Americas
The least troublesome continent. Dominated by the United States in the North and Gran Colombia in the South. The center is one of the poorest regions in the world. Somewhat of a rivalry has developed between Gran Colombia and the FNS. Other than that, largely void of any sort of conflict.


The Government of Canada-United Nations, London Treaty Alliance, Commonwealth of Nations
Maintaining its close ties with the Anglo-American world, Canada has been largely unaffected by the disasters of the Eurasian Conflicts.

United States of America-United Nations, London Treaty Alliance, Pan-American Treaty

The Republic of Iceland and Greenland-United Nations, London Treaty Alliance
Born out of the German Invasion of Denmark in 1922, Iceland and Greenland formed a government with the help of the United States. It's economy is based off of fishing and the large LTA bases along its coast.

The Republic of Cuba-United Nations, Pan-American Treaty
Gaining its independance, Cuba has largely remained under the American Sphere of influence and stayed away from any sort of tragedies.

Republic of Haiti-United Nations, Pan-American Treaty
A very poor and backwards country, its economy is still largely based off of the sugar industry. Also under the American Sphere.

Dominican Republic-United Nations, Pan-American Treaty
Somewhat more advanced than its neighbor, the Dominican Republic has prospered somewhat under the assistance of its protector, the United States.

The Caribbean Republic of the Virgin Islands-United Nations, London
Treaty Alliance, Pan-American Treaty
Another product of the 1922 Invasion, the Virgin Islands enjoy prosperous living off of wealthy Americans, Colombians and Europeans.

The United Mexican States-United Nations, Pan-American Treaty
In the early part of the century, Mexico was plagued with revolutions and coups until the late thirties when it began to be a rabid follower of American interests. Heavily involved itself in the Sino-Japanese Conflicts to the distress of its people. Now under American influence due to oil companies.

Republic of Guatemala-United Nations, Pan-American Treaty, CAEA
Relatively poor, Guatemala enjoys assistance from the United States and has largely stayed out of world affairs.

Republic of El Salvador-United Nations, Pan-American Treaty, CAEA
Following the lead of its neighbors, El Salvador has enjoyed somewhat more prosperity than them due to large industrial subsidies. However, its living standards remain far below that of the richer nations to the South.

Republic of Honduras-United Nations, Pan-American Treaty, CAEA
Remaining stable throughout three world wars, Honduras has remained relatively stable, save for one Coup during the Third World War.

Republic of Nicaragua-United Nations, Pan-American Treaty, CAEA
A communist revolution was bloodily put down in the late thirties. Aside from that, Nicaragua has remained stable from heavy subsidies from American Fruit companies.

The Republic of Costa Rica-United Nations, Pan-American Treaty, CAEA
The most prosperous nation in Central America, Costa Rica has the highest literacy rate in the region and enjoys some of the best welfare programs in the hemisphere. Also relatively industrialized.

The Republic of Paraguay-United Nations
Ruled by a militaristic dictator since the early 20s, Paraguay has remained out of the political scene. Lost most of its interest in fighting since the FNS formed. However, large amounts of internal opposition remain. Also, one of two nations to not participate in World War Three.

Protectorate of Zion-Argentine Autonomous Region
Formed in the 'teens by moderate Jews it was relatively active during the Brazilian Civil War. Since then it has remained largely out of the political scene, concentrating largely on banking to fund itself.

Europe
Continuing its position as the most violent continent, the Twentieth Century has not been kind to Europe's cities. The First World War, or the Great European War, tore Central Europe apart and allowed Germany to rise as the most powerful entity on the continent. It also allowed for Communism to engulf Russia, Germany, Poland and the Balkans forming the Soviet Union in the wake of World War Two, or the Canary War. Finally, seven years later, following the Third Sino-Japanese War, the Eurasian War began and ended with the destruction of the Soviet Union as well as most of Europe's cities.


The Principality of Andorra-United Nations
Remaining Neutral during the first two World Wars, Andorra was limited in its service and loss during the Eurasian War. Now, it is a tax-haven and tourist center.

The Swiss Confederation
The other nation that did not become involved in the Eurasian War. Continues its staunch stance of neutrality, heavy banking and delicious chocolate making.

The Principality of Liechtenstein-United Nations
Once holding close ties with Austria and then Germany, following the German Revolution, Liechtenstein now ties itself economically with the other Germanic state, however, it is now reestablishing ties with the German Empire.

