A meeting of international Peace and good will. (FT) - Page 2
"Even some minor Ship Arms, I'm willing to allow. Above and beyond that, one must think of the image that would present. A neutral Zone, engaged in the active trade of major arms? How could one trust it?
And for energy weapons, and other such weapons, where there is no seperate Ammunition, then, it should be shipped so that, it would be horrendously difficult to suddenly pull it out of the container in the Neutral Zone, and use it, possibly even Damage it.
As for Security that's part of the military detachment idea. It shouldn't be too hard for all the numerous guards resulting from that first bullet point of the convention agreement to patrol the station. However, I reserve the right to modify the numbers, as fits station needs, keeping the numbers in the document, as the max number I can call on. Also, Barracks will be built on the station in various points, to comfortably house the soldiers. General Harrison will organise the Militaries, so that no one Steps on anyone elses toes, as the old saying goes. Everyone gets equal Glory, such as it is. It shouldn't be too difficult, bearing in mind the nummbers."
The Lady Imperiatrix nodded, and said, "I am inclined to agree with this plan. Our hosts should have the discretion of quantity of arms shipped through this station, and in what manner. Besides, it's a rule of thumb to keep ammo and weapon seperate when in storage."
She then said raising her finger and thoughtfully mulling the question over as she spoke: "I have a question. How should we handle potential refugee traffic and asylum seekers? And what of commercial ventures that wish to incorporate here, ships and all? Should we let these elements in, or would it be beyond the purpose of the station? And what of extradition?"
All the while, Hepp and the others were astonished at the amazing oddness of the Isans...they were Istvaanites indeed.

"Perhaps if there has to be weapons sales, the actual weapons themselves cannot be within the Neutral Zons. The actual transaction can occur on the station but the merchandise will remain elsewhere or risk seisure and use by the station defense."
"This would allow those weapons to be traded but keep them out of the Neutral zone protecting the station's reputation."
"Perhaps a good place to transfer weapons cargo would be the Isan station sitting outside the Neutral Zone."

Hepp chimed in angrily, with: "And better to worship a corpse that grants navigation and constancy than a serial killer, rapist, untrustworthy liar and Typhoid Mary for gods, Chaos bootlick."
The Lord Consul then looked at them both, and they regained her composure with a polite, almost cute cough. The Lady replied, saying "Moving on. To answer people's objections, I am keeping in mind the purpose of this facility, that of a trade station. As such, it can only take on so many asylum-seekers.
Since certain persons in this room have complained of overcrowding and lack of security, I propose then that we allow only those on who are free of mental and physical disease and have spotless criminal records. These persons would be given help in finding other places to go, but otherwise would have to work for the duration of their stay, lest they be ejected for freeloading. Criminals would have to be categorically denied, and extradited to the country of origin.
And as these persons wished to worry about the material, what of those companies that wish to make this place their home? I had asked that question, but had no answer."
"Refugees and the like will be taken care of on a case by case basis.
Becareful about insulting others, or you'll find yourself in the arena on the lower decks literally defending yourself against them in a cold hard fight to the finish, winner gets 50% of the betting profits.
As for the weapons, that sounds like a decent Idea. Holograms with the safety mode on can serve as good quality examples of the weapons or even live video feeds, in any case, that I'll leave to the individual merchants, to provide for a spirit of competition, or, whatever.
Weapons brought into the Neutral Zone shall be considered weapons for the station, and thus treated as such."

After all, some of my staff reported under the ancien regime, firearms were sold here with relative calm. Naturally, that was then, this is now."

That little bit caused her party to perk up. Invoking the heretical name of the Second Child could only mean one thing--these bastards were not only worshippers of Chaos, but also had more than likely met the infernal Cult. Hepp and the Lady whispered to one another, with a general tone of, "Keep an eye on this guy."

