Okay, you have a few options to choose from.
Are you looking for a large combat force?
Are you looking for a small force more for protection than agression?
Are you looking for an overall group of ships for both attack and defense and the myriad other happenings in space?
Are you looking for purely civilian ships?

As a new space nation I'd suggest going with either number 2 or 4. A small fleet of (good) ships that are easy to support and can handle most combat situations.
My suggestion: 1 Leviathan, 2 Fenris's, 2 Aeolus's, and 4 Dreadnoughts.
Also, 10 Mjolnir's, 2 Poseidon's, and 1 Faustus and Hippocrates (the last isn't available right now).
It'll be expensive (in the many billions), but I can guarantee that they'll be worth every cent.
Klonor, in that case I'll take only three, to be deliverred to the Guanyu Aerospace Fleet HQ at Nanus Sheniquis. The same for the other once the Colossus is finished.
All people who helped with the reconstruction of the Colossus get a free Package Fleet, my way of saying thanks without letting any of you get your filthy hands of my beautiful ship.

The Package Fleet is a military thing, the Hippocrates are a civilian ship. However, I'll think about it.
Probably the fourth option would be best...we will begin by building a space station and sending out trade ships and the like...I doubt a small navy would serve much good...except maybe for some cruisers to help protect trade convoys...

The Poseidons are fast and heavily armed (for a freighter), the Chronos's have massive cargo capacity, the Elysiums provide quick and comfortable personnell travel.
For the Escort ships, 2 Volition Pirate Ships, and 4 Fenris Cruisers.
The Voltions can guard your convoys from pirate and fighter attacks, the Fenris's can guard against capital ship involvement.
Regarding the orbital base, I'd be happy to help, both in return for your help and because I like to give new space nations a bit of a boost. We do manufacture and sell a space installation (The Arcadia class Stellar Installation), or we could help you build your own.
We will take that package of civilian vessels and escort ships...it sounds good to me (well for that matter, any package would ;)). With the space center, I'd prefer to build my own, but your help will be more than appreciated. We're looking for a large enough station to handle trade traffic and repairs to the ships.

Yes, i actually can. You see, i just recently purchased 4 planets of of Petsburg, for 1 trillion (the ESUS gave me the money) I sold 2 of the planets to my friends, for a total of 2 trillion. That should cover it.

And regarding the numbers of fighters, I have multiple reasons.
1) I rely on quality fighters, rather than quantity. My fighters are designed to be able to perform with only 4 or 5 working on a particular mission, we don't need 300 to do one attack. (And no, I'm not saying that 5 of my fighters equal 300 of somebody elses)
2) My ships are big because they need to be, they're filled to the brim with weapons and shields and sensors and other stuff. We don't have giant, unfilled spaces inside the hulls.
3) Most importantly, that's how many ships they have in the game.

Okay, all my large scale ships can reach speeds of 1 light-year per minute, so we'll move on to other areas.
If you're going for pure exploration and colonization, I'd suggest either a Faustus or a Colony Ships (which is not on the first page).
The Faustus's give you some of the most advanced detection and research technologies in the known universe, which is vital on a space exploration mission. The Colony Ship will allow you to bring much more people along with you on your journey, and is a bit more defended than a Faustus. I'll be glad to deliver whicherve you'd like.
For a space fighter, I'd suggest a Ulysses class Space Superiority Fighter. It has excellent speed, maneuverability, range, and (relatively) powerful weapons.
