The Drakonian Diplomatic jet touched down at the International Airport in Nekoa Bay. They had safely arrived in Reploid Productions despite the raging war between Drakonia and Dyelli Beybi. It seemed likely that despite the forthcoming negotiation that war would stretch from Al Anbar and the high seas to The Federated Klatchian Coast (http://www.nationstates.net/cgi-bin/index.cgi/page=display_region/region=the_federated_klatchian_coast).

Negotiations would likely commence as soon as the representative from Fasta Benj, and the fractured Dyelli Beybi arrive. There would also like be representative from Vrak, Tersanctus, and the other allies of both sides attending.

On board the Diplomatic jet was the Director of the Drakonian Diplomatic Corps., Diana Minerva, and the Commanding General of the entire Imperial Drakonian Armed Forces, Derek Long. They had been sent to show Drakonia's interest in peace and how serious Drakonia consider the current events.

Patrick Stewart stepped off the plane, his Trenchcoat flapping in the wind giving him a somewhat dramatic look. Not quite as dramatic as the two Templar Guards stepping off the plane with him, fully armed, with the Cumpulsory Swords slung over there backs.


Patrick was the greatest Diplomat Tersanctus had ever seen, so naturally Edmund had chosen him for his Secretary on Foreign Relations. Having taken part in over 27 successful negotiations, Patrick was hands down the only choice for these Proceedings. The United Emirates stood on the verge of an all-out war, A war that would shatter the Earth and cause all too pause and take notice.

The former Tzar of Dyelli Beybi had mistaken an ICBM launch for a nuclear strike from Drakonia, resulting in nearly 200 ICBM's to be sent to Drakonia, 2 of which had destroyed 3 cities and put an end to more than 2 million lives. When Patrick had heard the news he had wept for an entire night and a day. But now he would be strong, for his Executor needed him. His country needed him. Drakonia needed him.

Patrick removed his sunglasses as he stepped into the limo, and his Templar Guards joined him. He sighed. This was big. He just hoped he would be able to handle this. This was the last chance before an all out war of Vengeance. And in truth, Patrick despised war, and would do everything in his power to prevent it.

Peace was the only solution, but justice must also be sought for the dearly departed, the trick was to strike that balance.

The negotiations were set to be held at a suitably ritzy hotel with a dramatic view of the port city and the ocean. In his room, Tsume Dragonis straightened his tie awkwardly- the Dragonis model reploid was not well suited to clothing with the bulky armor, but the Secretary of Foreign Affairs had taken to dressing up for these affairs despite that.

He wasn't looking forward to the negotiations, but at least his duty was mainly to make sure nobody got out of hand, and that those directly involved behaved in an orderly, reasonable manner. Now if an agreeable solution could come of this....

The Drakonian Delegation pulled up to the hotel. Out of their limosine, stepped Diana Minerva. She was tall, but not too tall. She was young, but also not too young. Redish Brown hair cascaded down off her had and onto her shoulders. Her face was beautiful and firm. She wore a crisp suit made for her femanine form. She looked very diplomatic.

The next person out of the vehicle was much different. He wore the uniform of the Commander of the Imperial Drakonian Armed Forces. Shorter than Diana, Derek Long was a larger person. The majority of his bulk making up his belly. Nevertheless he was still a striking man, possessing a visibly strong chest and arms. His eyes, gave clues to the quick and calculating mind that had won him his high ranking position.

The Director of the Drakonian Diplomatic Corps. was especially looking forward to meeting Patrick Stewart and Tsume Dragonis of whom she had both had dealing with, but never met in person. The General was here to drive the Dyellian Beybians and Fasta Benjians stark raving mad and he was also quiet looking forward to it.

The negotiations would most likely prove interesting to all parties.

Drakonian sees no reasons why not. Simply provide us with the names and we will add them to the list of attendees. But of course, the final word goes to our hosts.

Diana met the Reploid with the tradition greeting of their people (at least as close as was humanly possible), while General Long simply bowed slightly in respect (which ended up looking more than a bit ackward in the end, but it was the thought that counted).

Director Minerva smiled. "Yes, thank you. I would like to freshen up before the other delegates arrived."

A sardonic smile crept onto General Long's face, but he suppressed it remember the rules of diplomacy Diana had taught him on the trip. "Please," he responded.

"I would like to be informed when the other delegates arrive so I can meet them, personnally," Diana asked. "May this be arranged?"

After the assumed affirmation and as they were being led to their rooms Derek could be heard muttering, "What is it with women and freshening up? Why not just say what it is? You need to take a dump. Use the facilies...." He continued mumbling on to himself in a similar fashion, until Diana finally heard what he was saying and shot him a very angry, "Shut Up" look.

Patrick arrived outside the hotel, and got out of the limo. Accompanied by his guards to his room, he changed into his grey suit with a black turtleneck, and than made his way to meet with the other delagates to begin the talks.

Seeing Dragonis uncomfortably tight in his suit over armor, Patrick nonetheless extended a hand of friendship.

Diana Minerva, cheif diplomat of Drakonia, appeared having freshened up and approached Patrick Stewart and Tsume Dragonis. What luck, she thought to herself. Both of them in one place.

She smiled to both and greated the Reploid in the manner of his people (as much as was humanly possible). To Patrick she extended a hand. "Gentleman," she greeted, hoping desperately that Tsume Dragonis fell under this category. "It is good to meet you both in person. As you know, I am Diana Minerva, Director of the Drakonian Diplomatic Corps."


General Derek Long arrived in the hotel's main lobby, grumbling to himself. "No TriniFoods Samosas or Mad Cow Beef Terokeci Jerky Sticks in the Minibar. Sacrilage! You'd think since Drakonian Diplomats would be here that they would have some of the more exotic foods from home, but they do not. Utter Sacrilage!"

By this time General Long had meandered his way all through the lobby and near to where Diana, Patrick Stewart, and Tsume Dragonis were standing. Unknown to all, he was taking in the hotel. Everything was falling under his careful observation.

Diana hearing his rambling caught the General's attention. "General Long, I take it you've freshened up."

This sent the General into further, apparent mad ramblings. "Freshened up! I have not freshened up! I'll tell you what I did. I took a sh--"

Speaking quickly and without pause Diana, left no room for the General to talk further. "Excuse me! General Long, let me introduce you to Patrick Stewart and Tsume Dragonis, both the perspective cheif diplomats to their nations."

The General gaze fell on both person, Diana had introduced. For a while he simply looked carefully over one. Sizing the person up. The guise of mad stupidity was gone as if it had never existance. What was left was a scary calculating intelligence, carefully taking in everything about the person he staring at. The General gazed shifted to the other person. Diana, saw what lay behind the eyes of the General and it was not the rambling mad man she had arrived at the hotel with. Finally, the General had size-up both persons.

He nodded in approval. "Good Day, Gentlemen," the General greeted. "It is a pleasure to meet you both."

A black limo flying the flags of the Federated Klatchian Coast and of the Republic of the Terran Sphere pulled up to the hotel. The door opened to unleash a mess of advisors that huridly moved out of the way as Ambassador Avery stepped out. The gentle face had a natural strength to it, only augmented by the wrinkles that had started to develop after 65 years of life.

A tertiary look was given at his surroundings as he folded up his reading glasses, tucking them away gently into the breast pocket of his all white uniform. Despite his attempts to stop his once lush head of brown hair from turning ash grey, his blue eyes still held the same sharp and fierce fire in them that he had when he had just started politics. He may have been a horrible Grand Chancellor, but he was the best negotiator around.

The last people to step out of the limo were 4 men dressed in black suits and 2 soldiers wearing full body armor that would have looked normal if not for the fact that it seemed to move with the soldiers. The small group entered into the lobby, the advisors and the suits breaking away to check into the room and set up camp. Avery simply adjusted his white uniform, practicing his smile for a second before he strode towards the group of delegates already forming, a smile that won him the election on his face. He approached the General, the woman, and the two man, his hand outreached.

"Greetings, I am Ambassador Mark Avery of the Klatchian Coast."

The helicopter touched down on the landing pad that had been cleared for it, and Frank Pierce, Minister of International Relations in the Federation of Glorious Humanity, hopped out, flanked by two soldiers in formal uniforms. As a nod to the diplomatic nature of this meeting, neither guard was visibly armed, but sidearms were concealed underneath their dress shirts in the event of trouble.

Frank ducked his head as he walked, his blue suit coat flapping around him as he and his guards made their way across the tarmac to a waiting limosine. Frank Pierce was not heavy per se, although a few remnants of a bulge around his midsection that had been much larger remained. The Minister had been watching his diet and making a point of working out regularly, and his flab had decreased noticeably. His brown hair was neatly combed, although the rotor wind was trying to change that, and he was clean-shaven. His eyes bespoke intelligence and a friendly good humor, and his deep voice rang out with similiar friendliness as he greeted the limosine driver and showed his credentials. After a couple minutes of talking, the Minister and his men climbed into the back seat, and the limosine pulled away.

General Long met Ambassador Mark Avery with his calculating stare. For a while he sized the man up, which gave those around him time to size the General up.

Derek Long, had freshened up as it were. He was now wearing much more casual cloths. He wore a pair of camueflage military cargo pants and over a similar army-issue shirt he wore a military black leather jacket. The shirt and jacket, both bore the markings of the General's rank. His face was firm, showing slight the man's bulk, with his eyes giving away the brilliance that Derek possessed. A short goutee was shaved close to his face, and on his head he wore a berret also giving away the Generel's high rank.

Diana Minerva greet the Ambassador warmly. "It is very good to meet you, Ambassador." She shook his hand.

"Ambassador," General Long greeted, shaking the man's hand. "Would not it be more appropriate to say that you are representing your own nation and the Klatchian Coast?" The General's handshake, was much much firmer than the Drakonian Diplomats, giving away the strength that was part of Derek Long.

The aide felt a presence behind him.

"Private, whjat in the name of god are you doing?"

"Oh, General Hurst! I...I was just sending a comm---"

"I see that. Misplaced his pants?

The aide stammered. "General, you know it is Jokers Day in Fyreheart. I...was only playing..."

"Private, there is a time nd place a for jokes. This is not one of them. It is not Jokers Day in Reploid. You are dismissed. Be in my office at 0800 tomorrow morning."

The aide saluted and rushed out.

Hurst sighed. No one seemed to take the threat of war seriously anymore. He sat down and began to type the message himself.

Acting Tzar Henry is gladdened to hear that some good may come from the all too tragic death of his father, and hopes that peace may be returned to all involved. His Majesty is unable to attend in person, having the coronation and funeral arrangements to oversee, and hopes that you will excuse him, especially as His Majesties grief leaves him all but incapable of rational negotiation. Instead we should like to send Warlord Tanaka, Earl of Murphys Island, and the eastern basin, and supreme Lord of the Admiralty. He shall be arriving by civilian aircraft as soon as possible.

Storm stands aside as Tsume greets everyone who had arrived thus far. "Yes, pleasure to meet you all, I'm quite glad you could all make it, and I dearly hope that this situation can be solved peacefully."

The delegates are shown to their rooms if they hadn't been already, and given a brief tour of the hotel so that nobody would get lost later.

Meanwhile, Storm handles the communications business with those who had not yet arrived.

With a scream of slowing engines, an immense black and green passenger aircraft landed. Looking more like a flying boomerang than a true aircraft, it slowly taxied off of the runway. The aircraft would have been fairly unremarkable had it not been emblazoned with the crest of The Republic of Ancient Terra. High above it, barely visible except for their smoke contrails, two F-22's broke off from their escort duty and began the long and boring trip back home.

Down on the ground, in a small blaze of red and blue sirens, police vehicles appeared to make a path for the Ancient Terran Diplomatic Aircraft to park. Within ten minutes, a staircase had been driven over and bumped against the side of the massive jet. Seconds later, the door swung open, and 2 men hurried out of the aircraft. They were clothed entirely in black, and underneath their full-body cloaks twin pistols gleamed. A glistening broadsword was slung over each of their shoulders. They stepped aside, and the leader of Ancient Terra emerged.

Lion El' Jonson was a tall and thin man, but clothed in the giant ceremonial robes of office, he appeared to have gained an extra 40 pounds. He smiled and waved, before beginning his walk down the steps. Behind him came the Prime Minister of Ancient Terra, a 40-something man named Talus Karn. Finally, a man dressed in a white admiral's uniform emerged from the aircraft, blonde hair barely peeking out from beneath a white hat. Two more bodyguards followed, their weapons shrouded beneath their cloaks.

As the delegation reached the bottom of the steps, Emperor El' Jonson strode forward and approached the Reploid official that greeted them.

"Emperor El' Jonson." he announced, holding out his hand. "It is an honor to finally visit your country, although I wish it were under better circumstances. The man on my right is Talus Karn, my Prime Minister, the one on my left is Yamato Ishida, Chairman of the Joint Chiefs. We were invited here to discuss the topic of foreign aide."

