Article: Lyras wins coveted Collins Award
Liberty City, The Peoples Freedom- The Collins Award is a prestigious award given yearly to defense contractors who have created a design or designs that help the Prussian military " Identify and kill targets as quickly as possible with the least effort possible."
The award is given every year at the Smith Resort located in Liberty City. Here, representatives of the design company are invited for a week long stay at this resort topped by the dinner where the award is presented. Last years Imperial Aerospace Corporation, which were awarded the Collins for the ASF-70's excellent service record in the Reich. Collins is open for both domestic and international defense corporations.
This year's award has been awarded to Lyran Arms for the LY471 Skyguard Air Defense System, widely praised as the most advanced air defense system in the world. According to General Hamilton, commander of the TPF Army's air defense system the LY471 is " The most advanced, capable, and lethal air defense system in the world today. No other system even comes close to matching the Skyguard. It is equally capable of engaging enemy fighters, bombers, stealth aircraft, cruise missiles, and intercontinental ballistic missiles. The Reich's airspace can be considered secured thanks to the LY471. "
According to army officials, the Skyguard has been deployed to every combat action to date since its introduction into the military four years ago. LY471 has engaged numerous enemy systems and has a kill count of several hundred. A modified Rampart missile modified with a kinetic warhead was able to destroy an aging god-rod weapons orbital several months ago. Another Rampart missile was able to destroy the old Earth Scope orbital space station which was expected to break into dangerously large sized pieces in a separate incident. The two megaton nuclear warhead was one of the first use of nuclear weapons in nearly ten years for the Reich and was very controversial.
In addition to the presitege that comes with the award, ten billion dollars was donated to the company for further research and bonus for all employees. Around twenty active duty divisions are in service, with an additional twenty divisions in reserve or storage status.