The Most Serene Republic of San Marino-United Nations
An anachronism of the Italy of old, San Marino has remained due to its friendly relations with Italy.

The Grand Duchy of Burgundy-United Nations, London Treaty Alliance, European Economic Cooperation
Created out of the Great European War, Burgundy's existance was to create a buffer between France and Germany and settle the dispute over Alsace-Lorraine. Consisting of those territories and Luxemboug, it is ruled by the Duke of Luxembourg. It was a Junker haven after the Germany Revolution and has been invaded twice by the Communists. Now, it maintains a weary economic pact with France and Germany.

The Kingdom of Belgium-United Nations, London Treaty Alliance, European Economic Cooperation
A very staunchly conservative nation, Belgium still holds its Colony in the Congo. After two World Wars and pressure from the UN to decolonize, Belgium has sunk into a state of near isolation, only remaining in the LTA for protection and joining the EEC to rebuild its economy. It also lost the highest proportion of people during the Eurasian War.

The Kingdom of the Netherlands-United Nations, London Treaty Alliance, European Economic Cooperation
Angered by the sudden loss of its extensive empire, the Netherlands have also had many hardships at home. Both Amsterdam and Rotterdam were destroyed during the Eurasian War, losing their position as the Continent's port to Hamburg. It joined the EEC as an attempt to help rebuild their shattered economy

Republic of Ireland-United Nations (Headquarters located in Dublin), Commonwealth of Nations
Peacefully granted its independance in the 20s, Ireland has remained largely out of the political scene, aside from its assistance in creating the United Nations, located in its capital.

Czechoslovak Federative Republic-United Nations
Created by the Germans and Russians after the Great War, it became a satellite of the Soviet Union. Following World War Three, the Sudentenland was given to the Germans and since then it has remained weary of both German and Russian policies.

Republic of Hungary-United Nations
Separated from Austria after the Great War, Hungary became a place of turmoil for nearly 2 decades. Enduring fascist, communist and democratic revolutions against the government, it finally fell to the Pact revolution in the 20s. Becoming loosly involved in World War Two, Hungary's influence was limited even by the less powerful neighbors, as it became just a mere satellite. However, by World War Three, Hungary's communist government fell to Patton's army and was replaced with a highly isolationist and xenophobic government, hoping to become the next Switzerland.

Republic of Slovenia-United Nations
Slovenia's existance is a very new one being created out of the partition of Yugoslavia post-World War Three. Once part of the Hapsburg Empire, it changed hands to the first democratic and then communist governments of Yugoslavia. Following the Pact's destruction, Slovenia vied for independance and was granted it. However, Slovenia is now nothing but an Italian satellite.

Federal Republic of Yugoslavia-United Nations
Another creation of the Austro-Hungarian Empire, Yugoslavia was once a relatively powerful nation and the only other communist nation to not be under the total influence of Warsaw, winning its own war against Albania in the mid 20's. However, it too fell to the American and Greek Armies and was partitioned into three parts after the war. Macedonia is now a part of Greece and Slovenia a mere puppet of Italy.

Republic of Albania-United Nations
Albania's existance has been one of much turmoil. Being immediately created out of the Ottoman Empire's withdraw from Europe, the small state fell into immediate anarchy. A repressive oligarcy rose out of the chaos. However, it was toppled when Colombia attempted to estabish a colony in Europe. That attempt was repelled by the first World War. Following the War, Albania's somewhat limited democracy became corrupt and it lost favor with the Pact. Instigating a war with Yugoslavia over Kosovo, Albania's foolish president was assassinated by the military who did not wish to be annihilated. It then became relatively stable, with a moderate socialist government in power until World War Three when Patton's Army gave Kosovo to it. Since then, Albania has relatively prospered.

The Hellenic Empire-United Nations
The Hellenic Empire, or more widely known as Greece, has enjoyed prosperity and expansion from Anglo assistance. When the Turks withdrew in the early 1900s, Greece nearly doubled in size. Joining with the Coaltion in World War One, it gained Crete from the Turks. It then turned mildly socialist, with the Monarchy supporting it and being friendly to Warsaw. However, in the 20s, Greece saw a coup d'eta where the Fascist military exiled the King. Greece then joined the LTA and saw the aquiring of Macedonia post-World War Three. Following that war, Greece demanded both Western Ionia and Constantinople from Turkey and fought a war over it with Italian support. However, once the LTA decided to attempt to stop the Conflict, Greece left the LTA and continued the war, eventually gaining Constantinople but losing Ionia. However, Greece's militaristic and jingoistic government is still hoping to resore Alexander's Empire.

