Yogli's phone had an implated "Insitagtor" device that allowed him to see the text messages of anyone withen a few meters. Julia was withen that, and he quickly picked up his phone. He then closed it and smiled at Julia, and showing a thumbs up by his thigh, so that no one else could see.

Chie Lo hated the fact he would be a late arrival to this conference. This conference would likely set the agenda and tone of the alliance for years to come. He hoped no important decisions had been made yet...

As he finally made his way into the conference room, he bowed slightly to the other delegate... a sign of respect. Of course, he had no respect for the women present, but he wouldn't let that show. He was all smiles as introductions were made.

"I apologize for my lateness. Emperor Nero is not one to rush into alliances. He felt it prudent to observe the international community's response to this new alliance before sending a delegate.

If it is not too much to ask, could one of your secretaries provide me with the minutes of the conference thus far?'

"Well, at this time, Plenipotentiary Lo, we have finished voting for all the positions except the post of Minister for Technological Development," replied Julia, smiling.

"And with that, I nominate Consul Lo to serve in this capacity."

"Mr. Lo... if you seek the position of Minister of Technological Development... may I inquire as to what scientific military projects you have lead, or been a part of?", Helicon paused, realizing the man had said not a word about the position. "That is... if you do seek the position."

Mr. Lo smiled graciously.

"I appreciate your confidence, but scientific research is not my area of expertise, and my duties to the Emperor prevent me from undertaking additional responsibilities.

It is possible that the Empire could provide a qualified candidate to fill this post, but our nation is better known for our warriors and generals than our researchers.

Perhaps it would be best if another nation filled this post."

"I propose that we stop switching goddamn topics every 2 seconds", said Karl smugly.

"I believe that we were on the topic of military subdivisions. This is the lesser of two evils. The leader of a military force usually has the loyalty of the troops, although it has yet to be seen that this nice young lady here has the balls to earn the loyalty of the troops." Karl looked at Sylvia and winked.

He resumed, "With the loyalty of the troops and all of the power is vested in one person, the entire alliance must bow to that persons will if they threaten violence, also a coup could ensue at any time if the power isn't kept in check. If the military is divided into subdivisions this threat is eliminated, although there might be some slight logistical issues. However, these logistical issues can easily be circumvented. The Grand Marshal or the acting military commanders can assume all of the powers of the absent leader. With that said, I vote yes for military subdivisions."

Chie Lo read through the minutes of the conference with interest. Occasionally, he would nod his head in approval or furrow his eyebrows when he read something he did not like. After a few minutes of reading, he put the papers down, and said with a smile...

"My distinguished colleagues, I have a few motions I wish to make at this time.

Issue 1: The Empire proposes that our alliance consuls devote all their time and effort towards performing their consulate duties. We consuls have important work to do, and should not be distracted by other responsibilities.

Issue 2: The Empire proposes those posted to governance positions should have no other job within the alliance or within their own government. Like our consuls, their work is too important for their efforts to be divided.

Issue 3: The Empire proposes that if our prior motions are passed that all governance personnel decisions made up to this point be abandoned, and that discussion of possible candidate be tabled for the time being. Once we get to know each other a little better, and have a pretty good idea of what nations will be joining; then we can make better decisions. In the meantime, we propose Gregory Helicon serve as temporary chairman of this meeting of consuls.

Issue 4: The Empire proposes that each territory the alliance acquires has its own territorial governor.

Issue 5: The Empire proposes that nations under 500 million in population have the option to pay only $100 billion in annual tribute. $250 billion is more than most nations between 250-500 million population can reasonably afford.

Issue 6: The Empire proposes that all troops donated to the alliance be stationed in their nation of origin when not in use by the alliance."

"Addressing the issue of a possible Coup d'etat...", Helicon sighed, once again responding to this argument. "How do you see this as possible? The army cannot function without the alliance members funding it... if the Grand Marshal ever attempted to overthrow the board, which is immpossible due to the sheer size of the force, the alliance nations would simply withdraw funding... without which the army would dissolve."

"Now, as to Nero's propositions... I do not believe any here would attempt to hold another job in addition to their Consul responsibilities... if you refer to the Minister roles... I find more than enough time to preform my treaury duties... as I have a sizeable support staff in both areas."

"As to scraping all appointed Ministers... I most object. We have filled too many positions to start over now. The role of 'chairman' is effectively the Supreme Consul... I assure you, I will fulfill this role as effectively as I can."