Pursuant to the formal request submitted through this office, the Lyran Governmental Trade Department forwarded your ORBAT and TOE assistance request to Colonel Natasha Krell, OPFOR advisor and oversight co-ordinator for Lyran personnel within the Dictatorial Republic of Sumer, and regarded as the expert in combined arms and mechanised warfare. Colonel Krell has reviewed your strategic situation, and submitted her report to Field Marshal Ward, CinC of Task Force Epsilon, and he has in turn passed it on, with his blessings.
The report reads as follows:
Individual equipment and small arms
Currently fielded Lamonian small arms, including the Vector CR-21, Sig-Sauer P220 and PT ATW-7 RPG are, in and of themselves, effective enough, and easily adaptable to the ongoing requirements of the Lamoni military. However, far more systems are required to sustain Lamonian military forces into the medium term than just small arms. It is estimated that heavier armoured units will shrug off attacks from existing systems.
Suggested additional small arms purchases include:
Light machine guns, for use at section/squad level. Any LMG will suffice, although I recommend the LY19. I freely admit to bias, as I was on the team that helped design the weapon system.
The lack of a viable high-threat man portable anti-tank guided missile system, at platoon or company level (or battalion, if financial concerns are high) is a crucial shortcoming. The high preponderance of medium and heavy armour threats in the contemporary battlefield environment ensures that forces completely bereft of viable anti-tank weapons are extremely vulnerable, and will rarely be able to operate in any meaningful sense without extensive external support. To that end, a form of high-penetration anti-tank system is STRONGLY recommended.
Issuing body armour as standard to dismounted personnel is advised, as lack of such equipment very quickly translates into mounting battlefield casualties and a tremendous short-to-medium term strain on logistics and combat capability in the tactical arena, even if the strategic overview allows for the casualties in the wider sense.
Melee or close combat weaponry of some form is also strongly recommended, either in the form of a bayonet (if applicable to the weapon system), or a combatant machete/melee-entrenching tool if not.
Some form of general purpose fragmentation or HE grenade would also be useful. Many varieties exist, most of which are extremely comparable to one another.
Mortars
Some form of towed, carried or self-propelled mortar system for close range battlefield support is further recommended. The closer an assaulting force can get before it has to rely on its own firepower to take a position the better, and mortars are usually one of the last weapons to cut out prior to the fight-through.
For extensively mechanised formations, there are a number of options, most of which are fairly analogous. That I am most familiar with is our own LY516/219 Stormdrake, which is a very effective piece of equipment, and well worth a look. For dismounted or light infantry units, there are a number of light or medium mortars in the 60 – 82mm range, again generally very much each other's equal. The choice of exactly which purchase to make will thus generally be a political, rather than a military decision.
Armour
The lack of any modern main battle tanks is a glaring and apparent weakness in the current Lamonian ORBAT. Generally speaking a main battle tank represents the extant pinnacle of land-based protected mobile firepower, and its absence in any given theatre is likely to represent a fundamental difference in the balance of forces. Attaining armoured superiority in a given area is often a commander's intent when conceptualising offensive or defensive operations, and to operate within an operational level battlespace in the total absence of friendly armour is tantamount to fighting with both arms tied behind your back.
As I write this report, the state of the Free Republic's armaments manufacturing flagship, Paladin Technologies, is unknown, and accordingly the capacity of the consortium to produce modern tanks is thus likewise unknown. Being unable to ascertain the possibility of domestic production of main battle tanks, I will therefore present viable non-Lamonian technologies, in no particular order.
1) Kreigzimmer, Arca IV Nakil 1A1
It is difficult to talk about contemporary main battle tanks without making some reference to the Nakil. The most widely produced and exported tank in history, with over 6.5 million sold, the Nakil has been one of Kreigzimmer's most lucrative exports, and for good reason. Its armour scheme, while extremely optimistic in terms of protection it is purported to deliver, is very good, and its design has strongly influenced nearly every other internationally marketed system. Fielding the AGS 175 120mm high-pressure dual breech (120mm/140mm) smoothbore, the Nakil further pioneered the widespread use of much innovative armament technology, including (but not limited to) regenerative injected liquid propellant. Its 57 caliber length makes it a little tough to fire on the move, but allows for a more efficient propellant burn and correspondingly higher muzzle velocity. Various means of attentuating the effects of the longer barrel length have also been employed, and have generally been very successful, given the gun's 6.8m length.
It features the Pilum ATGM as standard, a 5.66mm machine gun co-axially, and two 5.61mm machine guns above the turret, controlled by the loader and commander.
Its engine is a 1690hp intercooled diesel-fuelled turbine, which gives it a hp/ton ratio of 23.8hp.
Nakils are protected by the “Giod” soft-kill active protection suite.
Crew of three, driver, gunner and commander, with the crew compartment not divided by firewalls.
The Nakil's firecontrol is highly adaptive, and multiple redundant, based in large part upon a suite of targetting computers slaved to the Cornerstone fire control system.

2) Lyran Arms, LY4A1 Wolfhound
Designed shortly after the release of the Nakil, and in many ways an example of convergent evolution, the LY4A1 Wolfhound was the brainchild of the Lyran Protectorate Research and Development Commission. Slightly heavier than the Nakil, the Wolfhound has to date sold 695,000. The Wolfhound likewise features a crew of three. Primary armament is a 120/L55 LY402 ETC smoothbore gun, the first example of an exported MBT fielding an electrothermal chemical main gun. Secondary armament is heavier than the Nakil, with a 25mm PAK2 automatic cannon or 14.7mm LY60 heavy machine gun as co-axial, and either a 7.62mm or 14.7mm commander's weapon on the turret. The Wolfhound also sports a pair of Helios II beyond-visual range ATGMs, which blend well with the vehicle's Cromwell II battlespace information warfare suite, which also functions as the vehicle's targetting system. The Cromwell II has, since the Wolfhound's inception, become the mainstay of Lyras' force integration system, and has arguably become a world benchmark in network-centric warfare. The Wolfhound strongly emphasises crew comfort, to its credit, with a water point and bar fridge. The LY4A1 version uses the Goliath multi-layered hard and soft-kill active protection suite, and a modular applique armour package which nudges the weight up but provides dramatically increased protection against burst firing anti-tank systems.

