Description: PROBLEM: The gap between the rich and the poor is increasing every day, not just in terms of social equality inside the regions, but also between the regions of the world. It's up to the richest countries to HELP, to do something!

OBJECTIVE: Create a Social Fund. The SF will keep the money given by the wealthiest Nations and then redistribute by those who are in need.

HOW:

1. It shall be created a Social Fund Board, composed by 5 Nations: - NationStates 1st nation founder or delegate; - The Wealthiest Nation founder or delegate; - Almourol(who proposes this resolution or someone indicated by this Nation); - Two Nations elected by the W.A. delegates in a frequency to be decided.

2. INPUT: Each wealthy nation should contribute with 1% of their GDP

3. OUTPUT: The Board should decide which countries are in the most need, and every country or region has the oppurtunity to present projects to be considered by the SFB in the funds distribution.

4. After the approval of this proposal, the 3 nations in the Social Fund Board, must create the Social Fund Regulation and create conditions for the election of the other two Nations.
This Regulation, must have present the composition of the SF, the frequency of the redistribution, and all the rules to equal and effective redistribution.

Conclusions:

This resolution, simple by it's nature, demands the commitment of all delegates. I'm presenting it like a "has to be done" sketch. After it's approval a deeper reflexion will be necessary. Let's make history, let's make the all world proud.

Regulation(7): The World Assembly shall not collect taxes or fees of any kind from Non-Member States nor from WA Member States.

Which isn't surprising given that they are the only two paragraphs written in intelligeable English. Maybe SETI should search North Guam for intelligent life first?

it is for this purpose that I propose the implementation of international law repealing the ban on child labour in industry. You might have better luck reinstating child labour if you actually repeal the resolution that bans it.

I feel sorry for the goblins, trolls and carp though. I'm pretty sure I've seen a NationState inhabited by goblins, and there's probably one of trolls too. I'd be tempted to make a nation of talking carp just to argue against the proposal in the WAGA.

And the definition of racism used is 'Bloody Stupid', because _
1/ It totally ignores non-lethal acts;
2/ It doesn't allow for killing in self-defence, legally-mandated executions, legitimate acts of war, or any other situation where the motive for killing somebody of another racial group might actually be something other than 'racism' as most people would understand that term...

this resolution requires that nations ;

1. cease all production of anti-personnel mines,

2. cease all import or export of these mines except for the purpose of their destruction,

3. cease all stock pilling of these mines, except for the purpose of their decomission,

4. cease all laying of these mines either in peace time or in war,

5. provide accurate mapping of all and any mines laid by them for the purpose of the destruction of these mines,

6. provide adequate funds for the aforementioned destruction,

7. provide adequate funds for the treatment of those civilians injured by mines they have laid,

8. not provide plans for the construction, or materials for the manufacture of these mines to non World Assembly Nations.

9. Begin and in as relatively swift a time as possible finish the process of destroying any and all Anti-personnel mines in their posession or within their territory,

All of these above provisions should be carried out emediately where stated or within as short a time period as practicality will allow.

Description: In these troubled times, one can only wonder how exactly to best the impending environmental problem. This proposal will solve the environmental problem and our fears of a receding world.

I propose this: In the beginning of each new human life, a tree will be planted to strengthen the partnership of humanity and the world. We must stay in contact with nature to secure ourselves as a dominant force on the earth. Each tree planted will have a human who is to look after the tree, and nurture it. If any tree happens to die the human will be slain in honor of the tree. His or her blood will be fed to a sapling to make it stronger and surpass the feeble human who failed.

This proposal will help humans stay in contact with their natural ties, and help rehabilitate our connections with mother earth. This could also control the ever growing population, and will have a positive effect on culture.Ignoring the ludicrous notion of killing people simply because a tree dies, how the hell does this qualify as Automobile Manufacturing?

No, it just seems a bit silly that somebody should post a proposal when they haven't bothered to learn even that much about how things work. My own government has always been inclined to take a Sovereigntist position as far as nations' internal affairs -- rather than their interactions with each other -- are concerned, but we do realise that the WA has the potential power to legislate on internal matters too and that lines such as "It is not the place of an international organization to rule who people are tried" are therefore in error: If the WA votes that it is "the place of an international organization" to make such decisions then, as far as the WA's members are concerned, it is...
Now, had they worded the clause "Believing that legislation about such matters should be made at the national level, rather than internationally", that would have been fine...

