We are quite pleased with the specifications of your naval craft. We are currently in the process of updating our somewhat outdated Ticonderoga and Arleigh Burke class vessels. To this end, we wish to purchase the following:

8 x Region (Nieland)-class CBG = $ 17.6 Billion
8 x County (Glaines)-class DDG (AD) = $ 8.0 Billion
8 x City (Daurmont)-class DDG (GP) = $ 8.0 Billion

Total monies of $ 33.6 Billion will be wired upon confirmation of order.

Your Excellency,

It is a great honour to build such vessels for your navy. The RSIN will process your Excellency's order forthwith. As the backlog has eased, the all vessels should be finished their sea trials within [1 RL day]. I apologise for any inconvenience this delay causes. The total cost of this procurement, as your Excellency has stated, is $33.6 billion. Future purchases will receive a five-percent discount. Both I and the rest of the RSIN family wish your Excellency and your navy the best on the high seas.

The Incorporated States of Sarzonia would be immensely pleased to place another order with the RSIN Corp and our commodores are overjoyed at the establishment of the Council class battleship.

We would love to place an order for five Council class battleships with the SYLVER MP for $16 billion. Money shall be wired upon confirmation.

In addition, the commandant of the shipyard at Nicksia has expressed their interest in helping the RSIN Corp ease production backlogs, under your supervision, of course.

We are highly pleased with the service of all the RSIN Corp-built ships in our navy and we are overjoyed for the strong friendship between our two countries. We look forward to working together with Isselmere-Nieland for many years to come.

Your Superb Excellency,

The Royal Shipyards is immensely honoured by the confidence you place in our ships. I will ensure that dockspace will be cleared for the construction of the Council-class battleships you have ordered. Regrettably, as this class is in the initial stages of production it may take [1-2 NS years] to complete this order [OOC: : 1 by tomorrow, and at least 2 by the end of next week; same time that it will take me]. The total cost of this procurement after favoured nation discount is $14.4 billion.

The RSIN will certainly look into contracting out to your shipyard at Nicksia as that would reduce existing and future backlogs. Any such agreement would have to pass the scrutiny of the Foreign Arms Sales Commission, which should be no problem for Sarzonia.

It is always a great pleasure to do business with your Excellency, and long may the friendship between our two countries endure.

Best wishes on the high seas!

Yours,
D-G Thomas Bullfinch, RSIN

[OOC: Sorry I can't be more precise on contracting out; I just have to figure out an appropriate arrangement.]

Both the ATR and the "Tern's" mission profile may be updated in flight.

The "Tern" is able to carry three 250kg bombs or comparably sized weapons in three internal weapons bays (approximately 2.8 m long, 30 cm wide, 30 cm deep) for up to 1400 km, or greater with either external or conformal fuel tanks.

Your Superb Excellency,

It is a great honour to receive another order from your beautiful country and glorious navy. We at the RSIN are honoured to complete this order for your Superb Excellency.

As your admiralty may have noticed, the support vessels have dropped in price. Thus, before discount,

16 Flansburgh-class AOR @ $300 million per = $4.8 billion
10 Lake-class MCDV (MCM version) @ $105 million per = $1.05 billion
6 County-class DDG (AD) @ $1 billion per = $6 billion
5 City-class DDG (GP) @ $1 billion per = $5 billion

for a total of $14.74 billion after most favoured nation discount.

The Foreign Arms Sales Commission (FASC) and the RSIN welcomes the offer from the commandant of the Nicksia shipyards. The FASC and the RSIN propose to contract out to the Nicksia yards the overflow of support vessels and smaller surface combatants (up to the size of a frigate, excluding submarines) for external customers. The FASC and the RSIN will also permit domestic production rights for the aforementioned vessel types, either by outright purchase of those rights, or on a per unit basis, taking into account the cost of leasing the Nicksia facilities, of course. [OOC: I hope that makes some sense, 'cause it confuses the hell out of me!]

It is an immense privilege to conduct business with your Superb Excellency's esteemed nation once more. Long may Sarzonia's navy triumph on the high seas!