3) Ninevah Armoured Works, MCA-7E Ubara Tirak
The Sumerian armoured forces are world renowned, a consequence of their very open terrain, in part, and their Ubara Tirak (Timber Wolf) E-variant is an extremely capable vehicle to say the least. Using a Type-3700 140mm smoothbore main gun, the Ubara Tirak is fairly heavy for an MBT, a product again of the manufacturer's adaptation to their national topography. Bereft of any cover, for the most part, Sumerian MBTs attempt to mitigate this by the employement of heavier armoured protection than is the norm for equivalent vehicles. This, quite obviously, comes at the cost of lower acceleration for equally powered engines... a factor in turn offset by the well known Sumerian aptitude for innovative engine designs. Most notable amongst them, in recent MBT incarnations, has been the 6 stroke water-injected diesel, fed from a filtered water tank included within the vehicle's hull. The water tank is available for drinking by the crew, should the need arise, and is generally filtered water, to ensure optimal performance by the engines. And, at 32hp/ton, there is an awful lot of power available.
Sumerian secondary armament is, generally, a fraction lighter than the LY4A1, and a fraction heavier than the Nakil, primarily by virtue of the perception that main battle tanks are the only opponent likely to be of any real threat to Sumerian forces. This notwithstanding, the Ubara Tirak is an armoured opponent to be held in high regard by any incarnation of any tank fielded by any state yet encountered.

4) STS Lince
Designed along similar principles to the Nakil, the Lince has, to date, not enjoyed the same level of international influence or sales that its predecessor has. This is by no means a reflection on the vehicle itself, however a phenomenal quantity of high quality MBTs have entered the market, and most major powers had already stocked their armoured inventories by the time the Lince was produced.
While in general fairly similar to the Nakil in terms of performance and armour scheme (although Lyran sources have reported that the Lince is considerably more likely to deliver on its protection promises than the Nakil – Field Marshal Ward), the primary difference in practical and operational terms is the employment of a burst firing 73mm high pressure main gun. The concept behind the weapon is that to penetrate the growing armoured protection available to MBTs has required ever-higher levels of firepower, contributing to an ever-increasing spiral of heavier guns, to heavier engines, and more armour, and heavier tanks, and so on. The pressure that this has put on logistics, support and manufacturing has been tremendous, and the Lince was an attempt to buck the trend.
The three-round burst fired by the Lince is designed to hit the target in less than a tenth of a second, maximising the likelihood that all three shots will impact on the same armour panel of the target vehicle. The first round is intended to defeat the outer layers of chobham or derivative, substantially reducing its ability to deflect further shots. The second round is aimed at warping (and thus lowering the protective capabilities) of the IRHAe material backing the chobham. The third is the kill-shot, fired with the intent of penetrating the weakened armour, and causing damage to the crew or internals.
Generally speaking the burst-firing main gun has enjoyed great battlefield success against most of its contemporaries, with very high yields against all but the most advanced opposing forces.
However, it must be noted that recent armour adjustments to both Lyran and Sumerian MBTs have, for the most part, rendered the burst-firing gun less effective than a larger, slower-firing counterpart, by means of simply decreasing the size of an individual armour plate, thus increasing likelihood of the burst impacting on more than one plate, rendering the burst non-penetrating.
MBT Conclusion:
All of the above detailed equipment is recommended strongly by this report, and, more than that, this report finds the absence of one of these vehicles, or a close substitute, to be a critical requirement for operational success. Their absence could not only cost countless friendly casualties, but, more importantly, could render any expeditionary operation impotent before it engages in battle. Get some tanks, and fast (While I do not condone the tone that Colonel Krell employs here, for the sake of completeness I have chosen to leave her language as it stands. Irreverent and borderline insubordinate she may be, she is nonetheless extremely capable, and it is for this reason that her eccentricities are tolerated– Field Marshal Ward).
Artillery
In addition to mortars, artillery, both rocket and tube, is an area that should ideally be explored. While an admitted advocate of all things armoured or mechanised myself, I still recommend our own LY300 Manticore for Lamonian use. It combines a high volume 220mm rocket system, itself the equal of anything else available today, with the ability to launch 14 BGM109 Tomahawk (or equivalently sized) crusie missiles. The Manticore thus enables mobile ground based forces to contribute markedly to anti-ship defence, from ranges (with the Tomahawk) of up to 2500km. The utilisation of Manticores will thus aid immeasurably in national defence against hostile or invading forces, either at home or targetted at Lamonian expeditionary forces. Mobile, armoured and with a 25mm autocannon for defence, the LY300 really is tough to overlook.
For tube artillery, the aforementioned LY516/219 is viable, but there are great number of 120-155mm systems out there that will do the same job. If the Lamonians seek to utilise the Stormdrake for other roles, then commonality of supply would suggest that it would be a good option for them as in this role as well. If they are not, then there is no shortage of choice in the international market.
Air Defence
Another woeful shortcoming is the lack of a ground based air defence or anti-ballistic missile system. The thought that an enemy could, at whim, turn one's country into plate glass is terrifying, and I think that the decision to commission a Lyran AA/ABM system by the Warmarshal (Here Colonel Krell is referring to Warmarshal Leon Krell, her father, and chief of government/head of state of Lyras – Field Marshal Ward) was one of his best.
Further, in this field there really is no alternative system comparable to the LY471 Skyguard. As I write this, the Skyguard has just received the Collins Award from The People's Freedom, which is awarded annually to, quote; defense contractors who have created a design or designs that help the Prussian military "Identify and kill targets as quickly as possible with the least effort possible” unquote.
To further support this position, I will quote TPF General Hamilton, head of their air defence forces, who stated; (the LY471 is) "The most advanced, capable, and lethal air defense system in the world today. No other system even comes close to matching the Skyguard. It is equally capable of engaging enemy fighters, bombers, stealth aircraft, cruise missiles, and intercontinental ballistic missiles. The Reich's airspace can be considered secured thanks to the LY471. "
Tell the Lamonians to bite the bullet and get Skyguard. Then they can stop worrying about the possibility of going the way of British Londinium ( Again, I do not endorse the Colonel's wording, but agree with the sentiment – Field Marshal Ward).
Preliminary Conclusions
Without firmer knowledge of how the Lamonians intend to acquire further equipment, and in what quantity, I am unable to recommend further. That more hardware needs to be acquired is beyond all doubt, but until that hardware is selected, further advice from me will be worthless at worst, speculative at best.
Should the Lamonians make any purchase decisions, I will be more than happy to review the deployment and integration options available to maximise combat potency.

