Description: Noting that not everyone is free in the world because of the justice system.Improvement is needed for the people who are not being treated fairly by their justice system.
1.All people should have the right to go to the courts and defend their beliefs on how they feel if someting is not right in their eyes.
2.Religion has its' freedom in the courts and should not be abused. Example:
A Muslim judge is confronted with a Christian person who is wanting to defend his beliefs against another Muslim is sueing him. The judge makes the Christian guilty even though the Christian is telling the truth.T
This example can be visa-versaded.
3.Showing that their is not one to blame if someone is mistreated in the Justice System and that it should not be the judge who gets the blame ,the jury /if the nation has one/ can take the blame if they ment to make someone guilty.
4.People SHOULD HAVE THE FREEDOM TO DEFEND THEMSELVES OR their friends and family in court!
5.The Judge has freedom as well. He has the power and freedom to make someone guilty or not guilty. That power and freedom must not be abused!
Showing that every one is free in the justice system. Their should not be a religious judge who mistreats others. That the jury can be held guilty. The judge has rights and must not abuse them.
These are freedoms that the world has turned down in various nations. This adds rights to nation's justice system.Anyone have any clue what this actually does?

Description: The Protection Of Marriage Act
1. Will repeal all laws that go against the Traditional Marriage.
2. Traditional Marriage is recognizes as between a man and a woman other marriages will be held invalid.
3. Also Adoption will only be permitted to Heterosexual Marriages. Traditional Marriage.
4. Homosexuality goes against Natural Law.
5. The Natural Law is Man-Woman not Man-Man or Woman-Woman.
6. In good Common Sense Homosexual Marriages should not be permitted, within the member nations. Illegal, tries to repeal a resolution without being filed as a repeal.

Resolution: #15
Proposed by: White Republicans
Description: WA Resolution #15: Freedom of Marriage Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.
Argument: The Freedom of Marriage Act should be repealed because it fails to recognize the sovereignty of nations to make their own laws defining what marriage is. Marriage has been the sacred bond between one man and one woman since the beginning of time, this act is a perversion of that bond, and forces what some see as an immoral act upon nations.
This is either pure NatSov or Honest Mistake (marriage hasn't been a sacred bond between anyone since the beginning of time, neither does FoM force gay marriage on nations). I can't decide which.

Resolution: #10
Proposed by: The Owens Empire
Description: WA Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.
Argument: The World Assembly should repeal this act because:
I)Realization
1) The governments of the WA cannot afford to get
involved in a war with any other nations becuase as it is
said that they are outnumbered 3-1.
2) The governments of the WA should be able to protect
themselves against the other nations.
3) It is important to protect yourself but there are other
means of doing just that.
4) The WA should look out for the worlds intrests, not
just its' own.
5)The world needs to protect itself from all threats
regardless if they are in the WA or not.
II)Threat
1)Nuclear weapons have always been powerful weapons, they
are a threat to the people who are faced with them as much
as they are a threat to the people who wish to use them.
2) If the nuclear weapons should fall into the wrong
hands, it would be disasterous. The world wold go into
caos.
3) The world needs to protect itself from all threats
regardless if they are in the WA or not.
4) Nuclear weapons are nice to have but we must not take
the risk that they will fall into the wrong hands, that
risk is much greater than a risk of a non-WA nation
attacking a member.
III) Resolution
1) Dismantle all nuclear weapons.
2) Use deplomacy not war.
3) Encourage nations to join the World Assembly.
4) Offer rewards to nations that have already joined the
WA.
5) Offer rewards to nations that do join the WA.
IV)Effects
1) Reduce ALL nuclear accidents
2) Reduce the number of nuclear weapons reaching enemy
hands to zero.
3) War between WA members and non-memebers would be
greatly reduced.
4) Strengthen the relations between all nations around the world.Illegal, contains new legislation.

Actually, he doesn't have any powers to abuse. If you mean "his powers to Reply to a topic", I'm pretty sure both he and you have equal powers in that respect. The fact that something appears in this thread in no way determines whether something is illegal, silly, or both. It's an opinion thread, and all sides are welcome.
It's up to me and the other WA mods to determine if it meets the legality test. In this case, I'm pretty sure we left it up for the normal proposal period, whereupon it died without having gotten enough support.

Reason: There is no Right to Free Public education provided by a government, funded by taxpayer dollars, thus, there are little to no jobs left in many nations.

Description:
PROPOSES an alteration in the nation-wide bankruptcy plan.
REGARDS those declaring bankruptcy as property of the national government to be bought, sold, and traded as a private worker, or slave, to any citizen of the nation.
REQUIRES that those acting as a 'slave' must be willing to do anything within the 'master's' demands, so long that it is within the national law (no activities prohibited by one’s respective federal govt.), though all other demands must be met. Once the individual acting as the ‘slave’ has fulfilled a previously determined time frame, the decision having been made in a national court-of-law, they will be released back into society just as they were, though all of their possessions (house, furnishings, etc.) will have been re-possessed by the government. In being released back into society, they will be granted a bank account in their name containing a sum of 50,000 (insert currency here) for each year they have contributed their labor to the economy of the state.
STATES a slave as an individual who works and/or provides service to another individual with no immediate compensation, monetary or otherwise.

