We are most impressed with your new BALCOTH design. We can only assume that it is at least part of the future soldier system you hinted at some time ago. We understand your reluctence based on the very arguements that you mention, however we can assure you we are a level headed and reliable nation that seeks to improve its defences as well as protect itself.
We are keen to seek alliance relationships with your country, but felt it would be deceitful whilst also seeking special approval for the DPR.
We are quite prepared to do that on the basis of a joint understanding between our nations rather than what may be seen as a way of seeking an advantage. To that end we will still seek an alliance through normal channels for an alliance treaty whether te DPR be approved or not.

In regard to the small number of 500 LY4301, the order is designed to replace our existing stock of LY4301 which are about to be expended in a dispute.
Whether we seek to purchase more missiles will be based on whether we have DPR approval or not. It is a decision merely based on a economic need as opposed to a military necessity, in that we would prefer to build them ourselves and have the ability to ptroduce them to our own demands rather than simply purchasing them everytime there is a need.
If we fail to purchase the DPR we may then look to increase the order, but that will be a decision based on our decisions based on self sufficiency or deopendence on another nation

Replacement front line fighter for our F22's:
We strongly recommend the 'Shukusei' designed and built by Tyrandis. It is an extremely potent air superiority fighter which, while expensive and logistics intensive, is arguably the best platform in its class, anywhere in the world.

Reliable tactical bomber:
Currently this represents a hole in Lyran equipment. We do not have one, although are designing the LY908 Warhawk to fit this task. Should you so desire, we are happy to share what we have so far, although the design process is not anywhere near complete.

Replacement attack helicopter for our Apaches:
The TRA-92 "Eiko" Light Attack Helicopter is superior to the Apache in every measurable area. We strongly recommend this design, and are likely to continue to advocate it in the light attack role, unless something genuinely unusual arrives. We are also working, in conjunction with a number of other states, on the LY102 Deathclaw attack helicopter, which we expect to be a very different kettle of fish. As with the LY908 detailed above, we are happy to keep you in the loop, should you so desire.

Replacement Transport helicopter for our Black Hawks:
For the moment, Lyras useds the MRH-90. Nothing else has appeared to us as enough of an improvement upon this (RL) design to warrant changing over.

Replacement Jeep (currently Humvee):
A number of years ago, Lyras felt this same requirement, and designed the LY83 Fox 4x4. We commend that to you, and suggest you have a look.

Repalcement Howitzer (currently Paladin):
The LY7/366 Lammasu Self-propelled gun/howitzer has been recently designed, and serves alongside the LY300 Manticore within artillery formations across the Protectorate, and in many other states. If combines a long-ranged 155mm gun with some of the most advanced AFV firecontrol around, and an armoured and highly mobile chassis. Well worth a look.

Replacement APC (currently Bradley):
Either the LY219 IFV or (about to be released) LY224 Sorcha heavy IFV are likely your best bets, either of which are available, as you would imagine, through us here at Lyran Arms.

I must admit that when I read this, I was surprised. Another nation, offering to train our troops?

I have had a very long life, and my career began not as a junior officer, but as a junior non comissioned officer in the 18th Army of the then invulnerable Anemonian Great Army. During the Second Great War, I fought against the enemies of my mother state with everything I had, armed with a rifle and sword like every other infantryman of my age. Today, although technology has advanced far beyond what I imagined then, one thing hasn't changed, and that is the importance of training. Our troops have been blessed with training that is of a very high standard, and yet I must admit that it is very starightforwards, basic training.

I ask you to train the men we are going to send you to the highest degree possible, but we have one request. This message was intended to repay a debt, not create one. Send us a similar group of soldiers and we will show you the finest group of soldiers Lyras has ever fielded. I will tell you the truth; Anemonian training both never ends and is also extremely demanding. For example, candidates for the Advanced Recon. program I set up a while ago have been known to take drugs in the field to keep on going. These men are instantly kicked out from the program. However, it is this demanding training that has formed the fine armed forces Anemos boasts today and that is why if you are willing to put your men through hell, we will give you, as I have said, the finest troops you have ever seen.

Should you so desire, the PAK2 25mm cannon can be swapped out, with little effort, for M2 .50cals, or a Bushmaster 25mm cannon, which also is fielded on Bradley IFVs.

While we accept your desire for the redundancy provided by a loader, the gunner or commander stations can manually load projectiles, should the autoloader fail. The rate of failure is very low, and the speed of engagement and high rate of fire it generates has saved far more tanks by firing before the enemy does than have been lost be the autoloader failing. Several orders of magnitude more, to be honest. The alterations can still be made, but it'd be hard on the crews, and harder on the survival rates.

Should you so desire, the PAK2 25mm cannon can be swapped out, with little effort, for M2 .50cals, or a Bushmaster 25mm cannon, which also is fielded on Bradley IFVs.

While we accept your desire for the redundancy provided by a loader, the gunner or commander stations can manually load projectiles, should the autoloader fail. The rate of failure is very low, and the speed of engagement and high rate of fire it generates has saved far more tanks by firing before the enemy does than have been lost be the autoloader failing. Several orders of magnitude more, to be honest. The alterations can still be made, but it'd be hard on the crews, and harder on the survival rates.

With regards to the DPRs to the LY589 and LY4032, both systems are not offered to non-signatory allies for domestic production, however ongoing purchases are not restricted, and as many can be purchased as required. This is due to the AI software of the -589, and nuclear nature of the -4032, respectively.

We do apologise for any inconvenience caused, and offer, as a consequence, a discount of NS$338.72bn, which has been factored into the above quoted price.

The LY908 Warhawk is likewise a highly effective, highly versatile piece of equipment, and we commend you on your choice. The 'C', however, is only available to allies of the Lyran Protectorate and, while relationships are perfectly cordial, the Lucavan Federation has not, at this stage, entered into sufficient dealings with the Protectorate (ICly or OOCly) to fulfil this criteria. A, B or EW models are available, however.

The Longsword-class purchases are noted, and are accepted, and will be delivered within two NS years.
