Immigration and birth rate are related because immigration allows politicians to ignore declining population and not do something about it. Goverment policies does help birth rate. ex: France(some pro natal policies) :1.9 births per women, Germany(sucks at supporting family): 1.3 births per women

Fass, I respect your intellect and acknowledge your excellent knowledge of US governmental systems, but you are mistaken about the US Constitution because you fail to take into account that it was not written to be a "final" document, but rather a changing one. This is the core of the "dead" Constitution versus "living" Constitution argument in the US. The "dead" document side say it is what it is, as written, and no new interpretations can be added. If that were true, then it is a crap constitution because it is so minimal and open to interpretation. The "living" document side say it is an outline describing the basic functions of a dynamic system, that the only parts that are unchanging are the underlying core principles, and that all other parts are subject to periodic review. I happen to fall on the "living" document side because I believe this view is supported by John Adams's own writings about the document, and since he is pretty much the author of it, I think his view governs. The US Constitution is the shortest such document in the world; it leaves much to the imagination; and it does so deliberately, so that the core principles of the US idea of democracy and the core concepts of government organization may be adapted to suit the needs of changing times and a changing society. My point is that you can't compare them to Turkey because they are not sovereign nations.