The Shogunate official nods and shakes the Emperor's hand. "A pleasure to have you with us, sir. Far better for people to be here and talking than trying to blast eachother to bits! I'm sorry that Tsume could not be here to greet you personally- he is at the hotel where the negotiations are to be held. If you'll follow us, we've prepared transport to the hotel for your delegation." The group is led to a limo with a police escort and similiarly brought to the hotel for the meet 'n greet.

IC: Hurst boarded the plane along with the delegates. The sky was dark, and it was raning. The scent of wetness was overwhelming.

I hope this isn't an omen. Please, Isis, let us avoid war here. My people are tired of death

The plane started moving and headed down the runway, escorted by four F-101's, Fyreheart's best aircraft.

As the plane took off, Hurst looked over the Fyreheartian skyline. Everything looked so small, and he felt a new sense of awe in his stomach. The idea of war was not new to him, but this was the first one he would be commanding in full since Amethyst Fyrehearts death. If his people died fighting it, it would be on his shoulders now.

As he looked over the skyline, he thought of his old friend. One thought ran through his mind.

A modified C-157 military transport plane made its way towards the nation of Reploid Productions. Its escort consisted of no less than 12 MiG 35 fighter jets that kept in tight formation.

Ipshi Hagwonak, Chief Ambassador of the Vrak Diplomatic Corp leaned over and whispered to none other than the Personal Secretary of the President of the FKC.

-This entire situation is rather delicate.
-Indeed, Ipshi. But it seems that our Terran Sphere friends have arrived first. They are rather persuasive, wouldn’t you agree?
-Certainly. As well, it would seem that Das Sketch himself said he will most likely send a representative.

Frank Pierce arrived at the hotel and entered, flanked by his two guards. He looked around for someone official looking to speak to.

He was very out of place here, and he was uncomfortably aware of that. The quick briefs he'd read on each nation on the way in did not really prepare him. He wished he'd had time to get more in-depth intelligence, but the urgency of making it to the conference had forestalled that. He'd left messages that any information on the nations participating be forwarded to him, hopefully that would be done.

Finally he spotted a reploid that looked like one of the ones he'd been told to find. He approached that one. "Tsume Dragonis?" When the Reploid nodded he stuck out a hand. "Frank Pierce, Minister of International Relations, Glorious Humanity."

Chloe Vanskovic, Deputy International Affairs Minister, was walking down the hall. Many were stunned by her beauty. She was often described as a classic glass Coca-Cola bottle, with the perfect figure. She had straight, flowing strawberry blonde hair, and tear-shaped green eyes. Her face was long and oval, and she was described as 'perfect' in physical appearance by her coworkers.

Today, she was wearing a navy blue dress that came to the knees, with black platformed sandals. Chloe had always been consider stylish and trendy. She always bounced when she walked, making her appear perky and ambitious. "Good morning Dave," she said to one of her fellow coworkers. At this, 'Dave' accidently spilled water all over himself, and Chloe smiled as she walked away. Chloe then walked to the elevator, and waited as she rode to the 58th floor of the 70-story building, the floor of the Dept. of International Affairs that she worked on. She stepped out of the elevator into the lobby area, in which dozens were buzzing about, running from place to place. Her aide, Jon, greeted her politely. "So Jon, what's on the desk this morning?" Jon, who many thought to be gay, replied in his rather feminine voice "Oh not much. Ah yes! I almost forgot! Coulten wants you to do a job in Reploid Productions at the Drakonian Negotiations regarding the nuclear assault on their country."
Chloe looked flabbergasted, not at the invitation, but at something else. "Oh my God Jon! You sound smart! I am so proud of you!" "Oh shutup, Clorox head, you might want to send a message to Reploid Productions informing them of your soon-to-be arrival. Coulten wants you there in two days."
Chloe smiled and thanked him. She was proud of this job, and hoped that it was an omen of future events to come in her career.

"Aye Sir. " The Pilot picked up the mic.

"Fyre One to fighter squadron, we are approaching Reploid airspace, prepare to end escort sequence. Gold One will remain until we have reached the landing site, over."

The radio crackled with the reply. "Roger that Fyre One. Awaiting official order of departure."

The pilot then radioed Reploid.

"Reploid Productions, Reploid Productions, this is Fyreheartian delegate convoy requesting promised escort. Repeat, Fyreheartian delegate convoy awaiting escort. We are approximately 50 miles from your airspace and are awaiting reply, over."

If only there was someone to keep him company, and discuss the events he mused. This was hardly a small thing and would most likely end up in history books in the future, at least in the United Emirates.

Chloe had just woken up. She made sure all her business messages were forwarded to her home computer. She got up and grabbed a diet coke out of the fridge, and sat down. She looked over, looking for the one from Reploid Productions, hoping that there would be. She smiled when she saw it.

Chloe immediately got ready, calling 4 bodyguards from work and Jon, along with 2 others to act as support delegates. After she was dressed in a white dress that went to her knees and black sandals, she was packed and ready to go.

An hour and a half later, she and her friends had boarded their private flight. They took off for Reploid Productions. Chloe Vanskovic had never been so excited in her entire life.

Three of the F-101's broke off and began a circular flight pattern, awaiting the fourth one, which was following Fyre One along with the Reploid escort.

Gold One to Fyre One, I have visual confirmation of landing zone, breaking off escort and returning to Fyreheartian airspace, over.

Roger that Gold One, you have departure clearance. Have a safe trip Gold. Fyre One out.

The lone F-101 did a 180, and fired it's engines to meet the other three.

Ten minutes later, Fyre One began its descent, and the Reploid escort broke off. The plane touched down with a squeal from its tires, and rolloed to a stop a few seconds later.

Prime Minister Hurst emerged from the plane along with the Fyreheartian delegation, and spotted the Reploid ambassador on the ground. Walking over, Hurst stuck out his hand.

"Pleased to meet you, Ambassador. May I introduce the Fyreheartian delegation. Mr. Knoos, Miss Frissol, and myself. Now, how shall we proceed?"

Ambassador Avery kept his very warm smile as he shook the generals hand with a surprising frimness, his gentle yet fiery blue eyes gently looking over both individuals. The man only stood 1.78 m in height but had developed a look of great presence during his long political career. The smile never dimmed.

"It is a pleasure to meet the both of you."

He released the generals hand, lightly adjusting the ornamental white gloves he wore as his hands lowered, clasping together. He turned slightly towards the general.

"Well, if these negotiations were to fall through, it would most likely end with the entire Klatchian Coast getting involved in this war. Even if the Terran Sphere has no ambition at all to go to war with you, we still fall under the constitution that binds us into a unified civil and peaceful nation. Though it is mine and the rest of my home 'nations' utmost hope that we can resolve this situation quickly and without anymore blood shed."

His bright smile faded a bit into a pacifly friendly face. Despite the change of demeanour, the only thing he seemed to emit was friendliness.

He turned it on and checked his email. Nothing yet. Then he sent a message to the President, who had requested he send a comm as soon as he arrived.

RE: NEGOTIATIONS

HAVE ARRIVED IN REPLOID PRODUCTIONS. TALKS HAVEN'T STARTED YET, AND I HAVEN'T MET ANY OF THE OTHER DELEGATES. WILL OVERHEAD WHEN I'VE TALKED TO SOME OF THEM.

He sent the message, then shut down the machine and left it and his briefcase in the room. His guards were waiting in the hallway outside, and they started to fall into step behind him. He shook his head, and indicated that they should stay at his hotel room. He wanted to meet some of the other delegates, and walking up with his men behind him probably would not be a good way to make good impressions. So, alone, he headed back downstairs to see who he could find.

If it was up to me--"

Diana cut him off. "The Imperium is pursuing every option in this situation, but please Ambassador keep in mind that almost every Drakonian citizen is stark-raving mad and will demand at the very least justice and more likely revenge. We are representatives of the people, Ambassador. I am sure you can understand that."

"He can understand it, at least he'd better," General Long cut in. "I say if the people want blood, then give them blood."

Pierce returned to the lobby just in time to catch the tail end of General Long's remarks. "Ah, sorry to butt in," he spoke up, as he stopped near the little cluster of people. "But these are supposed to be peace talks, not threats. There is a difference, believe it or not. The Federation of Glorious Humanity certainly sympathizes with Drakonia's desire for justice, our ships wouldn't be where they are if we didn't. But at the same time, those are our ships, and our sailors, and we have no desire to see them killed in a war that doesn't need to happen."

He offered a hand to shake to anyone who would take it. "By the way, I'm Frank Pierce, Minister of International Relations for Glorious Humanity."

General Long looked Frank Pierce over carefully. He took the man's hand and shook it with a grip of steel. "I never said anything about justice, Mr. Pierce," he responded, bluntly. "The Imperium needs to ensure the safety of it's citizens, we need it clear that we will march, straight to war and obliterate anyone who dare kill our civilians."

Again, Diana had to cut in. "I believe I said something about justice, General," she informed the other Drakonian. She turned to Frank Pierce. "I believe what the General means is, that safety of our civilian populace is very important to Drakonia."

"As the world saw, our Missile Defense Network, is second to none," the General stated, for once not being blunt or rued. "We were able to shoot down over two hundred Nuclear Missiles with your nation's air support."

"Yes, exactly my point," Diana continued to inform all standing there. "Safety of our people, their ideals, their morals, and especially their freedoms are all very important. Such an attack as the instigated by Dyelli Beybi is something we cannot just chalk up to an accident."

"They bloody fired on us, without even declaring war, first." The General butted in.

Diana continued. "That is why the Imperium, declared war on Dyelli Beybi. That is why we extended that war, past Al Anbar."

"And we're not going to let these other nations push us around." The General looked inexorable on that point. "We will not be the underdog allow such people to so freely walk all over us. We must stand for our principled for without them we are nothing! If death we the price we pay for those principles then so be it."

Diana looked like she actually agreed with the General on that point. "But, we are willing to try diplomacy, if it is made clear that no one will get away with such an attack."

His cell phone beeped in his pocket. He politely excused himself from the group and moved away to answer it.

"Pierce, what's up? What?!" He listened for a few minutes, shaking his head. He almost stamped his foot on the floor, but remembered that he was still in sight of the others, and so maintained his composure with an effort. When the call was over, he closed the cell phone and sighed, replacing the device in his pocket. Then he returned to the others, turning his friendly smile and easy walk back on like a light.

"A quick consultation with my boss," he explained. "How many delegates are we waiting for before we start talking?"

After an uneventful flight in, the SAF delegate tansport craft touches down at a Reploid airbase. Following by the usual pomp and circumstances afforded to a mid-level delgate, Torres finds himself being transported to the reception, where the delegates are gathering. Accompaning him is a lone diplomatic guard, wearing the usual coat and tie, armed with a standard issue sidearm. Although the guard carefully maintains a featureless look on his face, his body language clearly said he was bored out of his mind - Yet another long, boring diplo-wankfest. Why do I always get the shit details?

Arriving at their destination, the pair exit the vehicle and procced onto the reception, encountering the Reploid security detail.

Chloe stepped out of the plane and into the terminal, making sure her crew was behind her. She stopped to pick up her bags, and allowed her crew to pick theirs up. Finally she made sure they had everything, and stepped outside. The wind was blowing fairly hard, and she shook her head slightly, and her straight, flowing hair glimmered in the sunlight.

They found the limo they had prepared before, and got in and allowed the driver to stuff their bags. The bodyguards, all 4 massive giants, stood guard as the driver loaded their items up. They then boarded when the driver got in. The driver took them to the hotel immediately, and within half an hour, they were at the hotel. Chloe was amazed.

She stepped out as her crew followed her. They walked into the lobby, registered, payed, and proceeded to taking their bags upstairs. She then turned as she moved her hair out of her face, and saw three people talking. They looked like important businesspeople, but had no way of knowing. She turned to her bodyguard. "T, can you please take my bag up to my room. I think those are a couple of delegates over there. Jon, you follow me. Maria and Jack, y'all can go upstairs to, and send a message to Chokai for me. Thanks."

She walked to the group and overheard conversation. She was sure that it was them now. She walked up and said with a bright smile,

"I don't mean to interrupt, but I overhead your conversation. Hi, I'm Chloe Vanskovic, Deputy Minister of International Affairs, delegate representing Isla de Penguinata. And this is Jon, my personal secretary and aide."

Meanwhile, he shot a disapproving glance at Jon, giving the man a disgusted look he turned his head back to Chloe, who was much more pleasing to the eyes.

In compliance with the Reploid request, the 12 MiG fighters split off and zoomed back to their home. The transport plane, under Reploid escort, landed at the aiport and taxied to the designated area.

The engines whined at they shut down and an exit ramp extended. Two rather large men exited first and, after surveying the area, signaled for the VIPs. First was Ipshi Hagwonak, Chief Ambassador of the Vrak Diplomatic Corp followed by the Personal Secretary of the President of the FKC – Okrura Sansaeya.

