The SpartaN in all forms is capable of flying 4,000 miles with external fuel tanks or 3,500 miles w/o not including emergency combat reserve fuel. Since it is capable of being refueled in flight or even just after take off, the range can be extended indefinitely and is only limited by your tanker support.

We could put together a "crash course" (pardon the pun) in SpartaN control and operations familiarization for about $24,000 per person per day (recommend 5-7 days and that all trainees be qualified previously to fly high speed jet combat aircraft)

Which would you recommend? There is no "best" one, they all have their advantages and disadvantages. The original F/B-8 is not as expensive and does not require as much maintenance as the other models, but it doesn't have all of the capabilities of the F/B-8X. The UB-8E is very expensive, and unmanned but when used in conjunction with the F/B-8X can be very effective as a force multiplier.

Without knowing your needs, it is reckless to simply suggest which one would be best for you.
The decision is really up to you and what you can afford.

We recommend you train at least 700 pilots in the operation, though it should not be hard for your trainees to pass on what they learn from us to others, The same goes for ground crews.
At minimum I would say you bring 36 pilots and 80 ground crew to Phoenix Dynamix training, and they can pass on what they learn to others in your airforce. That would cost an additonal $2.8 million

350 F/B-8 Spartan = $64 billion

(I like most of your designs. Many are absolutley amazing, but some are rather sub-par, such as your B-69 and AH-220 - the B-69 is hardly stealthy (mainly due to the engines), and the AH-220 has in it's description that it's practically immune to 20mm CIWS rounds, which means it'd be required to me made of something akin to Osmium, which means it'd be several hundred times too heavy to fly. When a helicopter can take a 20mm round without flinching, that'll be the day that pigs fly - I'm sorry, but a second of firing a 20mm CIWS would shred a helicopter to ribbons - or the helicopter is so ridulously expensive and heavy that it's entirely worthless to have in the first place except to act as a shield.

But I do like how you don't just go with the grain and make generic things, but you try to think outside the box and come up with new and interesting ideas. The only advice to I have to you is, for Naval Warfare, don't use so many cannons, as missiles and aircraft outclass them in range, firepower, accuracy, et cetera. At least one smaller cannon will always be needed, likely two or three.)

The real life AH-64 Apache can(and has) survive(d) direct hits from 23 mm rounds. The AH-220 would have the same resilience vs standard 20mm rounds.
The B-69 is not as stealthy as say, a B-2 or F-117A, but it appears as a much smaller target on radar than an aircraft of simmilar size such as the B-52 or Tu-95. It is in the same category as the SR-71 and B-1 in the stealth respect. Its value is its high speed and large bomb load, the minor stealth features can be seen as a bonus. For a fully stealth bomber of mine you would have to look to my B-10 Vixen (http://fc08.deviantart.com/fs16/f/2007/166/e/0/B_10_Vixen_by_SpartaN_PhoeniX.jpg), which has not been released for sale due to its advanced nature.