The Republic of Rumania-United Nations
Ruled by a member of the Hohenzollern Dynsaty, Rumania has been close to Germany since the beginning. Joining them in hopes of gaining Translyvania, Rumania fought aganst the Austro-Hungarian Empire and then joined the Pact when Communism came about. Since then, it suffered the same defeats as the other Ex-Pact countries. It now enjoys a moderate, democratic government.

The Ukraine Republic-United Nations
In the days leading up to World War One, the Ukraine was able to gain some autonimity. "Little Russia" was able to elect its own leaders and run itself. However, once the Red Revolution hit, it was just as easily reabsorbed into the Russian Sphere. Under Russia, it heavily industrialized and became the leading tank producer on the Eurasian Continent. Now, being separate from Russia, the Ukraine is continuing its role as chief tank producer and sells them to many countries around the globe.

Russian Confederation-United Nations
The heartland of the Russian Empire was once rather backwards. However, in the wake of the victory over the Austrians in World War One, Russia rose to power. However, it then tore itself apart in the Russian Revolution where Trotsky and his Reds defeated the Tzar and his Whites. Once they were defeated and the first Communist Nation was created, they extended their revolution to Germany, Rumania, Hungary, Yugoslavia, Denmark, Iran and even China. However, in World War Three, vast amounts of Weapons of Mass Destruction were used which have rendered Russia into a weak nation. Led by weak leaders, Russian Mafias hold most of the control in the cities, while Siberian nationalists begin to make noises.

Asia-Oceania

Central Asian Republic-United Nations, Pan-Turkic Alliance
The history of the Central Asian Republic or "Turkestan" was tied to that of the Russians until the early 40's when India liberated it. Once that liberation happened, Turkestan withdrew from the world scheme, being on the edge of anything. However, it has entered into an alliance with Turkey, Azerbaijan and Kashgaria and its benefactor the Scandinavian Union.

The Vatican
This small and well decorated suburb of Rome is one of the most powerful nations on the planet. The center of the Roman Catholic Church and home of the Pope, it has a vested interest in global politics, and is often active in policymaking. The rules for Papal interaction are as follows.

Selection
The current Pope, Pius XII, has been ruling since 1934 in this timeline. In the event of his death, a Papal Conclave will be held. Players may nominate Cardinals for selection, describing personality, background, and politcal views. One cardinal will be selected for the Papacy. As part of church tradition, a Cardinal from the Vatican has a better chance than a Cardinal from Italy, who has a greater chance than a Cardinal from Catholic Europe, who has a greater chance than a Cardinal from the rest of Europe, etc., etc. Also, due to steryotypes, the next Pope, at least, will almost certainly be white.

The Vatican as a Nation
The UN
The Vatican cannot vote in the UN General Assembly, but will send a member to participate in debates and voice the Pope's opinion.
Papal Tours
Every other year, the Pope will go on a Papal Tour, visiting several nations to both present himself to the greater religious community, and push any ideals of particular importance at the time. While the Pope will generally visit Christian nations, visiting other nations is not out of the question (especially Palestine)

Lacking an independent state leaves him substantially weaker, although still an incredibly powerful force, especially in Eastern Europe and the Middle East.

Our program aims to construct one in Albania and one in Yugoslavia. (since Slovenia has reached its limit, although why are they building a factory? are they hitting 5 million soon?)

Java, Sumatra and Bali want indepedence as Indonesia (which is where the majority of the Moslem population lives). The smaller islands, or the islands like the Celebes and Bornea are less excited about independence, as they view independence leading to their domination by those islands and simply exchanging the Dutch and then Australians for Javanese and Sumatrans.

In short, the area is divided.

Okay it's been nearly two years and the Palestinian government hasn't made up it's mind. Also, Nasserism, considering Nassar won the Palestinian War and got an early start by nearly 10 years, should be spreading like wildfire across the Arab World. Perhaps in this timeline, Nasserism's pan-Arabism will become stronger (in RL, Egypt and Syria actually united for a while). Don't forget that Egypt's influence, Nasserism, Pan-Arabism, etc. mainly died off in RL because of Israel's victories.

Palestine has been reorganized into the Palestinian Republic and new elections are to be held in the next few months (former officials are allowed to run). In accordance with the rules of the confederation, Palestine is also not required to enter the war (Sudan isn't either).