"I do have other matters to attend you, you'll understand, the running of an empire, the establishment of new allies and the hunt for our myriad foes, and the foes of Faith." He chuckles darkly, ceasing his fingers movements.
"The Inquisitor already stationed here shall act as my emmisiary in the Long run. He is my voice, my hand upon this place, a vessel of my strength and a symbol of my will unshakeable. A true devotee to the Gods" He sounded almost in awe of his own servant. "Such is the system I have forged, where every old facet of the Imperium is twisted to serve Their purpose, where faith has more meaning for the people than life itself.
Life they would gladly throw away for the Gods, and their Emperor."

“The way I read it, it promotes all trade but Weapons. Weapons are the only thing that has any restrictions, which seem to be the parties can make their deals for them on the station but the weapons cannot actually enter the Neutral Zone or they will be confiscated and used by the CSP. If I am wrong, please enlighten me.”
“Perhaps you would prefer the open trade of such things on the station to sullen the reputation of the CSP?“
“It was also discussed that members should be free to enter into their own individual trade agreements so their nations will not suffer.”

"The idea of free trade is that it is without restriction, without limit. To impose limits upon how much can be traded affects trade as a whole, rendering everything within the realms of possibility, with no overt profit, no overt surpassing of expectations." A smirk, a slightly murmer of amusement.
"In the spirit of capitalist interest, and Slaanesh-blessed gluttony, I would suggest utterly no limit. To impose such would be to retard and undermine the entire endeavor."

I find its much the same indealing with many of the other races. The Taledonians still possess a relic of ours that they cannot hope to fathom, or whose power they are too moral to invoke." If a child has access to the funds for a high end computer, then he would have to contact the military to get the software to run on said computer. Even that would not be enough to cause problems because many colleges already possess such setups. The links and security overrides are still needed to actually connect to anything dangerous.”
“Besides, I already stated all non-military items from the Empire are open for export. Of course, that means our version of military. The defination differs from each nation.”

A good example is Windows. How many of us have upgraded to Vista or Office 2007? Do you think the military still has computers running Windows 2000 somewhere? I hope they don't have 9X or, God forbid, WinME on any of their boxes. That is just software. The private sector is usually ahead of the military as far as the basic software systems because they want to be sure it is well patched before they apply software to an important system.
An equipment version would be the computers big business has as well as the ones the actual designers use to design the new computers. I think Cray Inc. has bigger mainframes in their basements than what they sell, and it goes the same with AMD, Pentium, IBM, ect...

Count Mann rubbed his temples with frustration. The Isians naive and idiotic stance on the matter of weapons was aggravating enough to cause him a headache, something that usually only took a great amount of effort to achieve.
"Sir, if you have something against a single clause in this document then do not sign it. However do not impede others in what for us is valuable time by slowing down the process of signing. As Emperor Remiel said, some of us are short of time to deal with this." Count Mann came to his feet and bowed to the delegates. "I myself am rather limited in my time as well. His Excellency Treize gave me the authority to sign a document or treaty that was agreed upon here. However should this meeting come to nothing due to the bickering of one fool, then I see no point in it. Thrashia can find other advantages with other countries with which to deal with accordingly."

Less than ten minutes after Count Mann had left the room, an Imperial Fleet officer, a lieutenant by his rank insignia, marched into the room escorted by two unarmed naval-white stormtroopers. He bowed to the assembled company. "I am ordered to sign in place of Count Mann, seeing as he is feeling ill." Without further ado he sat down at Count Mann's former seat and brought up the document. Taking a pen out of his jerkin's pocket he signed smartly on the line for the sickly Count.
Once done he stood up and bowed again. "Count Mann has made it clear to me that while he agrees to this treaty, it is in clear need of future revisement. In due course of time a Thrashian ambassador will be sent here to Constantine Station as well as the agreed amount of protection for the station's safety. Good day to you sirs."
The trio marched out of the room faster than many thought possible. Personally the lieutenant just didn't like politicians or anyone remotely associated with any form of organization that wasn't military.
