Education For All
A resolution to reduce income inequality and increase basic welfare.

Description: The World Assembly, hereafter referred to as the WA, proposes that Historical Resolution #3 "Education For All", as passed and subsequently repealed by the WA's predecessor under Historical Resolution #95, be reinstated as law.

The WA is APPALLED that the average level of education in some member countries has reached an all-time low.

It is UNDERSTANDING that the "Education For All" act was repealed on well-reasoned grounds.

It is CONFIDENT that, with the dissolution of the WA's predecessor, the circumstances on which the "Education For All" act was repealed no longer apply.

It is ENRAGED that in light of the above, the "Education For All" act has not already been reinstated.

Based on the above grounds, the WA hereby reinstates Historical Resolution #3 "Education For All".

Prevention of Terroism Act
A resolution to improve world security by boosting police and military budgets.

Description: This resolution recognises that many acts of terroism are not forseen by the Government and prepatory measures are not taken.

This act will increase the budgets for the armed services and create a Terroism Unit in the Police Force.

The Act states:

A. Police Officers will all be trained and authorised to hold and use a gun if required.

B. Police Officers will be given a "shoot to kill" policy which permits the police service to eliminate suspected terroists, thus avoiding an act of terroism.

C. Major Train Stations, Airports, Underground Stations and Public Areas will be monitered by the Terroism Unit which will apply "shoot to kill" if found nessecary.

D. Metal detectors and X-Ray machines are to be installed at train stations to ensure the safety of passengers and staff and preventing any planned acts of terroism.

E. Convicted terroists must be used to the Government's advantage and information must be gathered from them by any means.

F. The Police Force are authorised to use acts of torture on convicted terroists to gain nesecary information. Once the terroist is no longer required he/she will be shot.

This act ensures the safety of all citizens in the World Assembly and prevents acts of terroism from reoccuring. The act unites the members of the World Assembly to fight the War on Terror.

OBSERVING that the World Assembly has not designated a single point of responsibility for coordinating relief aid to underprivileged individuals and areas.


The World Assembly,

RECOGNIZING that all citizens of member nations should be protected by humanitarian organizations and the government.

1. ESTABLISHES the International Coordinated Relief Committee (ICRC), an organization whose sole duty is to co-ordinate of relief aid of member nations as well as non-government organizations, if said organizations are willing to cooperate.

2. MANDATES that the ICRC shall be funded from the resources of the World Assembly member nations. But the ICRC is allowed to accept donations and grants from individual persons or organizations.

3. The ICRC is allowed to aid any region willing to accept help. Regions belonging to a WA members, and those of sovereign nations.

4.1. DEFINES a major disaster as an event which may threaten lives and livelihoods, such as natural disasters, terrorist attacks, war-torn areas, poverty-stricken areas, including communities which cannot sustain it's own population due to no food/water, medical assistance, or having lack of life-supporting materials.

4.2. DEFINES the functions of the ICRC, whose role shall be to:
a) Provide international coordination of food, shelter, and humanitarian aid efforts in nations affected by a major disaster( defined above );
b) Coordinate the efforts of existing non-government organizations in member nations at an international level;
c) Provide training to volunteers in preparedness for such disasters: Training includes (but not limited to) practices in medicine, carpentry.

5. INSTRUCTS the ICRC to:
A) not promote conflict or war in any way;
B) not abuse their budget, in any way that may hamper the true purpose of the organization itself.

6. Allows any member nation to add to or improve the ICRC in any way so that the purpose of this organization can be better fulfilled. These improvements include, but are not limited to, adding or reducing powers invested to the ICRC, creating sub-organizations that aid the ICRC in specific tasks, creation of regulations that the ICRC has to follow.

the military would be organized into chapters from where the army came from: Ex. The Strovlani chapter's army would have recrutment centers and be stationed in Strovlanistan.
Having a unified army organized into national chapters would prevent war amongst WA members, increase the strengh of the WA and make the military more efficient during military actions. Like I even need to say it, this obviously suffers from a branding violation.