No, by voting for this resolution we can create a High Court with the duty of maintaining our sovereingnty, but takes the challenge to do justice in cases brought before her by member states only who ratified this resolution.
This court has only an arbitrarian function and its verdict are only binding for the parties envolved.
The reason for this, is the fact that state sovereignty is highly important and nation should only go to court without an another nation obligating them to do so.
After a couple of years we can evaluate this system and propose new resolution to strengthen this court and its ruling.

Does this actually do anything?
If you are going to read it literally, no longer can "the guns of the public" be used. Presumably, privately held firearms would be unaffected.
One *could* interpret "guns of the public" meaning "guns owned by/paid through public funds and/or governmental entities," yielding a net effect that, say, police and members of the military would not be allowed to use guns, while private citizens could.
This would be fun since it seems to completely invert the (presumed) original intent of the "proposal," though it is so vague and poorly written that too deep of analysis (indeed, even this much) is probably a waste of time.

Description: For too long, worker's rights have been put on the back-burner, and human rights violations in the world's factories have gone unacknowledged and unnoticed. This proposal is intended to protect the rights of factory workers.
Proposal: The total abolishment of oppressive, or "sweatshop" labor.
Sweatshop labor is defined as:
- Any working conditions in which dangerous machinery is used.
- Any working conditions which require workers to work more than 40 hours a week, without sufficient pay.
- Any factories that do not compensate workers fairly for the labor performed.
- Any working conditions in which workers are denied health benefits.
- Any working conditions in which workers perform labor in unsanitary environments.
- Any working conditions in which workers are exposed to potentially harmful materials.
- Any working conditions in which workers are subjected to extreme temperatures.
- Any working conditions in which workers are subjected to physical, sexual, or verbal abuse from employers.
- Any working conditions in which workers receive no pay whatsoever.
In short, corporations and factory owners must be held accountable for the failure to improve the standard of living for workers and improvement of working conditions.

Description: It has become quite apparent that Christianity has come under the fire of several non-Christian groups all over the world. God loves each and everyone of us, even we do not return that love. He created us and saved us. He is always willing to accept us back into His arms when we go astray. This preposal would require:
1. All nations allow Christianity to be practiced in their nation.
2. Christians will not be persecuted for their faith.
3. All schools will allow Christians to pray in school and that the teachers have the option of teaching Creation instead of evolution.
I hope the nations of the world will see the vital importance of this preposal and allow the Christians of the world to share the Gospel to those who need God's healing touch and grace! God Bless!!
Moral Decency? It looks more like a combination of Human Rights and Education to me.

- Any form of labor in which workers are considered property of the employer.
- Any form of labor in which workers received no compensation whatsoever for the work performed, monetary or otherwise.
- Any form of labor that requires children to work full time, thus not allowing them to seek an education.
- Any form of labor in which workers are treated as prisoners.
- Any form of labor that does not allow for time off.
- Any form of labor in which workers are not provided a break.
- Any form of labor in which workers are not provided overtime pay, having holidays off, basic healthcare coverage, paid maternity leave, etc.
Any employer who violates these guidelines must be held accountable. As the world's governing body, we must make sure that working conditions and workers rights are improved around the world.I originally planned to list this as having too weak of a strength, but then I noticed that while it defines all those things as oppressive labor it never actually bans those practices so it actually does nothing. Of course some of those things listed are covered by other resolutions already too.

Description: The world is too divided at the moment. We need to have a large amount of nations band together (such as the WA) and go beyond and pave the path to knowledge. If we unite, we can go beyond our planet and explore deeper into space and discover more things than ever imagined. New evidence is showing of the abundance of water and other organic compounds in the universe. We need to investigate further. Is ther any other life in our universe? What else is there? Can we colonize new reachers of our universe?
There are three ways to increase travel that are widely accepted:
One: Dark matter. It is believed that a dark matter propulsion system will cause our spaceships to travel much faster than our current maximum speed.
From: http://www.thehistorychannel.co.uk/site/tv_guide/full_details/Technology/programme_568.php
Scientists have no idea what it is but have ascertained that dark matter and dark energy make up 96% of the universe.
Dark matter is everywhere. It passes through everything we know on Earth, at billions of particles every second, yet no one has ever made a direct detection of this mysterious dark substance.
An even more bewildering force is dark energy, which is rapidly pushing apart our universe. Discovered only ten years ago, scientists are struggling to comprehend its unusual characteristics and to answer the ultimate question concerning the fate of our universe.
Two: Wormholes. I think we have all heard about these. A wormhole is a hole that bends the universe (almost into a circle) and goes THROUGH the middle and comes out the other side. It is believed that there are two ways to acquire the technology to produce wormholes. Theory 1: Build thousands or possibly millions of lasers on asteroids arranged in a sphere and concentrate their beams into one spot. Theory 2: Atoms are believed to be made up of smaller and smaller pieces, and the smallest pieces are "universal foam." It is believed that if we can acquire enough of this "foam," we can create a wormhole.
Three: A warp drive. A warp drive functions by creating almost a wave in space. It enlarges space behind it and shrinks space in front of it, being pushed by the space behind it and gliding over the space in front of it. This promises to give us faster than light propulsion. Couple this with dark matter propulsion and we can create an extremely fast travel rate.
I say that the WA should unite and fan out, discovering the universe, and acquiring more space.
Also, there are scientists working to discover proof of new universes. So, perhaps, by initiating this plan, we will reach further reaches of our DIMENSION, not just our universe.
There may be room on earth, but soon there won't be. We need to think of the futurre, and we need to understand ourselves more. The universe is open to exploration. We must explore and expand. We will have smarter citizens, more land, more people, and stronger economies.I do believe that the URL there constitutes a RL reference.