The two large walruses looked around, blinking their eyes in the bright sun as they acclimatized themselves to their new surroundings. They spotted the Reploid greeting party…

The guard outisde the conference building idly watched four humans moving towards it's post. They weren't diplomats, diplomats never walked anywhere it seemed. It scratched it's muzzle and leaned forward "Halt, who goes there?"
The party consisted of two mustachioed, tough-looking men with what looked like holiday tans in loose civilian clothing who moved like predators and two older men, fit looking, but also obviously not active soldiers. The slightly taller one of these, who was the only man in the group without a mustache flipped out a RBDC card, which identified him as Lord John Ringo, head of the RBDC. The guard blinked. Human diplomats never walked anywhere. The man grinned at him, like he could see what he was thinking. The guard sighed, damn humans.
"Alright, you can just go on up to the building. Your aide and your bodyguards will be ok to stick with you. Uh, there's probably a suite for you, the doorguard will know where. Your guards carrying?"
All four men opened their jackets, Ringo and his bearded aide, who looked afronted at being described as such, carried pistols. The other two had mp5ks on complicated harnesses which they handed to the guard.
"Alright, you can go on through." Ringo thanked the man, and his aide nodded almost..regally.. as the group headed toward the building.

Jon was offended at General Long's lack of respect, and therefore informed Chloe that he would be going upstairs. She nodded in acceptance, and decided that perhaps she should be less respectful to the General.

"I'm interested in what's going to happen in the next few days. It's quite obvious that this is going to be a tough negotiations meeting, apparently both sides claim that the other started it. Oh, yes, General Long, I believe you may want to zip your pants further. It appears you raised it to only half-mast." Chloe smiled with a faint hint of sarcastic politeness at the General.

"My God!" The General looked down. "It appears I have." He didn't look at all embarrassed. "If you will excuse me for a second." The General stepped away from the conversation and turned his back to everyone there was the sound of a zipper and then he turned back.

"Rats, I was hoping to annoy the Klatchian delegate with that," he mumbled to himself. Finding a suitably large chair, he fell into, and put his feet up.

"Thank you so much," Diana wispered to Chloe, very thankful that Chloe had been able to shut the General up.

Chloe was sleeping, and it was the middle of the night. Her cell phone began ringing, and she groaned. She finally grabbed it after fidgeting around on the nightstand.

"Hullo?" she answered in a groggy voice. The person on the other line was speaking, and she uttered a silent yawn, and then heard something which woke her up. "Yeah..." She turned on the lamp immediately. "Okay. I understand. What do you want me to tell everyone here? I can't just leave in the middle of the night......I know my security is important, it's not like some terrorist is gonna pop up and blow the crap out of the building I'm in!....What do you mean don't say that...I won't jinx it...Okay, okay. But what are we gonna do about the negotiations?...Fine, I'll inform them in the morning."

Chloe had just gotten a call from the Dept. of International Affairs to come home ASAP because of the rise of the GDODAD. She was angry. The untimely rise was sending government officials into panic, as they talked to older and more mature allies. It appeared that the negotiations would be in hot water if she suddenly left. She figured she would handle it in the morning, and went back to sleep uneasily.

Diana was awakened by a similar call. Annoyed, she shook the cobwebs from her head and answered. "Hello?"

"Yes, yes. Do you know what time it is here?" There was a pause. "I hired you to make decisions, not call me in the middle of the night, when I am suffering from jet lag."

Another pause. "Well, make our support for our allies clear and hope that we are safe for the time being."

This time the response was much longer. "We can commit forces to two conflicts." There was argument from the other end. "The Imperial Military has been geered to be able to handle two full-scale conflicts at a time. They will, if it comes to that. We are prepared, even if we go to war with Dyelli Beybi."

There was a final pause. "Okay, good. Deal with it, good night." Diana took a look at the clock. "I mean good morning." She hung up the phone and crash to back to the bed, hoping to get some sleep before she would have to get up and put on a, happy face and deal with the General.

The Vrakians (two large walruses, 2 bodyguards, and 2 aides) met up with the rest of the Klatchian nations at their designated hotel. Pleasantries were exchanged and the Sketchian representatives were introduced. The Reploid security detail was most efficient in keeping onlookers away and generally making all feel safe.

IC: Duke Leonard stood on the tarmac at the airport, having ordered his security detail to remain on the plane. He Shaded his eyes against the suns morning glare and a smile played across his face as he watched it dissappear back towards Klatch. Picking up his luggage, He strode off to find a hotel, The Leather shoes clacking against the ground at the end of his long legs.
Arriving at a suitable looking place, He walked up to the counter and smiled politely.
"Could I get a room, please?. I'd like these taken up immediately, and I'll change and head off to wherever the international negotiations are. Speaking of which, would it be presuming too much to press upon you for directions?"

After engaging in pleasantries with the Vrakians, the Torres enters the main reception area with his stoticly silent bodyguard in tow. The diplomat himself was not remarkable looking man, being on the slightly smaller end of the average size, he one of those people who would blend well into the background, were it not for the looming guard standing beside him. The guard, was a rather sizable piece of work, clearly one of previous military service. The guard's normally neutral face was noticable upset, due to the fact that he had to surrender his sidearm at the door; after some coxing from Torres to just "play along."

Torres scans the room, looking for the usual groups that gather around the local powerplayers. It was like something straight out of a teen drama sitcom, you have the militants struting around over there, the peaceniks cowering in the corner over here, the intellects smugly standing in the middle of the room, and everyone else trying to look important or at least talk to someone important. Torres turns to his bodyguard - You can go.....um.....stand over there

But sir, my orders are not to leave your side.

Look, I can't do my job with you breathing down my neck and scaring everyone away. Besides, I'm sure that Reploid has security well in hand. With that, Torres waves his guard off and walks away, searching out a group to silently slip in.

With a digusted grunt, the bodyguard drifts towards the edge of the room, to watch over everyone and everything. I hate guarding diplowanks........

ooc: Is everyone gathered at the hotel? I'm assuming this is where the talks are...... :?: FYI, I only have one (1) diplomat, and one (1) bodyguard here, keeping things simple as it were.

Chloe had already awoken, prepared her stuff, and woke up her crew. It was time to leave, the rising of the GDODAD demanded her attention at home. She asked the hotel desk to send apology notes to all other delegates, and she would send an official apology to Drakonia and Reploid Productions later on also.

She left for the airport with her crew, and they took off, back for home.

Al Anbar, seeing the horrible results of the nuclear weapons used on Drakonian Imperium, has no other choice but to ask that Dyelli Beybi leave the land of Al Anbar immediately.

We condemn the use of nuclear weaponry. Even if it is used on the enemy, nuclear weapons kill indiscrimately and we will not associate ourselves with anyone that uses such weaponry. Use of such devastating technology should be outlawed.

Therefore, as of this time, all Dyelli Beybi soldiers and equipment have approximately twenty four hours to evacuate from the land of Al Anbar and leave our waters.

The Minister had spent most of his day in his hotel room, sending and receiving emails to and from various people in the Glorious Humanity government. He'd heard about the new troop movements, and hoped nobody would start shooting before the diplomats could at least try to sort things out.

Closing up his computer after sending his last email, one to the President updating the First Human that the talks were finally going to begin, Pierce left his room. There was a little cafe in the hotel, and Pierce decided he'd get a bite to eat, then come back to his room for a shower before the talks.

Avery quickly strode out of his room, an annoyed look and a simple hand gesture given to the host of advisers that tried to follow him, giving him last minute details. He quickly got to work putting himself together as he entered the elevator, the night before being spent going over a mountain of paper work. He stepped out into the lobby, put together as if he had been preping for hours. His hands came together before him, time to smile in 3...2...1 . He approached the group of delegate, a warm smile on his face.

"Good morning!" His voice held a chiper yet calm edge to it, he calculated a deep in-hale into his conversation.

"The whether here is just great. Hopefully, you all slept and ate well today, it wouldn't be very good to go into negotiations feeling dower."
Another warm smile was offered.

Aboard a Scolopendran diplomatic shuttle--a tried and true Scarab-class utility shuttle, ugly in its utilitarian beetle-like shape but effective--Alshai Kommetrez leans back into his ergonomically-padded seat, softly-glowing brown eyes flicking over the text flowing over the portcomp on his lap. He could've just plugged into it, but he'd never gotten comfortable with that.

Then again, he hadn't gotten comfortable with a lot of things, like floating. Sighing softly, his brown hands move from gently holding the computer to flashing over the keys, bringing up each new file, more information to quickly scan. Maybe I'm just old fashioned. Maybe I'm just clinging to old habits because I miss being human. He stops for a moment. Do I miss it? Not really... no more than I miss childhood. It was just a phase, and it changed oddly. Isn't life no more than change, though? A never ending transition between states?

He chuckles softly. And the more things change... the more one clings to what they're comfortable with. Walking and reading screens as opposed to floating and simply absorbing in true Angelic fashion like the rest of Us. Well, I've always been the odd man out... and, at least We respect me for it. Shaking himself out of his reverie with a slight twitch of his head, he returns to quickly reading faster than he could have two years ago.

'Sides, I have a job to do. If I get strapped for time, then I can just jack in...

Tsume Dragonis stood at the head of a long conference table. The Reploid striaghtened as the other diplomats milled around the room. Diana Minerva, Director of the Drakonian Diplomatic Corps. walked up beside him, General Derek Long, overall commander of the Imperial Drakonian Armed Forces, followed in her wake.

The General checked his watch and then sent his calculated stare across the room, scanning each of the diplomatics in turn. A smile crept up on his. This was going to be fun. He was quiet looking forward to annoying the other diplomats.

Tsume made a glance to Diana. She nodded her response. "We will now call these negotiations to order," he stated in a loud commanding voice. "Please, come to your seats."

Diana and Derek, the Drakonian Delegation sat at Tsume's right, next to them sat Patrick Stewart, the Tersanctus Delegation. On down the line on the left sat the other United Emirates and allied delegates.

At Tsume's immediate right there was an empty seat reserved for any delegation that came from Dyelli Beybi. Now that seemed very unlikely. Next to the empty seat sat the Fasta Benj Delegation and then the Vrakian Delegation, and so on down the line sat the Federated Klatchian Coast and allied diplomatic teams.

As everyone took there seats, Diana remained standing. General Long started to sit and in fact was in his seat, but seeing Diana standing he too stood. Diana addressed those assembled. "As you all know we are here to negotiation a peaceful end to the current conflict between the Drakonia and it's allied in the United Emirates and the rest of the world and Dyelli Beybi and it's allies in the Federated Klatchian Coast and the rest of the world."

She paused looked down the faces of each of the delegates and then continued. "I ask before we proceed that we all try to be civil and not let our emotions take control of these negotiations." She stared straight at General Long, before continuing.

"Safety and Peace our the goals of the Imperium in these negotiations, goals we intend to achieve." She let this statement hang in the air. Whether it was a veiled threat or just a blatant statement remained unclear.

Finally, she finished her speach. "Our first order of business is to establish a cease fire, between Dyelli Beybi and Drakonia. But, first I will allow for opening statements, by the major players." She nodded and then sat down. The General crashed down beside her.

OOC: Figured I'd RP Tsume Dragonis since he is hosting these negotiations and since Rep is gone. Hope that is alright.

*A flight of KAC-3 Cyclone fighters is escorting a fast corporate jet to the edge of Reploid airspace. The corporate jet is carrying William Sedworth, the Kelanthian Minister of State, and his 2 bodyguards to the negotiations as an observer regarding the Drakonia/FKC conflict.*

Pilot: This is Kelanthian flight J99 to Reploid air controller, requesting permission to enter Reploid airspace and land at a designated site. As per normal procedure, the escorts will return to their base as soon as permission is received. Please advise.

OOC: will be back tomorrow or the next day, but probably not tonight. Assume that the plane lands and that Sedworth attends any important negotiations that happen.

A woman with her red hair pulled to the back in a pony tail, and wearing a somewhat worn dark blue uniform walked in as the Imperium Represenative had begun to speak. She stopped and listened to the woman and her green eyes took on a darker hue.

She procceded to walk up behind the Vrakian delegation and wisper a few words to the lead (is he human-Vrak or Wal-Vrak?) of the group.
I assume you speak for the President in this matter, but perhaps I should deal with this manner for the Privy Council, and I see that the Imperium's intellgience service has hit another double bogie in their breifings

Not really listening to the response she looked on with a slight smile.

"Ladies Gentlemen, and Gentlecreatures...I, Victoria Crawford, in the name of the Privy Council of the Federated Klatchian Coast desire to note that We of the Federated Klatchian Coast do not desire a conflict. But I must, as my duty dictates note several facts of the situation. The Federated Klatchian Coast is One nation, made up of our States and governed by a Constituion...."

She stares down at the General and the woman across the table.

"...It is my duty as the Outer Consul to note that as such, that all states of the FKC are duty bound to defend the territorial integrity of the Federated Klatchian Coast. At the moment, you are poised at the edge of a war not with the Delyian States but the entire Klatchian Coast. With that ot of the way, I would also like to note that I personally feel that poorly thoughtout actions on both sides of the Al Anabar conflict have led to this situation. I would like to finish with offering my thanks to the host nation of these negotations, such matters can be trying as I can attest to on a personal basis."