Gosh sorry i wasn't even attempting to give some sort of ruling, i'm sorry if it looked that way, i just presumed that since i'm obviously not a mod that noone would even care what my opinion was let alone think i was making a pronouncement. In conclusion, I believe that more money should be focused towards extra programs to help gifted and genius kids, rather than trying to give unintelligent kids something to do when they're bored.

The current bill, reducing the energy need for illuminating our homes, offices and streets to 20% of previous level, will have a negative effect for energy companies, such as those producing it through nuclear power stations.

Since the uranium mining industry is the only option of impact for environmental bills proposed to WA, it was chosen so.

Description: It has been noted that nations within the real world are having problems meeting the demand of food and fuels; specifically biofuels to this effect.

With real world fuel prices going stratospheric, the option for biofuels is tempting, but recently the problem with biofuels is that even if you have cheap fuel for transportation and industrial purposes, the need for food is deminished because of land used up for biofuels.

With this in mind the industry has 'experimented' in genetically modified crops and even within bio-sciences to see the visual impact of their research for the benefit of good.

Currently there is the technology available to produce genetically modified crops, but with opposition from environmentallists and other fundamentalists groups, not to mention the general public for the purpose of providing food, it should however be used instead of growing biofuels instead.

The idea would be to grow crops in areas where normal crops do not grow, leaving existing non GM crops for food production, also if the availability of land is not present or is limited, then technology can be developed to grow GM biofuels in buildings which on levels will have as much area as a typical non GM crop field (that is use GM technology to force the GM crop to grow in artificial conditions using soil as a base in a container being grown using artificial lights or similar).

It is proposed that nations adopt the principal, advancement of technology and individual action in providing GM biofuels leaving areas of non GM crops for food production only.

Upon completing a session, if a conclusion has been reached the members can then vote on the outcome. If no conclusion has been reached, it can be offered to be returned to at the next session.

THIS alternate method allows WA meetings to occur more frequently as well as the members being safe in their own nations and gives the WA more chance to argue the points of their view without interruption.

c. A tape of the witness speaking and written copies must be supplied to both parties.
d. Either side my request a witness' testimony but both sides must receive it.
e. The side that called the witness may meet with the witness but only after the witness has already given testimony.
5. Evidence All forensic evidence must be given to both parties. The people who found this evidence may choose either side to be on (assuming of course that the side- Defense or Prosecution- is willing to take them). The opposing side that the forensic detectives did not take sides with, is allowed to bring their own forensic detective and inspect all of the previously one work. The other forensic detective must be notified of any new work being done. This is to make sure that both sides have equal understanding of evidence.

In my personal opinion,all guns of any sort should be outlawed, melted and recycled.

But thats not what I'm here to propose on this day, as I'm sure that that could not happen in the near future.

Instead, i wish to propose that we fabricate high tech laser guns.
Each gun would have to be fitted with and linked to a computer or computers checked at all times by WA officials(working in shifts).

All other guns would HAVE to be destroyed.

The gun would need fingerprint ID.
If the fingerprints do not match those of the registered owner, it could not fire.
The gun would only activate when it can get a clear reading of the owners fingerprints (assuming the owner is carrying the gun,if he is not, even when the fingerprints are clear it would not activate, as the fingerprints are not the correct ones).

Every shot would be registered on the WA records with the data regarding the guns owner (the ONLY person that could have fired the weapon).The data would be transferred via the computer withing the gun itself to the WA computers.

If someone was to try and destroy and or tamper with the computer in the gun, an allarm would emmediatly go off in the WA sector responsible for gun control, and a team dispatched to retrieve the weapon.

The tamperer would be heavily fined and would lose any right to carry a fire arm in the future.

It is my strong belief that a system like this would seriously reduce gun caused injuries and fatalities, robberys any other gun related crime/problem. A large investment to save a LARGER number of lives.

Uranium Mining requires the destruction of enivronment specifically the forests. While ecotourism not only takes care of the forests and the different species of faua and flora, it also contributes to the economy through tourism receipts and construction of hotels.So, it doesn't only benefit the environment but also the economy.

I propose that you make ecotourism an industry and possibly ban uranium mining...