2.The WA member won't be equal anymore, they will be classified between those with nuclear weapons and those without them
3.Apart from leading to unequality among WA member states,it makes some countries too much powerful. Remember that anyone could left the league at any moment.

Description: Lately there have been some pretty stupid issues that will only effect our nations negatively. For Example:
"Violent Violetists Demand Blood!"
Members of a new weird religious cult, called the Order of Violet, ask for the government to appease their mighty god by offering Her a sacrifice of the human variety.
The Debate
1. "What have we got to lose?" says religious freedoms advocate Lars Steele. "Just cut up a few homeless folk - it appeases this group's bloodthirsty Goddess, gets rid of unsightly bums that drain welfare, and everybody goes home happy."
2. "We must go much further than a few beggars!" argues the overzealous High Member of the Order of Violet, Billy McAlpin. "You must pass a law that everyone's first born child must be slaughtered, on live TV if possible. Think of the viewing figures!"
3. "You aren't going to listen to these whackjob Violetists, are you?" comments Naki Spirit while leading a prayer group. "Human sacrifices! Surely we're too civilized to permit such barbaric practices! These lunatic fringe groups should be outlawed, and their leaders should be executed!"
4. "Who's being a lunatic?" retorts Elizabeth Nagasawa of the Greater Germans Humanitarian Society. "I agree that these practices ought to be outlawed, but instead of sinking to the same level of these fanatics and killing our fellow people, why not simply start a re-education program? Even the worst person can be rehabilitated into a useful member of society, with enough time, care, and lots and lots of funding!"
I urge the fellow nations and regions of Nationstates to stop this bull. Since Issues determine how your region and nation stack up against the world, why would you want this crap coming to your desk, and even if you do "Dismiss" it, it will come back, time and time again. The WA proposal list it not the place to complain about issues.

Resolution: #16
Proposed by: Oliarkanta
Description: WA Resolution #16: Sexual Privacy Act (Category: Human Rights; Strength: Significant) shall be struck out and rendered null and void.
Argument: This resolution is only to ask the state to recognize officially the legality of some acts related with non-heterosexuals people.
Every single individual has the right to have his private life, but with this resolution he interfers with the moral and beliefs of the society.
Therefore it is not tolerable that such a resolution encourages the practice of non-heterosexual sex. All nations should be free to decide wheter to accept or not to legalize homosexuals, bisexuals, transsexuals or transgendered individuals. And then there should not be any international law restricting this freedom of choice that a country must have.
In addition it is not morally correct to bring this kind of issue to vote, there must either a law against or no law at all!
CONSIDERING THIS ARGUMENT, I'm asking to repeal this resolution.
This smells like pure NatSov to me. I hesitate to mention that it needs another 69 approvals, though :-)

Description: We all are equals, and we have all the same rights. Our freedom consists in being able to do whatever we want but without entering in conflict with an other individual.
CONSIDERING that we shall put limits to our personal freedoms for the well-being of the society.
RESOLUTION :We should make compulsory the asignment of "civil education" in all education instutes, public and privates of the primary and secondary cycle.
AIM : Laws concerning civil freedoms should be exposed as moral issues to make people respect them without any hesitation.
It is wiser to create a moral instead of assume that people will accept a common moral.
REASONS : Apart from obtaining a better society, this resolution also reduces other problems like crime. It is better to prevent than to punish.
EXAMPLE :We have to tell people that to kill others human being is not legal, but how?? Telling them simply that if they do it they will be condamned to death or simply making them arrive to the conclusion that it is wrong ?.
CONCLUSION : This proposal doesn't not restricts freedom in a quantifiable measure but it just give a scale to every person from their early life.
The better way to do it is to sensibilize children.
NOTICE : Each countries may choose how to adapt the program of the asignment accordind to its convictions dans beliefs.

Category: Repeal
Resolution: #23
Proposed by: Laanveria
Description: WA Resolution #23: Ban on Slavery and Trafficking (Category: Human Rights; Strength: Strong) shall be struck out and rendered null and void.
Argument: The Ban on Slavery should be repealed as it does not take in the interest of all the World Assembly members. Slavery is important to some countries' economies. Without Slavery many countries would have to go through a huge economic reform which could result in the collapse of the economy. Slavery is not neccesarily a bad thing. Slavery can take the homeless out of the street and give them a roof over their head and food on their plates as well as turn them from being a burden on society to an asset. Slavery should not be outright banned but instead regulated. Slaves should only include the homeless, lawbreakers, indentured servants and volunteers. Slaves should also be protected from being treated extremely badly. Slavery should not be banned but instead regulated.
First, "Slavery can take the homeless out of the street and give them a roof over their head and food on their plates as well as turn them from being a burden on society to an asset"? I think this person has confused the homeless with abandoned pets.
Second, "Slaves should only include the homeless, lawbreakers, indentured servants and volunteers"? How can you volunteer to be a slave? Or, better yet, why would you?
Third, it's making suggestions that don't belong in a repeal (or is that allowed?).

