A group of Lightning Starian Citizens and Foreign aid workers have come up with a plan for a group that helps in the re-construction of TLS. The document below is made for if all countries agree to it. If your country doesnt agree with its terms, then the city in your region where the Organisatio is based will be taken of the list of regional HQ's.

The Lightning Starian Provisional Authority

The Lightning Starian Provisional Authority(or the LSPA) is an organisation created by Lightning Starians and a few foreigners to help in the re-building of the Lightning Starian Infrastructure. We recieve the funds to do this buy taking over AeroStar. Inc, the company which made all Airships before the war. The Authority is based in 3 Places, Norvington, The town of Albron(the largest remaining City/town on the island of Thunderbrook), and the city of Williston, on the East coast of East Washibar. 15% of the procceds goes to each of the countries that are occupying the country(which means 15% to Shalrirorchia, 15% to JJR, and 15% to Weyr.). The rest of the income goes towards the re-construction projects and paying the workers. This Organisation will help sped up the time it takes to re-build TLS and it will give more people jobs, seeing how there is an 77% un-employement figure in JJRian territory, 49% in Weyrian Land, and 32% unemployment rate in Shalrirorchian Territory. Having more people employed will lead to less of a chance for an insurgency against the Three Powers.

The LSPA thanks Weyr for its understanding. If the Weyrian authorities need any help what-soever, our people will be there to aid you as soon as you call. We also need a place to put our HQ.

OOC: Just select a place like the Former Dept. Of the Tresury or something. Or an office building. We only need something with Internet acess, more than 2 storys, and baisc Amenities (WAter, shelter, electricity, food, etc.)

Do we have a guarantee that your military forces will not attempt a hostile takeover of Norvington should we withdraw our aerial forces?

We are currently dumping in the range of US$32billion on reconstruction and relief, not counting standard expendures on military forces. We have no interest in regulating the daily life of the TLS people, and you may certainly re-open any and all institutions that you desire, and draw any funds and equipment you need from the Weyrean relief forces for doing so.

Shalrirorchia will not attempt a hostile takeover of Norvington unless some unforseen circumstances warrant it. We would prefer at least some Weyrean presence to remain in the city, however.

President Tarumigan Gistarai has arrived at the Shalrirorchian Air Force base in Williston aboard Air Force One in a surprise visit to the Lightning Star nation to consult with Lieutenant General Sharana regarding Shalrirorchia's national strategy in the area. The official word out of Shalcoria is that the President is requesting a full meeting of the Light Starian provisional authority after meeting with the military leaders in the area. Earlier today, the President deplaned, surrounded by special forces and agents. It is expected that he will go into Williston itself to meet with the Provisional Authority.

Shalrirorchia will not attempt a hostile takeover of Norvington unless some unforseen circumstances warrant it. We would prefer at least some Weyrean presence to remain in the city, however.

Weyrean ground forces will remain in the city, although we will slowly replace them with local police and military forces opver the coming months and years. Our request is that you do not invade should we pull out our aerial assets.

The LSPR Promises to not harm any Weyrian soldier. We are an organisation of peace. To any of the three powers that wish to hurt us, however, we have around 300,000 active members so far, and we expect the numbers to rise as high as 1 million, counting construction workers. we have a small number os trained defence personell, arond 3,000, that guard our facilities.

Jangle Jangle Ridge is working to rebuild the destroyed ancient capital, cities attacked by missiles, and any civilian areas hurt in the battles. A search for the closest living able relative to the Imperial line. Any help would be greatly appreciated. We also pledge not to attack any soldiers unless they first show hostile reactions to us.

As of next week [a few minutes from now], all control of the city of Norvington will be handed to the LSPA. The first and second Expeditionary Corps will be withdrawn over the next two months, leaving approximately 38,000 Weyrean soldiers in the city and 320,000aid workers. Additionally, the Skyfleet will be withdrawn, although Epoch-class freighters will continue making their runs to and from the city. With the full restoration of vital services and the establishment of a functioning government, we feel that our presense is no longer required.

The remaining forces will assist in any additional reconstruction efforts led by the LSPA.

We are saddened to hear that, because those attempts would, at the least, split the government. We want to solve this without more bloodshed. Our search will continue. We fought hard for these islands and lost many people. We won't drop our cause now.

Shalrirorchia has begun renovating Williston, providing new housing for the citizenry and eradicating slums. In a move sure to spark controversy, they have also begun building government facilities in the city. Internal documents leaked to SNN News suggest that, in an effort to promote democracy in this nation that the Shalrirorchians are attempting to convince the LSPA to place its' national seat of government there, effectively placing the capital in the Shalrirorchian zone of control.