Repeal "Freedom of Marriage Act"

Description: WA Resolution #15: Freedom of Marriage Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: This resolution is ludicrous. It completely contradicts its self when it says:

RECOGNIZING that religious communities have different views and are free to recognize or not such unions

it then goes on to say:

(a) All States shall have the minimum conditions to protect the union of two persons which shall include but are not restricted to provisions regulating the administration of the common estate and the inheritance rights acquired by those entering into such a union.

This means that if a gay wants to get married in a Catholic Church or something- the Church will have no choice in approving it because of this "protection" law.

A second point is that the WA is squeezing its self into other nation's affairs. Forcing the legalization of gay marriage upon other nations would be unfair.

So please, support this resolution and rid the World Assembly of the right of making decisions for us, the nations that make up this organization.

Removal of Tariffs

Description: Noting, that WA Member-states wish to promote domestic industries,

Understanding that some nations have yet to develop industries to high levels,

However, noting that unless tariffs are lifted, the free flowing of ideals and goods will never occur,

Thus, calls on all WA Member-states to slowly lower tariffs and promote free trade for a closer, globalized world

Argument: MADDENED by the fact that this bill calls W.A. member nations qoute "drunks, stoners, weirdos, military fruitcakes, sex addicts, rejects, dear little kiddies, and militant machistas"

SEEING that this bill has no formality and lacks the important information to back its claims and also seeing as it would charge member nations to use facilities which could leave some nations out of the headquarters and therfore not in touch with the current happenings at the W.A.

NOTING that the bill was passed by a slim margin of less than 500 votes.

SADDENED by the lack of confidence in the W.A. delegates by calling them "inmates" and other repeated harsh accusations that are not facts and have not been explained.

HEREBY repealing World Assembly resolution #8 "World Assembly Headquarters" on the basis of unfair judgment, lack of formality, lack of facts, and an unfair solution to less fortunate member nations.

UNDERSTANDS that Delegates have situations beyond their control but ORDERS that every delegate should keep their REGIONAL Leader informed of any possible downtime/inactivity in order to ensure that the regions DEMOCRATIC Needs are met by a Proxy Delegate, whether on external forums or in the World Assembly Hall.

This is to ensure that there will always be someone from each region voting for all provisional resolutions.

Furthermore, as a clause in this resolution, the World Assembly requests with utmost respect, that Delegates who fail to vote on behalf of the region or those who fail to do their jobs at all be dismissed in favour of a Delegate who will take pride in their position and thus work to the best of their ability.

DEFINING, a 'veteran' who has served, or is currently serving, in a nation’s armed services during times of peace or war, by his/her own free will.

ALARMED by the inadequate treatment of returning veterans in some nations, regarding employment, medical care, and psychiatric care,

EMPHASIZING the need for a comprehensive and updated strategy to assist returning veterans,

1. ESTABLISHES the WA Veteran Assistance Offices (WAVAO), an organization designed to carry out the actions outlined in this resolution;
a) Endorses the founding of WAVAO in all WA-member nations;
b) Notes that the cost of WAVAO, financed by the World Assembly, shall include the establishment of offices, services, and other expenses incurred by the program;

2. DECLARES that all returning veterans shall be heavily assisted in full re-in statement, conditional upon a satisfactory review to their place of employment, upon their return to civilian life;

3. URGES that this re-in statement shall include, but not be limited to, the following;
a) Current or equivalent position at time of deployment;
b) Rate of pay at time of deployment, appropriately adjusted for inflation or deflation, with a maximum cap to protect abuse of the new system;
c) Any bonus pay or monetary raise that the veteran would have achieved under typical circumstances shall be received in MINIMUM 1/5 of total, (A grievance can be filed in WA nations to their top court as to compensation claims) as to not overburden struggling economies;
d) Reasonable consideration of the veteran for promotions that they would have been eligible for;

4. ENCOURAGES that this re-in statement shall also include assistance in finding alternative employment, under the following conditions;
a) Veteran may request any employment or government agency of their choosing, should they wish to seek this assistance,;
b) The selected agency will consider assisting, (based on research cost in ratio to the positive effect it will have in employment status of their charge) in trying to find employment for the veteran that matches their current skills, technical ability, and past job history;
c) Until sufficient employment is achieved, the veteran shall receive a check equal to current cost of living and inflation rates , Subject to review for review by and excessive debt board.
d) If acquired employment is lost, the veteran shall be subject to their jurisdiction’s unemployment laws and code.