Description: In the modern world a "boom and bust" scenario is in existance. At some point in the future a global credit crisis will fall upon us. Unillateral action is required and my government and I submit the follwing proposals.
1) A World Assembly treasury is set up and will contain emergency funds only to be used by member countries in times of severe economic downturn.
2) Restrictions are made on bank managers bonuses and legal action is to be taken if the bank managers exede a certain limit.
3) Large banking organisations such as The Bank Of England and the worldwide stock exchanges are to cooperate in times of both boom and bust and offer assistance to countries suffering the effects of hyperinflation.
Action on this scale will ensure the world will not suffer and this action will prevent millions of pounds of the taxpayes money being used to nationalise banks and bail out greedy bankers.Illegal, RL references.

3. UA will help in International aid such as in genocidal cases, food, water, etc.
4. UA will have a representative from each country which will vote on all problems the UA will tackle. What is with the plethora of WA military proposal lately?

Minority funding of Education
A resolution to promote funding and the development of education and the arts.
Category: Education and Creativity
Area of Effect: Cultural Heritage
Proposed by: Juksereen
Description: For years Minorities have been presented with a challenge of which they do not, (nor ever) deserved. But we can change this sad truth.
By raising taxes, we can help minorities in minoric areas- here are the benefits.-
1) Can bring more jobs and more money to the areas in which minorities reside.
2) Helps create a better environment for our children and their parents/guardians.
3) Provides better education for those who need it desperatly.
4) Will create new openings for civil rights and more
Minorities face the challenge of crime and danger in certain areas and communities. So, with your help, a better change can be made.
So by simply raising taxes we can help minorities? Shouldn't we then perhaps spend the money on something, or will the tax increase alone do the trick?
This doesn't do anything.

Repeal "Freedom of Assembly"
A proposal to repeal a previously passed resolution
Category: Repeal
Resolution: #27
Proposed by: Good Nazis
Description: WA Resolution #27: Freedom of Assembly (Category: Furtherment of Democracy; Strength: Strong) shall be struck out and rendered null and void.
Argument: The Freedom of Assembly legislation in fact is an impeachment of the rights that the rightful rulers of a country deserve, and that they should be allowed to rule their country how they see fit.
FEELING that the WA has taken it's power too far by determining how our nations should be run.
APPALED at how far the sources of authrority in the government have been prevented in dealing with threats.
IMPLORING the right-wing nations to see reason and to repeal this Stalinist legislation that imposes rules and regulations on the people that actually matter in the welfare of a nation.
DISGUSTED at how much of a negative effect the legislation is having on the economy.
I implore you to support this repeal, to make your nation stronger.

Status: Lacking Support (requires 58 more approvals)
Voting Ends: Wed Dec 24 2008 Author apparently blissfully unaware of Resolution #2, which gives the WA the right to supersede any national law the rules allow; nonsensically complains that a resolution granting people the right to organize and protest damages the economy; illegally invokes Stalinism (albeit amusingly, as one is left to ponder how Stalin would have reacted to an international mandate to allow dissent).
The World Peace Act
A resolution to improve world security by boosting police and military budgets.
Category: International Security
Strength: Significant
Proposed by: Marnhull
Description: The enactment of this resolution hereby states that all members of the World Assembly:
RECOGNISE that in this day and age there will inevitably be conflicts between countries,
OBSERVE that this very often leads to military as well as diplomatic conflict,
REALISE that if the World Assembly cannot stop military conflicts between its members then its credibility is seriously undermined,
AND THEREFORE PLEDGE to follow this procedure in the event of diplomatic conflict.
1. If there is a conflict between two or more World Assembly nations that cannot be solved via diplomacy, the arguement shall be brought before the regional delegates of the Assembly.
2. All nations invlolved in the conflict shall be given the chance to present their opinions to the delegates.
3. There shall then be a vote on whose opinion the Assembly sides with, and what course of action is to be taken.
4. If any countries choose not to follow this course of action then they run the risk of being ejected from the Assembly after a delegate vote.
Finally, all members of the World Assembly
DISCOURAGE all WA members from engaging in military conflict with non-assembly nations, although a conflict between a member nation and a non-member nation cannot be brought before the delegates.
Approvals: 1 (Floreria)
Status: Lacking Support (requires 65 more approvals)

Let The Trading Begin
A resolution to reduce barriers to free trade and commerce.
Category: Free Trade
Strength: Significant
Proposed by: Laquada
Description: According to mainstream economic theory, global free trade is a net benefit to society, but the selective application of free trade agreements to some countries and tariffs on others can sometimes lead to economic inefficiency through the process of trade diversion. It is economically efficient for a good to be produced by the country which is the lowest cost producer, but this will not always take place if a high cost producer has a free trade agreement while the low cost producer faces a high tariff. Applying free trade to the high cost producer (and not the low cost producer as well) can lead to trade diversion and a net economic loss. This is why many economists place such high importance on negotiations for global tariff reductions, such as the Doha Round. (http://en.wikipedia.org/wiki/Free_trade#Trade_diversion)

Category: International Security
Strength: Significant
Proposed by: Patchheard
Description: Proposed on behalf of The Republic of Historiastan
It is illogical that in many countries Terrorists are able to hide away, while their host country does nothing to stop them. Also, in many countries, human rights laws cushion terrorists and protect them from intorregation, and long term detention. It is unacceptable that, say members of a terrorist group called ABC hide in a country called A whose Government does not attempt to halt their activities, and may even support them, and yet other countries are prohibited by international law to invade and halt these nefarious activities. Further more, in Country B, the Police have found evidence of a large attack by ABC scheduled for two days away, yet are prohibited from intorregating him in forceful ways, even though this would save lives.
The aims of this Resolution are:
To ensure that Human Rights laws and guidelines do not apply to Terrorist Suspects.