She makes a small bow and takes her seat, looking at the Fasta Benj delegate as she does so.

OOC: Hmm, I guess that works in terms of you allowing landing clearence etc.

Frank Pierce stood up next and addressed the group.

"The Federation of Glorious Humanity agrees that war does not need to happen. We became involved in the conflict because of the nuclear weapons used by certain... states of the FKC." He paused, then added. "We find ourselves wondering though, if the FKC is truly one united entity, then how did three 'states' manage to go off launching nuclear weapons on their own, apparantly without the approval or support of this FKC Privy Council? Perhaps, if the Privy Council wishes to truly be recognized as the real authority in the FKC it should take more steps to rein in extremists and exert its authority over its 'states'."

He let that sink in for a moment, then continued. "Regardless of the Privy Council's power or lack thereof, two of the nuclear attackers have recently had changes of leadership, and the new leadership doesn't seem so eager to continue this. Thus, we believe peace is now possible, and we hope these talks can facilitate that. We have no desire to see anyone killed in battles that don't need to happen." That said, he sat back down to wait for the next speech.

Alshai, following the directions of helpful staff, sneaks into the meeting room and quickly takes a seat on the FKC side with a quick nod. At first glance he's a perfectly normal human male of African extraction, with short-cropped hair and a slight bearded goatee. He looks to be around thirty or so, but his eyes (which glow a soft brown light, oddly enough) somehow make him look older, maybe around his late sixties. He wears the traditional Scolopendran uniform: pressed charcoal slacks, charcoal jacket with a blue field between the double-breasted seams, simple shoulderboards with small white-and-gold insignia, some devices on the left breast and a silver nametag under a silver S-shaped centipede on the right, complete with a silver belt that looks like it's been woven.

He immediately pays full attention to whoever is talking at the time, trying to be as inconspicuous as possible.

"The Glorious Humanity representative is making an excellent point though my dear Vrak, how are those of us outside your federation meant to take your system of government at all seriously when you can't even control a couple of raving mad dictators? I fail to see why these individuals were allowed to rise to power when you so obviously have the equipment and will to stop them. Perhaps the lack of control inherent in your organisation means it only matters when they attack countries within the FKC, leaving our friends in Drakonia to be abused and ignored by your somewhat narrow viewpoint?
Your allies used a WMD on a state which was not attacking their homelands, nor had it even made the slightest move to escalate this conflict to that level. Furthermore, they launched a massive strike, not a targeted destruction of facilities, but a total launch of all weapons. Compared to the Drakonian launch of 1 ICBM I believe it was...well...it's not Drakonia that's the villian here. That honour very definitely belongs to the people who turned civilians into ash.
Any attempt to justify this hideous attack had better be backed by better reasons than the pathetic excuse of thinking an ICBM automatically comes with a nuclear warhead.
That is our stance."
The bearded man leaned back in his chair and glared at the FKC delegations.

Pierce had not missed the reaction of the FKC delegates to his comment, and he realized that they were likely going to be just as touchy as the Drakonians. He could practically feel the imminent explosion, and spoke up again to try to ease the tension.

"If I have given offense, I apologize," he said quietly. "But as Brittmania pointed out, it is a valid point." He inclined his head in a small bow to the FKC side of the table, then waited for the next speaker, privately wishing he'd had more time to speak with the other delegates before the official talks. He hadn't been able to feel them out and figure out what would set them off, and he could now tell that there were several potential timebombs in the room.

Diana caught the comments in time. "These negotiations have nothing to do with Drakonian Military Policy." Diana was a bit annoyed to the General nob in agreement, the look on his face showing support, while she knew he was mad as a rapid Celackian Psycho Rabbit, because of her kick.

She continued, taking no heed to the General. "If Drakonian Military Policy is be part of these negotiations, Klatchian Governmental Policy should also be brought for review." She stared down the Chief Ambassador.

"The Imperium is at war with former state of Dyelli Beybi, which is now an anarchic warzone. The Imperium is also in a state of war with Axe Weilding Maniacs. We are here to negotiation the outcome of each war, if at all possible.

"I am here, to ensure the safety of the Drakonian people from future Nuclear Strikes and to make sure, that no nation, ever consider such an act, again." Her statements made she waited for the response.

Much to her further annoyance, the General continued to nob his support.

Leaning forward, he continues to listen attentively, mind racing to make connections. Okay. So Drakonian Imperium lets off one missile first, unarmed. This is responded with a full retaliation. Now... that's a foolish thing to do, but reasoning is required.

"International Relations Advisor Alshai Kommetrez, Federated Segments of Scolopendra. While I sit on the FKC side of the table, I'm new to the situation. Now, what has happened cannot be disputed... but I have a question as to the motivation behind what appears to have triggered it. Why was an unarmed ICBM fired in Al Anbar?"

He raises one hand slightly to calm any ire. "I do not mean to offend; I ask out of ignorance and simply wish to understand. Results of that action aside for the moment, I believe we should come to common terms as to why it happened. If we understand that, we can build upon that understanding into a greater agreement."

“Again, stop trying to introduce red herrings into these peace talks. How the FKC governs itself has nothing to do with the current crisis. But perhaps a quick analogy would help.”

“In the United Emirates region there are several nations, yes? And each nation is sovereign, correct? It is basically the same with us. Instead of the word nation just use the word “state” or “province” or whatever you happen to feel comfortable with. What matters are the actions, okay?”

He drew a sharp breath and then began.

“Now, back to the issue at hand. We have proof that the Drakonian Imperium launched at least two ICBMs first at Al Anbar. This was given to us by the Imperium itself:

"Locking in the Coordinates, now," the Officer reported to the General Eris Kingston.

The General, an impressive looking ebony women in the crisp military uniform, looked like she meant business. "Good," she stated. "Make it fast, we are scheduled to launch in two minutes."

"Yes, Ma'am," the Officer responded and rushes to finish up the work on the computer in front of him.

The General looked across the command center spread out around her, her eyes finally resting on one of the massive monitor on the fall wall of the room. There clearly visible were the New Chelsea and Morah targets that would soon be obliterated.

Next to that monitor was another. This one displaying the status of a massive missile. The information on monitor showed the name of the weapon: a Plethora-Class Intercontinental Ballistic Missile. Further information showed that the missile were equipped with conventional warheads. Five Cruise Missiles, geared to be launched sub-orbital at a ground target.

"Coordinates locked in," the Officer informs her.

"Good," the General replied straightening and checking the countdown timer on the wall. "Proceed with the countdown."

She turned to another Officer who has approaching her. "Ma'am," he started. "We've confirmation from command on the launch. Praetorian Edict."

"Straight from the top." She looked satisfied. "Very well, that's final launch confirmation, we are a go." She turned to go about her work.

A thirty-seconds later two Plethora-Class ICBMs arched into orbit and launched ten Cruise Missiles.


Drakonia first tried to say that it was a “test launch” but frankly, anyone could see that there existed a state of hostilities between Al Anbar and the Imperium. As well, it is quite easy to establish the fact that Dyelli Beybi was supporting Al Anbar. Therefore, Al Anbar and Dyelli Beybi were, among other nations, opposing the aggressiveness of the Imperium and their allies. Certainly launching three ICBMs during a state of hostilities would not be perceived as a test launch. As well, proper protocols for a test launch include informing all concerned nations that it is a test. Clearly the Imperium did not do this.

As well, the Imperium try to deflect the issue when they say their ICBMs only carry conventional warheads. Frankly, this is ridiculous. First, governments often release information designed to further their goals. This is called propaganda. Who are we to believe that Drakonia has only conventional warheads on their ICBMs? Besides, it doesn’t change the perception held by many nations, namely that ICBMs normally carry nuclear warheads. Would you believe some government statement saying that the warhead is conventional as the ICBM is barreling towards your nation? Barring excellent intelligence on that particular missile from that particular nation, the logical default position is to assume that the ICBM is indeed carrying a nuclear warhead. To assume otherwise it too great a risk. There is an obvious reason why nations do not launch ICBMs at each other and quite frankly I hope I don’t have to spell this out.

As well, it should be noted that Al Anbar was not a nuclear capable nation at the time of the Drakonian Imperium’s launch.

Did the Imperium suffer greatly for their lapse of judgment? Indeed, Dyelli Bebyi, along with Axe Wielding Maniacs launched over 200 nuclear-equipped ICBMs. Why? Because they naturally and logically assumed that the Imperium launched ICBMs with a nuclear payload first! This is not a pathetic excuse that Britmattia seems to think.

The Landgravine looked at the opposing side and then leaned forward on the table, her speaking style was crisp and formal.

"At the moment my read of the situation is this...First, the United Emeriates allowed in a nation, Al Anabar who's poltical philosophy clashed with your own for reasons that as far as I'm concerned do not matter.

Second, The Tzar took offense at your claims and proceeded to send a fleet and troops in support of Al Anabar.

Third, At some point you made the decision to launch an IBCM with a non-nuclear warhead at Al Anabar while engaged in battle with the Tzar's foces.

Fourth and finally, the Tzar responded by launching a counter strike of overwhelming force at you, nuking two of your cities and bringing us to this current situation...

Now, should I point out three major failures of your intelligence organs at this moment? One...your check of Al Anabar before entry into your orginization. Two, the failure to recognize the mass slaughter of civilians by Tzaist forces in a previous engagement and attempting to limit your exposure to his inhumanity. Three, your attempt to 'limit' this war to only two states of the Klatch, ignoring the responsibities we States have to each other."

She shakes her head and gives the General a slightly softer look.

"As for the ability of the Klatchian Central Government to 'allow' dictators and hereditary rulers to come to power, that is part of the concept of States rights. You are not going to impose any rules on us, nor would I think we find it easy to do so to you....I should note that We are willing to respond to any reasonable demands for the Tzar's reckless behavior, and bring about a peacful outcome. But we shall protect the soverignty of both States that you have declared war on, and Klatch as a whole.

Finally, back to the item of discussion. For a formal cease fire to be attempted, which is possible...but will take sometime to arrange...I would ask that all of your allied naval forces remain at least 600 km from shores of the Klatchian Coast."

Her eyes attempt to take in both of the Imperium represenatives as she resumes an upright stance.

"Of all diplomatic lies I've heard today..." General Long was stand so suddenly it surprised everyone. "...this one takes the samosa!" His anger and outrage was apparent.

"Test," he roared. "Where in all Angband did you get test? We never lie about what we were doing. We never said anything about our launchs being test. We stated clearly they were conventional weapons strikes against military targets.

"And here is another thing," the General continued. "You are presenting evidence about the Andaman and Nicobar Terrorist Attacks and our response. This intelligence clearly show Drakonia Cruise Missiles strike again Morah and New Chelsea Chemical Weapons sites. Sites that launched Chemical Weapons against the civilian populace of Andaman and Nicobar.

"Furthermore, we bloody have no Weapons of Mass Destruction. We are not barbarians. While, I bloody don't buy that Drakonia should be nuke free, my Queen does and I'll live with. Our bloody weapons program ended years ago, the Kelanthians will tell you! We were ready to by nuclear weapons from them, when we didn't. Note that, didn't."

There was no stopping him and everyone, including Diana was so surprised they had no time to react. "You've got to be bloody out of your mind to think [i]this..." He throw down the folder that had been handed to him (similar one had been passed out to the other delegates apparrently) by the Vrakians. "...supports your position at all! "General!" Diana stood. He turned to face her, his face red. He smiled and sat back down.

Diana was shocked into silence for a second. She regained her composure and turned back to the opposing side of the table. "Al Anbar was allowed in on blind trust. We made that mistake. While Al Anbar joined, willing violating the rules of the Emirates. This was not tolerated and as they would not remedy the situation, we were forced to do that ourselves. Hence, we are at war.

"You will note, that we work to stop the failings of our members." The comment revealed just how much the Director of the Drakonian Diplomatic Corps. was insulted by the comments being made by the Klatchians.

"At the time of the missile strikes on the Al Anbari military positions, not the Dyelli Beybians, who the Imperium was giving a last chance to pull out of the Al Anbar conflict. The Imperium had only issued a Declaration of War to Al Anbar and was only attacking the Al Anbari military.

"Dyelli Beybi, then attacked the Imperium's civilian population zones, when not at a state of war, with Nuclear Weapons." Diana stared down the opposing delegates.

"I believe we need a recess." Diana turned and was gone. The General standing Harrumphing and too was gone.

My, my, aren't we all a bit touchy thought Torres as he sat nicely out of the way. Allowing a military man to sit at the negotiating table.......what are they thinking? He is only going to cause more tension. Should just let the talkers do the talking and the shooters do the shooting With a mental shrug, Torres pushes those thoughts aside, returning to the barely civil discussions just in time to hear the first good idea all day - break. Well, that Diana lady seems sensible enough. And apparently respected enough to be obeyed by a military man....... Torres glances over at his guard sulking outside the room, still, warriors need to know their place. This Diana person warrants a closer look.

It leaves an impression of, “Either get out of this conflict or else we shall launch ICBMs at you.”

Ipshi sipped the water placed before him and then resumed talking.

