"Well, basically, Ambassadors are anyone from other nations we choose to give some rights, so you should be slightly thankful. Anyway, this sounds serious and fun. Generally, we citizens of Miratha like to keep to ourselves, and your information should be held with the same care. Furthermore, the chance of endangering Miratha's safety by lending either of these governments confidential information would be seriously high, and we tend to prize our safety, even though jeopardizing it could result in some interesting items we may take interest in."

Many Praetonians feel the same way, look at this," he handed a photo to the Morathian, "this is a picture of hundreds of thousands, perhaps a million Praetonians marching through our capitol. This is just one city, it happened all over the nation. They wanted war. They wanted our honour to be unheld. They want our land back, Will you help me to get it back?"

Earlier today the Grand Duke Reginald Leopold I of Hamptonshire and the Hamptonian Interior Minister offered, via satellite, the Documents of Independence. Today, my fellow Nova Excelsians and Praetonian brothers and sisters, the Protectorate of Nova Excelsior is no more. Today, and for the rest of time, we shall be the fully independent and sovereign Commonwealth of Nova Excelsior.

While the Grand Duchy of Hamptonshire may not be our motherland anymore, we are still bound to Her, through the sovereign choice of the newly renamed Commonwealth Legislature, through the Hamptonian League. Economic and military aide will still move between Hamptonshire and Nova Excelsior, but now we are the master of our own fate.

The 56 million Nova Excelsians, and 110,000 Praetonians in the PSAR, are now ruled here from the capital city of Riverside. The changes in government are mostly cosmetic, however they will allow better and more streamlined governance. However, the non-PSAR regions will still be known as 'Hamptonian' Regions.

The former Colonial Legislature has been renamed to the Commonwealth Legislature with a cap of 200 members from the Hamptonian Regions and 50 members from the PSAR. The Legislature will elect from among their number 10 Ministers to run the various departments of the Commonwealth Government, 2 of the Ministers will be citizens of the PSAR. Additional, in a sweeping change, the Commonwealth Legislature will elect a First Minister from among their number to act as Head of Government, the two former positions of Lieutenant Governor will be replaced by the position of Chief Administrator, with the Hamptonian Regions electing a Chief Administrator and the PSAR electing a Chief Administrator.

The largest change to our government will be the elected position of President of the Commonwealth. Elected every four years by popular vote in all the Regions of Nova Excelsior. The President shall be the Head of State and the Commander in Chief of all military, and police, forces in both the Hamptonian and Praetonian Regions of Nova Excelsior.

May this step into the world of total independence mark a new page in history for all the people of Nova Excelsior.

We are pleased by this latest development, although our Imperial Colonial Police and Imperial Colonial Garrison will remain under Praetonian control. We welcome greater co-operation with the Hamptonian sector of Nova Excelsior, and we are pleased that the NPIP party did not gain enough of the vote to destabalise things in the area. We hope that Nova Excelsior will bring Praetonia and Hamptonshire closer together has allies and lead to a brighter future for both of our nations.

Ya know, if we do this right, considering the Commonwealth of Nova Excelsior is no longer part of Hamptonshire, once we have set up the attack, we can report the colony's attacks to Hamptonshire. Then we have the support of their own nation. It'll work great, as long as we don't do something stupid like leave a long paper trail that, despite it only being pseudo-real and essentially impossible to know what it says, will easily jeopardise the mission (OOC: Another way to say "Metagaming"). So let's do that. First, we need to set up the attack. It's simple... We set up a bomb. We place it in a low-population yet important building; we need some way of clearing it out, though, something like a 'Mirathan Bake Sale;' those usually call lots of people all interested in the antidote. Nova Praetonians will flock to the bake sale, leaving us to simply bomb the sh*t out of the place, like, uh, is there a city hall somewhere? Does this idea sound feasible?"

This is the Nova Excelsior Media Corporation, bringing you all the news, all the time. I'm Dave Dimmley here at our main offices in Riverside, and this is today's news.

Today a poll was released showing that 87% of 'Hamptonian' Nova Excelsians fully accept the Praetonians of the PSAR. After a massive effort by the Commonwealth Government fo educate the populace, all indications are pointing toward a smooth transition. As Interior Minister Henry Winston (http://www.craigmarlatt.com/canada/images/government/martin.jpg) said in an exclusive interview with NEMC,

"Of course there will always be those on both sides that will resent what has occured. It is the job of the Commonwealth Government and the sub-governments of the PSAR and the Hamptonian Regions to make the transition a smooth one. The Praetonians of the PSAR possess joint Nova Excelsian/Praetonian Citizenship, they hold Nova Excelsian passports, they carry NDID (National DNA and Indentity) Cards, and we are actively looking toward integration of intra-PSAR Security Forces."