Repeal "Nuclear Arms Possession Act"
A proposal to repeal a previously passed resolution
Category: Repeal
Resolution: #10
Proposed by: Theredon
Description: WA Resolution #10: Nuclear Arms Possession Act (Category: International Security; Strength: Mild) shall be struck out and rendered null and void.
Argument:
Noting the inadequate and incomplete rationale for the formation and implementation of World Assembly Resolution #10.
Further noting the lack of an extensive or comprehensive definition for nuclear, arms, possession, hostility, attack, weapons, precautions, or any phrase consisting of a combination thereof.
Regretting the ambiguous and vague nature of the resolution in regards to the references to the possession of nuclear arms.
Further regretting that the resolution was passed with the identified flaws not addressed, amended, corrected or noted.
1. STATING that World Assembly Resolution #10 is unimplemented in all member states and its power terminated directly from the time of repealing.
2. AFFIRMS that any member state wishing to rely on resolution #10 as a means of justifying, explaining, authorising or condoning the use, possession, or manufacture of nuclear arms or weapons shall not be able to do so forthwith.
3. INTENDING that the current use, possession or manufacture of nuclear arms or weapons shall not be directly affected or altered by the repealing of this resolution until such time as a substitute resolution may be implemented.
4. URGING that a further resolution addressing the state of the possession and control of nuclear ordinance be formed to the satisfaction of the majority of World Assembly member states.

AGREEING that a democratic political system, where each citizen has the unquestionable and ineradicable right to choose who will be governing them, is the fairest, most logical and most desirable the united nations of the WA,
RECOGNISING that out of the many nations admitted to the World Assembly each day, a substantial number routinely deny their citizens satisfactory political sway to be able to be called a democracy,
CONCERNED that nothing is being done worldwide to crack down on such nations that may be described as a dictatorship or autocracy, even though that particular way of governing is undesirable and oppressive,
DISTINGUISHING between those nations who are permanently and purposely anti-democratic and those who are accidentally and temporarily able to be described as a dictatorship, and recognising that the latter such nations will do everything in their power to rectify the situation as quickly as is possible,
Calls for the following resolution:
Article 1 (Object)
(a) This resolution calls for the sovereign leaders of the nations of the World Assembly to do everything in their power to maintain a decent level of political freedom in the nations under their command.
(b) World Assembly nations successfully maintaining a satisfactory democratic process will also be strongly urged to do everything in their power to help enforce and implement this resolution in those other nations which are struggling to do so.
(c) The provisions contained in this resolution will apply to all WA nations.
Article 2 (Definitions)
(a) 'Satisfactory', 'decent', etc., democratic rights (political freedoms): Political Freedoms at 'Below Average' or better.
(b) Democracy (in this context): Any WA nations with Political Freedoms at 'Below Average' or better.
(c) Dictatorship, autocracy, etc. (in this context): Any WA nations with Political Freedoms at 'Some' or worse.
Article 3 (conditions of application)
(a) No nation shall enact legislation prohibiting, criminalizing the right of their population (legal citizens of that nation) to openly and equally vote for at least the majority of their leadership.
(b) Each nation may define an age at which their population are afforded the right to vote, with the maximum age globally set at 25 years old. However, no restriction must be made on any other factor such as gender, sexual orientation, race or religion.
The legislation will start being implemented worldwide immediately prior to it being ratified.

Teaching students who are interested in a field will find the funding for schools to increase that means the education departments around the world will have sudden increase of kids. The third one's legal, I think, unless they've made "bloody stupid" illegal.:D
Ok, I'm not seeing anything illegal, but I don't know what shocks me more, the fact that I have no idea what the hell they're talking about or that 16 delegates actually endorsed this!
Fifteen, as Jimmy Hart doesn't count. (he's a approval spammer)

I'm going to say illegal on the grounds that it is using RL calender references for the dates.
Stupid, goes against certain role-play conventions, and unachievable ... but not illegal. "Nestle's Hot Chocolate" is a real world reference, "hot chocolate" is not.
Also illegal RL refferences.
It's perfectly fine to incorporate real world ideas or generic events into NS. We did a tsunami prevention proposal a couple years ago following the massive Asian tsunami. It would become real world referential only if the author mentioned bank or country names.
I'm not saying they're not Bloody Stupid. I'm just saying they're not illegal.

My interpretation was that were referring to the current economic situation in RL and not anything to do with NS. I'm rusty on these things since I've been away for nearly ten months. Using this as practice to get back in the swing of things.

Nope, I think nowadays referencing "Olympics" would cross the RL threshold. A proposal to establish a generic "international games" would probably be legal, methinks, but impractical. EDIT: Unnecessary, too, since the RPed Olympic Games already accomplish everything a proposal might.