I am not sure if it makes new legislation. The argument is that Resolution #10 does not state any requirements that should be considered before a nation is granted them. And than that these requirements MIGHT be...

But maybe this is the new legislation "... replaced with a new resolution, which moves to prevent Nuclear War, similar to the one suggested earlier."

As a not native speaker I didn't saw the spell mistake, but as it is in a section that might be I do not care about that.

And about that it would make all nations mere puppets of the WA, that is already so. Every new resolution will bind the WA nations further. (Hopefully it gives the nations a better co-operation and with that a better future, but we will never know now.)

Numerous problems with this, and I think it's a category, or at least strength, violation, though maybe not enough to make it illegal.

The proposal confuses debt and deficit, and within that confuses budget deficits and trade deficits. The UK, running a trade deficit, dominated global commerce in the 19th century. In the 20th, the US became an economic superpower while running hundreds of billions of dollars into the red on its balance of trade.

You cannot simply cancel out national debt by waving a magic wand. And this proposal contains absolutely no provisions to reduce debt (which would largely have to be done by individual nations anyway).

And, of course, 'all currencies in the international spectrum be rendered as equal' has no meaning in English.

Forward- According to Resolution #2- Rights and Duties of WA States, Section II, Article 5, every NationState part of the WA has a right to declare war on another NationState if and only if the opposite party also agrees and issues a declaration of war. According to Section III, Article 10 of the same resolution, The WA is not allowed to aid or commence a police or military operation. This resolution or any resolution does not suggest that there cannot be a WA Peacekeeping force.

Goal- The goal of the WA Peacekeepers is to aid civilians in unstable regions, and help stabilize and rebulid governments after events of disaster.


Section I
Requirements for Peacekeepers

Article 1-Giving support to WA Peacekeepers is voluntary and never under any circumstance is to be compulsory.

Article 2-Support can not come from a government of poor and unfair civil rights but a government with at least “good” civil rights.

Article 3-Peacekeepers cannot come from any NationState that is currently in war with another NationState.

Article 4-All WA Peacekeepers must come from only NationStates that are members of the WA.

Article 5-All NationStates that give peacekeeping support must be unbiased towards NationStates that are currently in war.


Section II
Duties of Peacekeepers

Article 6-Peacekeepers are not to engage in any police or military operations are to remain neutral.

Article 7-Peacekeepers are only to help the civilian populace, they are not allowed to help any solider that is from a country currently at war.

Article 8-Peacekeepers may be armed, but are not allowed to open fire on any person unless on rare occasions when the WA grants peacekeepers to open fire on a person/persons.

Article 9-Any peacekeeper who breaks one of these articles will be held on trial at a WA court for all charges that concern the peacekeeper. The peacekeeper will have the right to a fair trial as suggested in Resolution 13.

Article 10-An investigation will be held into the incident by a neutral party and all evidence will be presented in court. A WA army by any other name is just as illegal.

This bill will alocate more than 10 trillion dollars from all the worlds goverments to devolp a transport network to move the alternative fuels. Another 10 trillion dollars will be allocated towards finacing factorys to produce the fuels. 10 years after this bill is passed gasoline will be outlawed throughout the world except for military purposes and use in industry for plastic.

Argument: This act is fairly old and it is about time that it becomes updated.
If have done some research and have found out the numbers in the resolution are no longer correct. The number of 3 to 1 has increased to 4 to 1.

It is realized that any WA member is allowed to posses nuclear arms to defend themselves from any hostile nations, and the right is reserved for individual nations to decide if they want to possess nuclear arms, and it is required that any nation chossing to possess nuclear weapons is to take every available precaution to ensure that their weapons do not fall into the wrong hands.

As stated in resolution 10 all the necessary measurments have been taken to ensure the safety of Nuclear Weapons, but as the number increase in population, the WA is slowly becoming outnumbered by the rouge nations of the world.

So what is to be done to ensure the future safety of all nations. There have been two proposals brought to my attention:

1. The world assembly creates a treaty that will be signed by all member nations and all non-member nations stated three things:
- All nations are to disarm all forms of nuclear weapons immediately
- A nuclear waste from these disarmed weapons is to be disposed of in the safest of matters.
- All nuclear arms facilities may or may not be turned into nuclear research facilities to ensure a technilogical advancement for the world's future.