For the most part, I agree with Colonel Krell's recommendations. It is worth remembering her mechanised background, and thus her (freely admitted) bias to mobile armoured firepower, but her points are no less valid because of that. Lamonian combat equipment is currently sorely limited, and that situation, in this report's opinion, should be rectified as promptly as feasible.

Re: Standardization upon Lyran Arms Wares, License Production Notifications.
I'm pleased to announce that after prolonged consideration, my government has taken the step that henceforth we should begin the wholesale conversion of our active ground forces to Lyran standard armaments; with appropriate retraining where required to be assisted by our Marine Corps which already employs said standard. This was not a decision taken lightly, for our Kriegzimmer wares had served us well for close to a decade and indeed still have long useful lives ahead; but in view of our logistical needs even accounting for wholly separate Army/Air Force and Navy/Marine supply systems, plus the woeful state in certain equipment categories of the Confederate Joint Armed Forces of our Confederacy of Sovereign States alliance under Allanea, it was decided that conversion away from the current Kriegzimmer standard was best for both our own and our allies' needs since the surplus armaments could simply be donated to the CJAF which already employs the same Kriegzimmer standard for land systems.
Hence I can give revised production targets under our purchased open licenses as stated below, courtesy of the Commerce Department after their own consultation with the relevant industries at my request. For our part we anticipate this won't take unduly long to complete, and indeed a small fraction of these totals has already been completed to provide full mobilization-ready storage sets for our Marine formations...

We can definitely forecast 300,000 per variant at least (with some small fraction of this already complete as noted above), given our own particular ORBAT as currently in use, but beyond that is unclear and still the subject of some debate among the relevant staffs. When it's been settled upon, we'll of course serve notice of the figures. And lastly we'd also like to inquire after the availability of licensing rights to the LY4A1 upgrade, as well as the possibility of similar subsystem upgrades for the other systems; which upgrades we'd happily perform ourselves of course if available for licensing.