It is with great pride and honor that I announce that the commandant of the Nicksia shipyards has agreed to the proposal laid out. WOODSTOCK (ISP) -- Parliament announced today that it officially agreed to an alliance with Isselmere-Nieland.

"The alliance is a positive step that strenghens already solid ties that we have with the Isselmere-Nieland government," President Mike Sarzo said in a statement. "It adds teeth to a rule that has been observed almost since the very beginning of our republic."

Parliament's approval was remarkable in its lack of controversy. The measure approved unanimously.

Oliver Cramsic, the opposition party's leader in the Senate raised the lone objection to the formalized alliance throughout Parliament.

"Do we really need to formalize an alliance that has been understood to be in force?" Cramsic said in the Senate chambers. "It's been well-established that we would do whatever is needed in the event Isselmere-Nieland is attacked; why do we need to codify such an arrangement?"

The measure became only the second measure ever to pass through both chambers of Parliament unanimously.

Your Superb Excellency,

It is a great honour to receive another order from your splendid navy. The destroyers and cruisers shall be prepared for your navy forthwith. The total cost of this procurement after most favoured nation discount is $48.6 billion.

Please also note that the RSIN is considering replacing the 76mm gun mounts on the Council-class battleships with twin 130mm mounts based on a Russian design. The 130mm mounts have a much lower rate of fire (about a fourth of the 76mm guns) but pack a much greater punch without any great increase in crew requirements. Should your Superb Excellency wish such a change, such can be accomplished without charge.

We at the RSIN thank you for your continued interest in our fine products and cherish the great friendship between our two illustrious countries.

To your success on the high seas!

[OOC: The Nicksia yards can produce all types of auxiliary vessels as well as corvettes and frigates for domestic purposes without needing to inform the RSIN. The RSIN receives a percentage of the fee for however many are produced minus the cost of leasing the Nicksia yards. It may take a while to produce 40 frigates, though. (The Royal Shipyards comprise about 36 nationalised and contracted private yards--about ten a year is certainly possible for a large shipyard (with two years between the laying of the keel of the first ship and its acceptance into the fleet, and the Nicksia yard contract could also be extended to consider other yards--if so, consider it already done.) Subject: CTOL CVL

To Whom It May Concern:

With regard to safety requirements of operating CTOL fixed aircraft on such a small deck, I could not in good conscience recommend the Walmsley-class as a conventional carrier. I could, however, suggest the rebuilding of a Monarch-class hull, which is about the same length as a Kiev/Admiral Gorskhov-class CVGH/CVL or a World War II era Essex-class carrier. The smallest possible rebuild I could recommend would be of a Region-class battlecruiser, although I could special-build a carrier of 240m+ overall length that should be able to allow either the restrained or catapult take-off of MiG-29 or comparable aircraft (ca. 22.5 metric tonnes or 50,000 lbs.).

The HINMS Rapier launched from the Royal Shipyards' Grimsby Downs complex today amid great speculation: Would the Defence Forces commit entirely to drone-equipped aerial components? The Defence Minister stressed, "No.

"Neither the Defence Ministry nor the Services have any interest in creating drone-dominated forces. This vessel and its uncrewed vehicles is simply for rapid strikes against highly-defended targets."

The Rapier is the first of the so-called Weapon-class carriers. It should be ready for commissioning within the year.

GWS.52 Pelican anti-ship missile (http://homepage.eircom.net/~steven/images/noranti.jpg)

The GWS.52 "Pelican" was developed by Lyme and Martens Aerorobotics to replace the GWS.39.3 "Jewel" (Yakhont-3) in domestic service.

The "Pelican," like the "Pigeon" is really a one-way drone with many advanced features allowing it to evade most missile defences as it approaches its targets. Like its siblings the "Rook" and the "Tern," the "Pelican" possesses an effective autonomous operation situational awareness module (AOSAM) permitting the missile to alter its flight characteristics and use its minute radar cross-section and small infra-red signature as well as active jamming (ECM) to counter enemy threats as well as to respond to countermeasures (ECCM), thus giving the "Pelican" a greater probability of successful strikes.