5. SOLEMNLY AFFIRMS that all veterans shall be offered access to state-of-the-art medical and psychiatric treatment, with monetary assistance being provided by the World Assembly through the WAVAO as needed, to an extent to be defined by length of service and medals achieved, not to exceed a set limit based on per capita income of said nation;

7. REMINDS all nations that veterans may be excluded from any of the services applied by this resolution, at the individual nation’s discretion, for any of the following reasons:
a) Dishonorable discharge
b) Lack of updated knowledge for the field of work he/she is entering
c) Debilitating injury
d) Mental instability; As perceived by WA regulated hospital standards.

Description: Part I defines torture, and commits parties to taking effective measures to prevent any act of torture in any territory under their jurisdiction. These include ensuring that torture is a criminal offense, establishing jurisdiction over acts of torture committed by or against a party's citizens, ensuring that torture is an extraditable offense, and establishing universal jurisdiction to try cases of torture where an alleged torturer cannot be extradited (Article 5). Parties must promptly investigate any allegation of torture, and victims of torture must have an enforceable right to compensation. Parties must also ban the use of evidence produced by torture in their courts, and are barred from deporting, extraditing or refouling people where there are substantial grounds for believing they will be tortured.
Parties are also obliged to prevent other acts of cruel, inhuman or degrading treatment or punishment, and to investigate any allegation of such treatment within their jurisdiction.
Part II governs reporting and monitoring of the Convention and the steps taken by the parties to implement it. It establishes the Committee against Torture, and empowers it to investigate allegations of systematic torture. It also establishes an optional dispute-resolution mechanism between parties and allows parties to recognize the competence of the Committee to hear complaints from individuals about violations of the Convention by a party.
Part III governs ratification, entry into force, and amendment of the Convention. It also includes an optional arbitration mechanism for disputes between parties.

Any act by which severe pain or suffering, whether physical or mental, is intentionally inflicted on a person for such purposes as obtaining from him or a third person information or a confession, punishing him for an act he or a third person has committed or is suspected of having committed, or intimidating or coercing him or a third person, or for any reason based on discrimination of any kind, when such pain or suffering is inflicted by or at the instigation of or with the consent or acquiescence of a public official or other person acting in an official capacity. It does not include pain or suffering arising only from, inherent in or incidental to lawful sanctions.

The reason for a repeal of resolution #15 is the disregard on nations and citizens of the World Assembly.

Resolution #15 (Freedom of Marriage Act) may give rights to a minority part of some nations but disregards nations of a majority that seat on the other Side of this issue.

Resolution #15 (Freedom of Marriage Act) takes rights and freedoms form religions that stand against this issue. (Article 1)

Resolution #15 (Freedom of Marriage Act) takes the rights form nations to make their own laws and regulations on this issue. (Article 2)

Resolution #15 (Freedom of Marriage Act) has disregard all religious and political beliefs of all persons in the WA.

Repealing Resolution #15 (Freedom of Marriage Act) Dose not mean that same or different sex marriages are illegal but will give the right back to the nations government or voters to determine what the issue is.

Description: WA Resolution #21: Living Wage Act (Category: Social Justice; Strength: Significant) shall be struck out and rendered null and void.

Argument: The Living Wage Act should be repealed because it needs to be rewritten and re-categorized. The act does a poor job of defining poverty. Nowhere does this act specify how much the living wage is. The act also fails to index the living wage to inflation or the cost of living. Also this issue belongs in the human rights category not the social justice category since a living wage should be defined as a human right.
OK, as the author I may be a tad biased here, but did they read the act at all? It specifies very carefully what the living wage is, just not using explicit numbers, in a way that is indexed to the cost of living. And the comments about the category are just plain wrong.

What is a Curfew?

The police force of each nation would patrol areas of a town, city or village at all times after 21:30. Any person wishing to be outdoors after 21:30 would require a permit which can only be aquired by people over 21years of age in full or part time employment and at the discretion of the police official from which the permit was requested.