South Africa sends a message to the Portugese government, stating that South Africa will give Portugal until 15 January to begin moving civil servants and soldiers out of Angola, with South African civilian officials replacing them as they leave and the South African Defense Force entering Angola on 1 February. Britain publically announces it's intention to grant several more states their independence over the coming years. The situation will be as follows:

Cyprus- Full independence by the end of 1955, on the condition that it is split into two entities, the Republics of Northern and Southern Cyprus. Each republic will function seperately and be controlled by elected bodies based on the two house political system (like the USA), a president will lead each republic. Any citizens within Cyprus will be allowed to travel to whichever republic they wish prior to seperation, any costs incurred will be paid for by the British Commonwealth and Empire Office.

The final condition is that the current British base areas of Akrotiri and Dhekelia remain in British hands as sovereign British territory and that a strip of land dividing each nation be controlled by Britain as well (see current UN Green Line), crossing between the two countries will be monitored by British forces at several checkpoint locations along the line, but it is to be otherwise sovereign territory of the Crown and guarded by a line of fences and guard posts.

South Africa has declared Angola a "depedent state of South Africa," and is broadcasting radio messages to the effect that any Portugese government official or soldier who resists the South African occupation is in violation of UN mandate. Turkey points out that under UN rules a non aggression pact is in effect already and also that it only controls the eastern side of the Dardenelles, the Greeks control the other side. But the Turkish government reassures the Syrians that no aggression is planned against Syria from Turkey. Well Kasgaria was going to be offered it's own port facilities in Pakistan so that they could at least have some limited shipping capablities.

Coupled with the fact that an invitation to join the SCT is basically us recognizing them as equals in a greater unified Asian community.

Instead friendly diplomatic channels would be opened up between the two alliance blocks of the Arab Leauge and the SCT and we would for the most part stay as a friendly neighbour unless one of the middle eastern nations applied to join the SCT upon which its application would be viewed like any other.

Back to seriousness, though, China's economy is now larger than yours, and East Asia is now giving the west a serious run for its money. The SCT promises alot of free points, safety (Pakistan has a popular government, and the people have learned that military coups only end really, really badly, so Pakistan has learned its lesson about military dictatorships. At least until the mid '70s), and trade. Hell, I was willing to give them ports (so that they could actually get some commerce points).

Also, if Kashgaria and the CAR were in the SCT, if I went crazy and decided to try and invade them (or if China tried too), the other country would intervene to stop them (I don't think China wants to see Kashgaria in Pakistani hands, or Pakistan Kashgaria in Chinese hands), as well as the fact that we can't invade fellow member states. However, since Kashgaria and the CAR are outside the SCT, there would be nothing in the SCT Charter to stop one of us from trying to annex them.

None of those nations have the economic power of China, or the economic power that I will have in 10 years (our economies are growing at breakneck speed, and ours will cap at a much higher level than yours). Also, if you guys attack an SCT member, you will most likely have the rest of the SCT getting pissed at you. And we have ICBM's laden with nukes and shit (well, Pakistan doesnt, but our allies do, and if Pakistans economy is shifted into Total War we could produce thousands of ICBM's).

It would most likely go down like the Soviet Invasion of Afghanistan; the world funding rebels to try and kick out the invaders.

IC: The Scandic Union is proposing that the Turkic alliance, the SU, Poland and Ukraine all join in an economic pact and an alliance. The SU, Poland and the Ukraine already have an alliance and an economic bloc while the Turkics have there own. The Turkics are allied to the Ukrainians and also allied to the SU, so what we are proposing is just joining all these seperate friendships into one.

Also, the SU is suppling the Turkic alliance, the Ukrainians and the Poles with modern SAM's, AA missiles and AT missiles to equip their forces with.

Negotiations in the Balkans on their entry to the ESA are about to finalise, proposal streams down to:

-Yugoslavia & Albania & Kosovo agree to participate in the ESA space program:

-Both nations recieve commercial benefits of the space program

-Millitary and intelligence benefits must be cleared with UK, France and Germany

US Marines and airborne troops take control over the Azores Islands (the US still has a base there) and all militia type groups and military forces are disarmed (forcably if needed). The US also gives the competing groups in Portugal until the end of the year to reach a cease fire and form a government or the US will intervene even if the UN doesn't.

Spain is also consulted (in regards to intervention) as well as the UK (the traditional Portuguese Ally).