Like the GWS.39.3, the GWS.52 can work individually but is even deadlier in flocks. With its Link 17.2G secure data link, the lead "Pelican" operating at altitude can communicate with the other missiles in the flock to assign and prosecute targets ensuring a wider range of strikes against enemy ships. With this data link connection, the "Pelican" can receive targetting information from dedicated reconnaissance satellites, aerial vehicles providing over-the-horizon guidance, or from the firing vehicle. With this information, the GWS.52 can prosecute an enemy from various angles, regulating its thrust to ensure either a staggered or unique arrival time in the target zone. Furthermore, the data link permits attacks to be performed in conjunction with other combat drones, such as the "Puffin" or the "Rook," to minimise probability of intercept. For instance, the "Puffin" or "Rook" can use its search radar to illuminate the enemy fleet allowing the entire flock of "Pelicans" to remain below the enemy radar. Also, "Pelicans" and "Pigeons" can engage in a combined assault against a hostile fleet: the "Pigeons" eliminate the enemy's air defences while the "Pelicans" advance towards their targets.

Adding to the small EM signature of the "Pelican" is its ability to use either its small low-probability of intercept (LPI) radar or imaging infra-red sensors to home in on a specific target without revealing its presence.

When air launched from high altitude (10-15 km), the "Pelican" may initially proceed to target at 10-12 km altitude until its radar warning receivers begin detecting hostile emissions. The "Pelican" then descends to between 20 m and 5 m, or lower if sea states permit, and accelerates towards its targets. From about 50 km away, one missile (if in a flock) ascends to acquire targets and transmits this data to the other missiles as it descends. This hi-lo profile and the "Pelican's" supercruise turbo-ramjet engine allows a maximum range of 560 km. When either air launched from low altitude, or surface or submarine launched, the "Pelican" may opt for a lo-hi-lo attack profile, allowing attacks from as far away as 325 km. The "Pelican" may also perform a direct lo-lo assault. Using supercruise, the GWS.52 can prosecute targets from over 240 km distant, while operating at full speed (Mach 3+) the "Pelican" can travel up to 175 km to its prey.

All in all, the GWS.52 offers a great advance in the field of modern naval superiority.

To the Government of Isselmere,

The Defence Ministry from my government is currently seeking out potential bidders to replace our aging Sea King fleet which has served as our primary anti-submarine helo for our navy for many years. Now as the Sea King is moving towards it's 20 Year Mark we are now seeking to retire the old choppers and find a replacement helicopter fleet. We are wondering if you perhaps can provide a design for a helicopter (naval variant) to serve our ships as mainly an anti-submarine helo.

We are currently seeking out to replace about 60 Sea Kings and are wishing to replace them with a fleet of 100 Naval Variant Choppers for the new fleet which we are slowly aqiring from ur docks.

The firm of Lyme and Martens will be beginning production of a new series of UAVs and AUVs.

The "Pigeon" is the present nickname for the latest UAV. The "Pigeon" will be a small, lightweight UAV launchable from the existing "Rook" and "Tern" types for short range real-time reconnaissance or pinpoint attack against high-value, lightly-armoured targets. Recent field tests have demonstrated the "Pigeon's" pesky and pesty similarity to its urban namesake: a flock of "Pigeons" managed to decimate the C4I capabilities of a simulated carrier strike group by striking radar, SATCOM and other antennae. Also, the "Pigeon" has performed similar feats on land by striking command posts, POL depots, as well as command and surveillance capabilities of enemy divisions. The "Pigeon" will enter production soon.

Subject: Naval Helicopter Requirement

Your Excellency,

Regrettably, the RSIN neither broadly produces nor sells crewed helicopters for external markets, owing to the strict domestic production licensing agreement signed with EHI to produce the "Merlin" (EH.101). The EH.101 is available from a number of different sellers on NS, from Clan Smoke Jaguar to Hudecia, though sometimes the helicopter is sold under different names. The RSIN would be able to produce the EH.101 for your fleet for $30 million (SAR/transport variant) $40 million (ASW/AEW variant) per helicopter, depending on your requirements (prices have been reduced to reflect the size of the potential order).