The permit can be aquired from any police station.

Positive effects this would have:
*Crime rates would be cut down extra-ordinarily.

*Hospital admissions due to alcohol and/or drug related incidents would be cut down considerably.

*Road accidents due to poor night-time visibility would be limited.

*Government income from fines issued to Curfew breakers

Negative effects this would have:
*The general public would have the feeling of "oppression".

Leaving aside the fact that the term 'Public Schools' has differing meanings in different nations, there's the lack of definition in the clause saying that "All of the schools have the same standard": Standard what, I ask? Syllabus? Floorplan? Disciplinary code? Uniform? Language of instruction?
If this proposal's author means a standard syllabus then they are clearly ignoring (or simply ignorant of) the facts that _
1/ Different nations have different languages;
2/ The idea of history & geography courses covering all of the WA's thousands of member-nations is ridiculous but no national government is likely to be pleased at the idea of its people's youngsters being taught the history & geography of some smaller selection of nations unless they can insist on the inclusion of their own nation's details (which this proposal wouldn't let them do);
3/ Various nations have tech levels and native sapient species differing from those of the author's RL homeland, which might require special syllabuses and/or different lengths of schooling;
4/ Specialised schools can have useful roles to play in preparing people for certain types of careers, or for teaching children who have disabilities that would make their managing in 'standard' establishments very difficult.
Oh, and of course this proposal would seem to require that every school cover the whole period of 'school-level' education, from start to finish, instead of allowing for students to be split betwen schools according to their basic age-groups as is common in many countries...

And these schools "are all have equal funding ", but the author doesn't say whether they mean literally 'the same amount per school' or whether that's to be 'per student' instead... and even if it is to be per student this point, again, totally ignores such "minor" differences in schools' situations such as the local economy (which would affect all costs, such as -- for example -- staff salaries), environment, or specialised needs of any pupils...

Shall we discuss its author's mistaken assumption about there only being two types of schools possible, which ignores the possibility that some nations might require payment by students in their state-run establishments and that there are probably many (and certainly some) nations where many of the 'private' schools are run by religions or charities rather than on a 'for profit' basis.
And then there's to be a standard syllabus in all schools, despite the problems with such an idea that I've already considered above (and any other problems with it that I missed, too, of course...), and the apparent assumption (actually based on an ignorance of the WA's actual diversity?) that schooling between the ages of 4 & 16 would be appropriate for members of all sapient species...
Oh, and there's an assumption that "any post-16 colleges" would currently be owned privately in ALL of the member nations, rather than just in the author's homeland, which I'm fairly certain isn't the case...

Article II. Preservation of Protective Tariffs

A. All prior laws at a national level declaring protective tariffs illegal are hereby repealed.

Article III. Limits on Protective Tariffs

A. Protective tariffs are to be used only when a economical crisis, as defined by the leader of the member nation enacting the protective tariff, causes domestic industry to decline.

Article IV. Protective Tariff Review Committee

Actually, I think it just changes every currency's name. It reorders every nation's currency value, but gives it a single name. The currency values would still be different, and you'd end up with a very confusing business because you would have to know where the coins came from to determine their value. And then you're back to square 1, except every currency has a different name.

3) The rights of victims are more important than that of the criminal.

There will be NO tarrifs among any member of WA unless both parties agree to the set amount and how long this tariff would last, or if the item a nation of WA wants to export is deemed potentially dangerous to the welfare and security of the nation that will import it, a small tariff can be used. Under the first example in which both parties agree on a tariff amount, any amount is accepted. However under the second example in which the item is dangerous, the tariff can not be more than 10%.

Since this Act abolishes any tariffs, any nation of WA has the right to increase it's security measures among it's borders and it's controlled waters by ways of naval increase, security checkpoint increases, national defense spending increase and as long as a specific time and date is given and more than enough warning is issued, a nation can now proceed to do military exercises in international waters. I'm confused, this proposals seems to be saying that you can't protect your borders while at the same time saying that you can.