"Issue number six we strongly oppose. The point of donating the troops to the alliance is to shift their loyalty from their nation to the IFE. If the troops of the Army are loyal to their nations, they will leave when their donators do... that is not the goal."

The statistics board flashed a notice regarding the recent donation of 10,000 C-24 Big Guns (http://z14.invisionfree.com/Kroando_Tech_Inc/index.php?showtopic=6) from the Coalitionist Army.

Sylvia ordered a forty of Old English from the servant. Turning back towards the table, she spoke. "We agree with Mr. Helicon. A coup d'etat is implausible; I know from experience that a war machine's gears are greased with money. Unless the IFE manages to plunder enough ammunition and supplies to sustain itself... which would be an impressive feat indeed. Even for me.

"We do agree with Issue 5. Smaller nations should pay for protection. This shouldn't end up like the monastic movement of early Europe... we can't have weak nations joining simply for survival. We agree with Issue 4. It will eliminate the problems that we were having earlier with the Latican emperor being nominated for Minister of Territorial Governance."

She then wrote down several notes on a piece of paper to be delivered to Helicon, on a platnum platter with gold detail and several large-carat diamonds.

"I fear you misunderstand Mr. Lo's suggesting on issue five...", Helicon paused briefly, looking over the card just handed him. "Hmm..." Julia mused over the issue. "I do agree with demanding less money from smaller member nations. It could increase our member base, and encourage greater membership. Measures must be taken, however, so that we can make sure smaller nations do not join merely for protection."

Teresa spoke up, "I'd like to mak a suggestion. Since a number of the nations here have surpluses, (OOC: Government Waste) I move that we have one half of all of them be automatically funneled into a bank account"

"If these smaller nations were to be permitted to join at a lesser fee, certainly their influence and voting rights would have to be reduced... why should larger nations be punished for simply being larger? I do not oppose the idea of lowering their payment, but their influence must be equally cut."

"The Empire believes all nations should be able to speak their mind when it comes to the affairs of the alliance. Let all speak, and let the wisdom of their words determine who carries the most clout.

The point of this alliance is to enrich its members. We are conquerors in search of profit. Nations that contribute the most should get the most in return. If the Empire's proposal that smaller nations pay smaller tribute passes, we propose they receive a smaller share of the spoils of war. Specifically, we propose nations paying $250 billion in tribute receive a full share while nations paying $100 billion in tribute receive a half share.

Also, it pains me to say it, but the Empire has objections to a number of job postings that were made in our absence.

While the Latican Emperor is no doubt qualified to perform the job which he was appointed to, I must express doubt as to whether or not he has sufficient time to perform his new job. Our own leader, Emperor Nero, devotes 60-70 hours every week towards attending to matters of state. I would expect the Latican Emperor to have a similarly busy schedule. Conquered territories are often difficult to manage. Insurgents must be put down, infrastructure must be rebuilt, resources must be plundered, and so forth. I would expect newly acquired territories to require a full time governor.

We must also express opposition to the appointment of Ms. Katrina to lead our armies. As capable as she may be, I am skeptical regarding her ability to win the loyalty of our fighting men. The Empire has been involved in one war or another for most of our existence. Our soldiers have years of experience fighting, and they are accustomed to serving under the command of great generals of noble blood. I would expect our noble generals and soldiers alike to resist being ordered about by a 19-year-old girl with a colorful background. That may not be a fair or enlightened point of view, but that is the reality of our situation."

Yes! Julia thought. That bitch might just be toppled.

Smiling at the Consul from Emperor Nero, she rose and began to speak.

"I fully support Emperor Nero in this matter. The Emperor of a nation is in no way able to fully dedicate himself to serving this alliance whilst serving in his position as Emperor. Furthermore, Ms. Katrina, to me, seems to fail at making people want to follow her. Our troops will want a leader they can rally around, not one they secretly hate.

I give you the example of Julius Cæsar and the Rubicon. Due to his troops' loyalty, they were willing to cross the Rubicon River and attack Rome. Now, let me remind the ambassadors that in ancient Rome, it was a crime for a military soldier prepared for battle to enter Italy without express consent of the Senate.

If we wish to achieve such stunning victories, we must have loyalty from our troops. Not only loyalty, but love. And Ms. Katrina here does not seem able to inspire such love."

