Your query as to whether artillery ammunition can be developed to penetrate aircraft carriers can be answered in the affirmative. However, the range of conventional artillery is enormously less than that of an aircraft. Furthermore, any gunnery system capable of firing a projectile able to penetrate/destroy a capital ship in a single shot would be so large as to be impractical to conceal... rendering it an easy target for stand-off cruise missiles or aircraft. A far better coastal defence option is to employ batteries of cruise missiles. For this, we heartily recommend the LY300 Manticore, which is able to fire either LY589 Hellions or LY4045 cruise missiles, and do so without sacrificing mobility (aside from the 20 seconds spent firing). Further questions are, of course, welcome.

Naturally, such an extensive contract requires you to make an offer rather than us, but bear in mind that you will be supplying uniforms, IFVs, and other munitions to over 8 million men, alongside Barronian Royal Marines and the Barronian Royal Aeronautical Force. Yes, the territories will be considered sovereign to Lyras. All Barronian civilians and personnel will be required to abide by Lyran laws and legislation whilst on the territories.
Arms legislation in Barronia will allow the Lyran Protectorate to maintain munitions up to cruise missile size, non-nuclear (although thermobaric munitions are permitted up to a maximum equivalent payload of 25tonnes of TNT), and artillery, self-propelled guns and main battle tanks.
Off-base, concealed carry laws cover pistols for civilians. Soldiers and other military personnel are encouraged to wear uniform off-base (the military is highly respected in Barronia - soldiers displaying their papers often find that cafés and restaurants waive large portions of fees. First class public transport is free for personnel carrying Military Transport Cards, which can be applied for when you arrive). Soldiers and personnel from allied nations are permitted to carry up to sub-machine gun weaponry by law, either concealed or in the open.
For transport of weaponry, whilst on Barronian territory it will need to be stored in secure and flame-resistant facilities, clearly marked to distinguish it as Lyran in origin and as weaponry. Vehicles must be transported by the most appropriate means (rail transport is advised; high-speed rail links for military transport is provided by the Royal Logistics Corps and spans the majority of the nation. Road transport will be provided by the nearest military facility).

Cromwell II is a very adaptable and intuitive interface, with the vast majority of functionality operating below the operator's awareness, with available information presentable, in most cases, upon operator request. The network is designed to allow battlespace awareness to all levels of the combatant force, maximising initiative and empowering personnel to operate independently and responsively. Fire support is easy and available almost before the requests are made. Tanks can be pointing their main guns at located hostiles before they crest ridgelines. Infantry have no fear of blue-on-blue. Commanders are complete knowledge of exactly where each and every one of their own and friendly units are located. Inter-service co-operation is smoothed out immensely, with each unit knowing where it's compatriots are in relation to hostiles, neutrals, and terrain.
And that is to say nothing of the wealth of information transmitted to fire control systems. Cromwell II, at the moment, is arguably the most extensive, battletested and high-performance battlespace network available.
Training and implementation is no harder than any piece of equipment. The full scope of Cromwell is only recognisable as a total package. Each individual component learns how Cromwell works for it, and, while the effects are similar, the sensory suites and computational power that support them are wildly different.
Integration, given your high level of usage of Lyran equipment anyway, would be a relatively minor task, mitigated further by the intentional elements of adaptability factored into the network.
With reference to Ironheart ARVs, they most certainly do exist, but would not be capable of pulling an MBT out of... whatever had affected it.
We would be more than happy to develop an ARV variant of the Nakils, from your existing stocks, should you wish it. As it is, an ARV variant of the LY7 is in development.

Naturally the Ironheart ARVs would not be expected to recover tanks, but other Ironhearts and smaller vehicles. Although a Nakíl based ARV is probably preferable due to the high commonality with current equipment (and the large number of retired 1A3s perfect for repurposing), we are intrigued by the L7-based solution. What is its maximum recovery weight? Also, is there an L7-based bridge-layer or would you be able to produce one from our Nakíls or your L7?
Our current naval fleet consists of around 600 combat ships of various sizes (full list (http://wikistates.outwardhosting.com/wiki/Equipment_of_the_Zinairian_Armed_Forces)). What would be the estimated cost of fitting these with the Cromwell II system?