Description: Description: WHEREAS this resolution will strengthen social justice among all members of the United Nations by requiring that all nations, current and future within the UN, have a hour with no power to support and insure its citizens live in a enviromentally safe world. A hour of power is not a punishment against citizens, but rather it is a moral imperative that should be incorporated into UN admissions, and acceptance ratings/standards.
The following resolution requires that all UN nations meet the below four-point Act of providing a hour of power to its citizens through all outlets available within their government, as long as the methods of providing the Dis-powering hour Act are met without violating international, national and/or local law.

The Dis-powering hour Act is as follows:

1) All Electricity Currents that are at or below the “power level” of 995.55/voltage per household, and 10,550.00/voltage per Industry, must be forced by the International Dis-powering hour Act , as long as every non-government facilities are dangered by this act.

2) All bisinesses from the year of 1910 and younger, must be strickly inforced by the Dis-powering hour Act or be taxed up to at least 75% of Electricity bill.

Dis-Powering Hour Act
A resolution to increase the quality of the world's environment, at the expense of industry.

Description: Description: WHEREAS this resolution will strengthen social justice among all members of the World Assembly by requiring that all nations, current and future within the WA, have a hour with no power to support and insure its citizens live in a enviromentally safe world. A hour of power is not a punishment against citizens, but rather it is a moral imperative that should be incorporated into WA admissions, and acceptance ratings/standards.
The following resolution requires that all WA nations meet the below four-point Act of providing a hour of power to its citizens through all outlets available within their government, as long as the methods of providing the Dis-powering hour Act are met without violating international, national and/or local law.

The Dis-powering hour Act is as follows:
1) All Electricity Currents that are at or below the “power level” of 995.55/voltage per household, and 10,550.00/voltage per Industry, must be forced by the International Dis-powering hour Act , as long as every non-government facilities are dangered by this act.
2) All bisinesses from the year of 1910 and younger, must be strickly inforced by the Dis-powering hour Act or be taxed up to at least 75% of Electricity bill.

3) Companies/Business not enforced by the Dis-powering hour Act, are but not limited to/Hospitals,Prisons,Security Providers,ect.
4) All Industries, making an average of US$35,000 to US$190 Billion, must be offered power insurance and be reimbursed up to at least 30%. In addition, if the insured, in this category, has been employed for at least 15 years in that given year, they must be reimbursed by an additional 5%.

(*Note: Monetary figures were shown in US$ as a general currency; it must be converted accordingly and appropriately based on conversion rates.)

Though this is not a full strength plan, it is a necessary start, and a reasonable start, in order to be able to be achievable by all decent nations. The Dis-Powering Act is a necessity, and the Oppresed States of ForeSarin encourage all nations to pass even larger, more inclusive enviromental packages within their own nation.
The exceptions to this resolution include:
1) A WA nation classified as a “third world country,” by the WA, does not have to implement this resolution until its status is upgraded.

2) A WA nation determined to be “at war” by the WA, is exempted from continuing the program, but must have a backup program/plan.

3) A nation whose economic situation is detrimental may plea to the WA for a reduced strength “A Dis-powering Time” resolution. However, should the WA at any time deem a WA nation’s economy stable enough to support the full strength resolution, it must be implemented under order from the WA.

After this resolution’s passage, it must be instituted within three (3) months, otherwise face WA ejection, or plea one’s case for additional time, that cannot be in excess of an additional eighteen (18) months, to be granted only by and through the WA.

1. Nations shall increase tariffs on imports to protect small local businesses from multinational corporations. Nations shall also increase tariffs on exports to encourage businesses to sell products on the domestic market instead of to foreign countries.

2. All corporations shall be required to pay their workers a living wage which shall be indexed to inflation.

3. All workers rights including a safe working environment, the right to form and join workers' unions and the right to strike shall be protected by this agreement.

4. This agreement strictly prohibits businesses use of pesticides and other harmful chemicals which harm the environment and people's health.

A resolution to increase the quality of the world's environment, at the expense of industry.

Description: REALIZING that numerous environmental paradises in the world are being destroyed by man.

REALIZING that we should appreciate our planet for its beauty in nature, not its natural resources.