I would agree with Fris on this. "Miles", "gallons" and "MPG" are pretty generic terms and shouldn't be considered RL references. Whether or not they have any relevance in NS is another matter.
RL currencies and abbreviations like BTU and LIBOR that reference RL places are a different matter. Troy ounces would probably not be a good thing to mention in a proposal either.

Troy ounces would probably not be a good thing to mention in a proposal either.BTU would be borderline, as would Troy ounces, as while these units mention real places, the real place is rather irrelevant at this point. Much like how "In God We Trust" was ruled to not run afoul of the first amendment because it has become mostly devoid of meaning.

New World Order
A resolution to improve world security by boosting police and military budgets.
Category: International Security
Strength: Mild
Proposed by: ZiDean
Description: Fellow Members.
The War against terrorism rages on, seemingly nigh unstoppable. It IS. Increasing the military and police budgets of all "sensible" member nations, we will create an atmoshpere of peace. The sense of fear people feel when going on planes or trains will be lifted, citizens lives will become happier. This will be due to the comfort factor that will be created by having exremely efficient military personnel and a strong police presence. It will by no means interfere with peoples lives and the weapons manufacturing companies will surely boost Nations econemies. With more policing, people will get fitter by being out more, women could go out at night without fear of attack. Terrorism will eventually be defeated and our nations will rejoice by giving the people, thier Freedom back.
I suggest a coordinated increase of all military and police budgets by 45%. Paid for by ALL members of the World Assembly.
A nationwide National Draft and creation of a World Army division. This would be a Part-Time task Force responsible for helping solve military disputes. It would also conduct peacekeeping missions and would provide city security in times of emergency.
Fello members, this could be the birth of a New World Order, our New World Order. I only bed of you to think of the safety and continued safe-keeping of the law abiding Silent-Majority. Thank You.

oh and bloody stupid isn't illegal by itself ...
Yet another correction, probably due to mod ambiguity. While "stupid" isn't actionable, "Bloody Stupid" is indeed illegal by itself.
We rarely warn nations unless it's something really Bloody Stupid, like "requires all WA citizens to bathe daily in lime jello" (Human Rights, Strong). Most of the time we ding them for Category, Branding, or other more obvious WA Violations. We attach a hidden "stupid" tag to the offender's nation occasionally if it seems likely that they are doing it intentionally.
We recognize that this game is open to all ages, and some people just don't quite get the concept of International Law. Some of the people so warned have become WA participants and have made better proposals afterwards. Others ... not so much.

Area of Effect: Educational
Proposed by: The Island of Albion
Description: Proposed by the surprisingly liberal and very progressive Dictatorship of the Island of Albion, this bill would imbue statute law with provisions for military education to made comulsory in schools, for 50 minutes a week, from years 9 to 11. This education would consist of broad overviews on military history, exams on tactics applied to hypothetical situaions, promotion of military careers to suitable students, basic firearm training, government-subsidised school trips to locations related to military history which provide facilities for youth to learn about campaigns in an interactive manner and rewards for high scores in tests on military theory. Such rewards would consist of the right to contest exclusive massively-multiplayer war games, featuring real COs as advisors.
Early opposition to the bill: many civil rights groups have protested against compulsory education pertaining to destructive sciences and glorification of war, in a variety of countries. However, generals unanimously claim it would make society far more appreciative of their artful preserving of men in conflicts which they have no incentive to promote and every incentive to end quickly, as well as pointing out that it would make predator nations far less of a threat to small nations which would no longer lack the masses of professional soldiers needed for such a deterrent.Illegal, branding.

Resolution Against Abortions
A resolution to restrict civil freedoms in the interest of moral decency.
Category: Moral Decency
Strength: Strong
Proposed by: Rhoed Alaskanus
Description: The evil crime of murder continues unabated throughout the world. Even though our great nations protect the rights of older humans, the right to life is denied to our most innocent and helpless people. These children are just that, children. They are not subhuman. The scientific guidelines for determining whether or not something is living supports the fact that these humans are indeed alive. Their human DNA proves the fact that they are human.
There is only one exception to this ban, if the mother is clearly going to die and the only way to save her is to perform an abortion. Under no other circumstances should abortion be legal. Many times the mother simply does not want the child. Murder is not an acceptable method of ridding oneself of a child. Children concieved from rape incidents should not be punished because they exist. The criminal responsible should be punished.
The bottomline is that there is no choice but life. Anything less is murder.

And where the hell would one station 500,000 submarines ? surely they'd need millions just to crew them ! LOL

No, the bottom line is that your argument is pathetic.
Can't someone please write a proposal that mandates that all nations in the WA to allow abortions again? That way we can at least declare ones like that as illegal as opposed to just bloody stupid.Er, again? The UN did not mandate legalized abortion in the first place; it repealed Abortion Rights (which didn't mandate anything) and passed Abortion Legality Convention (www.nationstates.net/page=UN_past_resolutions/start=146) in its place. And it's rather foolhardy to assume that given the choice the WA would not do exactly the same.
Repeal "World Assembly Headquarters"
A proposal to repeal a previously passed resolution
Category: Repeal
Resolution: #8
Proposed by: Jankovic
Description: WA Resolution #8: World Assembly Headquarters (Category: Political Stability; Strength: Mild) shall be struck out and rendered null and void.
Argument: 1. Headquarters should be set up in each nation, not just in one large area. People are not going to give part of the land away for space for a HQ.
2. Is there a neutral territory? At least one place is at war with someone (or in arguments with a region).
3. Yes, nessecary security should be provided, but furnished? If we did make another World Assembly Headquarters, yes, it should be safe, but there is such thing as overly safe.
4. Contracts? This is a free WA, you should not need contracts to run a HQ for a large organisation.
5. You don't need to delay or ignore requests. Get the workers in straightaway. You really don't need a extortionate fee to run a HQ. I could do that right now.
Thankyou for your co-operation.