(ooc technically the UN can't intervene in a civil war situation except to try and mediate and technically the US is invading, but probably public opinion wouldn't be too upset about that because of the extent of the tragedy so far)

IC: The Arabian discussions come to a deadlock. The cheif of the Rashidis calls for a confederation of Arab states to include Oman, Yemen, Kuwait, Western and Eastern Arabia, Jordan and Baghdad. He also calls for a pardon of the Saudis so that they can be a part of the Grand Arab Plan.

However, there is a good deal of resistance from the south. Oman is totally against it and on the brink of leaving the conference. The only supporters he has at the moment are the Saudis and a few members from Jordan and Baghdad.

The Rashidi leader rethinks his plan.

OOC: I rolled for all of the nations, with pretty low for all but Jordan and Baghdad. I figured Western Arabia wouldn't join unless Oman or Jordan joined so only Baghdad joined.

IC: In Arabia, the Rashidi's plan did go as he desired. He called for a Second Pan-Arab Nation to encompass the entire peninsula up to the Tigris and Euphrates. Unfortunately his plan flopped, as only the Saudis and the Sultan of Baghdad agreed. Oman, proud of its independance left the conference early, as did his puppet, Western Arabia. Yemen and Kuwait, both Commonwealth Members, left as soon as the talks broke down. Jordan, wishing great things for Pan-Arabism, but not wishing to take any risks as they recieve vast financial support from abroad, basically told the Rashidi, "Maybe later."

Baghdad, however, stayed.

With Pakistan's relative unstability and Scandic presence to the north and east of him, the Sultan figures joining with another Arab will give him more safety, especially if it means better relations with the Germans.

So, it was done. The Second Pan-Arab movement seemed to be only a meagre attempt. While it seemed the First attempt was exploding before his eyes, the second died before it even began. No. He must look with a positive eye. Yes, they will see the sucess of the Second Movement and will flock to it!

The New Arabian Federation was formed with the treaty of Riyadh. The Federation is to consist of many different states, including Saudi land, Rashidi Land and the Sultan of Baghdad's land. Each state will conduct its own domestic affairs. However, the militaries will be integrated and trade and diplomatic affairs will be conducted by the new Arab Parliament. The Parliament will act much like the British Parliament electing the Basha to act as President and electing a Grand Emir to act as Prime Minister. The Parliament will consist of two houses. One will be elected directly from the people. The other will consist of Emirs, Sultans, Sheikhs, and Religous leaders.

First elected as Basha was Mohammad Ibn Talal, the Chief of the Rashidis. Grand Emir is Rashid Ali al-Kaylani of Iraq.

A center for North Africa (Perhaps Algiers), a center for the Middle East (perhaps Kuwait City), and a combined command center (Tripoli).

The US government talks to the Brazilians and British. Essentially the Americans want to give the Portuguese until March 1, 1957 to reach a cease fire. If no action, then the US is prepared along with Brazilians and British to intervene, occupy the country, disarm the armed groups and prepare the nations for elections and return to self government.

The US also seizes all Portuguese assets in US territory and calls on other nations to do the same.

the US places a resolution before the Security Council calling for intervention into Portugal by the US, UK, and Brazil if the factions in that civil war do not agree to have a cease fire and actually put one in place by March 1.

US and British forces would disarm factions that resist or continue fighting, and then Brazil would take over Portugal as a UN Mandate until order and peace is restored and an elected government put in place.

Meanwhile, the US Navy concentrates 6 helicopter carriers, 2 battleships, 2 carrier battlegroups, 2 amphibious groups, the 2nd Marine Division, 82nd Airborne Division, 101st Airborne Division, and 2nd Infantry Division as well as the 7th Army HQ at ports and airfields along the US East Coast and Iceland.

2 Transport groups are sent to Brazil to be in place to load their troops. This information is not hidden from the news media.

The UR begins speaking with Italy about a mutual defense pact, as it's African colonies are practically open doors straight to the Sudanese/Egyptian borders. Italy won't be required to help the UR fight (who would join a military alliance with me? :p ) but it would concern issues such as Egyptian troops moving into Libyan/Somali Desert to intercept enemy forces and tighter border security (don't forget we're entering the age of terrorism!)

Also, nationalism in the Belgian Congo sprung up in the early 50's. The two main factions were to create an independent Congo state (more common in the north) and to split the congo into multiple tribal nations (more common in west and south). They should also be more inspired in E20 since I (and probably South Africa) would be more than happy to support them. The main organizations are ABAKO (more radical, want immediate independence) and the MNC (the left-wing, more moderate group).