Mr. Lo smiled once again.

"Please understand that I am not trying to cause dissent. My only goal is that once this conference ends, we leave here with the strongest alliance possible."

"In light of the change of heart, I will retract my original vote and vote as I would have liked to originally, against Ms. Katrina."

"The so called, 'spoils of war'... the spoils of IFE Wars go... to the IFE. I do not understand what you mean by sharing the spoils..."

"Regarding the loyalty of troops... I doubt any commander will step into the role with the loyalty of the men. Regardless of how noble the Generals under Nero may be, Coalitionist Troops will not see them as their own. This is why we asked for no troops, but abled bodied men. We do not want veterans with pre-determined loyalties... we want men with loyalty unforged...", Helicon paused. "I cannot support re-election everytime a new member is approved of... perhaps when the time comes, all positions will be put back up for the vote, but now we must proceed... there are pressing issues at hand."

"Ah... speaking of more pressing issues.", Helicon spoke out, reading a notice handed him seconds before. "There is a Revolution in The PeoplesFreedom... according to Article I, Section I, Clause D... we must now discuss this problem... immidiately. All other deliberation should be put on hold."

Perhaps this would be Katrina's chance to save her job...

Ordering another vodka, Julia rose.

"We must support the government in its current form at all costs," she declared.

"I second the motion... I propose all IFE Forces trained to satisfactory levels, and properly armed be transported and engaged as soon as possible.", Helicon stated quite firmly. "The Coalition shall be dispatching additional troops as soon as the situation is sorted out."

"I agree, we must support the government at all costs. Put down those filthy rebels. The King has authorized me to donate $200 billion to this cause."

Sylvia took her gun off the table and loaded a clip. Pulling the lock back, she let it snap shut, and the sound reverberated around the room.

"See you in two weeks," she said curtly, and walked out the room.

"It appears we had a number of misconceptions about this alliance. Reading your charter, we presumed the goal of this alliance was to seek profit through conquest. The section detailing the siezure and sale of land and assets from conquered nations gave us the wrong impression.

I do not expect Emperor Nero will be willing to finance an army that is not loyal to him if there is no profit in it.

I believe it would be prudent at this time for me to return to the Empire, and consult with my government."

Chie Lo stood and bowed to the other delegates. He straightened his tie and suit, and made for the door.

"Good day."

As Lo left, Helicon interupted. "If Nero launches an invasion of a foriegn power, we will ensure he can do so freely. He can loot and plunder to his hearts desire knowing that E.V.I.L. is on his side. However if the IFE launches it's own campaign... seperate from the powers of the alliance... I am afraid those spoils will be the property of E.V.I.L.", Helicon continued, reading a brief notice about some foriegn nation invading Kroando. Laughing he crumbled the notice and tossed it to the ground. "Well, we can only hope you decide to stay with us."

"This alliance must remain strong."

"We are strong!" Teresa said, "If Nero wants him to leave than let him, the Hills would have no objection."

"No one member nation makes the strength of the Alliance... now, I suppose we are all in agreement? The Rightful Junta of the PeoplesFreedom must be kept in power at all costs."

"I know no one member gives the alliance its strength, but we need as many nations as we can get if we want to accomplish the goal of being the best."

"So it would seem...", sighed Helicon, running his hands through his hair. "Perhaps we should first assemble an E.V.I.L. Sponsored Inspection team to conclude upon what actually occured."

"For the time being, this is acceptable. However, I would like Laquasa to be placed on surveillance until the investigation has concluded."

"I agree, before any action is taken we MUST look into it. We must be sure that the accused is guilty if they are one of us."

"Im afraid it's a little too late...", Helicon grumbled looking up at the Laquasian Representative. "Guards... please take Mr. Gamirez away.", ordered the Supreme Consul, motioning the two armed men to remove the former delegate. "Make sure he dies slowly."

Julia rose once more.

"I humbly request that Mr. Gamirez be released to the Royale Group. I would personally like to throw him into the giant blender," laughed Julia evilly.

"As I have mentioned before in these meetings, the Sch'Naggio Imperium is beginning to relocate to mostly-vacant but potentially prosperous region called Cashiek. the Drow have outgrown its borders in Kologk, and now we are beginning a colonization process to make Cashiek our own. However, our own military assets are not enough to ensure a safe and secure transition from Kologk and our other colonies to Cashiek. Skgorria just has one question: what do you mean by donating 500,000 men? Do you mean military forces, or will 400,000 dishevelled and dispirited mine-fodder and slave labour to be used as general labour and 100,000 Skgorrian troops suffice? The money is already wired.

