Preamble
In order to maintain power, expand influence and dominate those foriegn entities that would oppose us, to solidify and expand national intrests, to present a common front to nations that would seek to change and exterminate our means of existence, to destroy and anihalate all powers that seek to force their so called 'moral agendas' upon us, we, the Powers of E.V.I.L hereby agree to the following document.
Defensive and Mutually Offensive Military Pact
DMOMP
Section 1. Foriegn Invasion and Defense Agreements
Clause A.
All member nations are required to aid all other member nations in the event of foriegn invasion. Should a member state be justly, or unjustly invaded by a foriegn power, or coalition of powers without E.V.I.L. Approval, all member states are to send all availible military forces to that nation's aid, provided it will not put the latter nation in a position of national insecurity.
Clause B.
In the case of foriegn attack the International Force of E.V.I.L. (IFE) shall be deployed in order to ward off foriegn aggression. The IFE is to be detailed below. IFE Forces shall be controlled by the Alliance, not by the nation benefiting from their presence. After said invasion is repeled, all captured equiptment, personel and funds shall be confiscated by the Alliance Treasurey.
The International Force of E.V.I.L. is to be an indpendently controlled force created and maintained by the Alliance Bloc, not under the control of the individual nation. This force is to be controlled by the Board of Consul's, directly lead by an elected Commander. Each member nation shall donate 500,000 Battle Ready Men (not armed nor equipped) to the force, in addition to an annual tribute of 250 Billion Dollars. Each member nation must also grant three military bases, or sites for bases inside their nation. The force shall be constructed by a independently assembled Council, and funded by the elected treasurer. Larger donations will result in larger forces being based in said nation.
[To be perfeclty clear, this will be an army not controlled by the individual nation, but by the elected Commander. Once you donate troops, you no longer have to RP their use, it will be done for you.]
Clause C.
No two member nations are to engage in hostilities against one another. The aggressor nation shall immidiately be expelled and treated as an enemy of the Alliance, unless deemed otherwise by the Board of Consuls.
Clause D.
If any member nation ever faces a forced change in government, the IEF shall restore the former government unless concluded other wise by a unanimous vote from the Board of Consuls. If any nation wishes to withdraw from the Alliance, reason must be presented. Any Revolution not dealt with by the Government of said nation will be handled by the Alliance, the former Regime (or new regime) placed back into power.
Section 2. Foriegn Conquests and IEF Involcement.
Clause A.
The unjustified invasion of a foriegn power is completely and totally allowed unless deemed otherwise by the Board of Consuls. Such wars should not be conducted with nuclear weaponry due to the destruction of natural resources. If nuclear weaponry is used as a first-shot measure, the amount of 1 Billion Dollars must be wired to the E.V.I.L. Treasury for every nuclear weapon fired.
Clause B.
If so desired, said member nation can call on IEF Involvement. The International Force of E.V.I.L. shall send forces to aid in the conquest, and participate until it's mission complete. The forces will be commanded by the elected Commander of the IEF, unless he choses to temporarily grant control to the nation currently involved. If the Commander chooses so, this action is reviewable by the Board of Consuls.
Part 2. After victory is established, the Alliance Treasurey is to confiscate 35% of all military equiptment, prisoners and monetary plunder, in addition to 20% of all land conquered. This land can be purchased back for the sum of 20,000 USD's per square mile. (Adjustable based on land value.)
Clause C.
If the Board of Consuls sees a mission as so important to Alliance Security that it must be completed, the Board can declare a 'Crusade'. The Crusade shall be given various names determined by the Board. 4/5 of all Consul members are needed in order to call such a Crusade. All IFE Forces are to be directed into this objective, as well as forces from each independent nation. Upon victory, 75% of all land shall be claimed by the Alliance Bloc, the remaining 25% to be divided amongst the members. The same percentage remains for monetary, equiptment and personel division.
Administrative Authority of the Alliance
AAA
Section 1. Higher End Administration.
Clause A.
This Section creates the Board of Consuls. Every member nation is to send one Representative to Serve as Consul. This board shall be the highest governing body of the alliance and it's territories. The Consuls shall elect one of their number to serve as Supreme Consul the official figurehead and 'Chief of State' of the Alliance and it's Territories. He shall hold no other role than tie breaker in the case of a draw in voting on matters of policy and war.The following positions must be filled by a vote of the Consuls.
1.Minister of the Treasurey.
2.Minister of Foriegn Diplomacy.
3.Minister of the Inquisition.*
4.Minister of Territorial Governance.
5.Grand Marshal of the IEF.
6.Minister of Technology Developement.
7.Supreme Consul.
*The Minister of the Inquisition shall lead the Inquisition of E.V.I.L. This branch shall do it's utmost to root out moles, informants and spies... as well as plant its own throughout the globe.
Clause B.
This clause permits the creation of governing bodies for conquered and donated territories. The highest rank in governance shall be the Lord Governor, appointed by the Board of Consuls. He shall then appoint men to lesser posts.
Economic Pacts and Commerce
EPC
Section 1. Tariff Reduction
Clause A. No nation may hold more than a 5% tariff against any member nation.
Clause B. If the Board of Consuls sets a tariff or embargo on any foriegn power or Coalition of Powers, it is to be recognized by all member states.
Requirements
A. The approval of 3/4 of the reigning Board of Consuls.
B. A Non-Liberal Government must be in power. No specific form is spoken of, however if said government conflicts with the essence of the alliance, they shall not be permitted.
C. A population over the size of 200 Million Subjects. [3 Military Bases, 250 Billion per year, 500,000 men]
Requirements for Nations of Under 200 Million
-Donation of 100,000 Able Bodied Men
-Payment of 250,000,000 USD's per year
-Three Military Bases Designated to IFE Forces
-Agreement that any controversial foriegn action made by said nation may be reviewed by the Board of Consuls, and overturned if so ruled.