2. The world assembly pass a worldwide ban on nuclear arms and nuclear technology and it must be agreed that all nations shall cease all progress on any nuclear weapons, technology, and research. This will ensure the world's safety for many years to come.

I do not much care for the second resolution becuase I feel that it is exceeding the limits far to much. I feel that it should be necessary to proceed with resolution number 1. So here is my final propasal:

REALIZING that WA members are outnumbered by non members by about 4 to 1,

ACKNOWLEDGING the fact that only WA members are required to comply with WA resolutions,

NOTICING the fact that many non member nations are becoming more hostile towards member nations than ever,

REQUIRING all nations of the world proceed with this resolution both member and non member alike,

This, in my opinion, makes the proposal 'Bloody Silly'.

Re clause #5: Isn't "3rd world nations" a RL reference, and thus enough in itself to make this proposal illegal? And isn't it also illegal, for that matter, for proposals to affect different types of nations in differing ways?

That would fall under the "Illegal" portion of this thread. The WA may not have an army by both game rules and passed resolutions. See the Passed Resolutions (it's #2) in the game, and the Rules for WA Proposals, stuck to the top of this very forum.

I'm amused that his (her?) greatest concern on the use of hydrogen bombs is for the environment instead of, y'know, the millions of humans that would be melted from the blast. Especially since people are much more likely to be targeted than "entire forests" and "animals that eat metal."

True, but it is an inventive way of solving the problem! However, the maths is lightly flawed (I think it means 8*log[(x/10)+1]), but even then the age of consent for a human (going by the world life expectancy, which is 66) could be no more than 7 years old

That might be an interesting question. Unlike the United Nations, the Olympics (actually the International Olympic Committee) has a prior use case several thousands of years ago. In addition the organization is the IOC. The logos and etc would be copyright and trademarked but the word itself may not be completely enforceable in a court of law.

On the other hand, this resolution simply fails in so many ways. World games would be a better name, but then again, you have to write the resolution to fit the category; Education and Creativity - Cultural Heritage? I think not.

It is very simple. We are not asking to completely forgo the use of medical treatment. Some medical treatment is necessary, if it will save a life that is. We are asking for a unconditional removal of all cosmetic surgery that is not life saving. This includes plastic surgeries of any kind and well as sexual enhancement drugs. If a man is impotent, nature has seen fit to make him that way. He should not be allowed to use drugs to reinvigorate his essence. Nature has seen that he should not pass on his genes, who are we to argue. In doing this only the genes nature sees fit to pass on, will be passed on.
Everyone has a right to live a healthy life, but as nature shows us, not everyone has the right to offspring. My fellow nations, I implore you, allow nature to take its course.

There are enough Real World people who share this opinion that I'm not inclined to remove it as grossly offensive.

I propose that the currently existing resolution titled "Prevention of Torture" be repealed or modified to allow for exigent circumstances.

This proposal allows for the full definition of torture as given in the resolution titled "Prevention of torture"

I recognize that torture is a inhumane act and can be considered a degradation of human rights.

I would, however, request that the World Assembly recognizes that in the case of exigent circumstances torturous acts may be necessary to procure information that may be vital to the security of the international community.

This proposal defines exigent circumstances by the following qualifications:

1. The information needed must be needed for ensure the well-being of numerous persons of this international community.

2. Procurement of the sought after information will result in the prevention of terrorism, assasination, or war

3. There are no other reliable and/or available sources of the sought out information outside of the subject of the torturous acts

This proposal also allows that torture should employed for the procurement of information only, and not as a correctional or rehabiliatory action. Nor should torturous acts result in death or permanent disfigurement.

I don't think it's really a world police, just more of a WA security force. I see a "kinda-sorta" house of cards violation, but that's on the edge.

This "Inspectorate" would only have power on WA land. That's not a whole lot, and wouldn't quite qualify as a World Police. It *is* a policing institution though, and my humble opinion isn't worth anything directly anyway. I'm a tad worried about them running up the marble steps and taking all the diplomats hostage, but that is another story....

The religious communities would not have to allow the service to be held in one of their churches, they would not have to formally recognize it, nor would they have to think about it, but for fiscal purposes, lawful purposes, etc. the two would be married, wether recognized or not.

All people accused of minor crimes retain the right to a fair trial, if they can convince the judge before the trial that the crime they committed was minor, not major.