If we go with the rise of nationalism in the Congo, UR intel agents will be dispatched to stir up more nationalist feelings and weaken Belgian control over the colony.

Intervention in Portugal March 5, 1957

Phase 1
Massive fly over by US and British carrier aircraft and USAF and RAF aircraft operating from Britain and the Azores. Equipped with outdated F84 fighter bombers, the Portuguese Air Force (what is actually operational) decides to stay on the ground.

Phase 2
American paratroopers of the 82nd Airborne Division, along with special operations troops from the British SAS and US 75th Rangers parachute into Portugal. A brigade each of the 82nd seizes the major civilian airfields at Porto, Faro and Lisbon (with their 3,000 + meter runways). Each brigade is assisted by special teams of US or British special operations troops who come in via commercial flights and seize the control towers. Some fighting occurs as Portuguese factional forces holding the airports put up some resistance but these troops (battalion sized) are overwhelmed and routed. American paratroopers suffer less then 500 casualties (including jump accidents) during this part of the operation, along a few dozen special operations troops who are wounded or killed. The airborne drop is the first major parachute drop since the Third Great War and the first time the C130 is used in combat.

Phase 3
Intimidated by the massive fleet offshore, and with most Portuguese Naval craft and ships inoperative because of lack of funds, there is no opposition to the Allied fleets at sea. The British make their landing at Porto, with the airborne troops coming ashore by helicopter while the Royal Marines land on a beach nearby. A few Portuguese troops resist, but most quickly surrender or retreat in disarray. A similar scene occurs at Faro, where the US 1/75th Ranger Regiment is paradropped followed quickly after by the helicopters carrying ashore the 1st Brigade/101st Airborne Division.

At Lisbon, the entire 2nd Marine Division comes ashore via LVT and helicopter, and in places they face no resistance, while in others fierce resistance is found. 2 brigades worth of Portuguese troops from 2 different factions fight the Marines, and the heaviest fighting occurs near the former Presidential Palace. The USS New Jersey fires its guns for the first time since the Third Great War and 16 inch shells destroy much of the palace and most of the troops defending it. The other serious fighting occurs at the port, and the heavy civilian population in the area prevents the Americans from using air or naval gun fire support for the most part. The Marines of the 2nd and 6th Marine Regiments fight a 12 hour building to building fight, only finally securing the port after the Portuguese run out of ammunition and flee the area.

In all the Americans suffer 1,000 casualties while the British suffer 200 in the complex operation. However, by the end of March 5, Porte, Faro and Lisbon have been secured and transport shipping and aircraft are bringing in the US 2nd Infantry Division, remainder of the 101st Airborne Division, and the British Ghurkha Brigade.

Phase 4
Over the next week, 2 more British mechanized divisions arrive, as do 2 Brazilian divisions, and the American and British troops hunt down and destroy any Portuguese armed groups that resist, while Brazilian troops take over the job of occupation.

Phase 5
Within a month, the last Portuguese major armed groups have either been destroyed or forced to surrender.

Most US forces return home by the end of April, but the Americans leave the 11th Aviation Group, 10th Special Forces Group and bring in the 3rd Armored Cavalry Regiment to provide support to the Brazilians who have 2 infantry divisions providing occupation forces, plus British troops that remain.

Final cost is 1800 American, 400 British and 500 Brazilian casualties and a known figure of 20,000 Portuguese military casualties plus 100,000 captured, and a thankfully low civilian casualty figure of 5,000.

However, some Portuguese factional forces are merely in hiding, waiting for an opportunity.

At the museams, the many schools of both Modern and classic art can be seen, at the motion picture theaters, the works of Europe's finest directors can be watched with French translation, at the public squares, dishes from all over the continent can be sampled along with the entertainment of the street performers and at local hotels and assmblies many works of litrature can be found.

It was as all of Europe had come to the city, even those who weren't officially part of the program, although the spirit of coperatin was high, as expected several problems aros when a few radicals held protests on several political issues, thankfully due to the increased prescence of the police, these went as peacefully as it may be hoped.

Following the end of the month the program shall head over to another capital (London).

OOC: Ah, a common error of mine, an error which almost caused a war between Romania (when I was in charge of it) and Soviet Russia, just because I wanted to buy American Designs. But I am sure I put "privately" in the begining of my negotiations, I don't suppose that would suffice.