Congratulations for your promotion. It is all too rare to see competence, rather than political affiliation, rewarded in this day and age, and yours is the rare exception that warms the heart.
Your detailed production intention is acknowledged, as are the caveats reference the LY83 and LY219. The modular and multirole nature of the two systems makes easy prediction of production and requirement difficult, and we are quite flexible, especially where those two systems in particular are concerned.
We are gratified to note your decision to utilise Lyran systems as standard. The increasing prominence it gives our hardware will hopefully be matched only by the increased interoperability and lethality of your combined arms forces. We note also that, with your adoption of the LY219 in such large numbers, you will have increased force compatibility with your Allanean allies, who also use large numbers of the LY219, in a good many variants.
Licenced production for the LY4A1 is here authorised, as is retroactive upgrade of existing LY4s. Given the honour you have just granted us, and the reliance on our hardware that you have affirmed, to refuse such would not only be churlish, but outright dishonourable, and a reprehensible reaction to the trust which you place in us.
As further upgrades to existing systems become available, we shall make them available, pursuant to Executive Command oversight.

Total sizing:
To ensure a per-soldier parity with more militarised states, and to guarantee forces the technological sophistication to match one's opponents in the technologically advanced and aggressive/confrontational political situation that is the norm globally, the preposition is advanced that a total combined army (no consideration herein being given to naval or fixed-wing air forces, at this stage) of 30 regular divisions be established. Reserve forces equalling this, at the very least, are strongly encouraged, however equipping them from extant surplus or gradual forward purchase is greatly preferrable to destroying the national equilibrium by rampant military overspending.

In this context, I feel that artillery divisions deserve special mention. Frequently overlooked, the LY300 Manticore is perhaps the single most frightening piece of equipment on the battlefield anywhere in the world today. Divisions of Manticores can wipe out fleets, tear gaping holes in a nation's national infrastructure, to say nothing of the high levels of saturation fire available. Manticore divisions often function as the weapon of choice for a theatre commander, as they allow him to pick a target, hit it from a thousand kilometres away (Here Colonel Krell is obviously being expressive. She most certainly knows that the range of a BGM-109 is 2500km, given that she cited that figure herself in her previous report – Field Marshal Ward), and all without disrupting his or her own operational level manoeuver forces, and completely impervious to any viable form of counterbattery fire. Manticores in general, and when coupled with cruise missiles in particular, are a highly effective battlefield technology, and one which I cannot recommend more highly.
With reference to air defence divisions, each individual battalion of air defence forces would be equipped with the LY471 Skyguard, as per generic layout specified within the LY471 information, however the additional units and equipment of divisional and brigade level would be held in reserve at each level, controlled by brigade-organic support battalions and division-organic support brigades, as appropriate. The slightly heavier load of combatant forces attached to air defence brigades is in acknowledgment of their uniquely important role within the battlespace, and thus their considerably greater value as targets to hostile forces.
Taken in concert, each division is able to conduct offensive and defensive operations, by day or by night, regardless of season, weather or terrain, to seek out and close with the enemy and neutralise or destroy them. Combined arms emphasis enables any given opposing force element to be engaged by the most appropriate friendly force element, and a preponderence of hardened, mobile ground-launched anti-ship systems will, in and of itself, go a long way towards securing the Lamonian coastline.
Skyguard needs no further discussion above that which I submitted in my prior report. I am gratified to learn of Lamonian intentions to purchase the system, and feel personally that they will derive much benefit from it, either domestically or abroad as part of expeditionary units (The good colonel reacted very enthusiastically, I am told, to the stated Lamonian intention to purchase the Skyguard. Colonel Krell has long been renowned as one who loathes civilian casualties, accordingly of all systems covered, Skyguard is perhaps that which she most strongly advocates – Field Marshal Ward ).
The organic support elements to each division will simplify the logistic stream greatly, enabling Lamonian High Command, for example, to despatch just the 15th Armoured Division, should they so choose, or (at the higher end) 1st, 2nd, 8th and 11th Mechanised, 13th and 14th Armoured, 27th Artillery and 30th Air Defence, without having to seperately detail what would otherwise be a fairly length supply chain. This will also enable each division to internally support, as far as logistics is concerned, a factor which considerably increases long term force endurance in operational conditions.
Should the Lamonians wish to talk to me directly, I would be happy to, and if they require or desire specific training on the weapons featured and the integration required to operate most effectively, then I will detach Captain Lachlan and his company from my unit here in the Dictatorial Republic of Sumer to assist in that regard.