The RSIN does, however, sell uncrewed helicopters that may be operated from most naval vessels; indeed, even from smaller naval vessels than most helicopters. The "Auk" does not possess the range (when loaded), the carrying capacity, nor the same sensors (search radar, dunking sonar, or number of sonobuoys) as the "Merlin," nor may it recover or transport naval personnel, but is still quite useful for hunting and eliminating submarines, targetting enemy vessels or positions for missiles or gunfire, and other tasks.

I wish you great success in your helicopter procurement plans.

Sincerely,

Sir Thomas Bullfinch

Test model. (http://www.astronautix.com/graphics/t/tacitrai.jpg)

The "Pigeon" is a small, lightweight UAV designed primarily for single-use search-and-destroy missions.

The "Pigeon" possesses lightweight electro-optical sensors (light-intensification and infra-red) and an advanced passive radar/signals receiver and initial processor (radar warning (RW) and direction-finding (DF)) to identify its prey. An identification friend or foe (IFF) aerial runs along the belly of the drone to avoid attacking friendlies, while the secure Link 17G data link ensures that a human can be kept in the loop just in case.

Should no enemy signals be detected within the pre-programmed zone of attack or interest, the "Pigeon" can loiter. The area of interest can be altered in flight either by a control station or by the drone itself if it should pick up enemy signals within its range. (The "Pigeon" can estimate the fuel required to reach a target using a mote.)

I'd be very glad to sell the two SSBs to you (the Tern can fit 6 of the larger and 12 of the smaller). Also, with regard to the Pigeon, the mass is actually less than indicated. Dear Sir Walter,

It is a great privilege to receive an order for nine Bastion-class battleships from your triumphant nation. The total cost of this order, after favoured nation discount, is $29.97 billion. It will, regrettably, take about four (NS) years to complete this order owing to the need for improvements to the Weymouth and Saintsbury yards.

On behalf of the RSIN, I thank you for the offer of assistance from the HDC. Thankfully, the problem in constructing the Bastion-class comes not from technological issues--the RSIN uses modern modular construction techniques--but, as your Excellency and our fellow shipbuilders at the HDC know, from appropriate dock sizes and harbour depths. With these recent sales, the improvements to the aforementioned yards, and the regrettably slow sales of the Royal Holly design, production of the Bastion-class should reach appropriate capacity within the year. The transference of workcrews to the battleship works will likewise speed production. Even so, it would be an immense honour to receive the benefits of the great technical knowledge of the HDC in constructing large vessels to improve our techniques, and we at the RSIN would be glad to exchange some knowledge that might assist the HDC.

We at the RSIN look forward to greeting our fellow workers from the HDC and wish your Excellency and the Grand Duchy's navy the very best.

The Royal Shipyards would be honoured to establish a satellite yard within the PRKS and would permit the issuing of domestic (i.e. PRKS) contracts based on local employment costs, with the exception of certain electronic and weapons systems (including all autonomous vehicles; these items, herein referred to as "restricted items," will be produced within the UKIN, until further co-operative arrangements have been established) as well as the ten-percent most favoured nation discount (referred to herein as the "wholesale price"). At current labour cost rates...

..., a Province-class cruiser produced at a Kay Son satellite yard would cost your Excellency's navy about $2.2 billion to produce. Needless to say, this price is subject to change based on the performance of our respective economies, but will never exceed ninety-percent of the RSIN price. I hope your Excellency is amenable to this arrangement.

I have been notified by the Defense and Foreign Ministies that the Royal Shipyards of the UKIN have expressed an interest in the idea of technique and engineering exchange regarding the construction of large warships. In the spirit of cooperation, friendship, and goodwill, twenty HDC construction engineers, fifteen extra large drydock construction specialists, ten engineers involved in the Modular Automated Construction Process (MAC Process) used in the construction of large vessels, and seven engineers involved in the Rapid Automated Maintance Process (RAMP) used for the maintaince of the Royal Navy, will be sent on indefinite loan to the Royal Shipyards and the UKIN. These men are some of the best the HDC and the Grand Duchy of Hamptonshire have to offer, it is with pride that we can share them with you.