Anyway, Belgium is part of the EEC and ESA that money can be for anything, In addition I find it unlikely that Nigeria has operatives in Brussels.

My ruling is this (points explained below)...

1. The Belgian Congo has rising national sentiment owing to covert support of nationalist groups.

2. The Congo-ians (or is it Congolese?) realize the American deal would probably be the best, given that America has done quite a lot for Africa in the last 20 years, as well as the UK (the whole "Africa Industrialization" project).

3. Belgium stands to lose quite a bit if it doesn't accept the deals offered it. For instance, embargoes or other various "pressures" can be implemented aganist Belgium until it caves in- next year, 5 years, 10 years, but it *will* happen regardless. The embargoes and "other pressures" would hurt the Belgian commerce, technology development, and economy overall.

4. Factoring all these in, I believe the Belgians would realize that holding onto the Congo would become more problematic than the benefits, because the Belgians would have to deal with constant riots and revolt if it holds onto the Congo (see point #1 above) and worry about souring relations with some of the premier nations in the world (USA, UK, etc.). What's more, they will have a hard time trying to defend Congo from, say, South Africa or the United Republics or other African nations because they would have to ship their troops from Belgium to the Congo which has its own set of problems. The shipment of troops could be interfered with by UK, France, Germany, Italy, etc.


Therefore, I believe that the Belgians will have to let the Congo go mainly because otherwise they would have to deal with rebellion, weak military stand-point, and possibility of alienating potential allies (when Belgium needs them the most) as well as blockades or embargoes or such. However, Belgium will demand some kind of reparations or payment for the loss of the Congo. I believe that if the US, France, South Africa, the UK, etc. gave Belgium a few payment "points" in terms of money (probably around 10 points or so in game terms) then Belgium will take it. They will have to realize that demanding any more like 20, 30, 50 points would be a bad idea (the whole alienating thing). They also realize that 10 points (or even 15) worth of payment would be better than nothing.

Basically if the USA does the 4 production centers for Congo, and France provides social services (Level 4 if France desires), then that will be good enough for the Congo at least until it can support its own social services and have sufficient "points" to develop other stuff on its own (like its own factories or garrison units or such).

First, 10 points, plus once the industry is built, they will get the income from that for ten years, plus the income already generated by some of the resources. Without having to pay for the investment. That works out to be approximately 10 points a year for 9 years on top of the 10 points (100 overall), which is an excellent deal

no way that the Belgian Congo can have a quick merchant fleet, they are about as far from being a sea faring nation as it gets... Ghana maybe, Nigeria sure. Both nations have strong fishing traditions. But the Congolese are more of a river people. A couple of merchant shipping units for river traffic to start with would be reasonable, but thats about it. Look at the geography... the coast line, what little there is, consists of a swamp. The principal port is on the Congo River and didnt exist until the Belgians built it.

For realism I suggest we go with that.

no way that the Belgian Congo can have a quick merchant fleet, they are about as far from being a sea faring nation as it gets... Ghana maybe, Nigeria sure. Both nations have strong fishing traditions. But the Congolese are more of a river people. A couple of merchant shipping units for river traffic to start with would be reasonable, but thats about it. Look at the geography... the coast line, what little there is, consists of a swamp. The principal port is on the Congo River and didnt exist until the Belgians built it.

For realism I suggest we go with that.

I didn't specify how big it was :p

Anyways, could there be a possibility of digging out that swamp and building a port?

My ruling:

The US does learn that Germany is up to something in Greece through CIA and NSA operatives, as well as some code-breaking efforts. It has a general idea that Germany is trying some diplomatic talks or such. HOWEVER, the the intel services don't know exactly what's happening (all the details *yet*).

Some more spying or covert ops will reveal what's going on- for instance if the US sends a few more operatives into Greece or montior Greece more closely (perhaps move the 6th Fleet somewhat closer to Greece). If the US does this, their intelligence services could discover more specifics about the German "deals" with Greece.

After all, nothing is really omnisicient or omnipotent. It does take time to ferret out secrets.

The United Republics, seeing the sudden explosion of the PLO and the effects on Palestine and area politics, would like to hopefully avoid disaster by granting a nation-wide poll within Palestine. The poll has four seperate choices with descriptions of it's pros and cons and all people 16 years of age or older may vote.

