Yogli's phone had an implated "Insitagtor" device that allowed him to see the text messages of anyone withen a few meters. Julia was withen that, and he quickly picked up his phone. He then closed it and smiled at Julia, and showing a thumbs up by his thigh, so that no one else could see.

The Burnsian Desert has pledged another squadron of Valkyrie bombers to the IFE. Since these aircraft have an exceedingly high maintenence cost, we will pledge an additional five hundred billion dollars for the upkeep."

Julia took her PDA out of her jacket, looking at the HM Treasury data. Even though the Royale Group ran the country, the CEO and COO, being former Emperor and Empress, liked the old traditions.

"Noting that HM Treasury has confirmed sufficient funds for this purchase, I approve as well," stated Julia.

Chie Lo hated the fact he would be a late arrival to this conference. This conference would likely set the agenda and tone of the alliance for years to come. He hoped no important decisions had been made yet...

As he finally made his way into the conference room, he bowed slightly to the other delegate... a sign of respect. Of course, he had no respect for the women present, but he wouldn't let that show. He was all smiles as introductions were made.

"I apologize for my lateness. Emperor Nero is not one to rush into alliances. He felt it prudent to observe the international community's response to this new alliance before sending a delegate.

If it is not too much to ask, could one of your secretaries provide me with the minutes of the conference thus far?'

"I believe that we were on the topic of military subdivisions. This is the lesser of two evils. The leader of a military force usually has the loyalty of the troops, although it has yet to be seen that this nice young lady here has the balls to earn the loyalty of the troops." Karl looked at Sylvia and winked.

He resumed, "With the loyalty of the troops and all of the power is vested in one person, the entire alliance must bow to that persons will if they threaten violence, also a coup could ensue at any time if the power isn't kept in check. If the military is divided into subdivisions this threat is eliminated, although there might be some slight logistical issues. However, these logistical issues can easily be circumvented. The Grand Marshal or the acting military commanders can assume all of the powers of the absent leader. With that said, I vote yes for military subdivisions."

Chie Lo read through the minutes of the conference with interest. Occasionally, he would nod his head in approval or furrow his eyebrows when he read something he did not like. After a few minutes of reading, he put the papers down, and said with a smile...

"My distinguished colleagues, I have a few motions I wish to make at this time.

Issue 1: The Empire proposes that our alliance consuls devote all their time and effort towards performing their consulate duties. We consuls have important work to do, and should not be distracted by other responsibilities.

Issue 2: The Empire proposes those posted to governance positions should have no other job within the alliance or within their own government. Like our consuls, their work is too important for their efforts to be divided.

Issue 3: The Empire proposes that if our prior motions are passed that all governance personnel decisions made up to this point be abandoned, and that discussion of possible candidate be tabled for the time being. Once we get to know each other a little better, and have a pretty good idea of what nations will be joining; then we can make better decisions. In the meantime, we propose Gregory Helicon serve as temporary chairman of this meeting of consuls.

Issue 4: The Empire proposes that each territory the alliance acquires has its own territorial governor.

Issue 5: The Empire proposes that nations under 500 million in population have the option to pay only $100 billion in annual tribute. $250 billion is more than most nations between 250-500 million population can reasonably afford.

Issue 6: The Empire proposes that all troops donated to the alliance be stationed in their nation of origin when not in use by the alliance."

"Addressing the issue of a possible Coup d'etat...", Helicon sighed, once again responding to this argument. "How do you see this as possible? The army cannot function without the alliance members funding it... if the Grand Marshal ever attempted to overthrow the board, which is immpossible due to the sheer size of the force, the alliance nations would simply withdraw funding... without which the army would dissolve."

"Now, as to Nero's propositions... I do not believe any here would attempt to hold another job in addition to their Consul responsibilities... if you refer to the Minister roles... I find more than enough time to preform my treaury duties... as I have a sizeable support staff in both areas."

"As to scraping all appointed Ministers... I most object. We have filled too many positions to start over now. The role of 'chairman' is effectively the Supreme Consul... I assure you, I will fulfill this role as effectively as I can."

"Issue number six we strongly oppose. The point of donating the troops to the alliance is to shift their loyalty from their nation to the IFE. If the troops of the Army are loyal to their nations, they will leave when their donators do... that is not the goal."

Sylvia ordered a forty of Old English from the servant. Turning back towards the table, she spoke. "We agree with Mr. Helicon. A coup d'etat is implausible; I know from experience that a war machine's gears are greased with money. Unless the IFE manages to plunder enough ammunition and supplies to sustain itself... which would be an impressive feat indeed. Even for me.

"We do agree with Issue 5. Smaller nations should pay for protection. This shouldn't end up like the monastic movement of early Europe... we can't have weak nations joining simply for survival. We agree with Issue 4. It will eliminate the problems that we were having earlier with the Latican emperor being nominated for Minister of Territorial Governance."

She then wrote down several notes on a piece of paper to be delivered to Helicon, on a platnum platter with gold detail and several large-carat diamonds.

"The Empire believes all nations should be able to speak their mind when it comes to the affairs of the alliance. Let all speak, and let the wisdom of their words determine who carries the most clout.