I am writing to inquire regarding the Ly83 Fox vehicle and potential procurment. We have been in the market for a medium multi-purpose truck to replace our current T-6 system in service, and as it stands the Ly83 has shown much promise. We must, however, inquire regarding some very specific capabilities and modifications mad, as well as procurment potential in terms of dealings.
First, as to the procurment, if chosen, we would require full domestic local production of the vehicle according to our own needs. We can not give an exact number, however it should be noted that such a vehicle would fully replace our standard medium truck, and as such not only would the number built be huge, but replacements would always be nessecary. As such we would like to inquire regarding such a deal, of a one time lump sum, or incrimental payments, towards the purchase of said production rights of a domestic variant of the vehicle which will be addressed below. If such is possible, the the following prerequisits must be met, at the very least, in a domestic version.
For our needs full modularity is required. Vehicle roof, rear compartment, doors, and fenders must all be able to be removed for both maintenence and operating conditions. Ideally, in regards to the vehicle roof and cargo compartment, a single or several piece hard sealed top that can be applied in a number of componant combinations, or the use of a soft canvass top, would be ideal. Likewise with the doors. This should be compatable with the capability to apply various levels of armour to the componants, or remove the armoured componants as nessecary.
The windsheild must fold forward flat onto the vehicle hood to provide better visibility or lower profile when nessecary. Individually removable window panels for the windsheild frame would also be a welecome addition with this feature.
The engine will have to be replaced with a Guarita DO46-1S99 diesel engine which should take up the same, or less volume then the Lyran engine, and provide 380hp for our needs. The rest of the drivetrain is otherwise accecptable.
In conjunction to the modular concept, the ability to mount front, rear, and body roll bars and brush racks is nessecary.
The NBC system will have to be replaced with a Sumerian system, specially able to cope with our unique climate issues which we believe the current system in the Ly83 unable to fulfill.
Likewise with the above, Sumerian communications gear and other such sensitive and networking systems will be installed instead of Lyran derrived systems.
If these modifications and capabilities are accecptable, and the procurment deal can be obliged, we would be willing to purchase production of the vehicle for nation, within our nation. Please return to me regarding this proposal.

DPRs to the LY83 Fox are indeed available, and have been taken up by a number of powers. Many of which then proceed to modify the basic vehicle.
This modification is, of course, the perogative of the license holder. The LY83 is, by design, extremely modular. The substitution of the current engine for the Sumerian Guarita DO46-1S99 will indeed present no difficulty, should the drivetrain remain intact. Very slight modifications to the control interface will accompany the change, with removal of the electrical engine control components.
Armour adjustments are integral to design, and vary in Lyran service. Fold-down windshield is an easy adjustment, and likely will be soon featured in several Lyran reconnaissance variants. Likewise roll bars and other relatively minor structural alterations will pose no difficulty, even at the sub-unit level.
The NBC system, as with the vast majority of components, is modular, and so long as size and weight issues are not ignored any substitution should have no issues. Likewise, the chassis is able to handle any weapon system that falls within the space and weight constraints.
Similarly, the communications gear and battlespace networking capabilities are (designed to be) easily adaptable to local norms. By definition, installing Lyran comms systems (in the literal sense) in export variants would be a tremendously risky breach, as far as operational security is concerned.

Questions concerning alliance with Lyras are probably best directed to Executive Command, via the Diplomatic Corps (OOC: that means telegram, for the moment), as this department is focussed primarily on trade. Should such a request be made, then it will be taken on its merits.
Unfortunately, outside of the integrated DPR that could come alongside the LY4/LY4A1 purchase, the Helios II ATGM cannot be produced overseas. As a non-Lyran piece of equipment, we do not hold the authority to grant DPRs, save in a very limited capacity.
The LY83 purchase poses no issues, although the LY221 Little Shepherd itself costs NS$12m each (it's essentially an LY220, without the PAK2 25mm cannon), which should be added to the price of the LY83. The LY221 is modular, and can be fitted to a whole bunch of differing chassis.
DPR to the LY471 Skyguard is available at NS$260bn. Personally I consider (and half of Lyras considers, to be more honest) the Skyguard to be the single most vital piece of technology devised in recent years. Well worth the cost, in my opinion.