The LY7 Bridgelayer and ARV variants (and an air defence variant, for that matter) are in development, but I expect that the actual mechanics would be very similar to that which we would apply to any converted Nakils. In essence, you take the turret off, and stick something else there. The weight-bearing should be unchanged, and performance near-identical. The choice between a Nakil-based solution or an LY7-based one will not be an issue of performance/effectiveness.
We are also, at this moment, developing just the Future Warrior-type Cromwell II package for infantry/dismounts that you describe. We expect it to be helmet-displayed, wristguard-controlled, with a CPU/battery pack in a webbing pouch. But that is only as I understand it now. Research is ongoing, and I am not the best person to ask regarding this.
As for adapting Cromwell to the Zinairian Navy, it should be a fairly easy software package, and a series of relatively minor hardware adjustments. An extra aerial here or there, and maybe some computer processing power upgrades. Cromwell is almost like a very powerful ISP, which then retransmits pertinent information to each unit. The allusion is weak, but I think you understand where we come from, in this regard. We expect costings of around NS$60,000 per ship. The price is fairly inflexible, as the upgrades are not expected to be affected by size of vessel or relative capabilities.

With reference to the differences between a 205mm and 155mm gun, the issue is one of 'throw weight', and 'relevant force'. The fire-rate of a 155mm gun is notably higher than that of a 205mm, and the difference in explosive yield, given accuracy, is far less significant. If a 155mm projectile can destroy a target (which, we assure you, it will), then surplus explosive force is an irrelevancy. Given the trajectory, when engaging armoured targets, the incoming (in the Lammasu's case, guided) projectiles will strike the roof... and there is no armoured vehicle in service, anywhere in the world, that will withstand a 155mm strike to the roof.
Given submunition dispersal, we query the use of tube artillery for that purpose. We acknowledge that there is a difference in each shell, but use of single-piece ToT bombardment will, in realistic terms, deliver equal firepower. 1. A private negotiation with Alfegos has ensured that neither side will attack the other. The Alfegosians have long been allies of our nation; our decision to remove the threat of the Hegemony not taken lightly, and we entered with every intention to avoid conflict between us.

A recent statement from their government would suggest they have intentions of assaulting LION personnel - whilst we have no intention of making the first assault, Barronia will not, regrettably hesitate to defend herself from a threat. Our tests have been completed on the LY-7 Rottweiler and we have found it to be a fine product. The Grand Duchy wishes to purchase 500 units of the 120mm gunned version. We also would like the manufacturing rights to the 120 mm gunned version. The first production run will be for 1,500 units. As you know we all ready produce the Warhound, Wolfhound, and Werewolf combat vechiles. My office feels that the LY-7 will be a fine addition to our military forces.
We did have a few problems in the testing process that your department may wish to address.
In our deep snow test we found the LY-7 bogged down much faster then our home built CV-90/120. We also had the same results in the swamp area testing. The Test crew felt that widening the tracks by 5cm may help the problem.
The 140mm gun on the LY-7 had severe recoil issues when fired on the move these seemed to be most pronounced when fired in the 3 and 9 o'clock positions. Target acquisition after the gun fired was the main issue. We also discovered that turret break downs happened 50% more often in this verson then in our 120mm test units.

Thank you for bringing the issues stated to our attention. As with most armoured vehicles, modifications to the LY7 can be made to suit environment conditions. Deep snow or mud (as a standard, rather than occasional) eventuality would indeed necessitate a widening of the tracks, and utilisation of the 140mm weapon, rather than the default 120mm, also necessitates adjustments to the platform's hydro-pneumatic suspension. We encountered similar difficulties on un-adjusted versions ourselves. The adjustments are minor, and can be carried out at the unit level. Nevertheless, I shall investigate why it was that your testing staff were not informed of this, and will take appropriate action on this end.
In response to the purchase request, 500 examples of the LY7, equipped with the LY407 120mm ETC smoothbore, have been earmarked for delivery to Tarlag, and DPR purchase is authorised at the standard rate. We do expect that they will provide an effective addition to your AFV arsenal.

