Sometimes you make this too easy for us. Let me deconstruct that, point by point.

1. Wealthy citizens are citizens. We gave a tax cut to ALL citizens. They deserve a tax cut just as much as the middle class does.
2. We beleive in a citizens right to protect his or her property, life, and family.
3. The crime rate in the USN is extremly low. (OOC: It says so, right on my nation's page)
4. Nobody could predict a terrorist attack like this would occur.
5.We have not once blamed RK for the attack. If you make claims like this I urge you to give proof.
6. Actually, the peace talks were very succesfull...until RK would not respond to a treaty we provided. Upon which all major points had been agreed.
7.We have never used beheading in the USN. Once again, give proof if you make such claims.
8. That is one of the few exceptions to President Mill's Pro-Life stance.
9. President Mills has never cursed in a letter to a foreign nation. (OOC: The incident you are reffering to was Mills speaking to himself.)
10. All ads we have put forth have been 100% true.

Well, the difference between this UN and the RL UN is that there is no getting out of Resolutions, and, unlike the RL UN, no one is "above the law". There are no nations (other than the moderators I guess but that's a different story) that are absolutely required for the UN to be strong- the NS UN can enact whatever laws it chooses no matter who is in the UN, due to the NS setup (the game is physically coded to force UN Resolutions onto member nations, so there's no way anyone can circumvent the laws for their nation or anyone else's).

As for the RL UN: its setup is different. It needs the support of the US to get anything done- the UN's predecessor, the League of Nations, couldn't do anything because it did not have the US' support, plus no one will feel obligated to listen to an organization that isn't strong militarily or economically at the very least (not to pick on any nation in particular, but what good would economic sanctions by Lesotho do, for example?). It does not have infrastructure like the NS UN whereby there's no way Resolutions cannot be enforced.

What I suggest- to keep this RP rolling (this RP really does look like it can develop into something special)- is, RK, make a case to the NS UN about Howard Mills and see if there are any legal grounds to evict him from power. Well...here's an idea....stay out of the USN's domestic affairs! If the people of the USN re-elect me just accept it. We will not allow a foreign nation, such as RK, to stamp out the voice of our citizens.

OOC: The proposal won't go very far, but I do see a way around Resolution #49. Did Howard Mills violate Random Kingdom soverignty in any way? If I remember correctly, you and the United States of Nick are legally at war over a soverignty issue, and, according to one of your posts, you argue that Mills may be threatening your nation. That may be enough to gain action from the UN. Also, if you can show that Mills violated the UN in another form (e.g., the genocide of the left you've referred to) that may also turn the trick.

Also, don't forget, there are other legal means to achieve your goal- for example, start a campaign to press economic sanctions (especially within the UN) against Mills and/or sever all ties with him. Paint him as a horrible, oppressive leader that no one would want to do business with. His trade will suffer and thus his economy will too and maybe you'd get him to change his ways, or, better yet, get him overthrown. A nation that has nothing left certainly won't keep its oppressive, destructive leader for long.

Tensions had built up to the point where one nation, Random Kingdom (since withdrawn) has threatened to stage a revolt in USN should the incumbent President Howard Mills win the election. RK and USN have been at loggerheads even before the election, with RK strongly backing challenger Bill Coulter in the fear that Mills will restart the war with RK.
