OOC: That's my bad. That's what you get for staying up all night and watching 3 whole hours of documentaries concerning the Battle of Manila for my English Report. You must forgive me for that one.

The General then takes a seat. "I'm sorry for stalling the talks, Your excellency. We can begin the talks right away" The General said on his most confident tone he can muster. He's eyes were still glued to the suspicious Comorostani delegate. Which he had doubts with.

Tanner rose from his seat. "Yes, let's get started." He cleared his throat. "Comorostan offers the following proposal: we are willing to drop our accusations in the matter of the MiG-31s. We would like to request a five-mile DMZ on both sides of the border. We will scale down our military, disbanding our long-range bomber force and some long-range missiles, as well as our Typhoons. However, we would like reparations from Phillipiniada for the rebuilding of Kambia, which they destroyed with carpet bombing. We would like to remind Phillipiniada that we still possess a large military force, and are willing to fight to the last."

The General watched and listened closely on the demands of the Comorostani Delegate. He smirked at the last words of the Comorostani Delegate. The General drank a glass of water and pulls out an envelope on one of his aides. He then pulls out an document from the envelope and stands up. "As you know, Mr. Tanner. The Empire believes that the Comorostani's are the one's who should be paying the Empire for the total war costs and reparations for the Imperial Soldiers who died in battle" The General paused for a minute and looked at the Comorostani Diplmomat.

"What i have here is the list the Empire's demands. Nothing is un-negotiable here. So it's not the final draft of the peace treaty" The General's aides then passed along an document to every person in the room.

Empire's Demand

Comorostan will pay the Empire 65% of the war costs
The Empire and the Comorostan will cease hostilities IMMEDIATELY
The Empire will occupy the nation of Comorostan for two years
The Empire will have full legislative, bureaucratic and executive control over the Government of Comorostan
Any POW's captured by Comorostan will be returned immediately AT UNHARMED and STABLE conditions
Any tank, weapon, ammunition, plane, etc. that is Property of the Imperial Army which is possesion of the Comorostani Army will be returned immediately
Comorostan would issue a public apology to the Filipinian People for it's accusations against the Empire.

The Emperor had had considerable practice at concealing his feelings, but even his face looked a little shocked. His voice, however, was scrupulously neutral.

"General Taniada, those demands are......steep. Given that Comorostan still has an army-in-being, as well as considerable defensive capabilities, perhaps you would care to explain the rationale behind issuing these? Given the costs to both sides of continuing the war?"

You fools we're late, Minister Raham said in an angered tone, the Jakran V-100 escorts made if nothing a suprised impression on the carrier's crew as they landed. After the security issue was resolved the Osprey conveyed the delegation the rest of the way to the summit. which according to the carrier's deck offficer weren't starting of posotively.

"Just to remind you, our army has the commorostani capital en-circled and cut off. We also have artillery regiments in positon to flatten the city at a moments notice. Frankly the Commorostain positon is a bit more bleak then you make out. Not to mention mine and the Philidiphian armys vastly outnumber the Commorostai." Marshall Gillot interjected.

Tanner could barely keep himself from shooting the Philippiniadan. The sheer arrogance of these SOBs!! But he kept his composure. "We are willing to agree to points 2, 5, and 6. But any talk of the Empire occupying Comorostan is nonsense. You occupy none of our cities, you have made practically no progress on the ground. Your only leverage is the Wolf Hold blockade of our capital, and we are willing to contest every inch of ground in Basilixa. We are willing to modify our offer somewhat:
1. All hostilities will cease immediately
2. All POWs and equipment captured will be returned
3. Comorostan will pay 40% of the Empire's war costs, but the Empire must pay 50% of the cost of rebuilding Kambia, seeing as how the Empire destroyed it
We see no reason to apologize, since Philippiniada declared war first, and therefore is responsible for this war. Our offer of a 5 mile DMZ still stands. We are now willing, however, to allow the Empire to occupy the city of New Kinsa (where the city of Freetown is on a map of Sierra Leone) for two years.
Again, we are willing to contest every inch of Comorostani soil, and to continue fighting even after defeat on the battlefield"

Minister Raham jogged quickly to the conference hall, stopping outside the door to slow his heart and breathing rates then went in, while the sergent at arms announced his delegation.

"Ah, Minister Raham. Delegates, the Minister represents the nation of Jakra, which as we all know has sided with the Peoples' Republic of Comorostan in this matter. Please, Minister, be seated. General Taniada was about to explain the rationale behind the Philippiniadans' initial bargaining position."

The Minister thanked General Taniada and took his seat with the Comorostani delegation, when he read they minutes of the meeting so far, he was shocked yet remained composed and focused waiting for the Empire's rebuttle.

