance not to demand that aides of Tannakis, as well as the former President himself, be handed over to them. Tannakis and all of his former aides will stand trial in Torontia for their actions. It will be a fair trial, and it works both ways: If any of the defendants are proven to have committed bribery or perjury during the trial, they shall be sentenced accordingly.

Any nations that attempt to seize Tannakis or his aides for transport to their homelands will suffer consequences.

Czardas has also wired $10 billion USD through its embassy in Saint Fedski to help the people of Torontia.

The President was intrupted by his Lieutenat od Foreign Affairs, General Ajay Patel, when he was doing his paper work. The General revealed a print-out of an e-mail sent by Ambassador Pritesh Bharwani from Saint Fedski. The general laid the letter in front of the President's desk for him to view it.

"Goddamn, a nation is under attack?" asked the President as he read the print-out.

"Yes, sir. The nation of Saint Fedski sent this e-mail to us to help the nation of Torontia. The letter says that 3 other nations are trying to carve out the nation for themselves to set up 'peacekeeping' sectors, but that is bullshit. those nation are greedy enought to take their sectors as their own." Replied General Ajay.

"Yes, rally up our forces to forcibly take back the country and conduct peacekeeping operations."

"Yes, sir. Whom shall we deploy?"

"Deploy the Marine Corps, Navy, Airborne, and Armored Divisions."

"Yes, sir. I will tell General Saddam Al-Mohammed. Shall I reply to the e-mail?"

"Yes, General."

Both the men got up and salutd each other. General Ajay walked out of the office and into his. He sat to his computer and typed out an e-mail to Torontia.

The head of the MCID (McKagan Central Intelligence Division) was in a mass state of confusion. He had set up SO many resources to ensure that Tanakis would remain alive. He had a multi-billion dollar attack submarine off the coast of Torontia, an airwing, and a Light Amphibious Assault ship. What had went wrong? Did Torontia not trust him enough to simply walk down to the coast and set off a 3 dollar smoke grenade?

Now Tanakis was forcing the McKagan people to put yet more people at risk. Tanakis, no matter how evil he actually was, could NOT be allowed to fall into the hands of a Christain fundamentalist movement-type nation that would put him into some sort of Church rehab sessions.

Tanakis was now a hunted man. Flying from a Dreadnaught in the Gulf of California, a Redhawk VTOL transport aircraft was launched. Aboard was a CODEX squad. Six soldiers with one simple objective: Get Tanakis. This wasn't an assassination mission, it was a search and rescue mission. They would fly in, deploy themselves, and spread out into the vast expanse. After learning of Tanakis's location, they would move to extract him and his aids back to the Dreadnaught, where they would be returned to safety in McKagan.

It is simple, Colonel John Bradley thought as he watched the Redhawk helicopter fly back towards the ocean while his team prepared to move away from the LZ.

Mr. Secretary. Unfortunately, this is not of my concern. What happened to the four nations, or what Torontia did before we arrived on the scene is of little consequence to our course of action vis-a-vis Torontia right now. OOC:*The K-5 is a small, but fast and maneuverable, jet engined cargo plane. It has two versions. The A version is the troop transport, usually used to insert special forces or carry single companies(100 men). The B version is used as the personal transport for a brigade, division, corps, army, OR army group commander and staff. In this case, they are talking about the A version.

**The K-10 is a very large sized, turbine powered cargo plane which acts as the Red Tide Militaries main cargo plane. It also has two versions. The A version can carry a battalion of soldiers(500 men). The B version is used for transporting any ground vehicles the Red Tidean Military has(including the 75 ton MBT-66 Main Battle Tanks) as well as their crews, and for transporting helicopters long distances, as well as their crews. In this case(as should be obvious) they are talking about the B version.

Nobody has a "right" to anything. As a completely neutral nation in this matter, we feel it is in the best interests of the Torontian people that the Holy Empire of Saint Fedski lead the way in rebuilding the nation. Greetings. I have seen your comments regarding your opposition of imperialism, and while I understand your concerns, I feel I must also clarify the Halberdgardian position on the imperialization of Torontia.