The point of this alliance is to enrich its members. We are conquerors in search of profit. Nations that contribute the most should get the most in return. If the Empire's proposal that smaller nations pay smaller tribute passes, we propose they receive a smaller share of the spoils of war. Specifically, we propose nations paying $250 billion in tribute receive a full share while nations paying $100 billion in tribute receive a half share.

Also, it pains me to say it, but the Empire has objections to a number of job postings that were made in our absence.

While the Latican Emperor is no doubt qualified to perform the job which he was appointed to, I must express doubt as to whether or not he has sufficient time to perform his new job. Our own leader, Emperor Nero, devotes 60-70 hours every week towards attending to matters of state. I would expect the Latican Emperor to have a similarly busy schedule. Conquered territories are often difficult to manage. Insurgents must be put down, infrastructure must be rebuilt, resources must be plundered, and so forth. I would expect newly acquired territories to require a full time governor.

We must also express opposition to the appointment of Ms. Katrina to lead our armies. As capable as she may be, I am skeptical regarding her ability to win the loyalty of our fighting men. The Empire has been involved in one war or another for most of our existence. Our soldiers have years of experience fighting, and they are accustomed to serving under the command of great generals of noble blood. I would expect our noble generals and soldiers alike to resist being ordered about by a 19-year-old girl with a colorful background. That may not be a fair or enlightened point of view, but that is the reality of our situation."

Smiling at the Consul from Emperor Nero, she rose and began to speak.

"I fully support Emperor Nero in this matter. The Emperor of a nation is in no way able to fully dedicate himself to serving this alliance whilst serving in his position as Emperor. Furthermore, Ms. Katrina, to me, seems to fail at making people want to follow her. Our troops will want a leader they can rally around, not one they secretly hate.

I give you the example of Julius Cæsar and the Rubicon. Due to his troops' loyalty, they were willing to cross the Rubicon River and attack Rome. Now, let me remind the ambassadors that in ancient Rome, it was a crime for a military soldier prepared for battle to enter Italy without express consent of the Senate.

If we wish to achieve such stunning victories, we must have loyalty from our troops. Not only loyalty, but love. And Ms. Katrina here does not seem able to inspire such love."

"It appears we had a number of misconceptions about this alliance. Reading your charter, we presumed the goal of this alliance was to seek profit through conquest. The section detailing the siezure and sale of land and assets from conquered nations gave us the wrong impression.

I do not expect Emperor Nero will be willing to finance an army that is not loyal to him if there is no profit in it.

I believe it would be prudent at this time for me to return to the Empire, and consult with my government."

Chie Lo stood and bowed to the other delegates. He straightened his tie and suit, and made for the door.

As Lo left, Helicon interupted. "If Nero launches an invasion of a foriegn power, we will ensure he can do so freely. He can loot and plunder to his hearts desire knowing that E.V.I.L. is on his side. However if the IFE launches it's own campaign... seperate from the powers of the alliance... I am afraid those spoils will be the property of E.V.I.L.", Helicon continued, reading a brief notice about some foriegn nation invading Kroando. Laughing he crumbled the notice and tossed it to the ground. "Well, we can only hope you decide to stay with us."

Having worked out the details with Kroando's delegation, the six nation Zamothran Alliance joined the E.V.I.L. bloc. By special arrangment none of the nations contributed their own citizens to meet the manpower quota, instead tapping the vast population of the mutually governed Zamothran Frontier to send three million able-bodied men. Likewise their first monetary contribution came from the treasury of the recently annihilated Zamothran nation of Hallen der Macht.

If permitted to vote on the subject of the "computer general", the Zamothran delegation went down on the following lines:

The Shaimung Dynasty: Supports the use of the System as a resource for human leadership. The Dynasty believes that computers are tools intended to enhance human achievment, not replace it.

Salvation Unlimited: Votes against the System. The cost of implementation and maintenence would be greater than the potential benefits. Life is cheap after all.

Karnivore: Votes against the System. WAR COMPUTERS ARE FOR GIRLS! COMPUTERS CANNOT TASTE THE SWEET, SWEET FLESH OF THE DEFEATED!

The delegate from the Drow Imperium raises an excellent point as well: morale. How will our men and women feel when they are being ordered to their deaths by a box of wires? And I'm pretty sure that it won't be able to make an inspiring speech, unless there's a piece of software for that," smirked Olga before continuing.

I can give you a long spiel and justification on it if you really want, but you would all be bored by it.

Also, a 155mm nuke isnt that powerful. It would probaly equal the destructive power of a 300mm. In addition, it is not my fault I'm leaving in a few days. And heavy calsulties, my ass. You may would have won, but it would have been close enough where you wouldnt notice the diference between Helicon and a regular general. If Helicon is as good as you say, then I want him to invade my nation, and win. Small unit Brigade combat rarely occurs in NS.If anything it is at Corps level, and that's what we would see. Not to mentoin that in RL you do have an advantage over me, having actual military experience. At any rate, I am one of your most loyal, and strong members, and I would like to remain. In addition the simulation relied on a number of mistakes by me. I obvisouly need to re-work my cluster bomb muntions. However your computer did not kick my ass as you are clamimg. Also the use of nuclear weapons should be allowed, as this is EVIL. Dont think that my statement of pulling out is the ranting of a pissed off teenager. Personally I dont like the idea of saying here is my army, now go play. I want to RP instead of watching someone else. Naturally I would have fought much better since I thought I had more defenses. But since I did not...