“I for one am willing to stay here and negotiate and frankly I feel insulted at the childish tantrums being thrown by generals.”

Ipshi then realized that Diana and the general left.

"Is anyone else interested in peace?" he remarked.

Pierce spoke again. "You state that Drakonia fired first. Yet so far all I've heard is that a couple of missiles were fired at military installations. Two missiles. Even if they had been carrying nuclear warheads, two missiles is not a justification for full retaliation. Two ICBMs versus two hundred? Somehow, I don't see your case here."

The Minister shook his head. "Two ICBMs hardly strike me as a serious danger to any decent missile defense system. Now then, moving right along to the peace terms, we again think you have no case. We're already in international waters, and your coast is not in range of any of the guns on our ships. We've already moved back completely out of Dyelli Beybi's waters as a show of good faith. We don't need to move any further, and we're not going to."

That said, he leaned back and stroked his chin thoughtfully. "On the other hand, I think I see something else we can agree on. This whole mess got started because of ICBMs, right? None of us want to see more contrails and mushroom clouds, yes? I propose a standown of all ICBMs, nuclear or not, in all countries involved on both sides. That takes the nukes out of the picture, and I think would go a long way towards calming some people down. Such a treaty would be an excellent gesture of goodwill on both sides, and would prevent further misunderstandings and the carnage they seem to cause."

The accredited diplomat in the Britmattian party, a tall man with paratrooper's wings on his suit (All Britmattian citizens retain the right to service badges/decorations post service), who's named tag announced him as Lord John Ringo, caught the eye of the Scolopendran delegate.
"Therein lies the problem my dear chap. The Klatchians don't seem to be interested in censure of their members. All that they've done so far is threaten war if the Drakonians try to prevent anymore nuclear bombardments. The Dyellian government fell with no input from the FKC, they seem to be quite willing to get themselves involved in a largescale war simply because of pride and some concept of national sovereignity. Civilized nations tend to be aghast at this kind of behaviour, but the FKC seems more interested in justifying it. It's impossible to justify. So these negotiations cannot progress without an admittance that the FKC parties involved in the nuclear exchange were in the wrong." He paused and took a swallow from his water glass.
"We're not demanding anything. We're here to support a grievously assaulted ally. But this kind of behaviour is reprehensible and must not be allowed to be repeated everytime some tinpot Klatchian madman gets his hands on WMD."
John looked back and forth at the other delegates, then the bearded man who'd spoken first leaned back into the conversation.
"And those of you pouring scorn on the Drakonians evident military presence and clear anger, may I remind you that YOU BLOODY WELL NUKED THEM. They've got a damn RIGHT to be angry. If it'd been my citizenry being ashed by the hundred thousand to be damn sure there'd be no bloody negotiations, there'd be tanks sitting on the parking lot where the Dyellians used to be. You are not in a position to split hairs over the blame for this incident. What so ever."
During the course of this diatribe the bearded man, a powerful looking gent of medium height with grey-flecked hair had risen from his seat as he shouted. As he finished speaking he settled back in to his chair and scowled.

“But we didn’t even activate our nuclear warheads even during this crisis. Your request to stand down all ICBMs will be honoured by Vrak.”

He then focused his attention on the Britmattian diplomat.

“Well, don’t be so quick to assume that the FKC is not taking care of its internal affairs. For the last time, the FKC bands together when externally threatened, just as I’m sure United Emirates, the LG Hegemony, or the United Region of Allies would. And the Personal Secretary already mentioned that the Imperium certainly has the right to be angry, however illogical it may be. When someone is angry they are hardly rational.

You are so quick to look for blame. Look to the Drakonian Imperium. They admitted that they launched ICBMs first. Why is this so hard to understand? Do I really need to explain why the launch of even a single ICBM can have catastrophic consequences? Is not the damage already done plainly evident to you? Vrak has never launched ICBMs in its entire history and we will never launch a single ICBM first. To us, the consequences of retaliation and the devastation that it could result is too great.”

Ipshi paused and then said.

"I would ask that the diplomats allied with the Imperium please exercise a measure of restraint. Shouting and posturing is not conducive in diplomatic talks."

Alshai rubs the bridge of his nose and sighs audibly. "Actually, I think both sides should do their best to be cordial. Nothing will be gained by seeing who can bellow their line the loudest. May I suggest that the opposing sides get together to come up with unified policies before coming together and trying to compromise? That way, we will have only two voices debating instead of several shouting.

"It will also have the added advantage of letting tempers cool to a state more conducive to mutual compromise."

Sedworth: I have just a small note to add to the proceedings, in the interest of the record of these events. Kelanthia affirms the Drakonian claim of the closure of its nuclear weapons programs. Several years ago, the Drakonian Imperium initiated discussions as to the sale of approximately 15 tactical nuclear weapons mounted on submarine-launched ballistic missiles. However, before the transaction was complete, the Imperium terminated the purchase with the claim of a new no-nuke policy. This statement is given on this communique that I am currently holding, and I will be glad to show it to everyone at their convenience. This is not intended to confirm, deny or otherwise endorse the other statements of the Imperium, merely to make certain the fact that to our knowledge, Drakonia did not have any nuclear weapons and indicated such on official correspondence. That said, we understand the concerns of the honorable diplomats from the Klatch regarding the use of ICBMs in any war, but continue to support the position of our own allies and will continue to do so unless overwhelming evidence against Drakonia can be brought to the table. We merely wish that all evidence be kept in mind during caucusing. Thank you.

The Landgravine looked at the table and said. "I'm afraid that we have both been insulting in some regards...I agree that the Klatchian members need to discuss things more thoroughly. However, I should point out that there are several forms of what might be considered centure within the FKC, unfortunatly none of those methods have yet to be given the chance to be applied.

She looks at the opposing side with a hard stare. "First, most centure procedures have to start within the Privy Council itself and then be voted on in Parliment. When this whole matter began, one Consul was in Al Anabar in his duty for the Tzar, which is a violation of his constitional duty perhaps but then that is for us to decide, not you. I was on a needed vacation in Canada with my fiance, and our Chairman has gone missing since an odd power outage in the Parliment Building.

I'm afraid that the Imperiums WMD declerations are not going to be believed at any time by the FKC. Not that I doubt your sincerity in your assesments....but our intelligence department is far less certian about such actvities.

A final point before we adjourn, I would suggest that you do move at least 500 km off our coast. As you pointed out, one of our states is in civil disorder. One of the groups vying for power may attempt to use some stolen technology to force you to respond to another provication and allow them to gain a better postion in terms of forming the new government. "

She stands and nods at the Vrakians, indicating that she shall follow them.

After the Drakonian Delegation had stormed out Tsume Dragonis stood and looked at the other bewildered diplomats. "We shall call a recess, then. Let everyone cool down." He looked out the door the Drakonians had disappeared through. "We will meet again in one hour." With that the other diplomats were dismissed, only ten minutes into the Negotiations.

The Drakonians had left to their part of the hotel to regroup. Diana looked deeply upset. "Well that went well," she overstated.

Derek Long smiled. "Yes," he said. "That did go well." He seemed to be enjoying the game of Diplomat as much as he enjoyed the game of General.

"Of all the nerve..." Diana broke off. "My Brother lived in Eugene." She looked at Derek about to lose all the fine finish of Chief Diplomat. "Imbecile!" She turned and was gone into her room.

Derek was a bit hurt by the last comment. Maybe, he was enjoy torment the other diplomats a bit too much. He did care that his colleague and fellow countrywomen was hurt. A bit disgruntled, he turned and disappeared into his room.

Diana meanwhile had decided to call her close friend the Director of the Drakonian Intelligence Agency. He would be able to help, in more ways that just intelligence. Right now, she needed a friend and General Long, while a good man, was too intent on his new game to be off any help, but the Intelligence Director was never too busy for her.

The announcement went throughout the hotel. Negotiations were set to continue in one hour.

Pierce went back to his room and sat down on the bed, pulling out his cell phone. He placed a call to President Albert's personal line, adding the extension that would identify the caller to the various security devices on the line.

Albert picked up on the second ring. "Pierce?"

"Yes sir, it's me," Pierce replied.

"How go the negotiations?"

"Well, I think the insults are done. Dunno about the threats, but I think we may have gotten to the talking stage," Pierce said lightly.

"Frank..."

"Sorry," Pierce said, the humor leaving his voice, "but you would not believe what's going on over here. It seems like every delegate came to the table armed with a temper and a list of grievances as long as my arm. The Drakonians actually stormed out in the middle of the talks."

There was a startled silence on the other end. "And the FKC?" Albert finally asked.

"Touchy, very very touchy. They've been laboring Drakonia's ICBM launch and sidestepping any attempt to focus on the blunders their people made," Pierce replied.

"My God, aren't these supposed to be peace negotiations? Please don't tell me you got in on this," Albert groaned.

"Well, I might've said a couple things the FKC found offensive. I did offer an apology though."

President Albert groaned again. "Has anything been accomplished besides squabbles."

"Vrak agreed to the ICBM standdown idea," Pierce told him. "And the FKC is calling for our warships to pull back to 500km off the coast. They wanted 600km, but mollified it when I flatly said we wouldn't move."

"Well, I think we should move," the President replied. "Has the rest of the FKC agreed to the ICBM standdown?"

"Not yet sir," Pierce replied.

"Alright then, let's have a trade. Ask if all of the FKC will agree to the ICBM standdown. If they do, give them the full 600km. Where will that put us diplomatically?"

"At a cease-fire," Pierce replied. "The FKC already said that if the move was made, they'd agree to a cease-fire." He paused. "On the other hand, the Drakonian fleet's involved too, and I don't know how they'll feel about moving back."

"Talk to the Drakonians about it," Albert replied. "After they've had some time to cool down of course."

"Of course," Pierce agreed. "I guess that's all for now." They said their goodbyes and hung up. Pierce thought for a moment, then decided to go grab a cup of coffee at the cafe before he went to talk to the Drakonians. They'd seemed pretty riled, he wanted to give them a good bit to cool down.

In the Café was obviously a marine in the same uniform as the FKC Consul had been, although much newer and with small bars and not stars on the collar next to the rampant griffin.. He was standing next to an empty table and kept glancing at the back of a man in what looked like an out of the place hunter. The man was obviously foreign to these parts and was attempting to find something for his hot drink.

He finally found the sugar packets and started to move to the small table next to the Marine. He sat down, stirred in the sugar into his tea and pulled out a magazine with the title Modern Bride. The Marine didn’t seem to make any sort of gesture, but the man turned and looked up at him. He just shook his head and began to flip through the pages…

After four hours of confused stumbling around the city, the Duke finally arrives at the diplomatic talks, muttering something about the incompetence of women at navigation.
He is dressed in a 1970s russian colonels uniform, complete with hammers and sickles, in place of the prescribed wear for Benjian diplomats. He holds a slim manila file in one hand.
Ignoring all the normal diplomatic protocols he wanders over to the Drakonian diplomats and hands them the file.
"The Bloatocrat wanted me to give you this." he said curtly and then turned to face the other negotiators.
"Death to the Tzars! Long Live the peoples army of Dyelli Beybi!" he bellowed, before saluting and walking out again.
The Manila folder contains a single sheet of typed paper reading as follows:
We are prepared to offer our foreign aid budget for the next three years, and that of dyelli beybi as well, to recompense you for your peoples pain.
Total sum: 2725 Billion Kronors from Fasta benj, estimated 3000 Billion Kronors from Dyelli Beybi.

The Praetorian Guard saluted the Fasta Benjian and then watches him leave. Turning crisp he walks to the door of General Long and knocks. After a second the door opens and there stand Derek Long looking smug.

The Praetorian Guard salutes his superior. "Yes," the General asks, returning the salute.

The Praetorian hands over the folder, turns crisply and leaves. The General after looking through the folder slides it under Diana's door. A peace offering.

Meanwhile, Diana having talked to her friend and having gained some sense of composure looked down and watched the folder slide over the note from the Klatchian delegates. Standing she looks at both.

Finally, she turns and calls Tsume Dragonis informing him of the Klatchian's request. A few minutes later, it is announced that negotiations have been rescheduled to begin in three hours.

(OOC) I'm not certain if that was adressed to me, but it seems to be, so I will act like it is.

In Cyro airport...
The three would-be rulers of the country were assembled. Bands of brownshirt Militia guarded the compund as several MiG-29s began taxiing onto the runway.

"Are you sure of this course of action Herr Fuhrer?" the Chief of police asked.

"Yes Completely." Himler replied crisply, "We need you to keep order in the cities and Madam Laroque here." he said nodding to the Communist leader, "is needed in Bath...besides." he continued giving a rare smile, "It will look best if we send someone imprtant, rather than some diplomat with dubious loyalties."

Crabtree still did not look convinced, "Well if you must I guess. Take good care of the country while I am gone." he raised his hand in salute.

"Heil Himler!" Crabtree responded, his arm shooting out in salute. He was mimicked by several of the guards, as well as Denise, although she seemed a little dubious in doing so, it all seemed to smack of Fascism.