The HDC and the Royal Navy of the Grand Duchy of Hamptonshire look forward to the RSIN's exchange of information in any form that it may manifest itself.

Dear Sir Clyde,

It is with great pleasure that we at the Royal Shipyards receive the fifty-two very highly trained and respected engineers and specialists on secondment from the HDC. I am certain they will greatly assist in developing improved construction techniques here at the RSIN.

The Department of Defence Production and the Defence Procurement Agency within the Ministry of Defence have likewise given leave to transfer certain knowledge bases that may be of interest to the Grand Duchy's Royal Navy (RNGDH). The RSIN will send to the HDC:

a) twenty-two engineers involved in the design and production of ballistic ceramics and polymers,
b) thirteen engineers from the Tollside Steelworks (TSW) who work on high-quality, high-tensile, corrosion-resistant, paramagnetic steels used in the construction of RSIN submarines, and twelve involved in the production of case-hardened steel alloy battleship armour,
c) six engineers and specialists involved in the integration of human-autonomous vehicle interfaces within existing network architectures,
d) eighteen computer scientists and engineers involved in the construction of "hardened" computer networks protected against power surges, electromagnetic pulses [OOC: within reason, of course], the stresses of operating in dangerous environments (wide temperature variations, vibrations, damage to various components), and improved self-analysis programs and mechanisms.

The Royal Arsenal (RINA) is also considering sending a staff of twelve engineers involved in the design and production of large calibre artillery.

We at the Royal Shipyards hope that you are amenable to this transfer of experienced and well-informed personnel.

Thank you.

[OOC: I'm not able to use thirdgeek at all. I wonder if I have to move to another region temporarily to use it?]

[OOC: I think it is because your region has over one hundred members. I can't remember what the cut-off rate for the thirdgeek program is, but I guess someone's computer or server would start crackling and popping once it tried to figure out regional calculations after that point! :D The site does, however, provide the equations and information (http://terranordalis.thirdgeek.com/viewtopic.php?t=58&sid=b35c2247e4e7392369346c7c701546dc) on how it works, so if you have Excel, you can at least figure out the thirdgeek version of your budget, GDP, and most other information (I heartily recommend using the "Name-Define" function in the "Insert" pull-down menu for your cells to keep everything straight). Exchange rates on thirdgeek require info from all the other members, and at 100+ it just isn't worth the pain and bother. I think there's a way around that particular problem anyway, but I can't at the moment recall what I'd initially tried (because I was too lazy to enter in all the information for just the four other countries in my region). Seemed to come up with something comparable. If I can find that Excel exchange rate equation again, I'll post it here. I hope this helps some, and sorry this is a problem! (Also, as a trusted ally, the "restricted items" rate is less than 60%--more around 40% (drones and the like) :D ).]

[Addendum OOC: The Sarzonian and Jimnam partnered yards are now permitted to build up to cruiser-sized (i.e. Province-class) warships as required by their respective navies without reference to the Foreign Arms Sales Commission in accordance with the financing arrangements agreed to by the parties concerned.]

Your Excellency,

His Isselmerian and Nielander Majesty's Government (HINMG) is keenly interested in establishing an embassy within your glorious nation. Sir Thomas of the Royal Shipyards has requested that the satellite shipyard be constructed in the Frenchfor Quarter, and, as your Excellency has suggested, HINMG would like to an embassy near that facility.

The shipyard will, in the short term, produce vessels up to cruiser size until sufficiently sized production facilities for larger vessels are developed. The RSIN will permit PRKS to produce vessels of corvette size for the domestic market as the PRKS navy requires at the approved rate, although the construction of larger warships will require authorisation from the Foreign Arms Sales Commission through the Royal Shipyards [OOC: just post what you need on this site that's larger than a corvette, other than Bastion- and Council-class battleships and Royal Holly- and Royal Edmund-class carriers, which have to be produced by the RSIN within Isselmere-Nieland: I also apologise for the terribly bureaucratic nature of this agreement! :D ].

We of HINMG and Sir Thomas of the RSIN thank the people and government of the People's Republic of Kay Son for their interest in the UKIN and our nation's products. We wish this accord fosters a firm friendship between our two nations and hope that the great nation of Kay Son prospers in peace and harmony.