Earlier this week PSAR 'Colonial' Security Officers were given full access to the CSN (Commonwealth Security Network). Modeled after the Security Network made famous in the Grand Duchy of Hamptonshire, the CSN provides full surveillence coverage over all urban and most suburban areas. Combined with NDID Cards and the National Security Watchlist, security officials throughout the Commonwealth will have access to the same information.

In government news, First Minister and President of the Commonwealth Jason Edwards (http://www.gap.org.uk/uimages/suppstraw150.jpg) has annoucned that he will be traveling to the PSAR to meet the Praetonians and address any concerns or questions that they may have. Due to security concerns as well as the schedule of votes in the Commonwealth Legislature, Mr. Edwards will be visiting the PSAR when the Praetonian PSAR Chief Administrator, formerly the Lieutenant Governor, is planned to visit the Praetonian captial of Praeton. When asked about the apparent conflict Mr. Edwards' Press Secretary responded: "While we would like the Chief Administrator to be present during the visit, the President understands that may not be possible. It is only because of the voting schedule of the Legislature as well as several 'classified' security concerns that the President has moved up his visit."

While the Grand Duchy has granted Nova Excelsior it's independence, it had not left her alone. Through the nation Royal Army, Marine, and Air Force bases stood as momuments to the dedication of the Grand Duchy of keep Nova Excelsior safe. While the former colony was independent, it was still a member of the Hamptonian League. That meant the Royal Armed Forces would be here for decades to come. The Royal Army Intelligence Service was given the charge, before the Documents of Independence, of monitoring all threats to the territorial integrity of Nova Excelsior. As of late, the RAIS has been quite busy...


In a dark room in the south of Nova Excelsior, Lieutenant Colonel Sandra Coopers of the Royal Army Intelligence Service sat still reading the reports that come to her desk. She takes note to read about groups on the "Security Watchlist" (the following is part of the document she is reading)

They see the PSAR as a violation of the Treaty they signed with the Grand Duchy of Hamptonshire. They seek the unification of all of Nova Excelsior in order to regain the uninterrupted previous territorial state of the nation. The NSA also seeks the end of ethnic Hamptonian rule of Nova Excelsior, the NSA activey advocates a very loose confederation as opposed to the current centralized federal government. That is an extremely rare honour that is being bestowed upon him. We are pleased that violence has been mild both on the NPIP side and NRP/NSA side.

We look forward to the future where Hamptonians and Praetonians can live side by side within the Nova Excelsior Region, two distinct cultures both being mantained but and the same time introduced to each other in a most unique way. We are pleased to announce that Praetonian residency in the PSAR is up to 250,000 people, and Hamptonian residency in the zone is down 20%.

We are currently in the process of dismantling the CSN in the PSAR to fit Praetonian law & order policy. Praetonia spends very little on the police force and does not believe in mass surveillance, instead opting for high spending on Health, Social Equality and Education. Our system has worked with equal effectiveness to the Hamptonian system as far as crime rates are concerned, but our system also makes for happier, wealthier, healthier and better educated citizens.

We hope that this sytem in the PSAR can be an example that the rest of Nova Excelsior can examine, and hopefully adopt in due course. We look forward to moving forwards together for greater peace and prosperity in the region.

OOC: Notice in their section I said "possible" and other such conditional words. As for the land question, in the treaty signed between Hamptonshire and the Alectian Tribes, Hamptonshire agreed to never disturb the territorial integrity of the tribal lands.

Also, Mr. Edward's trip was not to Praeton but to the regional capital of the PSAR. Within the next few hours I'll write up a post accepting your invitation to visit Praeton.

As for changing the ethnically Hamptonian population of the PSAR as well as deconstructing the PSAR, talk to me before you do that.

Statement from the Commonwealth Foreign Office

The intended destination of the trip in question was not Praeton but the regional capital of the PSAR. We apologize for any confusion.

However, the Rt. Honorable Mr. Edrwards has accepted your invitation to visit Praeton and meet certain members of the Imperial Government. The Commonwealth of Nova Excelsior shares your hope for a bright and unified future where ethnic Praetonians, ethnic Alecians, and ethnic Hamptonians come together as Nova Excelsians.

It should be noted, however, that the CSN will not be removed. The PSAR is not ruled by Praetonia, it is a semi-autonomous region of the Commonwealth. As the ruiling body of the entire Commonwealth, the Commonwealth Government has decided to push for total integration of the CSN. While the PSAR will be allowed to follow their own legal traditions, they must fit within the legal framework of the rest of the Commonwealth.