Theredore PROPOSING these outlines:

1) An area of land that is rated Environmentally Stunning shall be marked off and named No Man's Land.

2) No Man's Land shall be kept off limits to diverse organizations that come to plunder No Man's Land of its natural resources.

3) A tourism system shall be created that shall allow only sightseers and tourists into No Man's Land for viewing, cable rides, walks, jeep tours, et cetera.

4)No Man's Land shall only be used for preservation and tourism. No drilling and deforestation, et cetera, companies shall be allowed to rob No Man's Land of its resources. This area is to be preserved.

5) No nations or bodies may take a part of No Man's Land and declare it to be theirs. No Man's Land shall be an area that is shared by all nations to be an independent entity, hence the name No Man's Land.
I REALLY want to know how this will be enforced and it might also try to affect non WA nations. Oh and WRONG business affected.

Observe; that afther a criminal is over the borderline, police authorities, which were chasing the criminal, can't do anything;

Observe; that criminals get away from prosecution by crossing the border afther they commited a crime;

Therefore,

Allow; that the chasing police authority may follow the suspect on foreign territory untill the authority with juridiction of that area arrested the suspect;

Therefore,

Strongly Urge; other member states to allow neighbour countries to chase suspects on their soil untill the authority with jurisdiction in that area makes the arrest.

I would think this tries to affect non WA mamebers that border WA members.

Upon re-reading it I have just realized the author, in fact, had the correct wording, which I had misread. (I claim temporary insanity for thinking 'bear' in the sense of right to bear arms was spelled differently) So much for my attempt at humor.

Still a very bad proposal, even ignoring the category violation, as it does not effectively either protect the right to bear arms. (with no definition of 'license', which means nations can restrict it as much as they like or even simply not issue licenses - assuming that he refers to a specific 'gun license' and not a driving license, which is also not specified.)

This is unnecessary; wait until the Jolt forum is exhausted before forking threads between the two forums. It's hard enough keeping track of one.

This is pretty much derailing spam, but I could say the same for moving the Passed Resolutions thread over to NS and deciding to never update the one here again... "wait until the NS forums are official before etc etc".

Anyways. We need to choose one forum or the other; this is just ridiculous and unorganized. Resolutions are popping up on the NS forum, but not here, which means they are receiving a considerably less amount of 'review'; or, vice-versa, if you want to argue it that way. Either way, it's inefficient and annoying.

It may be fine for II and General to use both forums, because those forums are used on a topic-by-topic basis anyways. This forum is used for a single function, so it doesn't work that easily.

Outlaw of Gambling

A resolution to legalize or outlaw gambling.

Description: Problem: Gambling buisness owners are cheating, and stealing money from people.


The outlaw of gambling would be helpful to governments, to destroy poverty. People would not become poor; they would keep money instead of gambling it away. People would have more of an incentive to get a job, and poverty would not only level out, but decline.

Expected Effects:

Prevention of corruption. People will not be corrupted and addicted to gambling.

Lower poverty. Citizens will not gamble all money away, and gambling buisness owners will already have money from previous gambling, providing a safety net for them.


Clarification:

No gambling of any sort is aloud.

This includes betting money over who will win a game, playing a game for money, usage of public gameboards that could, in any way, used for gambling.

Usage of gameboards should be privately used, and no money in the game is allowed. Anyone may use card, board, pool, etc., but nothing that is owned by another person may be included in the game.

Punishment:

Anyone caught will be tried, and if found guilty, will be punished to 5 years in jail, and must give back tenfold what was won in gambling to the opponent.

Wait? So this will kill ALL gambiling even gambling between friends in private homes and if yer caught you HAVE to spend 5 years in jail AND pay back tenfold to all your friends if you win? What happens if they can't pay it back? Do they get shot? Burned at the stake? Spend MORE time in jail? In MY OWN PERSONAL OPINION this is just Bloody Stupid, but you all can make your own decision. Also, bad word usage is in here, due to this:

No gambling of any sort is aloud.

Aloud? Last time I checked betting is rather quiet, it's only when you win the 3 million (Dollar) jackpot that people scream for joy.