With that the leader of the NSWP strode out to a private jet which had previously belonged to one of the Lords, he was follwed by a pair of soldiers in black trenchcoats with the NSWP logo on an armband tied around their right arm.

10 minutes later it was winging it's way to the negotiations, escorted by no fewer than 12 MiG-29s. These peeled away as soon as they were sure the jet was out of range of any potential enemy patrols.

An aide came to the Personal Secretary of the FKC and delivered a sealed note.

"Excuse me. This looks important. May I use a private room to view this?"

After getting one, the Secretary carefully opened it with a handy ceremonial letter opener that he always kept in his inside vest pocket. He read over the contents a few times, letting it all sink in. Then, rising from the table and stowing the envelope and paper cutter back into his pocket, he waddled out.

The Director of the Drakonian Intelligence Agency walked into the office of one of his subordinates. "Do you have the information the Praetor, requested," the dark skinned man asked.

"Yeah, it's right here." The other man fished through a massive stack of folders and other miscellaneous office documents and finally withdrew a folder. "Here it is."

The Director looks down at the man's disaster area of a desk and recieves the folder. "You might consider a new organization system," the Director comments as he leaves.

Inside the folder is an Intelligence Breif on Dyelli Beybi. It reads:

Back Prince Henry (the Fasta Benjian Ruler) as the successor to the Dyelli Beybian throne. Supported by the Dyelli Beybian Admiralty. Have repulsed the Drakonian demands for WMD disarmament.

Royalists
Back Prince George, a gay self-serving weakling, who is easily manipulated by the nobility. A puppet of the nobility, Prince George willnot likely give into the people and is more likely to instead force them back into servitude. It is however likely that he would back at least temporary disarmament.

Socialists
Probably the largest faction in Dyelli Beybi the socialists appear to be an alliance between the Fascist and Communist factions. They are supported by the will of the people and will like give government over to those people raising civil rights and freedoms. The Socialists will also likely support an at least limited and temporary nuclear disarmament. Yet, it is unclear what their agenda is and if they are corrupt or not.

Papalists
Supporters of the Pope and the Papacy in Dyelli Beybi the Papalists have shown the most zeal in fighting driving the Admiralty from their entrenched coastal positions. It is unclear the Papacy's position on nuclear disarmament although they do believe in the use of Napalm as "Holy Fire", something that bring this to question.

The delegate looked around, noting the other delegates and people around him before dismissing their existance.

Following the advice of Crownguard, Al Anbar once again wishes to initiate negotiations with the imperialists. We have changed our terms slightly, in order to be more accomadating to both sides.

Our revised terms are:

1) Dyelli Beybi is to repay Drakonian Imperium for all damages done by their inexcusable and criminal nuclear attack on the Drakonians.
2) Drakonian Imperium and allies will withdraw from Al Anbar waters, territory, and airspace immediatelly.
3) Drakonian Imperium and allies can never pursue a war on Al Anbar for the same reasons or slightly modified reasons.
4) Al Anbar will schedule elections within the next three months.

Diana Minerva, Director of the Drakonian Diplomatic Corps. continued to stay in her room as the time till the next round of talks ran slowly out. She looked down at the Computer Tablet she held in her hand. It was intelligence about the different factions in Dyelli Beybi and from none other than the Praetor himself. She switch the Tablet over to the E-Mail she was about to send to her. She noticed another one from the Praetor and opened it. It read:

We are attempting to negotiate with the various factions in Dyelli Beybi for nuclear disarmament. Currently the only ones we deem even a possibility are the Socialist and the Papalists. This makes the negotiations you are undertaking all the more important as the Socialists have dispatch a delegation there. Good Luck.

"Easier said that done," she mumbled to herself.

There was an announcement that negotiations would resume in half an hour and she moved to quickly clean out her crowded E-Mail Inbox and finish her E-Mail to her people in Drakonia.

Meanwhile, General Long was most pleased that he had been able to intercept the Al Anbari Terms For Peace. He was quickly composing a response. A smile crept across his face as the announcement about the resuming of the negotiations was made. He was looking forward to the rejoinder.

He finished his response to Al Anbar and read through it.

The Liberation of Al Anbar no longer has any bearing on the Nekoa Bay Negotiations as Dyelli Beybi has withdrawn all forces from the Middle East and as no diplomatic team has been dispatch from Al Anbar. Therefore, the unofficial Cease Fire does not included the oppressive Al Anbar state nor will negotiations have any bearing on the conflict thereof.

The General smiled again. Of course, the response would have to go through the Drakonian Diplomatic Corps., but he expected no problem there, as it did bear the name of the Diplomatic Corps' Director.

The General straightened his uniform, ready to resume negotiations.

The Dyelli Beybian jet touched down on the tarmac. As soon a ladder had been brought up and the door opened, Otto Himmler and his two bodyguards emerged.

He skipped straight to the point, right over any formalities that would have taken place, "Where are the negotiations?" he asked, "Take me to them right away."

He turned to one of the bodyguards who also seemed to be doubling up as a personal aide, "And I want you to get in contact with the people from this Drakonian Imperium place. I see no reason why any other Nation should be present."

"Very good Sir." the bodyguard/aide nodded, "Anything particular I should say, like 'we're really sorry we dropped weapons of mass destruction on you'?"

Himmler stared at the man, "That will not be necessary. Just tell them we are here."

A document was forwarded from Cyro ahead of Himmler. It gives a detailed account of the Constitutional abuses of Fasta Benj. An identical document was delivered to Klatchian Parliament. The document was aimed more for the eyes of the other Klatchians at the Negotiations rather than the foreigners, although it does make for some useful reading for those unfamiliar with the Klatchian System.

According to Article V Section 1C of the Constitution: "A State may have any type of government that does not attempt to violate the sovereignty of other states." The People's Republic is an institution created by the people and backed by the people. As such the people are exorcising their right to self governance and are not violating the sovereignty of any other state. The fact remains that the previous Governmnet of Dyelli Beybi violated the sovereignty of Fasta Benj by forcing this tate into vaseldom and as such the previous Government was unconstitutional. What is more the current Government of Fasta Benj is equally unconstitutional in it's attempted conquest of the Sovereign State of Dyelli Beybi.

Furthermore according to Article V Section 1G "States may engage in diplomacy war; issue letters of marquee and reprisal; as long as such actions are not against fellow States, nor the interests of the Federation. Such actions may be nullified by Parliament. " In it's unlawful invasion of Dyelli Beybi Fasta Benj is following a course of military action against a fellow state, not authorised by the Privy Council and as such is also in violaction of Article V Section 6C " No State may: Attempt to subvert the government of a fellow State; unless authorized to do so by the Privy Council. "

As such according to Article V Section 1H "All States, as members of the Federation, shall be charged to protect each other from invasion and inter-state violence." other members of Klatchia are held to defend the State of Dyelli Beybi from the State of Fasta Benj in this coming conflict.

Furthermore According to Article IV Section 3 we call upon the Government of Fasta Benj to be brought to trial for the violations of the Constitution in regards to the State of Dyelli Beybi. "The High Court shall have jurisdiction, with such exceptions and subject to such regulations as the Parliament prescribes, to hear and determine appeals from all judgments, decrees, orders, and sentences: Of any dispute between the States; or any matter of which a crime against a government official of one state is charged of committing a crime by another State and the judgment of the High Court in all such cases shall be final and conclusive."

Should Fasta Benj not immediately comply we feel it is our right to once again invoke the Constitution, namely Article V Section 2A "Any State that endangers the Federation with its military activities shall have, under the orders of Parliament, their military rights attainted and placed in the jurisdiction of the Privy Council. The Privy Council shall have the rights to enforce their orders, any State that refuses shall be considered a Rouge State." Clearly in attacking Dyelli Beybi, Fasta Benj is endagering the Federation by causing civil war. Dyelli Beybi itself is not in violation of this clause for launch of nuclear weapons, as firstly, this launch endangered only the State of Dyelli Beybi, not the fabric of the Federation, and secondly, the Government that caused this event has been removed.

The two Drakonians, with a pair of Praetorian Guards shadowing them entered the room that had been set aside for the individual negotiations. They looked around. The General slouched down into a seat. The Dyelli Beybians were to arrive shortly.

The use of Himmler's name revealed more than anything the Director of the Drakonian Diplomatic Corps. had said. It was quickly apparent she had done her homework, something required in her job.

"Now what are these concessions you are willing to make," She continued.

Meanwhile, the General did his usual sizing up bit. Taking careful note of every little detail about each member of the Dyelli Beybi Socialist Delegation. He left them all with his cold intelligent stare.

As the General finished his sizing up, a Praetorian Guard entered the room, walked calmly up to the General and whispered something in his ear. Some of what he said was audible throughout the room; "Stealth Bombers...assumed the worst...lauched missile strikes...roast goose and white flags." The Praetorian Guard straightened and then left.

The irony of the situation in Klatch was not lost on the General. He suddenly could not wait to get back to the negotiation table.

The Imperium has done it's best to limit civilian causalties, but even in a war, where the both sides abide by the rules of War, civilian causalties are an inevitability, just like friendly fire. The Imperium reports that already two soldiers and one MP have been killed by friendly fire.

The Imperium finds Al Anbar's mention of Jews and Catholics being treated with respect and having the same rights and privelages as the Al Anbar Muslim and Athiest population, laughable. It is public knowledge that Al Anbar has supported terrorism against Jewish Civilians in Israel and Palestine. That they would have the same rights in Al Anbar is preposterous.

We have states our side. We will not be drawn into further argument, if Al Anbar want to stated it's case it should be at the negotiating table here in Nekoa Bay. We await the delegations arrival.

"That is why we are here, Mr. Himmler," Diana Minerva responded, politely. "To compromise."

The use of Himmler's name revealed more than anything the Director of the Drakonian Diplomatic Corps. had said. It was quickly apparent she had done her homework, something required in her job.

"Now what are these concessions you are willing to make," She continued.

Meanwhile, the General did his usual sizing up bit. Taking careful note of every little detail about each member of the Dyelli Beybi Socialist Delegation. He left them all with his cold intelligent stare.

As the General finished his sizing up, a Praetorian Guard entered the room, walked calmly up to the General and whispered something in his ear. Some of what he said was audible throughout the room; "Stealth Bombers...assumed the worst...lauched missile strikes...roast goose and white flags." The Praetorian Guard straightened and then left.

The irony of the situation in Klatch was not lost on the General. He suddenly could not wait to get back to the negotiation table.

Himmler raised an eyebrow at the mention of Stealth bombers. "Dyelli Beybi does not use stealth technology." he said simply, although it was clear he didn't think it was an accusation.

"In any case." he said returning to the topic, and finally seating himself, "This is what we have for you."

He unfolded a piece of paper, detailing everything, he handed it over to the Drakonians but it more or less read exactly as he spoke, "We intend to reduce the Navy by aproximately 60%. Reduction of Military on land and in the air is impossible due to the continued threat of violence from Fasta Benj.

"At the same time we propose to disarm 55% of all nuclear missiles in the country...going at pre-war levels. This would leave us with a total of 465 warheads. Total disarmament is not an option due to reasons of both National Pride and security, in regards to Fasta Benj which has a large supply of Chemical and Biological weapons on top of the nuclear ones. The threat of MAD is necessary when dealing with such a country.

"You have demanded reparations. These are of course impossible at this point in time, however we propse that 40% of revenue from the sale of warships be put into a relief fund for the victims of the Tzar's nuclear strike. The remaining 60% will be put into rebuilding the infra-structure of Dyelli Beybi in the wake of the civil war.

"On top of this we offer you the ability to oversee the elections that will be carried out after the civil war to ensure that they are free and fair, as promised."

Himler paused momentarily, "There is however one condition we place on this. This is that your Nation intervenes on behalf of our faction. Talk in the Klatchian parliament is of supporting the Tzar in Benjia's claim to Dyelli Beybi. If this occurs you will not only see another Tzar with similar policies to his father, but if your Nation cares about the people of the world, as it claims, it will see a return to the ruthless opression of the Tzarist regime."

The bodyguards stood about, looking at nothing in particular. They seemed to be little more than a pair of fanatical supporters.

Diana and General Long, listened carefully to Himmler's concessions. Both were please with them, but there were a few minor details that would need to be fixed down.

"Your concession seem very reasonable," Diana responded. "However, I would like to more in the way of nuclear disarmament." She glanced to the General, who nodded his support. "Will your nation disarm more completely, if the Imperium can convince Fasta Benj to as least partially disarm and and most totally disarm? We would be willing to make concessions in turn, if this is possible."

The General did not wait for Himmler's response. "I have been informed that the unofficial cease fire has been broken. Therefore, military support is very likely if you agree."

The fact that Himmler had not heard the news of a break in the ceasefire seemed to vex him, his mouth tightened, "Which force has broken the ceasefire. I trust it was not a People's Army unit?"

(OOC) Little note for anyone with a good Intelligence service. Dyelli Beybi has no record of a man answering to the name of Otto Himler prior to the rebellion. A birth certificate for someone matching his age can be found, but the infant is recorded to have died after 5 days.