We've become quite interested in the recently-released LY589 Hellion missile family, having already been quite impressed with the capabilities of our existing Manticore munitions and the overall effectiveness of the Manticore system. We believe that though a large order, purchasing one full load of Hellions for each of our current active or mobilization-storage Manticore launchers is only responsible given the recent increase in global tensions.
Accounting for our prior Manticore production figures, we believe this buy comes out to some 2,100,000 LY-589 missiles at $6.3 Trillion NSD. Our budget can indeed handle this, if only just so in light of the usual other needs; but the extraordinary capabilities Hellion has demonstrated more than justify this expenditure in our view. That, and they also justify inquiry as to our own eligibility for dispensation to purchase Domestic Production Rights to the Hellion system accounting for our allied relations to Hamilay among others in good standing with the Protectorate; though if ineligible we of course understand the sensitivity of the Hellion system and shall comply with Executive Command's judgment in its' regard.

Given the large volume of missiles carried by an individual ship, however, this is unlikely to be a concern.
Should you, however, seek attendant specific rights to the missiles, then it may make integration of naval forces that much easier.

The AR44 is an Asgarnian weapon, but we have authorisation to produce and offer production rights to that particular system. We have been extremely happy with the AR44, and while we always keep our eyes open for new systems, have yet to find anything notably better.

You see, I am constantly updating my navy to fit my defence budget, and it's such a hassle to go around ordering ships that I need, digging through a hundred different storefronts, and such.
But I'll understand if you want to keep tabs on who has what.
OOC: The Hatchet-class is just one ship. One chassis, and you (that is, the operating state) just swaps out the modules as required.
I hadn't thought about DPRs to the vessel itself, to be honest. Generally speaking, DPRs are fine, and are usually issued on the provision that we occasionally get notified about how many have been built.

As it stands, the class is multi-fuel capable. Nuclear conversion is feasible, but expensive, and we would strongly query its utility in this circumstance.
2. Does the hatchet-class come with all of the modulars or do they have to be purchase separate?
All vessels are shipped with all modules. All are also interchangeable, as discussed, so one ship is more than capable of using another's modules, which should simplify the logistics train considerably.
3. Are there replace and upgrade programs in affect to have replacement modular’s incase of damage, and or an upgrade program to take advantage of new technologies?
By virtue of purchase of a Hatchet-class vessel, the purchaser recieves authorisation to produce replacement modules to account for damage and/or maintenance. Because of the class' modularity, as newer or more advanced modules become available, they can be made to fit the vessel with a minimum of fuss.
In theory, a tender can be designed, but it would be a very large ship to expedite module change for more than a couple of ships, and as such its practicality would be dubious. If you are interested, however, we can make such a design. If you have requirements for such, please let us know.

Article: Krupp announces new multi-billion credit contract
Krupp Industries today announced a new multi-billion dollar program to design a new main battle tank for both Prussian forces as well as for the Protectorate of Lyras.
The new tank will be developed jointly with companies in Lyras as well as in other nations which will be providing key parts to the vehicle, which has been code-named "LY-7". While the company is pouring in an estimated ten billion credits into research, development, and manufacturing costs, Krupp expects returns that could raise into the hundreds of billions or possibly trillions.
Perhaps the most important contract that the company is seeking is the Sumerian contract to replace up to sixteen million tanks with a new medium tank. This contract could theoretically allow for such returns as to significantly raise the overall Prussian economy. Little actual information has been announced on the capabilities of the LY-7 and none is expected to be announced until the first prototype is tested.