The General then explained the Demands "The Imperial Army, given that this war and conflict continues. would overwhelm the Comorostani Army in just 3 days. and at a week. We would control half of Comorostan. Steep as they may be, Emperor. The Empire didn't flew in MIG jets in the border of their neighboring nation. only for it's pilots to ignore orders and being shot down. And it's leader barging in via the telephone STRAIGHTLY into the President himself only to insult him" He paused a second, staring at the Comorostani Delegation.

"But as i said, Gentlemen. It's still negotiable. and anything can be interjected on cut from the Empire's demands" The General assured.

Samuel looked oddly back at the man who had been checking him, 'is that guy checking me out?' he wondered to himself, 'is he gay, nah... no way man. I hope he stops staring, okay deal, if he looks at my ass i'm punching, fuck diplomacy.' But then a brash comment came from the mouth of one of the Filippindo, "Maybe you'd take over the land, but I doubt the citizenship would just sit ideally by and just let you occupy their nation."

Tanner maintained his composure. "The nation of Comorostan would continue fighting a guerrilla war after any defeat on the battle. And if your troops could overrun us in 3 days, why haven't you broken through the border line already? The only reason you have even the slightest upper hand is the Wolf Hold betrayal. If the Wolf Hold had remained neutral, then we would be at a stalemate." Tanner shot daggers at the Wolf Hold delegation as he spoke. "This is getting nowhere. I propose this: full POW and equipment exchange. Neither side pays anything, and Philippiniada occupies New Kinsa. This would seem too be the way to avoid the most arguments." Tanner debated in his head whether to unveil thier trump card yet. No, we wait. But if these guys stay stubborn...

Your entire defensive perimeter would be crumbling right now. and your Capital would be under siege" The General said with confidence before clearing his throat.

"The Empire would demand, however. That the Comorostan Government apologize to the Filipinian People. The Empire would have never declared war at your nation if it wasn't for your leader's arrogance and hypocrisy" The General said.

"Also, the Empire would agree to pay 50% of the reparations for the destruction of Kambia. but only if the Comorostan Government would pay us 50% of the War Costs" The General counteroffered.

"The Imperial Army would occupy New Kinsa for two years. and the Comorostan Government would return POWs and equipment"

"My apologies, sir." Tanner turned to one of his SWORD escorts. "Inform Premier Jones of our progress. Tell him to connect the power and be ready to turn on the Light." he whispered. The escort left the hall and went to the CH-53E to send the message.

"The Imperial Army would occupy New Kinsa for two years. and the Comorostan Government would return POWs and equipment"

Tanner thought. This could be the perfect solution. "This seems acceptable. However, we would wish that Philippiniada would agree to the 5 mile DMZ on both sides of the border. This would help prevent future conflict. On the matter of New Kinsa, we request that any occupation force be below two divisions, and that no long-range aircraft be stationed there."

Premier General Cyrano Jones reviewed the final proposal. Losing New Kinsa is regrettable, he thought, but its better than having to use those weapons.

The Emperor's thoughts were hopeful. Perhaps an end to this was was in sight, after all.

"General, Mr. tanner's proposal seems to be little different from your own. Perhaps an agreement over the DMZ? With, say, a brigade of New Chalcedonian troops acting purely as observers, in order that any future conflicts be documented accurately?"

"That would acceptable to us, Emperor. However, we request that absolutely no Wolf Hold troops be allowed in the DMZ" The SWORD escort returned. "The Light Bulbs are off in Basilixa, Sulima, and Kambia, but the power is on." he whispered. "Good," replied Tanner.

The General is hopeful that the war would end in just a few short moments..

"The Empire would be glad to establish a 5 Mile DMZ between our borders, but for two years only. After that, normal trade relations between our nations would begin again" The General said.

"The Empire also agrees that the New Chalcedonians be in charge of the observation duties in the DMZ. To prevent future conflicts for the next two years or so"

Minister Raham rose, "I agree with all the latest points in this agreement except that the DMZ should be maintained longer than 2 years, but civilian trades routes should run through it from the get go. Also the DMZ should be maintained at the least for five years and a renewable treaty between the nations will amintain it after the first five years if necessary", he said.

Michael Doukas-Paliologos was all smiles.

"Then it appears that we have an agreement, delegates. Please, everyone take some refreshment while my scribes draw up a preliminary draft. After we've all approved it, the final treaty can be drawn."