He took a deep breath and replied to a murmured question from the satphone.
"No he's not here. He wasn't at his best before the recess, I told him I'd handle this afternoon, and no, I still think bringing him was a good idea. He's intimidating to negotiate with, and by the looks of things here, reason is out, so intimidation it'll be."
More murmuring from the phone.
"Hmm. I don't know Alois, but personally I'd tell the Socialists if *they* pop off any nukes we'll bomb them our bloody selves."

"Alright, I'll inform their delegation of our stance. I'm going to suggest the bloody Vrak or *someone* do *something* about the heavily armed headcases in their region before the Drakkies really lose their tempers. Incidentally you should see their diplomats, talk about an odd couple."

The nondescript car pulled up to the nondescript building, screeching to an earsplitting hault as the driver slowed from 95 to zero in a tense few seconds. Well he thought, they did want to get here as soon as possible. A side door flew open and the lone occupant leaped out as if she were jumping hurdles in an olympic event.

Ann Marie Bonny, Chief Foriegn Minister of Jiggady, held up the ends of the long skirt she was wearing as she hustled up the endless row of stairs, her heals sounding like horse hoves on a cobble stone road. Finally she stood inside the building and looked for some familliar faces however, she realized that her frenzied approach must have made her appear as a mad woman and she stopped and gathered her breath. Bonny patted her long hair that had been tightly wound up in a fancy bun, and smoothed out her dress along the curves of her body. This dress was her best weapon in negitiations, cut to form tightly around her chest.

She finally saw the Alconis and Vrakian diplomates and floated over, in her light carefree manner. Her smile, that melted the hearts of many back in the Jiggady government, especially the S.C.S (supreme chief of state), was now fixed on her glowing face.

"Greetings friends, it is nice to see some familiar people here. I have to say first off, I appologize for my nations government in our neglection of this matter, it is truly embarassing that we have not already sent in diplomats to aid in the talks from the FKC side. However, I do bring news concerning the civil war, the Jiggady S.C.S has issued statements to nations pledging military aid to factions in the civil war, he has declared that any foriegn nation sending military forces through Jiggady waters will be fired upon, considering it an act of war against the FKC. I also am in direct contact with the JDF chairman and can brief you on any developments from them.

"No apologies necessary, given the circumstances. We're all friends here. As well, a most interesting move by the Supreme Jiggady. While we, that is the Personal Secretary and myself, are kept informed the last check in time was a couple hours ago. It must have been quite serious since the Secretary decided to go on a drinking binge, leaving me in charge for the moment. We aren't sure if our nation has decided to follow Jiggady's lead in this respect, but given the President's dim view of outsider meddling, it would be safe to say that we would agree. I'll have to confirm this though."

Ipshi then looked at both (OOC: and any other FKC member that is here) and said,

"I really think we need to emphasize the fact that the FKC will look after its own internal affairs without outside interference. Those pakrahs, especially that big-headed pakrah Drakonia don't understand our ways. Be sure to use small words with these pakrahs, Landgravine, especially with that General Long. He is a most thick-headed individual."

Ipshi then looked around.

"I wonder where Avery and the Dukratians are?"

OOC Essentially the contents explained that the "humanitarian aid" will consist of the MBTs and AFVs already offered, along with the F-15As. As this is humanitarian aid, I don't really see the FKC stopping the shipments, especially as I intend to rout them via my nonaligned and pacifist puppet. I mean, what kind of person is going to shoot at gigantic heavy lift airfreighters with huge red crosses painted on them? Oh what a tangled web..

"At least the Joint Defense Chairman has commited forces to controle the Beybi civil war situation. This should lift the burden off of the individual nations. I think it important that we make this point known especially with your comments Ipshi about the outside nations getting involved. I know that my nations leader has already flipped off the handle on this subject, although he was fully justified from his position.

Captain Marcus Didius Falco adjusted the collar of his new Britmattian uniform and swore to himself. Defecting had seemed like a good idea at the time, what with the differing standards of living and Helena. Wrestling with his uniform made him reconsider this on a frequent basis however. He continued ambling down the sidewalk, struggling with his collar, till he reached a cafe, wherein a man covered in communist symbols was busy ranting about the rights of the proletariot.
Falco winced, in Britmattia people like this got ridiculed and/or beaten up by irked citizens, in addition to this he was pretty sure the man was a diplomat and meant to be back at the negotiations. He strolled forward to the man and tapped him on the shoulder, halting his diatribe and earning a relieved look from the waiter. "S'cuse me sir, aren't you the Fasta Benjian diplomat? If you are I think you should know the negotiations are going again, and you may want to head on back to the hotel."
Falco smiled at the man amiably and took a seat at a small booth. The Benjian looked worried and scurried out.
The waiter he'd been buttonholing scooted over to Falco "Thanks for the save sir, now what can I do for you?"
Falco grinned. "Warm spice wine please." There were many things his new homeland did well. Spiced wine was not one of them, however he was assuming the Shogunate catered to a wider palate. Grinning happily Falco sank into his seat and relaxed..

He paused reflectively for a moment, then continued. "That's about it for us. I can't speak for the rest of the coalition, but if we can be assured that there won't be any more large bombs, Glorious Humanity is content to let the FKC go their own way and we'll go ours."

Sir KnowAlot quietly walked out of the hospital he had been thrown in, and stole a Mercedes Benz CLK from the parking lot. Quickly he drove to Grand Duke Sheep's main palace and pulling out an exceptionally sharp, traditional Katana [ooc: You didn't think that he merely ate grapes in hospital did you?], he crept around behind the main office of the Grand Duke, and awaited his time to strike. As the Grand Duke entered the room, Sir KnowAlot quickly darted into the room, and with a massive swipe removed the Grand Duke's head. Everything had finally come full circle. He rushed out of the office, and told everyone what had happened. Finally the oppression was over. Sir KnowAlot quickly ran down to the wharf, and commandeered a Destroyer patrol that was about to set course for the Glorious Humanity / Drakonian fleets. He ordered Full speed, and set the course for Neroka Bay. As he left, he started sending out messages to his fleets, ordering them home, for he knew that the Grand Duke was a useless leader, and had no ideas about army/naval/air force strategies.

When he finally arrived at Nekoa Bay, he ran off the "Hound", and ran into the Negotiation room. He avoided all of the FKC delegation, and thrust a message into the hands of Diana Minerva and General Derek Long.

I am also glad to see the position you have formed on this issue. I can speak for my chief of state when he says that he wants no more than for the FKC to be able to handle the situation internally. I hope that a peace goes between our nations that can lead to friendly international commerce." Said Bonny in her usual flirtatious and carefree attitude. She happily took a long pull from her glass of wine and turned back towards the FKC delegation in time to see the AWM delegate enter the room.

Ipshi had seemed to be particularly drawn to his presence, the look on his face betraying an unease at his sudden apperance. Bonny smiled to herself, she had never had the opportunity to engage a diplomate from AWM and thought this time a good as any to use her looks to intrude into a conversation. She grabbed two fresh glasses of wine and headed off towards the military contingency to politely introduce herself.

"Hopefully we can find some level of peace in this mess, it being especially important that the FKC be united and work together with our foriegn friends here," Bonny smiles again and does a little curtsey, "on a unified decsision. Although I am merely a foriegn minister, and am all thumbs when you gentlemen discuss military affairs."

Ann Marie Bonny swirls the wine about in her glass and downs the rest of it in one gulp. And she yet again a wide smile comes across her face.

Upon recieving the Axe Weilding Maniac's Terms of Peace, the Drakonian Delegation had left the negotiation. Everyone they had done so to confere with their national government, but they were gone so fast and uncharacteristicly no one knew for sure. After a while, they returned. Just in time to catch Himmler's remark.

Derek was first to speak. "If Drakonian troops are sent into Dyelli Beybi it will be in support of the current Socialist regime and to end the anarchy and restore order and peace as well as the freedoms of the people." The information was convened in a statement and surprisingly the General was not trying to drive the other diplomats mad (those that were sane in the first place as there were serious questions to the sanity of the Klatchians).

Diana was next to speak. "Sir Knowsalot, I believe we have a deal. We are very glad to see that the nuclear disarmament was agreed to. We would like to specify that the nuclear weapons be turned over to us to be destroyed. Inspectors from the FKC are welcome to arrive with the weapons to ensure their destruction."

She paused and looked to Tsume Dragonis. "I believe that concludes most of the negotiations. We can all stand down are militaries from full scale war. I would like however to speak to the Fasta Benjian and Dyelli Beybian delegates, personally involving the final negotiations for the nuclear disarmament in their nations.

"Gentlemen. Ladies." She smiled and shook the hands of each delegate on both sides.

The General started to follow suit, but stopped. "Praetor Augustus Drake asked me to relay something," he said. "There is an old adage. 'Fool me once, shame on you. Fool me twice, shame on me.' If something like this ever happens again to the Imperium or our allies, you can be assured, we will not be as restrained." He then continued to shake the hands of all the delegates.

The General looked generally annoyed at the Walrus. Not just for the comment, but for also ignoring his handshake. "There is a first for everything," he snarled under his breath. Loud enough for the others to hear he quoted, "Never say never."

Ipshi bowed respectfully to Diana and then began.

"As long as the Federated Klachian Coast stands, we will not allowing meddling in internal affairs. We can take care of our own, even if it does not meet to the satisfaction of outsiders. For now, it seems that peace has been achieved."

Ipshi then turned to General Long and, with a growl (and from a walrus it would be a bit more frightening than a human growl) simply stated.

"General, you are not a diplomat. Your very presence at these talks only served to inflame and annoy, and quite frankly, we find you insulting. But in the interests of peace, I shall grant you leave of my presence but, as you so quaintly reminded us all, never expect that I will give you that leave again."

With that, Ipshi rose up, bracing himself on his massive flippers until he was nearly at eye level with the General.

OOC: Why, I always have to poke the General with a stick. :) As well, I'm not exactly sure how high a walrus can raise itself. Not as high as most humans I believe.

A smile crept across the General's face as the Walrus spoke to him, but he kept it in check. He could see or rather hear that these talks had not been for naught after all. It was apparent that Isphi Hagwonak had heard the comment the General had said under his breath. He plastered his face with false anger as the Ipshi rose up to face him.

"Mr. Hagawona or however you say your name." The General took slight pride in the goad. "Your right. I am not a diplomat, and I am damn well pleased I don't have to be an ass kissing...."

He stopped, turned slightly to Diana. "My apologies, Ma'am, no offense, meant. I can see your not an average diplomat." He was suddenly very polite, when he said it.

With that said, he turned back to Ipshi. "As I said, I am not a diplomat. I am a man of war and a defender of the people. That is why I am here. Not to win your respect, not to expect anything of you. And to be quite frank, as I have been, I don't damn well care if you are insulted by me or not."

"General!" Diana had been far to shocked to react, until now. "Control yourself this instant!"

The angry parent scolding would have worked if General Derek Long was really mad, but he wasn't. It was all a show. Seeing that now would be the best time to end the show, he spun on his heels turning his back to the Walrus diplomat. Derek crossed his arms over his chest, his back turned to all, and smiles broadly to himself. These negotiations had been quite enjoyable. He decided he would have to do this again sometime, that is if Diana would ever let, which she wouldn't, not if he was the last person left on Earth.

Diana was left to clean up the General's mess. "Ambassador Hagwonak, I am so sorry for the General's behavior." She shock Derek a look that would have burned him to a crisp, it that were possible, then she turned back to the Vrakian. "His behavior was uncalled for and down right rude. It is to be expected from some soldiers, I am afraid." She continued, but the General's behavior was even driving her mad. "Again, my profuse apologies, and I am sure he too would be sorry." And then she started to lose it. "If he wasn't such an...an...ASS!"

Needless to say, everyone in the room was shocked at the outburst of the person who held an iron fist of control over herself. The culmination of her sufferings the outburst was uncontrollable, even though she fought it. The loss of her brother in the nuclear strike on Eugene had done horrible damage to her. Damage no one could see until the outburst. Yet, still she had requested…no, commanded that she get this assignment.

Her face contorted in annoyance and anger at the General, but after a second she reestablished control of herself. "My apology for my outburst, Mr. Hagwonak, I hope this won't destroy, future relations between our too nations." Her voice was soft as it had been before the outburst, but she sounded as though she had no hope in future relations between Drakonia and Vrak.

OOC: LOL! This is fun. Yeah, that is a coincidental issue to pop up today. Very appropriate. *Sighs* I was first in my region.

"I wish only to try to talk to the Benjians and see if there is some way we can bring about a new safety in the world from such heinous and murderous weapons. I ask only that you stay long enough for us to talk between ourselves and the Benjians, maybe there is some way we can solve this. We must try, if we do not try nothing would ever happen."

All ICBM weapons have actually been used.
The Grand Duke (Deceased, RIH), was terribly misguided in his use of our "last resort" weaponry. Some of our ships still have Starfish ASW missiles onbard, but that is it.