We are interested in purchasing a Standardized LY471 Brigade package, including Rampart missiles, for the purpose of strategic air defense of the Lamonian homeland, as well as ABM capability. At the present time, we lack an ABM capability, and we have chosen the LY471 to fill that gap in our capabilities. Sir, I cannot begin or find the words to express the thanks that I feel are in order. I have chosen to reply to your generosity rather General Fyatt because that is the least measure I can show to demonstrate how profound my feelings are.
The enemy my people prepare to face are a rank of warlords, pirates, and bandits that once had composed a government. The wave of instability, mostly economic, that swept our region destabilized that loose confederacy and further destroyed any restraint of theirs upon their depredations on other less fortunate and advanced nations in the east most of our region.
While others act to stabilize areas in the center of the region, the burden in the east falls upon my shoulders. We are the nearest power, those with the shortest logistical train, and foremost duty duty to act. We are, however, a middling nation of no more than a hundred million. We have only recently ascended to the fifth generation of military hardware from mostly fourth but some third generation military hardware. Thankfully, our enemy has not advanced past third generation hardware except in a few rare instances.
Any drab or ounce of techonological advantage is a profound force equalizer in this case. And when units of the Catawaba Marines deploy northward to disuade the piracy on land and sea upon other less powerful nations and perhaps into the very heart of this wretched hive of scum and villiany, know that our soldiers will hold your generosity and, in fact, all of Lyras in high regard, sir, because you will save countless Catawaban and other Fatal Terranean lives.
Attached to my message will be instructions on advised routes for the welfare of sailors and the safe delivery of your cargo. Approaches from the due south of Catawaba are best as they are outside any range of military projection from dissolved nations. Rest assured that any attack on Lyran ships or personnel, by nation or person, will constitute a declaration of war upon the Miraadery Catawaba. Furthermore, I will be dispatching two cruiser squadrons from the Catawaban Navy to meet and escort your task group to the southern port of Legget's Landing. Catawaba does not let others defend itself when it is able and does not let friends stand alone.

Queries concerning DPRs to the LY589 are commonplace, and our responses are normally quite similar. In this case, while we acknowledge ongoing and cordial relations between the Protectorate and Federal Republic, no formal alliance between our states exists. We advise the Federal Republic to consider petitioning for entry to the Fedala Accords, under the banner of which number many highly regarded and highly capable states.
While I have yet to raise this issue with Field Marshal Wallins, I am fairly confident that he will have no objection to sponsoring the Federal Republic's entry into the Accords, should that suit your national interests.
We are, however, happy to grant you 100,000 LY589 Hellion advanced cruise missiles per year, for the next three years, for the given price. We are, further, happy to deliver them to you, should your merchant fleet be otherwise occupied.

This situation is particularly uncomfortable in your case, as our relationship with Zinaire is one of nothing but the deepest respect.
As we have suggested to others, we suggest to you now. Submit an application to the Fedala Accords. A state of your high international standing should find the admissions process swift, and the rewards notable, not least amongst thm being formal recognition of the relationship our two states currently enjoy.
We do however, accept your request for 100,000 examples of the LY589, but offer them to you, as a token of our respect for Zinaire and the honour with which it conducts itself, at NS$150bn, rather than the standard NS$300bn. Continue to walk with honour, and Lyras will gladly walk at your side.

After a long meeting with leading engineers, Generalissimos and budget bureaucratizes we came to a conclusion. Instead of reducing cost by combining the ATGM Ironheart Turrets with the IFV turrets the commanders have decided to replace the LY64 7.62mm on the IFV with a single ATGM tube that can be quickly reloaded when not in combat.
In addition we will need to purchase DPRs for the LY7 Rottweiler medium tank along with 7500 Units to start up the deployment into our armed forces. In total we plan on having 40,000 LY7s serving inside the Mokan Armed forces.
The special forces are happy report they have begun testing with the weapons and have yet to find any significant faults other then need to reload.