Regardless of the confusion, our offer still stands and we are pleased that Mr Edwards has accepted it. He is also invited to the PSAR on an official vist where he will be the guest of the Lieutenant Governor. We hope that these official visits will be the corner stone for a long and happy relationship between the Democratic Imperium and Nova Excelsior.

Unfortunately we must insist on the dismantling of the CSN in the PSAR. As set out in the terms of the agreement we pay the for the upkeep of the region and so naturally, we decide what we pay upkeep for. We do not want to pay for this system as it goes against our governmental ethos. As much as you are reminding us that it is only a semi autonomous region, we sometimes think that you forget that it is such a thing, and it is not merely a 'Praetonia Town' within Nova Excelsior.

Someone walks in on the meeting. He is wearing an executioner's outfit. In one hand, he holds a large axe; in the other, a VCR tape (you're living in the past, MAN!). He hands the video tape to Mayor Kabapus, who, in turn, places it into a VCR under a conveniently-placed television set in the wall.
It is the report from the NEMC.
Mayor Kabapus starts laughing. "Oh, he's gonna get a surprise! Wait 'til the city explodes in his face! Hopefully he survives, if not, I have no regrets."
He continues to laugh for a few more seconds, suddenly stops, and looks at all three people. "Gentlemen, I'm afraid I was wrong when I said this place was safe to converse in. There are three people who could act witness here."

"I suggest custody until the event is over, perhaps?"

"I think not," said the bodyguard, pressing his body right up against the 'executioner' and grabbing hold of the axe. The other two men drew pistols from their pockets. Mr Partidge stood up and said,

"We're all friends he. We will say nothing of your little escapade and you will say nothing of ours. Agreed? Friends," he said, waving the pistol casualy.

"I think not," said the bodyguard, pressing his body right up against the 'executioner' and grabbing hold of the axe. The other two men drew pistols from their pockets. Mr Partidge stood up and said,

"We're all friends he. We will say nothing of your little escapade and you will say nothing of ours. Agreed? Friends," he said, waving the pistol casualy.

The executioner looks at the bodyguard and says, "what are you doing with my axe?" He then, with his other hand, pushes the bodyguard back on his shoulder like a small nudge, most likely pushing him to the floor.

The Executioner pushes the big man backwards slightly, serving only to annoy him. The bodyguard promptly lets go of the axe and punches the Executioner in the face before kneeing him where no man likes to be kneed. Mr Partirdge pushes the gun against the Major's head looking comically like, well, a short,l fat, middle-aged party politician trying to intimdate someone with a gun. The other man quietly walks away and begins whispering huriedly into his mobile phone, leaving his pistol on the table.

The executioner grunts a bit, but is otherwise fine (OOC: If he were to remove his mask, he'd transform into a 36-foot giant; he's fairly strong). "What'd you that for?" He looks around for a few seconds, thinking, and says, "I know what would relax us all... Brownies!" He runs out of the room. A few minutes later, he comes in with a plate full of brownies.

Mayor Kabapus takes a brownie and eats it. "Hey. I just want to make sure my colony's safe. Put your gun down."

OOC: 36 foot monster. Holy shit you are crazy. I would call that GODMOD. Also don't eat the brownies their poisoned. Also Miratha how could you fit all those WMDs into your colony. I only gave you like 100 sq miles and your telling me you have all this VX nerve gas, chemical weapons, biological weapons. All this shit. Were the hell are you keeping it.

OOC: This is NEW Miratha; most stuff is kept back at home. The brownies are perfectly safe, if they weren't, I would have posted an OOC note to show how the poison would work; it's one of the failings of poisons. I would call Morkath (the executioner guy) a godmod, as is most of my fantasy stuff, but I wrote it years in advance as a hobby. Most of my uber-godmod fantasy stuff I do not use much, anyway; this is an exception that I wasn't even going to use to KILL the bodyguard. Hey, I haven't even decided how to kill Mayor Kabapus or how someone could possibly combat Beelzebub and Devilfly or how someone could stand up to the Dissent-Breaker Termite Soldiers Satan devised or how someone could find a way to re-imprison Satan after Mayor Kabapus might try to release him, but hey, I don't use all that much. I know, it's a hell of a godmod, but I try to keep these things to a minimum. For instance, I'd never use Morkath in a practical war or fight.

He waits for a few seconds, then says, "Wait. When will the event occur, and what are we getting in return?"

"We have told you when it will occur, and what you get out of it is the chance to pointlessly destroy things, good day," said Mr. Partridge, putting on a bowler hat and walking out of the room, part of the pistol sticking out of his anorak pocket.

OOC: I said, I wouldn't use 'em. About the biggest thing I'd use are the Void Blades, which, despite causing some destruction on heavy armour, will probably cause the user to fall unconscious with little use.