Subject: Methods of procuring equipment [on NS]

Your Excellency,

[OOC: To establish your military budget, you could use one of the calculators listed on the entry post of the first page of this topic. Both the Pipian and Thrace-Tailteann calculators allow you to define how much your nation spends on defence, but Thirdgeek is very informative. This budget will be divided between your armed forces (in general, army, navy (includes marines), air force, and, where available, space force). This budget also includes the cost of maintaining both the personnel and equipment and may not, ought not to be used to its full extent, though everyone does, so don't worry about that.

[Still OOC: Now, once you have established your defence budget and have apportioned what quantity of that budget goes to which branch of your armed forces, then you make your purchases. Check out how much you can buy, do the math (people get really irritated and refuse orders unless you do your own math), and buy away. This way you can be accused of "god-modding"/"god-moding" (I am still uncertain of how to spell that term).

[Still OOC: Do not, for whomever's sake, forget about the costs of provisioning and equipping your units. Carriers need escorts (for instance, see my carrier battle groups and carrier strike groups). Carriers are ridiculously expensive even before adding on the cost of the aircraft, the weapons for the aircraft, fuel for the aircraft and the ship (this includes nuclear ships, but only about every twelve years [still outrageously expensive]), then do the same for the escorts. Yes, it is that painful. Trust me.

[Still OOC: Now, with regards to what I sell: I sell ships, autonomous vehicles, the occasional missile, and, very rarely, aircraft, and only specific types of aircraft at that. For land and air systems you can check many places. Clan Smoke Jaguar generally has the most realistic prices and formations (battalion size and up), but there are many others. United Elias is good for aircraft and weapons as well. Like much in life, it doesn't hurt to window shop: you'll eventually develop a good military that'll whoop someone real horrorshow, to quote "A Clockwork Orange."

[Still OOC: According to Pipian (http://www.pipian.com/stuffforchat/gdpcalc.php?nation=planets2&defenseprovided=1&defense=15&militarybudget=1), your defence budget is $12.659 billion if defence spending comprises 15% of your national budget, which is a big amount (the US spends 16.29% of its budget on defence), and the Soviets spent up to 17% of their GNP on defence before their collapse. If you want to increase your defence budget, you had best improve your economic situation. To do that, dismiss a fair number of issues. It works wonders. Don't exactly know why.

[Still OOC: I hope this explains defence spending for you, as well as what I am about to write IC below.]

The national budget of your country is at present unable to support the purchasing of the entire catalogue of RSIN products. I suggest your Excellency start small by purchasing an escort group or a coastal defence group, both of which are quite reasonably priced.

Dear Sir,

After careful evaluation of our current arsenal, we came to conclusion that our SDBs are lacking in power and accuracy, therefore we would like to procure 18,000 GWS.47 Robins for a total of $540,000,000 that will be wired to your account upon confirmation.

Your Excellency,

It is an immense privilege to do business with your illustrious republic once more. Lyme & Martens Industries is certainly up to the task of providing eighteen thousand units of the "Robin" to your armed forces as soon as possible. The total cost of this procurement after most favoured nation discount is $486 million.

Again, let me express my sincere thanks in receiving this new order, and on behalf of the Royal Shipyards let me wish your Excellency and the Al-Sabirian fleet the very best of fortune.

Sincerely,

Your Excellency,

Your order for Palace-class SSBNs will be filled by the main Royal Shipyard at Grimsby Downs, Anguist owing to the volume of submarine production currently in progress at the Frenchfor Naval Yard. I must remind your Excellency that our SSBNs do not come equipped with submarine launched ballistic missiles (SLBM [OOC: they would be made so that you would be able to fire your existing SLBM, if it was Trident D-5 size or smaller]). As these will be produced in the UKIN, the cost of this procurement will be $19.35 billion. [OOC: Please note: it will be very rare for events such as this to occur, but six subs in one day is a lot for one multipurpose yard to handle!]

It is, once again, an immense pleasure doing business with your grand nation.

Sincerely,

Edwin Hodge