Description: WA Resolution #15: Freedom of Marriage Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.

Argument: It is recognized that the aim of WA Resolution #15, the tolerance and defense against persecution of couples upon grounds of sexual orientation, is benign in its intentions. While the promotion of tolerance through equal rights is an "amiable" goal, however, the Freedom of Marriage Act has set upon itself a fundamental contradiction.

Article 1b of Resolution #15 states "This resolution does not affect the criteria and restrictions in existence for the celebration of rites within religious communities." The definition of community includes "a unified body of individuals as a state," which many nations within the World Assembly have taken to heart when founding their nations. Simply put: these many nations are theocratic in nature and have established their states upon the foundation of their religion, forever tying their faith and government together.

To enforce the provisions of Resolution #15 is to either promote discrimination amongst nations or to turn itself inside-out and violate its own self. In the former scenario, nations that are founded upon religion will be legally exempt from this Act while all other nations must comply with it, resulting in a preferential treatment of these nations over all others. In the latter scenario, all nations that are founded upon religion will be forced to remove the "restrictions in existence for the celebration of rites within [those] religious communities" and therefore change its government on a basic level.

Following through the latter scenario is to violate Article 1 of Resolution #2, "Rights and Duties of WA States," which states "every WA Member State has the right to independence and hence to exercise freely, without dictation by any other NationState, all its legal powers, including the choice of its own form of government."

Therefore, all responsible heads of states are called upon to recognize the violation that is enforced within Resolution #15 and vote for its immediate repeal.

Argument: This resolution must be repealed. It enforces that gay marriage be allowed in all WA member nations. This would take the nations sovereignty away and does not allow nations to oppose it. Gay marriage is not something to be made an international law, but rather a domestic one. If a nation wants gay marriage, they should have it, if a nations doesn’t want it, they shouldn’t have it.

It is not in the power of the World Assembly to enact laws that have no place as an international issue.

Listed below are valid points of nations that oppose gay marriage.
1. God (the Old Testament of the Bible which cover Jews and Christians) created free will, not Gay people ("God made me this way" is not an excuse)
2. No one is born Gay like no one is born racist (nurture, not nature)
3. Being Gay is a choice (free will)
4. Choosing to be Gay is choosing to be an outcast (by being separate from the group of straight people)
5. Everyone shouldn't have to accept the beliefs of an outcast (it’s like creating a religion and demanding everyone accepts your God)

"George Bush" is a real world reference. "The Bible" has been adopted by enough NationStates nations to effectively belong here. At the risk of being offensive, it's as generic as 'aspirin' or 'zipper' these days.

As for "grossly offensive", I'm not going to apply that particular brand of political correctness to a religious argument. People on the other side of the argument may consider it offensive, and history may indeed support that side. For now, it's a widely held opinion, and it's not the place of NationStates moderation to attempt to squash it. Debate it, because I won't delete it.

Ok i'm not making any pronouncements or being argumentative but, Racism is a commonly held belief system and yet swastikas are banned (rightly in my opinion ) and so would a similar resolution banning inter-racial marriage on these grounds and in these terms ( i think i'm right in saying? ) so why the leeway for this particular form of prejudice? I should say that in my region of the Real World this kind of thinking would be considered very extreme indeed and might very well be considered "hate speach" if you'll excuse me saying so.

NationStates doesn't have a rule prohibiting "hate speech". It is site policy that even outrageous opinions may be stated and debated. Otherwise, a very small group of players (the mods) become ultimately responsible for what can and cannot be discussed here, a method hardly conducive to open debate.

It's up to the players to prevent such proposals from becoming law. In the past six years this had been an adequate defense against illogical and hateful ideology. We'll continue to support this approach until the site owners tell us otherwise.

Per instructions from the site administrators and owners, we currently ban the Swastika as a national flag. It's not banned from discussion, nor do we prohibit Nazis or Nazi roleplaying.

There is no prohibition on racism or racist behavior, as long as it doesn't break the other key rules defined in the FAQ, specifically any content that is:

obscene
illegal
threatening
malicious
defamatory
spam

The World Assembly expressly forbids the posting of proposals that promote the genocide of a people, regardless of type, as virtually all of these fall afoul of one or more of the previous six forbidden actions. There is no other specific ban of racism.