Jangle Jangle Ridge wishes to know if the LST government would like to have its present capital be the future one, of it they wish the nation of JJR to build a new one, as some form of repentance for the lives they've taken.

OOC: Yes, but you'll find that the main island of East Washibar has the most population, and the most original supporters of the Imperial sentiment. And your island would want theocracy, actually. In all truth, your best chance for presidency would be in the center island, and we won't let you there, since we control it, and would find the anti-imperial actions as a direct hostility to our cause.

IC: We are saddened that, even through a thurough search, we could not find anyone from the Imperial line. Therefore, we will be handing the seat to a Mr. Stephen Jacobs, age 25. We have deemed him worthy, due to numerous good simaritan(sp?) awards, and his support of the now dead imperial family. He himself says that, even if the Lightning Satarians deem him worthy of the post, he will only be a benevolent placeholder for the throne until a real empeorer(sp?... again) is found, at which point he'll gladly give up the throne. However, his is grateful of this honor in itself. He first asks for the support from the citizens of LST before he will take this post. He in under the tightest security, as LST cannot suffer another loss of a leader.

If an imperial line is established, we suggest that you grand the Emperor/King/whatever the ability to choose his/her own successor, as that will help to prevent the ascention of someone who is possible unfit to rule.

This placeholder Emperor, should he refuse to leave in or when the time comes, he will be forced out. He is a the will of the people, and at this point, is more of a temporary president. We want to find ANY relative of the Imperial line, even distant. If we can find said person, they'll be Emperor. That simple. If the people don't like him, they can have a coup. Or, in this case, a revolution.

The Shalrirorchian Special Forces team has been inserted into JJR territory, with orders to observe the movements of Stephen Jacobs and look for vulnerabilities in his security details, including all his daily movements, times, schedules, transportation details. Please provide.

As of next year [tomorrow], all Weyrean forces will be withdrawn from Norvinton excepting the Third Expeditionary Corps, which will continue to assist in reconstruction efforts. As already some have notices, the Skyfleet has been fully withdrawn from the area.

OOC: Weyr's gonna have its own civil war, although you won't notice it for some time.

OOC: He's gaurded at all times, with gaurds on his balcony and outside his room while he sleeps. The buildings around his hotel require metal detectors. The guards wear nametags with pictures. All gaurds know each other by sound and sight. Food made by JJR chefs is carried to the room by my gaurds. There are occasional speeches given by the Emperor-to-be, in which case, all the buildings nearby and within line of sight are under lockdown and have gaurds at all stairways and doors to the outside. People in the crowd go through metal detectors before being allowed in, and there are full perimeter gaurds. All gaurds have walkie talkies. Jacobs is driven to the speeches by a group of bullet proof limos, and there are always ten JJRFDF(JJR Federal Defense Forces) Agents on the deck that the speech is given from.

Any threats or attempts at the life of the Emperor to be(I think he needs a better name then Jacobs, you should choose the name, TLS) will be considered an act of war against an ally, and therefore, an act of war against US.

Message to Shalrirorchian Central Command, Scrambled Frequency-

We have conducted our study of the Emperor's security. His defense net is almost seamless. His home is completely invulnerable to attack, and whenever he is moving to speeches, he is shuttled around in a vehicle that would resist even our high-caliber sniper-rifle bullets. Taking him out during a public appearance is also off-limits, due to the prohibitive number of security troops on the roofs.

We have, however, discovered a weakness.

The limo the Emperor rides in is resistant to even assault weapons. Peter Graves believes that not even hand grenades would be sufficient to pierce the armor of the vehicle, and they are impractical anyway. Graves believes he has a solution.

We have purchased a used '97 Taurus with cash from our operating fund. We will park this vehicle on the side of the road in the city when the Emperor is scheduled to speak here. We will wire the car with a heavy steel plate weighing several hundred pounds and focus-shaped C4 charges to direct the blast. When the Emperor's vehicle passes ours, we will remote-detonate the charges. The explosion should send the steel plate flying with enough kinetic force to crash through the limo's armor easily and, obviously, kill the occupants. The blast should be contained by the Taurus to an extent, as well as the fact that we are using shaped-charges. Collateral damage and civilian casualties will likely be few, if any.

OOC- It goes without saying that Graves uses no components that could be linked directly back to Shalrirorchia, and that he is careful to leave no fingerprints or other overly incriminating forensic evidence on his handiwork. He is, after all, a professional. ;)

OOC: While, all the radio stuff is encoded. And in order to get those uniforms, you'd either have to break into a gaurded facility, find the right room, pick the locker locks for an unused uniform, and stroll out with it. Or you could infiltrate a gaurded, locked-down building, get upstairs to the top floor past gaurds on each floor, and then take down a heavily armed sniper with a radio, and not bring any attention to yourself.