We have a number of modified ICBM engines that we are using for our space age projects, and our launch pads were all single use. You may send weapons inspectors to verify this, but i doubt that Vrak will allow them to reach the shores of AWM. Never shall a foreigner reach our shores.

"As of this moment, legally all nuclear weapons and materials in Dyelli Beybi belong to the JDF. They were placed under military attainer by Parliment. I'm afraid that as such, Mr. Himmler you will be forced to turn them over. I should also note that all of the Fasta Benji forces are also now under Military attainer. Therefore, only rouge elements should be attacking you. As for Fasta Benji nuclear weapons program, It will also be under our direct command soon. I should point out that your current 'agreement' with these Parka is a violation of the Constituion. Do you wish to add a new side to fight against?"

And the "Oblivion" class Battleship has now entered full production. So far, only 15 have been made over a very long period of time, but now we have the facilities to increase production.

Now, shall we all just calm down and get to some sort of compromise. The goal here is to prevent more deaths, not get into petty sqaubbles, and not to threaten others with massive battleships."

"Woah, woah woah. Landgravine, Miss Diane, Generals lets keep an even tempers here all around. We certianly dont want to do anything here to lead to further war in our nations and regions, lets at least take a step back and look at this civl like. The JDF is doing everything in its considerable power to reign in these military groups on all sides, and especially the nuclear weapons programmes. I can place a solid vow right here and now that Jiggady will do everything in its power to aid in the control of these wmd. As we are at best in our nuclear infancy, I think that our science and military forces are excellently suited to try and aid in the negotiations of disarmarment from a nutral stance. The last thing we want for all of our children is for them to grow up in such a time where rash adults resolve their problems through nuclear war."

Diana turned back to the Klatchians shocked. "I am honestly surprise anyone one of you would say that," she stated frankly to Miss Bonny. "That is exactly why Drakonia is here. Where is the national sovereighty there, I ask you?"

Intregity is something very important to Drakonians. We are a proud people with a proud heritage and do not take lightly to insults. If we are liars, I think further negotiation is futile as who would want to negotiate with a liar." She stopped and gave Landgravine one last chance respond.

Pierce shook his head. "Gentlemen, ladies, we came here to discuss peace, and Glorious Humanity at least is still interested in discussing peace."

He leaned back in his chair, looking at the FKC delegates. "As long as there are mushroom clouds blossoming, the international community is going to come knocking asking you to quit it. Doesn't matter who you hit. I think you have to accept that the disarming is not an internal matter that only you can handle. Your nukes hit an outside nation, therefore it is now the world's problem as much as yours."

"You can go on and on about how it's your problem until you're blue in the face, but that doesn't change reality. You can yell about how Drakonia fired first, but that won't rebuild the cities that were destroyed. You may even be right, but that won't bring back the Drakonians your nukes killed. You can't expect the world at large to not stand up and tell you that you can't do this. You also cannot expect the world to meekly accept that you're taking care of it. The world will want answers, and the world is not going to accept 'Get out of our face' as an answer."

He leaned forward, taking another drink from his coffee mug. "Now, why are we all arguing anyway? We all have the same cause here, I don't think any of us want to see any more mushroom clouds. We should be working together to ensure that the tragedy isn't repeated."

So you can follow any system that does NOT include the landing of armed forces." She pauses to let both of her counterparts understand what she had exactly said.

"Second, you made informal agreements with Fasta Benji to disarm their WMD programs if my reports are not misleading. Since that all of Fasta Benji's military has been attainted. Which means that legally I and the other members of the Privy Council control it. Now, I am willing to look into disarment of those weapons, any your inspection with a third, neutral party. " She again pauses...

"Finally, The situation in D.B is that YOU can not intefer in the internal civil war. However, at the moment I have the legal authority to seize and dispose of those nuclear weapons, and facilites. Again, I would be fully willing to allow you input and supervsion with a third neutral party. You can not support one side in the ruling government matter, especially with military aid. To do so would violate the our constituion and force the FKC into war with you. It would also make the government you supported immediatly illigitamate since Parliment would see it as a puppet government of a foriegn state."

"I am fully willing to allow you to examine the attaintment and final dispostion of the WMD materials that I mentioned. The fact that such actions have to be within the scope of the Federated Klatchian Constituion may be invonvient but the reality of the situation." She stands and looks at both delegates without attempting to go ballistic about the Mr comments

If you continue like this, then you really will be a war-mongerer. I know you're people have suffered, but acting like this won't bring them back. And what's worse-if the Imperium is seen as a war-mongerer by the majority of the international community, alliance or no alliance, our troops will be ordered home. We won't risk lives if you aren't willing to at least try to preserve them."

After saying this, Fina goes back to her seat.

The Landgravine turns and looks at Himmler. "I'm not sure how well versed you are in the constituion Mr. Himmler. But your personel would only be acting under orders from the Privy Council. We have no intention of 'sacraficing people.' Those who would not feel justfied working under us would be allowed to resign and find new employment within the Klatch, with supervison for some individuals until the attainment is lifted. Based on my understanding, you have claimed to have no desire for a nuclear weapons program, therefore If the Privy Council takes control of those assets as well as the entire Benji military you wouldn't be inconvinenced."

"Nor has Parliment or any other body of the government declared against you. Your represenative to Parliment got in an argument with the Vrakians and then left. As to the Tzarist matter, it appears now the Tzar's military should follow my orders. Which is to return to their base. Any forces not following my orders and not on their side of the border will be considered rouge. You may deal with them as you see fit...I will give them a small window to see the light and then..." Her hand slams into a table next to her, the two near legs break under the sudden strain, the crack is severly audable.

"It also appears that your revolution has caused problems in Jiggady. If my hunch is correct and confirmed, those forces will be delt with. If Jiggady has also decided to interfere in your internal dispute well, the 'grand leader' will find himself on my s*** list."

Diana had not responded immediately, and in fact, it was quite a while before she did say anything. She was still very upset and very mad and it had taken her a minute or two and the speech of Pierce from Glorious Humanity to finally get her to cool down.

Finally she spoke, carefully keeping her voice monotone. "Lady Landgravine." The first word came out a bit strained, which was entirely subconcious on Diana's part. Drakonians did not hold much respect for nobility, as all citizens in Drakonian were judge my merit not birth. Even with this Diana, respected the woman for being able to hold the Klatchian Coast together. Diana respected her a lot for that, alone.

"I am sorry, for my misspeech. It truly was unintentional, I am very upset and I misspoke," Diana admitted. "My brother lived in Eugene and that has given me a personal opinion on the event that has drawn us to this. It has also upset me greatly and the progress of these talks has not helped."

Diana composed herself further. "But let's put that aside and get to the business a hand." She shuffled through her papers, pulling out her notes from the meeting with Himmler and the AWM agreement. She hand both documents to her aide, whispering some changes. The aide went to work furiously on his laptop.

Tsume Dragonis, who had been strangely quiet throughout the whole negotiation stood. "If everyone will come back and sit at the table, it looks at though we are resuming negotiations." He gestured to the table as everyone sat.

Diana whispered a couple of more things to her aide and there was some more furious typing. A second later, paper began printing out from a nearby computer printer. Diana walked over to the printer and handed a copy of what had printed to everyone.

Diana looked across the table at the Klatchian delegates, noting Sir Knowsalot's sigh. Ah, damn it! What have we done now, she thought to herself.

Diana took a look over the paper she had just handed to everyone. She could see several thing that could make the Klatchians mad, but for now only Sir Knowsalot looked...annoyed.

Finally, Diana looked to General Long, and, surprisingly, he came through.

"Gentlemen," Derek started. "I believe this is a rough draft and subject to change." He looked to Diana and she nodded. "I've noted a couple thing on here that are incorrect, myself."

Diana looked suddenly distressed and it should be noted that there were several new sighs around the room.

"First off, I thought AWM threw all there missiles at us." the General launched into his speak full bore. "Next, you forgot to add that the disarmaments are only required temporarily for an extended period of time. Furthermore, I think AWM already carried out their disarmaments so that is mute and void, but I suppose since that was to be agreed upon here it should stay. And...and...well I can't actually think of anything else."

The General seemed stymed for a minute. "Anything come to mind, Anyone?"

The Landgravine looked at the list and then shook her head. "Well let us start with the first item on your list. You want to destroy all nuclear weapons and delivery systems, It appears Mr. Himmler agrees with your thoughts on the use of tactical ICBM's. Even if the Vrakians and myself find a 'conventional warhead' ICBM a potential problem, I'm afraid that they have every right to maintain a conventional ICBM program. Here is my counter proposal on the nuclear items."

She hands over a peice of paper with several points written out in a small, hard to read handwritting on a sheet of paper.

*Inspection Routine will be conducted by personel of Drakonia, Klatchian, and a neutral nation. The inspectors will be allowed secure communcations with their represenatives and home nations. All problems will be brought up to the Privy Council directly.

*All fusionable and fissionable material including, but not exclusve to, warheads, bombs and any other nuclear material used as a weapon, or part of a weapon will be removed from Fasta Benji and Deyli Beybi, to the Vrakian Corridor. Such material will either then be destroyed or sold to another member of the Klatch in good standing, process of dismattlement, transport, and destruction or sale will occur under inspection routine.

*All nuclear Research materials and information will become permament property of the Privy Council with payments for equipment and data to be made from the Joint Defence force funds, materials and sales will occur under the inspection routine.

*All Joint Research materials will become property of those nations not under attainment. Specifically the Klatchian Nuclear Research Facility will exlude both Fasta Benji and Deyli Beybi and full control will revert to Vrak and Alcona and Hubris. Only materials within the subject states being returned to the other partners will be under the inspection routine. Joint facilites not in the subect nation will allow a neutral party to verify that all personel of the subject nations have been removed or are now employed by the other partner nations.

*Joint Research facilites in the subject nations will be dismantled and transported by the other partner states. These facilites will be inspected for the removal of equipment and materials after informed of their removal by the partner states.

*All long range (1000km) nuclear weapon deleivery systems will be either sold to a Klatch Member in good standing, or destroyed under the inspection routine. Long range bombers will become property of the JDF to be paid for out of JDF funds.

*All short range delivery systems such as tanks, artillery, and fighter bombers will be inspected under the routine for nuclear warheads and projectiles. These items will either remain property of the subject nation under JDF control until attainment has been lifted, sold to the Klatchian JDF, or sold to a Klatchian member in good standing at auction.

*All nuclear production facilites will be dismantled and sold at auction to members of the Klatch in good standing. The process will be under the inspection routine.

*Inspections for nuclear materials and faclities will be allowed within the subject nations until the end of military attainment. Inspections may be continued as desired by Drakonia after this time, but all expenditures for inspections after this time will be come the sole financial responsiblity of Drakonia.

She also turns her head to Himmler again. "The silos will remain under JDF control until attaimnet has ended. Then those facilites and personel will be return to the government of your nation to do with as they like. If you wish to build conventional warhead ICBM's to place into them,fine."

They would just under command of the Privy Council as any State Forces under JDF command but would remain so until the end of attainment. Upon the end of military attainment your personel would be returned to your direct command.
I'm here in a dual capacity, you know how much my government hates spending money. So most of my statements have been in my role as the Outer council.
The Dual duchy has no need for your personel, unless you are speaking about the joint research project. On that point your idea is acceptable, but I should note that the average pay rate is 102% of the GDP for Alconian Military Personel."

"You will notice that we still wish the destruction of all nuclear weapon material," Diana noted, speaking as the delegate read the new peace proposal. "This is because, we will not be party to the proliferation of Weapons of Mass Destruction. No matter, the stand of who the material is sold to, that can easily change. The Imperium will not be part of the proliferation of weapons designed to kill civilians.

"Also," Diana continued, notice frowns on the other side of table. "It should be noted that we have no position on Nuclear Weapon Research. Otherwise, I see your proposal." She gestured to Landgravine. "Appears to cover the seizing also of other Nuclear Materials, such as Nuclear Power. We have no problem with the use of Nuclear Power. The Imperium used Nuclear Power extensively. Our only problem is with Nuclear Weapons."

Diana noted more annoyance from the Axe Weilding Maniacs delegate. Clearly, he had not been pleased by the changes. Smiling in his direction. "I should also state that much of the items on our proposed treaty has already been carried out. For instance, the disarmaments of Axe Weilding Maniacs.

"Finally," Diana finished. "Landgravine's proposal went into detail on procedure on the destruction of nuclear weapons. I will allow that to be carried out by lower beuarocrats. Anyway, that same proposal also deals with the seizing of material, weapons, and forces in Klatch. This does not concern the Imperium, as it is the internal workings of the Federated Klatchian Coast, and as such is not the concern of these negotiations."

"I would prefer if the individual Klatchian Members, specificly affected by this (Dyelli Beybi, Fasta Benj, and Axe Weilding Maniacs), would also agree to this Treaty. I would also enjoy it if the individual witness those your nation requested and the Emirate's my nation requested, signed their witnessing of this accord."

She gestured to her Aide who immediately went to work on the final draft of the treaty. In a minute, it was finished.