Craig didn't like this woman. Anyone who he believed hid behind political rhetoric was, in his mind, a coward. However, he was no longer in the Desert, so he had to be civil.

However, I do have a problem with one tenet of your arguement. I believe peace is not necessarily an objective of EVIL. In fact, the Defensive and Mutually Offensive Military Pact, Section 2, Clause A stops just short of declaring that the pursuit of warfare is more important than the pursuit of peace. In fact, it states that the disruption of peace is, and I quote, "completely and totally allowed". Now, please scrape all the bullshit off of what you were saying, and re-present it to us."

A skowl grew on his face, he started to like the lady a bit more over this gentlemen, even though he does seem to have a cool head, just not one that can stick to things. "We need to hold this matter, we request that we launch a campaign to find a new Minister of Foreign Diplomacy, we would actually request that it be British, just no her." He seemed a bit more friendly now, not pointing. He was even about to go over to her and talk to her, but he declined himself.

"Damnit man, get me a beer," Yogli answered with an angered expression. The servant quickly ran off to get a 'beer'.
Looking over the file of the Lacitan nominee, Helicon paused to glance at the television screen. As the man entered the room, the Consul dropped the papers to the table. "I find it completely repulsing...", Helicon replied, a stern look on his face. "Consider my vote for Mr. Otto.", continued the man, a smile replacing the scowl.

Is the Panzer-Neo II an MBT or HBT? And just to let you know the Behemoth IIs and IIIs already are armed with some thing known as EMP DAD. This Detects the EMP and Defends the tank from it. It basicly makes a seperate EMP 'feild' around the tank so that it counters the incoming EMP.

"The Burnsian Desert is contributing a squadron of Valkyrie High-Altitude bombers to the IEF. There are twelve of them. Also, we will contribute one Duojin-Class Superdreadnaught. However, the IEF must crew it. We don't have forty thousand men to spare right now," he said with a slight grimace. He took a breath, and continued.
"Mr. Yogli, I must express that I'm concerned if you are being nominated for this position simply to sell your new tank. I've read the specifications, and it is an impressive weapon. Nevertheless, are you going to preform the duties of Grand Marshal to your utmost abilities once you are confirmed? If you say you will, then I will trust you, and support your nomination."

"I believe that the four positions previously mentioned could just as easily be sub-positions of the Grand Marshal. With four equally powerful commanders in charge of each branch, I fear inter-military competition will bog down progress. Perhaps the Grand Marshal could merely pick a commander for each division."
(The Grand Marshal will be responsible for RP'ing the IFE, however, he can always assign a lesser general to RP an army, allowing us all to RP.)

Trust me, violence is not going to be able to solve this problem. A real man is one who can win a war without firing a shot. Now, if we are to-"
He was cut off as the doors flung open. Standing in the doorway was the slight frame of a nineteen year old woman, a girl really, wearing digital fatigues and wearing the Burnsian Helljumper beret. Outside, two men lay unconscious on either side of the huge door. Mohammed sprang to his feet. Oh, shit.
"SYLVIA!" he boomed, his face screwed up in anger. She looked coyly at him, which only served to infuriate him more. "What in hell are you doing?! I told you to wait in the room!"
Shit, wrong thing to say... he thought. She walked up next to him and took a seat. Leaning in towards the table, she spoke.
"Hey, everyone. My name is Sylvia Katrina, Grand General and Military Scholar to President-General Mitchell Craig. I run the elite Burnsian Helljumpers special operations organization. I was supposed", she looked condescendingly at Mohammed, "to be the nominee for Something-Or-Other Marshal, but this guy over here never called me down. I apologize for his rudeness."
Mohammed was almost blind with rage. Taking her wrist, he attempted to pull her out of the seat. Reacting instantly, she twisted his arm and pushed down, sending him to the floor. As she held a Tec-9 to his head, she turned toward the other assembled members. "I led the forces of The Burnsian Desert, all twenty million men, against those of the Communist Mississippi invaders, and infiltrated the ranks myself in CM's homeland. Oh, and I nominate myself for Grand Marshal."