Imperialization is not inherently evil. It can be an excellent way to rebuild or revitalize a struggling nation. You say that you are opposed to any imperialism in Torontia. This is likely because you believe we imperialize out of greed, no? While this is a legitimate concern, you need not fear. One has to simply view the Saharistan War Coalition's, or even just Halberdgardia's, record in the claiming of territory of former nations. Not a single documented instance exists of widespread violation of human rights in any Provincial Territory of the Democratic Imperium of Halberdgardia. We do not mistreat the people, nor do we exploit the natural resources without concern for the environment, nor do we deny the people their rights as Halberdgardian citizens. The people are free, safe, and economically prosperous. Would you agree that this is not evil?

Now, consider a united, sovereign Torontia. Too many times have we seen radical regimes sweep back in to nations like Torontia when they are still weak just after the withdrawal of former despotic regimes, and then the reconstructing nations. Rovonia comes to mind, as well as the attempted "Liberation of Saharistan" by the terrorist group Global Jihad. Do you wish for Torontia to fall prey to yet another regime like that of Vader Tanakis? Point of interest, about 200 of my missiles have multiple warheads (100 have three warheads, 70 have four, 20 have five, and 10 have six). Your anti-nuclear defenses are yet untested so they will have a high failure rate. You will not walk away from this. I most likely won't either (even though I have 300 million+ more people then you), but I accept that. 50 Anti-Missile/Anti-Sattelite(for taking out missiles in the booster stagewhen all the warheads are still in one place )(ntercept chance for one target is 95%).
The TIDAL WAVE Class Destroyers of my navy are armed with MDSM-5A ABMMs(Anti-Ballistic Missile Missiles) with 4 missiles per ship(intercept chance is 25% with one missile locked onto one target).
At important military bases and major cities there are 4-6 MDM-5A ABMM Launchers(with 6 missiles per launcher(more missiles due to being land based) and intercept chance being the same as the MDSM-5A).

The 2nd Armoured consisting of M113 APCs, a lot of Jeeps with MGs mounted on them, and only 15 M60 Patton Tanks rumbled to life. They pushed into Northern Idaho towns searching for any trace. As for point 4, it is a statement that the Ecclesiarchy will not recognise the Amestrian Puppet Government, ie it will not accept a situation where it must recognise the government. The government therefore may not submit judges.

IC:A small K-5A landed at the Seattle International Airport within the Red Tide controlled area of the facility. Amongst the flurry of inbound military-personnel carrying flights and leaving civilian-carrying flights, it should mostly go unnoticed. It taxied over to the unloading area designated for Red Tidean Forces. The back door lowered open and a company Red Tidean Special Forces Troopers marched out, they began to form up into their individual sqauds. Then they moved over to a briefing room.

Following that a K-10B landed and taxied over next to the K-5A. The back door lowered out and the big TC-2B Heavy Transport Helicopters were rolled out.

The Red Tidean Goverment had been ignoring the international bickering in favor of planning for the eventual movement of forces into Seattle.

Imperial law is very complex. In simple:

Crimes like murder, rape etc confer the death penalty if convicted with overwhelming evidence or by life sentence (hard labour) in normal or exceptional circumstances (ie, average amount of evidence or their mental (must be proven by certified person).

Torture cannot be used, but evidence collection is not standard. (eg. If someone is a prime suspect and they refuse DNA test – it can be taken by force – unlike current RL stupid laws)

This is very basic and as of yet I still haven’t finished making my governments law. Sorry for late reply – helping my sister do an assignment for uni.

The People of Stoddenia, who are neutral in this and all other wars, have volunteered to preside over any trials. It is fitting because the activities of the Colonel and his staff against Stoddenia is what eventually brought his downfall. We are world renowned for our level of fairness and equality, and would give any suspected war criminals a fair trial. As we are neutral, it is reasonable that we would see to it that ALL interests are allowed thier input, as this is an issue of a conflict over these interests that only a neutral state such as Stoddenia can offer a venue in which to sort through. Our law is liberal, and we would merely offer mediation in sentenceing, between the various interests and law systems. As we are not in the position to arbitrate anything, and as we do not have troops stationed in Torontia right now, we can definitely be very helpful in offering the neutral forum with which to coll down the various parties, who may have already declared war, but have no yet started killing one another.