After a few minutes, the draft was ready. Leaving aside the flowery language, the essence of the terms was as follows:

1. The Empire of the Philippiniada ("The Empire") and the Peoples' Republic of Comorostan ("Comorostan") agree to live in peace as neighbours.
2. The Empire will occupy the city of New Kinsa for a period of two years, with no more than two divisions of troops and short-range aircraft only. The Empire may station limited naval forces in New Kinsa for local naval defense during this period.
3. Half of the Empire's war costs are to be paid by Comorostan, whilst half the costs of rebuilding the city of Kambia are to be paid by the Empire.
4. All Prisoners of War are to be repatriated.
5. All equipment captured in the war is to be returned to its rightful owners.
6. A Demilitarised Zone will be established along the border of the two nations. This Zone will run five miles (8km) into each nation's territory. All military and police units from either nation, or their partisans (specifically Wolf Hold and Jakra) are forbidden entry into the DMZ. Observation duties in the DMZ, to ensure no further conflict takes place, will be carried out by the troops of New Chalcedon, who will also enforce the relevant nation's donestic laws on each side of the border.
7. New Chalcedonian troops will be limited to one brigade of the Imperial Army, with no heavy equipment. Further, the Imperial Navy and Air Force may maintain no forces in the DMZ.
8. After two years, the DMZ will revert to full sovereignty of the relevant nations at the request of both nations, with all New Chalcedonian forces withdrawn within six weeks thereafter.
9. Comorostan will apologise to the Empire for falsely accusing the Empire of acts of war.

After reading the salient points, Michael looked over the delegations.

"Have we missed anything, delegates?"

The General then eyed the Minister "I beg to disagree on extending the DMZ. It should be enough for the Empire and Comorostan to repair it's trust within each other. The civilian trade routes would be limited, though. With a few restrictions and increased import taxes for the next two years."

After seeing the draft. The General nods accordingly "This looks great, Your excellency. We have no more demands whatsoever" The General takes a seat and drinks a glass of water. "Shall the signing of the peace treaty begin?"

"Jakra fullly supports the New Chalcedon peace agreement and withdraws all propsed revisionist comments" following this declaration Minister Raham signed for himself and on be half of president John Henry Eden. "In addition" he declared, "all Jakran troops will withdraw from Comorostan back to native Jakran soil."

Five minutes later

The peace treaty was by no means an innocuous document. New Chalcedonians had a taste for the elaborate, which showed in their choice of papers, inks, seals and so on.

However, the wording was simple, difficult to misinterpret and exactly conformed with the agreed-upon points.

Emperor Michael Doukas-Paliologos presented a pen to General Taniada, to sign the Treaty.

The General took the pen and signed his name on behalf of the Empire and the President "I hope our nations could live peacefully as neighbors" The General smiled to Mr. Tanner before handing his pen to his counterpart..

Tanner walked up, took the pen from the General, and signed for Comorostan. "Likewise." he said. "The official apology will be issued by ex-Premier Akos, seeing as how his arrogance was the starting cause. It will be issued tomorrow, on the Comorostani News. Members of your nation may attend, and a tape will be sent to your leader."
With that, Tanner thanked all present for their cooperation in ending the conflict, and exited the room. Minutes later, the helicopter took off, carrying the delegation back to Comorostan. Now for the task of rebuilding.

Michael Doukas-Palaiologos signed as the neutral witness, then turned to General Taniada with an open smile.

"I must confess, General, that I haven't done as thorough a study on Philippiniadan politics as I should have. I'm minded to invite your Head of State on an official goodwill visit to the Empire of New Chalcedon, but I'm not aware of the protocol and suchlike, or even what the situation is in such regards."

Giving the General a moment to formulate his reply, he turned to the rest of the delegations.

"All those here may, of course, consider their nations' Heads of State invited. We would request that any such nations who wish to take up the invitation first establish an Embassy, to smooth out the details and other things that attend such events."

(OOC: Yeah, I'm stumping for my Embassy program - in my signature. Any who wish to take it up, please set up an Embassy and then TG me, asking me to extend an "official" invitation. I will set up a new thread for it and TG you the URL.)

Samuel pulled the main ComoreƱos delegate aside and began to whisper to him, "We have a sniper with no communications out in the field. If he shoots even out shot at a oil tanker it'll blow the shit to hell, we need to get them out of there, but we don't know where he is. If you report that he's one of your special forces we might be able to get him out of this situation easily."

Tanner nodded. "We'll get a team looking for him. In the meantime, inform the Philippiniadans that its one of ours, and that we've lost communications with him. Tell them to get troops looking for him too."

Samuel walked towards the Filippiando commander, whose name he had forgotten due to his general lack of interest in these talks, "Hello, General," he used in hopes that his full name and rank wasn't necessary, "There's a bit of a problem. We have a lost agent an estimated ten miles from the border between our people and yours, so we're going to have to retrieve him threw a rather large searching process. Would this be acceptable to your government? Seeing as it was during the war, completely within the Rules of Engagement..." He paused, "Sir." He added, hopefully to gain some social ground with the man.