"I second the vote for Ms. Sinclair... ack!" he exclaimed, as Sylvia butted him in the ribs.
Get the young woman in fatigues out of here. You're going to need about ten men. Quickly.
Helicon motioned for one of the guards in the room to come over, promptly whispering into his ear. "Please up the security...", smiled the Consul, stopping the guard as he began to walk away. "And Soldier... if this happens again... I will castrate you myself."
"Ms. Katrina... would you mind enlightening me as to how you managed to... achieve such standing at such a young age?"

"I grew up in the streets of Highfather after the TROUSRS nuclear carpet-bombing. There were a good five thousand Burnsians left. Naturally, being Burnsians, we split into two factions that fought over food, medical supplies, and gasoline. I joined with that of the former Queen, Rachel Romanovov. I was fifteen at the time. TROUSRS had left the schools in one district of Highfather alone out of 'generosity'... I was one of the oldest to survive, not counting the Queen. A few generals ran the other side.
"I started by taking it upon myself to organize the people from my school to get as many supplies as possible. Over time, Queen Romanovov came to rely on me; said I had tactical prowess. Once the country was repopulated by Communist Mississippi, they let Queen Rachel come back into power. However, they decided they didn't want to let go of our resources. So they built huge military bases across the country. It was difficult at first to bolster our ranks against CM, but we did it. A year later, we destroyed the last CM base in Sherra. Then, we made plans to attack CM herself. At this point, Rachel had promoted me to Military Scholar (OOC: Equivilent to Nat'l Security Advisor in the US). I think that it was in gratitude, because there were other men with more experience vying for the job. Anyways, she ended up ordering me to attack CM with the entire Burnsian Navy. It was doomed from the start; my entire ship was captured and I was sent to a CM brothel," her eyes became narrower. "I was discovered by a Fabus (OOC: CM royal family) who made me his wife. I killed him, and escaped," she put her feet up on the desk. "And now I run the Helljumpers under Craig. Again, a gratitude position, but I like to think I do well with it.
"Oh, and Ms. Churchill, I like how you made a point of mentioning Ms. Sinclair's long military career."
OOC: This is all really old RP, so forgive me if I mess it up some...
"Ah yes... I do believe I remember my father cursing late at night over stock fluctuations due to the bombings...", Helicon replied, rubbing his hands together. "Impressive to say the least... I have always respected those whom work their way up from nothing. Unfortunatly I am not one of those people.", continued the young man, looking a the large gemmed ring on his index finger.
"Ms. Sinclair, would you mind detailing to me your expirience? Have you been involved in any wars or conflicts I would know of?"

In a civil war in British Londinium, I successfully toppled both a despotic High Chancellor, then personally executed the puppet President established by Atopiana and Skgorria, pushing them out of my nation with minimal forces. Currently, I am directing the occupation of the Jihad Alliance," stated the Supreme Commander.

"Mine are bigger..." mumbled Sylvia under her breath. At that moment, ten guards walked briskly into the room towards Sylvia, who looked accusingly at Mohammed.
"You dick," she spat, pulling out her gun and leveling it at the guards. "Don't move. There's no way I'm letting you drag me out of here."
Fuck... mumbled Helicon, watching as the woman directed her weapon at the guards... who immidiately returned the favor. "We really need a more stringent security program...", sighed the Consul as he adjusted his tie yet again. "I believe it would be acceptable if Ms. Katrina remained until the discussion is finished... please, lower your weapons.", Helicon motioned for the guards to do so, hoping to avoid a fire fight in the Board Room.

Suddenly, Craig's face turned blue. A shocked look came across his face as he turned his head towards Sylvia, who matched his gaze. He gasped. Sylvia's eyes were almost playful as she watched him suffer; he had no choice. Craig turned towards the table, and coughed, "I believe I have no choice but to -gasp- relinquish my vote for -gasp- Ms. Sinclair and... givemysupportoSylvia!" He suddenly slumped down over the table. After a second or so, he quickly turned his chair around and ran for the bathroom, albiet with a slight limp...
Sylvia, with a slight air of impatience, said, "So is someone going to tally the votes...?"
"Shocking.", replied Helicon, quite coldly as he scribbled a note onto a pad of paper before him. "I believe that is three for Ms. Katrina, one for Ms. Sinclair... unless three votes arrise from our absent members... Ms. Katrina is hereby the Grand Marshal of the IFE."
