It is theoretical money, you just say your nation has x amount of money (make it realistic based on your size) and you spend some of it on military.

(Hey the knights say ni, welcome to the forum. The good thing about this forum is that it is supposed to be a "free-form role play", which means that you can do anything, as long as it's reasonable. This means that you don't have to use actual money, or even game money. It means that all you have to do is to type "money has been wired". The Chicago FFG proved to be a superior design to the Grisha V FFGs we currently use for shore patrol. It's increased stability was a huge asset, and one we most certainly appreciate. It is currently under discussion whether to run out the Grishas or to actively replace them in shorter time.

Upgrade main guns to ete (electro thermal)
Remove all smaller guns
Add multiple phalanx guns in place of the original aa batery
Put a forward and aft multiple tube vls's (vertical launchers)
and install fully modern avionics, including both vd and passive sonar
And doing something nice with the engines too would be appreciated

I can put on 128 VLS tubes forward and 64 more aft in place of the small guns. I won't put phalanx on, but I'll put on the better 30mm Goalkeeper system. I will put in 3 Pebble-Head reactors for power as they are needed for ETC guns. I will put in 4 RAM launchers too for CIWS to back up Goalkeepers. It will be 1.3 billion per ship with these improvements

Indeed she will. The combination of those "ruin your day" 18 inch guns, and more modern weaponry and aiming systems should be nasty indeed..not that I'm on the warpath, the navy is mostly for self defense.