Description: The HIV/AIDS disease is a worldwide problem and WA have to act and to play a key role as one of the Social Partners in each and every nation.

Named Nations
A resolution to improve world security by boosting police and military budgets.
Category: International Security
Strength: Significant
Proposed by: Antimodernizators
Description: Dear Sirs,
I'm writing to you due to a problem I believe it exists. Some nations, even members of the World Assembly use the names "Macedonia" or "Haters of Greece" in their titles. Since "Macedonia" name is still contested in the international affairs and "Haters of Greece" is a flamming title, these nations tend to cause diplomatic problems with other nations.
As Prime Minister of the Democratic Republic of Antimodernizators I would like to make proposal about it. I believe that these nations should change the name of theirs in order not to become a problem to diplomatic relationships between Turkish,FYROM, and Greek people.
My nation proved that we are internationalists and we express great feeling about the friendship among the nations. We hate nationalism (meaning that we hate those who try to humiliate other people in order to raise themselves in a higher status).
So I would like to propose that the nations that include the word "Macedonia", "Macedonians", "Haters of -Nation-" and other change their names or else they will be banned from the World Assembly, if they are members and face the diplomatic consequences.
Thank you

Is it possible to have a resolution only good for one year?
Nope. You can't pass a law with a built-in requirement that further legislation be passed.
It's possible that a sunset provision could conceivably be incorporated into a resolution, but this isn't the way to do it.

Category: Human Rights
Strength: Significant
Proposed by: Stash Kroh
Description:
Aware that many diplomats, those of humanitarian and gnometarian backgrounds, question the rights and freedoms for gnomes which have been significantly lacking in recent times.
Recognizing though humans have many innate rights, the beings we entrust our labor with most often have been ignored, abused and overworked. Surely an organization such as the World Assembly, which employs countless gnomes, could do more for their employees than minuscule wages, long hours and imprisoning working environments.
Hereby
Defines a gnome as any individual which has a higher than humanly possible intelligence quotient, while maintaining the usual bodily characteristics of a gnome. Conversely defining a human for the purposes of this resolution as any intelligible inhabitant of a nation-state that is not a gnome.
Article I §
I) Establishes a gnome’s right to free speech, may no word be unsaid because of political enforcement.
II) Demands that no gnome be forced, controlled or manipulated into employment.
III) Commands the creation of equality between humans and gnomes in places we’re political and civil rights may have lacked for the latter. If a human is allowed to vote, so shall a gnome. If a human is given free healthcare, so shall a gnome. If war conscription is prohibited for citizens of human blood, so it shall be for those of gnome blood.
Article II §
I) Mandates that the unionization of gnome workers is an inherent right and freedom of that individual gnome and his or her co-workers, no government or purveyor of law and order may regulate otherwise.
II) Further mandates that working conditions must be clean and hospitable for any gnome.
III) States that under no circumstances may a government utilize a clause to derail gnome union strikes unless compromise has been determined as impossible.
Article III §
I) Prohibits the cruel and unethical recreational activity of gnome hunting, or “gnome stomping”, and any other sport or activity which advocates violence or cruelty against gnomes. I hope this is intended as a joke.

Argument: Honored nations of the esteemed World Assembly,
It is the right of those who have the power and capability to be powerful to rule over those who aren't.
Those who do not have power and protest for the sole reason of jealousy, should be allowed to be put down by the government, who rules over them and protects them, gives them a home and welfare.
If necessary, violence can be used, to make these people see that the governments of the powerful nations of the world do not need to have time distracted by protesting fools, such time can be vital in such administrations.
This will ensure that:
1). Individuals have the right to protest, but the government has an equal right to put them down.
2). The government remains the sole authority in nations motivated as such; the people do not rule every nation.
3). The government can authorize any force it deems necessary to quell rioters and protestors.
This piece of legislation hereby repeals Resolution #27, Freedom of Assembly.

I'm gonna disagree on both. There's a NatSov element, but that's not the sole criterion. It's when they exclusively use the "Waaah, I don't like it!" argument that we kill them.
As to the New Law in Repeals argument, I'm with Zarquon Froods. That said, I suspect that it will attract very few approvals simply on the basis of the author's name.

Proposed by: Riatto
Description: My fellow WA delegates i will get right to the point. We need to lay at least 20000 dollars aside to make our work places cleaner. Think about a cleanier work place would do the following things.
1) It would encourage more people to come to work. That way the government would make more money. How would it do this? It would make more people want to work once they see how clean a business your country has.
2) More people will come to a country who has such a high a pride for its self that it won't let a place go dirty.
To enforce this give businesses a 30 day limit and if they don't get it right by then they will face a fine. One would think that the prospect of being paid would be enough incentive to get people to go to work.