OOC: as a rule of thumb, here on NS you can't have more than 5% of your population in the army unless you want your country to completely break down and become a rabble.

OOC: You can't send six million troops. You only have twenty million people. That gets you one million troops for your entire armed forces, max, and most of that is support personnel. And so that you have high-quality troops, you probably need less than that.

Helicon shot a glare at the Londinian equivelant to the line of 'You have got to be kidding me'. "Im afraid not. The system is quite complex... and is a major decision for the alliance. All of the information necessary is in the folder...", Helicon replied, obviously irritated. "Skim it."

She started to read the folder. Her greatest talent was language, and she was a fast reader.

"Ahem... well, the implementation of the system is probably going to cost somewhere in the realm of 1.3 Trillion Dollars... however, I think we can get the price down to 1.0... and with a Kroandan donation of 300 Billion, that only leaves 700 billion to be accounted for."

"The machine... cannot break. And I guarantee you, it can outsmart and outwit any human general you can nominate."

"Well, I propose having a human Grand Marshal lead our forces in conjunction with the Helicon Battle Control System," replied Julia.


Olga nodded, "this is a powerful tool, but a tool nonetheless. The system should serve in an advisory capacity, not a command one."

"It's a machine, created by mortal sand therfore imperfect. It's simply too risky to hand the lives of our military to a machine that could easily be sabatoged or otherwise attacked, regardless of precautions. We cannot be cocky. If this is used at all, it should be advisory only. I vote against."

"I agree with Julia, we must not place all of our faith in a computer. I don't know of a single right-minded soldat that would blindly follow a machine. My friends, what we need is loyalty. The troops need a father figure to look up to, a machine cannot do this. I vote nay, but would be willing to change my vote on the condition that the system is only used as an aid to the Grand Marshal."

"And when your commanders make mistakes costing tens of thousands of lives, what do you tell the soldiers? Do you say, 'Well, as least you can look up to your leader... from your grave.' Your generals will miscalculate... guess incorrectly... risk unessicarily. Your generals will never defeat, in a strategic match... the system.", Helicon obviously looked frustrated. These people lived in the stone age, and because of it, millions would die... wars would be lost... EVIL would suffer. "What is the objective of the military? Eh? To win. And your generals... your flawed, mortal generals, cannot win against the system. Do you think they can? Please, if you doubt it's ability, show me a man and he will fall to it.", Helicon continued, his frustration apperant. "Strategically speaking, the system is unmatched... yet you vote against... so I must now assume that you do not care for winning, but for something else, as it is evident that the system is the path to victory."

"So what do you seek... you seek a figurehead. A man for which the men can be loyal. You seek a leader.", Helicon laughed... they wanted to create exactly what would destroy the alliance. "You want a man with more power than the alliance itself.", standing up, he looked around the room. "Men are greedy. They are inherently evil. A man can take this army and overthrow the alliance... the system cannot. The system can only win battles, and wage wars... it cannot create them. Your human Grand Marshal, when he commands the loyalty and mind of the army... when he overthrows the Board... then you will wish you reconsidered."

"The System cannot work as an aid... it simply works too fast. No human can keep up with it, moniter it... doing so would slow the pace of battle down so much as to equate it to any other army. The system in coordination with artillery units can, in one second aquire, target and destroy an enemy. A human team would first have to detail the information to the artillery, confirm the target, and minutes later, strike... destroying the advantage. If it merely advised a general... the general would be a hinderance... a slow waste..."

"Easily sabotauged? Would you care to demonstrate? Please... sabotauge the multi-trillion dollar system. No... in reality, it is the General that is 'easily destroyed'. A man is flesh... killed by a piece of lead. When he falls, the army is demoralized. The system... cannot be destroyed. It is immortal."

"But please... if you have some human that can outwit the system... show me. Show me a better candidate."

"It is not a matter of wit. A machine cares nothing for those underneath its command. Granted, it will do everything it can to preserve lives, but it cannot command such as a flesh commander can. It cannot draw from experiences, it cannot boost its men's morale. To give the lives of Drow to a machine...Is an abomination in itself. Our Priestesses will give the commander blessings of the Spider Queen, but a machine cannot recieve such blessings. I will not doubt its tactical knowledge and cunning, but such a position is also a political position, too, and no machine can take that responsibility. The Drow Imperium will REFUSE to allow the machine to take control of any donations by our nation."