Recently the navy has embarked on its new program designed to decrease the overall amount of vessels but increase the destructive and warfighting capability. Thus, Imperial Navy is very interested in your Batlleaxe class crusiers, which would serve well alongside our Questerian-built vessels.
Before placing an order,however, we wish to inquire if several changes could be made to the system in order to better facilitate the vessel for our uses. Namely, we would like to know if the VLS cells are large enough to house standard Questerian missiles in conjunction with the Lyran missiles that we will be using for certain tasks. In addition, we would like to remove all of the five inch guns as well as the larger turrets and replace them all with VLS tubes save for an Advanced Gun System to be installed by one of our own domestic companies. We also would like for four AK-130 systems to be installed on the vessel. Finally, we would like to replace the CIWS systems with our own design. If these requests are met, we would like to purchase eighty vessels for immediate production with another eighty being constructed over the course of ten years.

To complement our Isselmere-Nielander vessels, as are the majority face of our new fleet now that it's forming, we've decided that there really is no competition in the matter; the Longsword matches our requirements for our first general-use supercapital warship nigh unto exactly. And seeing the requirement for particularly intensive support of this vessel when on operations, I've been authorized by the National People's Congress to make a special procurement from my Department's budget for the following...

In principle we'd prefer to pay this in two annual installments of half the sum ($6,235,200,000,000 NSD), so as not to inconvenience our budget unduly as would regard basic readiness and suchlike matters; the Protectorate's preferences come first though and we are flexible since requirements remain just that. Incidentally I feel I must inquire about the possibility of our maintenance rights to these classes' electronic systems being extended to include possible refit of our Isselmere ships with them as well, should such prove necessary to keep fleetwide interoperability standards up to par. My department's discussed the possibility of such modifications with the Royal Shipyards and have received some positive feedback, but of course to presume too far in either regard wouldn't be proper so asking remains imperative.
In any case we have faith in the versatility of Port Finch's craft; so in the meantime or in case we must be refused any maintenance-rights extension beyond the norm for buyers of Lyran vessels, rest assured I have Grand Admiral Forthrion's agreement from the Navy Department for us to muddle through as and how needed. Always good to have an agreeable partner there considering the average as seen in other nations, though I must confess as veterans both of the original Strator crisis it comes easily in our cases; he having been the Admiral on scene commanding First Fleet Group then and myself leading Seventh Army Group shortly behind to conduct the occupation of our sector once major combat ops had been decisively resolved by all nations and forces in-theater. Now that I have all of the DoD, JCS and Revolutionary Guard to supervise instead while he tends to the Navy and its' subordinate branches whole likewise, that partnership I should hope will keep our edge honed enough that the charge given us may yet be carried out well.

In the near future there will be a release of several new hardware items, so we do suggest that you keep an eye out (not that we wish to imply that you do not in any case).
Hatchet-class vessels were designed with the intention (in large part) of supplementing, supporting and escorting Longsword-class ships, which were themselves designed in partnership with the Royal Shipyards of Isselmere-Nieland. As such, both classes (and the Battleaxe-class) are compatible with Isselmere-Nieland hardware, and vice versa. Should you wish to expand Lyran hardware onto your extant non-Lyran platforms, given our national relationships and circumstances we happily concur.
I am pleased to read of your cordial relationship with Grand Admiral Forthrion, and even happier to learn of the circumstances in which you met, and the ramifications that that symbolises for interraction between us, and between our states.

The class is designed to NOT be maintenance intensive, due to the extensive computer monitoring of systems. Failures and issues are normally picked up by self-diagnostic, generally speaking.
Each Longsword has a very large crew, and as such will, if only for that reason, be a considerable expenditure. Expect expenditure of between five and ten percent of purchase cost, per year, which in the Longsword's case comes to between NS$60bn-NS$120bn per annum, depending also on how much you pay your personnel.

We thank you for your consideration and good-humour with reference to our oversight, and wish to advise, in relation to your enquiry, that it is indeed possible, and submit for consideration the Longsword-class (http://forums.jolt.co.uk/showthread.php?t=551930) superheavy guided missile warship. For use as a SAM platform, simply utilise a majority of VLS cells in the SAM role. TO reconfigure for alternate situations, change the loadout.
The vessel is pricey, however, so multiple examples of the Hatchet-class (http://forums.jolt.co.uk/showpost.php?p=13624652&postcount=1) modular multirole frigate may be more cost effective.