Choice 1 - Palestine (Independence)
Pros:
-Full independence from other powers
-The government can focus more on the needs of Palestinians
Cons:
-Little or no natural resources
-Poor production output
-Small army (There was low Palestinian participation in the UR Military)

Choice 2 - Transjordan (A Palestine-Jordan Union)
Pros:
-More able to focus on Palestine's needs than the UR
-Protection by the UR
Cons:
-Pretty much the same as Choice 1, but less severe

Choice 3 - Palestinian Republic (Remaining Part of the UR)
Pros:
-Best protection in the Middle East (excluding UK possessions)
-Strongest economy in the Arab World
-Largest and best-trained military in the Middle East
-Open market to a broad range of natural resources and industrial power
Cons:
-African Independence Issues that don't concern Palestine
-Many wars
-Government less able to focus on the Palestinian population
-Doesn't care about the Turkish Alliance, which is a major Arab issue right now

Choice 4 - Syria (Joining Syria)
Pros:
-Good protection
-Pretty strong economy
-One of the most advanced nations in the Middle East
Cons:
-Turkey sitting on the other side of Syria
-May experience same issues with government not able to focus on Palestinians
-Really risky right now due to the nuclear situation with Turkey

Choice 4 - Fractioned Palestine (Splitting it among neighboring nations)
Description:
As Palestinians on the Syrian border would probably feel more secure as part of Syria, Palestinians living near or in Jordan would probably feel comfortable as a part of a fellow, peaceful Arab state, and Palestinians in Gaza may wish to remain under Egyptian control, this plan allows the population in each area to get what they want without the other suffering. This plan, however, does not allow for any sort of independent Palestine, as even missing small chunks of land and population would cripple the already doomed independent Palestine economy. The areas would be as follows:
-Northern Palestine (from Nazareth Up, more likely to join Syria or Jordan)
-Central Palestine (from Nazareth to Jerusalem, more likely to join Jordan)
-Southern Palestine (from Jerusalem to Dimona, more likely to join Jordan)
In additional, the Negev Desert starting south of Dimona will remain part of the UR no matter what, due to foreign bases and maintaining a border between the UR and Jordan for defensive purposes.

I need someone to roll for the outcome of the different areas. I think Fractioned Palestine or Transjordan will be the most probable outcomes.

It was because of the PLO that this poll was held. No one voted besides Palestinian citizens, so it was impossible for them to be a minority.

The US is unsympathetic to Alexanders Empire... I wouldn't think Egypt, Syria, Turkey, Kurdistan, or the UIR would be either. Prudent Greeks would also realize that since the Turks now have nuclear weapons, attempting it would be national suicide.

the Philippines will consider the matter, they are thinking that missile boats might be more useful considering they are an archipelogo, tied in with their rather capable anti ship capability for their Air Force.

oil can go by train and barge to the Caspian and then up the Volga to Russia for transhipment, or via train to China to their ports. Natural gas though needs a pipeline for economical transport.

The Mideast pipelines got built already, and they come out at Haifa and Beriut actually, or go south to Basra and Kuwait and Bahrain. Even the Kurdish one (goes south to Basra)

The UR also offers to provide aid to Uganda if needed (I'm already supporting Ethiopia). Indeed Basra would be more friendly with the UIR and the 1959 points have been edited towards them. I have also suggested that Warta-Endor do Basra's builds from now on.

EDIT: I think everyone's confusing the Arab League, which is working to advance the progress of all Arab nations, and the Arab Federation, an individual nation in the AL. Basra-ians are Arab, and were invited and supposedly part of the Arab League. I guess it depends on if they consider religion more important than race (Persians and Arabs dont get along great historically either)

I would think that Basra just has close ties with the UIR and you are going to have to accept that.
They don't hate you, they just like the UIR more.

If you take the 20 points donated last year as a gesture of goodwill by Basra then you would see that they do like you quite a bit and will probably give you loans and gifts if you ask.

Im fine with that, I'm just saying that the AL has serious benefits the Arab Basrans would consider (free RADAR, great missile tech, nuclear power, while there isnt a defense clause we'd likely come help them) so they'd likely be part, just not a very participatory one. If not then I get to pay less for giving them all free RADAR coverage.

Here's what I think (and I think that's law :p)

Basra is a member of the Arab League since the Arab League and the UIR haven't had any rough times. So while Basra has ties with the UIR and I think it's fine for Warta to do his build, Basra would definately remain a part of the Arab League and continue close ties with the other Arabs. (So still donates some points).