I think the fact that we're having this debate at all rather proves Urgench's point! One man's bad science is another's debatable science. Every now and then it turns out to be the next generation's dogmatic science. "Bad science" isn't grounds for illegality precisely because this kind of judgement call is problematic.
well it kinda is considering it assumes that the resources to create such power is infinite
Also, you never know with the NS world, maybe some place does have infinite nuclear resources, some sort of bizarre fusion concept or a replicator of matter, or something. It's a poorly written proposal, granted. But to call something "Bad Science" is to be judgemental, and not in a scientific way. Good science is not necessary what science we can BELIEVE in, thats where religion and philosophy comes in...

NOTING that it is indeed possible to worsen at driving, to decrease in driving skill, through slowly forgetting driving knowledge previously learned, or by suffering a decrease in a skill or sense (i. e. eyesight, reaction time),
EMPHASIZING the amount of people killed or injured by drivers violating the law purposefully or unintentionally each year,
HEREBY
1. MANDATES the periodical retake of the driver’s test for that area for every citizen, with the intent of reducing poor drivers which may pose a danger to the lives of innocent citizens, with the following requirements;
a) The minimum interval at which the driver’s test may be retaken is every ten (10) years, although the proper authority may reduce the time limit it as they please;
b) The test taken must be the current and updated test, not the test as it was when the citizen first took it.
2. PROHIBITS the right to drive and revokes the driver’s license of anyone who has not passed their retake by the time their given limit is expired (see above, 1a).
3. URGES the applicable authority to make available material with which to study the current and updated driver’s laws, through any medium, free of charge.
Strength violation at least.

Resolution: #30
Proposed by: - Chaos -
Description: WA Resolution #30: Freedom of Expression (Category: Furtherment of Democracy; Strength: Mild) shall be struck out and rendered null and void.
Argument: RECOGNIZING that freedom of speech is not supported in all countries and that the right of all countries to rule the way they feel best fit in their current political climate is essential.
NOTING that the definition of defamation infringes more rights than it protects.
FURTHER NOTING that Resolution #30 bans things considered trivial in a great deal of nations, such as the publication of tabloid newspapers and joke books. In addition to that, this resolution also bans all forms of pornography in media, due to the fact that the term “offensive pornography” was never defined by this body.
UNDERSTANDING that Resolution #30 is overriding all laws passed at a national level regarding the banning of certain freedoms of expression. Such freedoms that are preserved through Resolution #30 include the right to participate in cannibalism and the right to participate in grave desecration. In addition to this, it states that all member states are expected to conform to the same views on certain civil rights issues therefore infringing on the rights of each state to make their own decisions on these issues.
The member nations of the World Assembly hereby repeal Resolution #30: “Freedom of Expression.”

Not sure how to categorize this? Ideological ban perhaps? Plus it's talking about the WA waging war on a region which I'm sure is definately illegal.Classify it as "Illegal due to [partial] duplication of an existing resolution"...

Personally, I'd just use "cities" and avoid the whole problem.

Metropolises. It wouldn't be '-poli', because it's a Greek root, not a Latin one.

This is an out of character thread, by the way.

Description: This Bill to alter the Freedom of Mirage act WORLD ASSEMBLY RESOLUTION #15.
Preamble (Article 1)
We now acknowledge that all major religions and their denominations frown upon homosexuality, and defines it as a sin. We intend to alter the line "...union of two persons should be equally protected by the State regardless of gender or sexual orientation..." to "...union of A MAN AND A WOMAN should be equally protected by the state regardless of race ethnicity or any other factor..."
Intentions (Article 2)
This Bill intends to;
-Legally define mirage as: The Holy bond between two persons of OPPOSITE genders, or a Holy bond between a man and a woman
-Uphold all rights for different ethnic/minority groups allowing any who meet the description to be bound in Holy Matrimony
This bill is not (Article 3)
-Written to oppress any man, woman, young, old or any other way to label those in society
-Written to discriminate against any man, woman, young, old or any other way to label those in society
-Break the bond of those already given one under the "Freedom of Mirage Act" (WORLD ASSEMBLY RESOLUTION #15)
Closing (Article 4)
In all, this bill is NOT to oppress rights of any person or persons, but in fact to apply rights of a higher moral standard and to remove homosexual mirages from society. Illegal, attempts to amend a resolution. But you have to admire the consistency in misspelling marriage.

Agreed, illegal on grounds of Amendment. But he could perfectly have a Freedom to Mirage Resolution, given its meaning:
mi·rage
Pronunciation: \mə-ˈräzh\
Function: noun
Etymology: French, from mirer to look at, from Latin mirari
Date: 1803
1 : an optical effect that is sometimes seen at sea, in the desert, or over a hot pavement, that may have the appearance of a pool of water or a mirror in which distant objects are seen inverted, and that is caused by the bending or reflection of rays of light by a layer of heated air of varying density
2 : something illusory and unattainable like a mirage
He's basically saying that a bond between two persons of opposite genders, or a bond between a man and a woman is a MIRAGE.
So little hope in the World, these days...
He also wants to remove homosexual mirages from society... I fear he wakes up at night tormented by dreams of something illusory and unattainable to him...

The plural is metropolises, because that goes through the spell checker ok. However, I do wonder what the plural for polis is in greek. "Polides"? "Polii"? "Poles"? My education in non-English languages has been sadly limited in this regard.