Which interm government? The one supported by the Holy Empire of Saint Fedski which you have already supported...or the one led by Amestria?

It really makes no difference to me which government I am talking with. To me, they are all of the same value, and all have legitimate concerns. I am not taking sides here.

And since I am still sitting on a ship off my own coast that is not of my country's navy, I will make one thing perfectly clear. I cannot hear you when you talk to me from Torontia, so please send your comments in the form of a written commincation to the Yallak Ship that I currently am on.

Next, I would like it to be known that NO government's puppet force was able to guarentee me that my country's concerns would be met. Your nation said you would "investigate" the matter, but that is the closest we got. No provisional government has sent representatives to me, so I have not recognized anyone's control over Torontia. While this probably will not matter in the long run, when you say we have already supported your government's puppet regime in Torontia, this is not the truth. Stoddenia supported your government in opening "investigations" with the sole purpose of gaining a hearing on our reparations claims. We were talking with your people, not your Torontian people. The insinuation that the people of Stoddenia have taken sides in this conflict is ludicrous.

And lastly, Stoddenia recieved a diplomatic envoy from neither your nation nor Amestria. I assume it is because your nations are too busy to dispatch one. We are currently in negotiations with one nation and one nation only, and that is The Empire of Yallak, via its emperor, Balor. Until your nations contact us diplomatically, we are not in talks over anything. Stoddenia invited the provisional government of Torontia to come to Oatmeal City in Stoddenia to conduct their war crimes trials there, and Stoddenia is prepared to recognize "the Provisional Government of Torontia". It would behoove all participating members of the "Provisional Government of Torontia", on the basis of my previous statement, to agree to this, since Stoddenia is neutral territory, and we do recognize the legitimacy of everyone's claim, and are willing, if it be agreed to, to provide mediation in this dispute that can produce a favorable settlement for everyone involved, without the resort to nuclear weapons.

Now. Please tell your people within the Provisional Government of Torontia that we can accomplish a peaceful settlement without resort to arms if the governments who are manipulating the Provisional Government of Torontia would only declare a moritorium on hostilities until at least you all have a chance to talk outside the Mexican standoff. No more aggrandizment of territory during the moritorium, no more mobilization. Just, everybody keep what they have now for the time being, and please send representatives to Oatmeal City to participate in mediation. That's fairly simple. Since all parties have a stake in the conflict, none of you can trust one another. But in our city, which is FAR away from that conflict, not only geographically, but also ideologically, we can come to some agreement.

If this is not enough for you, Oatmeal City is a tropical paradise, surrounded by lush peaks, a beautiful harbor, and any modern convienience you could want. We have wonderful accomodations for any visitor, and the town should be known around the world for it abundance of beautiful people. These folks are friendly and welcoming to foreigners, the town is beautiful, and most importantly, your negotiators will be on neutral soil for the first time in a very long time.

It's pretty easy to get there, so if you like, Empire of Saint Fedski and all others, send your people there. And tell the Provisional Government to consider my offer to have trials there as well. As I said we can negotiate the terms once they are agreed to.

PS. Please don't bother sending any of your Empire's representatives to our Port City. They will likely not be welcomed until you adopt a more conciliatory posture. The offer however, remains open for all other warring parties.

IC:The artillery guns were ready, rank after rank of the long barrelled, 175mm ETC cannons were lined up, gunners standing ready for the coming fire mission. Major General Koniev Murmansk stood, admiring the scene. He turned and brought his binoculars up and looked at the city of Seattle. It would be any moment now, he looked at his watch, as soon as the second hand moved over the 3 on the clock he picked up the phone and said, "Fire..."

Anybody on the horizon would hear a deep throaty rumble came up, as the 1,200 artillery guns opened up. Shells shrieked into the air, reaching their limit before coming back down onto the hapless city.
