If you accept we are willing to offer you an embassy in our Embassy City, outside of Harsimran City. Currently, we are in hostile war with Doomingsland so we have setup a temporary embassy location for all nation's in the city of Panjigrad. It is as lovely as Harsimran City and after the conflict we will transport your embassy location to the standard area. The only requirements for our embassy is this:
1) 5 acres of land per embassy.
2) No more than 100 armed soldiers
3) 2 MBTs and 4 APCs/IFVs allowed.
Unless stated here, everything else is allowed. We do not restrict on cars, armored vehicles besides AFVs, staff personal, or stay. You members will be given of course standard passports and visas to Space Union for the rest of their lives.
We would also like to open up the idea of establishing more than just an embassy exchange with your nation. We share many of the same principles and we wish to open up a conference with your nation. If possible we can further discuss this matter. Thank You.

The Federal State Minister announced today that Wolfgang Hayek has been named the new Deputy Commerce and Transport Minister following the death of Sir Richard Mehersburg. Doctor Hayek will also reassume his previous job of Minister of State for Allied Affairs after a four year leave. He spent most of those years serving as the Ambassador to Pacitalia.
Doctor Hayek will be replaced as Ambassador to Pacitalia by Luis Santiago, the current Acting Deputy Commerce and Transport Minister. Doctor Sanitago's appointment is notable in his nearly unparalled experience in economics and finance. Official Communiqué
The Commonwealth has emerged from a period of disarray and anarchy after the collapse of the Bolash administration. With the recent formation of a coalition government under Prime Minister John Leman, we request that the Commonwealth be allowed to re-establish any diplomatic ties that may have been dissolved in the fore mentioned period of time. We will be open to an embassy exchange, with the Pacitalian compound to be located in Westolia suburb in rebuilt Granzi City. We will accept on the condition that your guards carry Pacitalian weapons only. The Pomentane Ballistics C-630 9mm is the most similar to the M12. You will find that PB's R-470 5.56mm BlackSky Rapid-Fire Assault Rifle, the latest advancement in the RFW market, is much more technically advanced than the AR-71A. Any other weapons you need will be provided through a special manufacturing directive agreement (SMDA) reached between your government and Pomentane Ballistics.
Bulletproof SUVs and diplomatic helicopter regiments will also be provided by us for your use, 24 hours a day, seven days a week. The cost of leasing this equipment (which is how we permit you usage of these vehicles) is Đ2,500/week (US$5,000), a much smaller overall cost than the transport and use of your own vehicles. Your embassy will automatically have one helipad on the roof of the building complex, and another helipad at our diplomatic airport, Isolamunicipa. Any other personnel and supply requests are granted, as long as any foods, rations and samples do not violate Pacitalian Food Inspection Commission (PFIC-CICdP) guidelines.

Serra is like the equivalent of "de" or "van" in Dutch names, "von" in German names, or "di" or "da" in Italian names. It's an aristocratic leftover. We're sorry, but the government, will not agree to the terms for arming the security guards, it would require the guards to be re-trained for 2 new weapons, and with our country at war and possibly headed into another, money is very tight and the government does not want to waste the money it would require to train the guards.
The second part of the conditions, the part about leasing the vehicles is however acceptable.
Hopefully we can reach an agreement on the weapons the guards are to use.

I fully understand your qualms about using our weapons instead of yours. However, our Foreign Affairs-Embassies Act (6/1996 S51 G90 23.4c-9) clearly states that in order "to protect the citizens of the Democratic Capitalist Republic of Pacitalia from unknown weaponry due to possible hostilities from exchange-hosted countries, the Ministry of International Relations and Foreign Affairs must be completely familiar with the weaponry used to protect embassies, and thus must supply such weaponry."
It also goes on to state that nations marked in Category B (OOC: the ones on the list on page 1 that are red and bold) can use their own weaponry provided that they supply the Ministry with full details and working sample supplies of the weapons they are planning to use in protection of their embassy. Unfortunately, you will most likely not be included in Category B once this exchange agreement is ratified by both governments' respective diplomacy agencies.
This is one of our non-negotiable rules with embassy exchanges. However, I hopefully do not need to remind you that a good, well-trained guard will not need experience with another gun before he or she uses it - that guard will instantly learn how to use it by just touching it. We would be disappointed if you could not agree to an embassy exchange solely on a nine-year-old act of legislation, especially when you applied for the exchange. Do not get us wrong, we would be quite happy to exchange embassies with you, being our ally in the Woodstock Pact, but, we cannot just bend this rule for you.

Just as a note, President Garner had to leave for yet unexplained reasons, I will be handling diplomatic contact until he returns.
While we'd be more then happy to supply the weapons that we want our guards to use to the Ministry if they were of our own design, but since from what you've said it won't work anyway and the fact that they are of Soviet Bloc orgin complicates that.
Training to use a new weapon isn't as easy as it sounds, you need to learn the recoil pattern, the firing speeds, the range, the accuracy, the firing modes, the location of the trigger and safety and learn about any attachments and how to load the weapon, it can take at least a few weeks and a few thousand dollars to train guards to use totally new weapons.
We will accept on one condition, that your government supplies the new weapons to us. We have a system were guards are rotated every 4 months, allowing them time to spend with their families back home, so that three sets of 50 guards a year, which may or may not be the same guards each time, so in order to train them to use the weapons before they go over seas we would need at least 200 working samples of each to use in training. We hope you agree to this and know that we are willing to pay for the weapons.

I must confess that in the specifics of a diplomatic exchange, I am woefully unknowledgeable. However, I would like to proceed with such an exchange of diplomats and embassies so as to further the diplomatic ties between our two peoples.
First, forgive me for any misgivings or forgotten details in the outlining of this proposed exchange. That said, the Allied States of Goso and Comino does propose an exchange of ambassadors and embassies along the following terms:
1. Embassy buildings will be constructed at the direction of the nation to occupy the embassy building, unless extraneous circumstances limit that nations involvement in the construction process.
2. Embassies will be constructed employing local labor forces. No laborers may be brought in from overseas in order to assist in the construction unless part of such an extraneous circumstance as outlined above.
3. Embassies will be constructed in a location designated by the hosting country. This location should be chosen with maximum respect for the ease of movement and communication which ought be afforded to a foreign ambassador.
4. Each embassy will be granted extraterritorial rights, and all persons on embassy grounds will be subject to the laws of that nation which occupies the grounds.
5. Security forces will be permitted on embassy grounds at the discretion of the occupying nation, as is its right. Furthermore, the hosting nation will guarantee that a maximum level of protection will be provided to the embassy and its personnel by all local police and military units, should need arise.
6. Payment for land used in the construction of the embassy shall be waved. All other payments will not be fixed, but simply subject to the understanding that each nation shall pay for its own construction projects, independent of the actions of the host nation.
Under these conditions, I sincerely hope that a exchange of embassies might take place as proposed by Dr. Rabastano Sancatto Serra. If these above conditions need to be amended in any way, please contact me at 1/07 Platea-Ordaneto, Silema, Comino.