"Why not combine them both?" The Cnian delegate stated, then continued with a more descriptive explianation, "Why not have the machine as the 'actual' general, while we would face a figure head that the soldiers will think are making the decision. The advantages of human and machine on the modern battle field is what wins... nay kills more of the enemy, while he lose less. That is what modern battle equipment is trying to do, un-even the ratios. This machine could make our forces have a 5/1 ratio per man. That would be extrodinary, possible more. We can not let such a chance go by... atlead without field testing."

Having worked out the details with Kroando's delegation, the six nation Zamothran Alliance joined the E.V.I.L. bloc. By special arrangment none of the nations contributed their own citizens to meet the manpower quota, instead tapping the vast population of the mutually governed Zamothran Frontier to send three million able-bodied men. Likewise their first monetary contribution came from the treasury of the recently annihilated Zamothran nation of Hallen der Macht.

If permitted to vote on the subject of the "computer general", the Zamothran delegation went down on the following lines:

The Shaimung Dynasty: Supports the use of the System as a resource for human leadership. The Dynasty believes that computers are tools intended to enhance human achievment, not replace it.

Salvation Unlimited: Votes against the System. The cost of implementation and maintenence would be greater than the potential benefits. Life is cheap after all.

Karnivore: Votes against the System. WAR COMPUTERS ARE FOR GIRLS! COMPUTERS CANNOT TASTE THE SWEET, SWEET FLESH OF THE DEFEATED!

Dominarius: Supports the us of the System as a resource for human leadership. Man must never be dominated by machines, but we must make use of every advantage.

Velusiva: Votes in favor of the System. E.V.I.L. should look into replacing a traditional army with a cybernetic/mechanical one. Naturally Velusiva would be able to provide much of the manufacturing required for such a transition.

Olga patiently listened, then replied to the Kroandorian delegate.
"You honestly think that our own troops will march against us and the EVIL Bloc if ordered to? That they would turn aside their homelands? Good grief, I would like to think that the sons and daughters of our nations were trusted more. I was under the impression that the IEF would be fighting for the betterment of this alliance, not that it would be subject to constant suspicion. If you do not trust the contributions made by the members of this alliance, then I would question your role in it.

I say that we do not allow this thing to become the leader of our armies, because as I previously said: what happens when we become utterly dependent on it and it stops working? Machines break as well Helicon, and to say otherwise quite frankly smacks of stupidity and blind theistic faith. Nothing in this world is everlasting.

The delegate from the Drow Imperium raises an excellent point as well: morale. How will our men and women feel when they are being ordered to their deaths by a box of wires? And I'm pretty sure that it won't be able to make an inspiring speech, unless there's a piece of software for that," smirked Olga before continuing.
"Like the Drow, ours is a political position. Through conflict and struggle we improve as a race, and as soon as we pass off the responsibilty for that struggle then we degrade and become weak. If this thing is to be used at all, let it be a tool. The blood of Skgorria will not be spilt in the name of a machine."

"I agree with my Skgorrian and Drow colleagues wholeheartedly. Yes, your machine will be brilliant. Yes, your machine will be able to bring about a quick victory. But where will the strokes of strategic brilliance come from? Your computer network will only be able to do the conventional, the tried and true. But that is not always enough. We need the new, the unexpected, to lead us to victory. Can your computer trick the enemy, as the Allies did during the Second World War? Can your computer wage the wars that don't involve direct military action, as the West did in the Cold War? I think not, and that is why, in the name of the Britannic Commonwealth, I vote against."

"Now I am forced to believe you all simply were too damned lazy to read the packet.", Helicon sat down, grumbling. "The Drow Representative states it cannot learn... it cannot not learn. The machine evolves, adapts... however, I am simply repeating was detailed in your brief. Julia, you say it cannot trick an enemy? Would you care to test your wit against it? A cold war... military generals do not wage cold wars... if the IFE were ever in one, it would be Board of Consuls fighting, not troops... please, read it."

"You scream about having human commanders... orders issued by a human general. Tell me, who do you think is standing in the trench? The commander is a human... his orders simply come, as they do in modern warfare, from somewhere else."
