For those of you new Space Nations, life can be tough. If you're just emerging now all the good territory is taken, and there are lots of big people out there who can push you around. For the old guys there are lots of competitions, territory claimed by two nations, endless wars, and trade stifling. Well, we are here to propose an end to this. A Galactic Alliance, a governmental body that will help smooth out the inter-stellar pathways, and help the new guys along. Unlike the U.N. on Earth, the Galactic Alliance will not rely on the powers of it's member nations to get things done. it will have it's own army, and it will have it's own trade fleets, repair depots, and everything else. it is not here to rule you, but to help you. All nations are welcome, and we have a loose constitution to help smooth out the differences between member nations. If you have read, and accept the constitution, you're in.

Galactic Alliance

Article 1:
Each member must adhere to Alliance laws and mandates.

Article 2:
Each member maintains control over their territory, as long as it does not conflict with Article 1.

Article 3:
Any technological developments or creations from before joining the Alliance is strict property of its creator, shared only at his/her wishes.

Article 4:
Any technological developments or creations from after joining the Alliance are shared with all.

Article 5:
Any warship constructed using technology obtained from the Alliance is an Alliance ship, being under the command of all members. It shall be crewed by people from all members, and subject only to the orders of the Alliance.

Article 6:
All members must give all other members free passage and trade to their systems.

Article 7:
If a member is in trouble which he/she is not responsible for, all other members are required to pledge any support they can.

Article 8:
The Alliance may only embark on a course of action after it has been approved by all members.

Article 9:
No one in the Alliance may cause harm to another member, unless there is just cause, upon which they will be expelled from the Alliance.

Article 10:
Any member may propose a change to the Articles, and may propose a new law at any time. These shall come into effect immediately upon the ratification by all active member nations within a length of time specified at the time of proposal.

I just bought 5 Hunchback Type walkers, 10 Demolisher Mobile Anti-Aircraft Tanks, 10 TX45 Heavy battle tanks, 100 Chemical and bullet-proof suits and armours with a 5 year warranty from a nation called Weldon. I don't think it uses alliance tech, but should I still give it to the alliance, or can I keep it as my military?

The only technology (technology, not manufactured goods) that you have to donate is what you develope after joining. If you buy it, it's yours.

You're allowed to donate anything you want. Technology, manufactured ships and products, even some grass from your lawn. The GA accepts all donations.

I would like to join the GA alience. I have agreed to all articles and found no problem or disagreement.

I'd like to reiterate my request that a list on allies once again be displayed below the list of members, to help prevent future attacks by GA members against allies they weren't aware of.

It's already cost Technomages $10 trillion in reperations, and his most powerful ship was annilated in the breif conflict; as much as I like bolstering my nation's coffers, the mistakes that led to it are really something we should try and avoid in the future. :wink:

If you can give me a full list of all allies I'll put it up, but I don't know all of them off the top of my head.

The Immense Sprawl and horrible inefficiency that this organization has has becom apalling to the Imperial GOvernment And we withdraw from the Galactic Alliance. The Knossos Gate Project has been scrapped and the EMperor' Chalice will now serve as an outward military post.

We encourage all nations dismayed by this apalling trend make their voices heard, it was the inefiiciency of this organization, we believe, that prevented Eizen from becoming better involved in external conflicts.

I'll die before I surrender the GA!

"We would like to propose that GA Admendments/Bills/Proposals/etc. are passed not unanimously by all members online at that point , but with a 2/3 Majority of all members online at that point. We too agree that this organization is becoming inefficient, but we do not intend to withdraw. We hope to reform this organization."

I vote against the new proposition because of the arguments raised when the GA was first created, it would allow certain people to gain control over the GA.

Say a Nazi made a proposal at midnight, and there were only 5 other people on, 3 of them Nazis. They could vote "All GA nations must be Nazi" or something similar. Only when every members vote matters can we make sure that nobody gains more control than someone else.

Then, when more members get on, they can either:

A. Vote to repeal the measure
B. Withdraw from the GA.

It's that simple.

In light of this argument, do you wish to change your vote?

I still vote no. What if the Nazis also say "All changes must be approved by me."

I vote No as well.

We could, to counter that specific arguement, beforehand, put a clause into the GA constitution forbidding any powers being given to a specific member or group of members without more than 2/3 of all GA members voting.

Or, we could say something like: "There must be at least 20% of the GA participating in the vote for it to be passed."

Or, we could say something like: "All votes take place over a period of twenty-four hours, after which voting is closed." That way, when more GA members get on, they could vote against the Nazi admendment.

Technically, the proposition has already failed. It doesn't matter what people vote from now on. And the Galactic Alliance is working well. It has stopped many wars, improved trade, and given many people a voice in the NS world. I don't see why it needs to be changed. (At least not this part)

I think people have a misconception of our purpose. It's not to govern the members (with laws and stuff of how to run their own systems) but to improve relations between the members. Article I. Passage of this bill means that a measure can be passed with only 2/3 of currently online members.

Article II. A vote takes place over a twenty-four Earth hour timeperiod.

Article III. 20% of total GA members must be voting on a measure for it to pass.

That means only 12 out of 60 people have to vote. That would still allow a small group to force the GA to do what it wants.

But, it takes place over a 24 hour period, A, and B, 12 out of 60 is not a lot. That mean that 48 can overule.

And tell me this: What and when was the last measure that passed?

There have been times where everybody except 4 or 5 GA members are gone from the boards for days at a time. If Bad Person #1 wants to do something he waits for a time of absence, tells his 11 partners to get on, and they all pas the vote. When everybody returns in a few days it's a law.

The last bill that passed was Jimathons proposal changing "every nation must agree" to "every nation on must agree"

You appear to have misunderstood us, we meant that we trust we are free to open diplomatic relations seperate from the GA, meaning if the GA goes to war with someone who is already an ally of mine, I can claim neutrality.

That actually came up once.

Unless there are severe circumstances (i.e. a 4 or more front war) you must ally with us.

Unfortuneatly we are not sure whether we could be classified as a "Space Nation". We Maintain a standing space program, and have a Small Colony on Mercury, we also have a small fleet of ships, but only one, the TSP Titan is capaple of Any real space battle, all the other ships are merely Science ships, which are equiped with a small Laser, only powerfull enough to destory objects on a direct collisoion course with the ship.

This 'Galactic Alliance' constitution states that they own the rights to borg nanoprobes. will this in turn, mean that The Empire of Boom-ville will not be able to use its own nano-technology that it has created? We were wondering about joining but if we are not allowed to use our own technology, we will simply go elsware.
On another note, The Empire of Boom-ville is a small space nation, with only 1 planet and a moon colony to show there expansion. we have a space fleet of close to 100 different types of ships(each with its own nano-improvments mind you) and need allies in the galaxy to help us defend our trade routes from barbaric raids.
On a final note, if we do join this alliance, be sure that your 'Freedom' know as Democracy does not seep into our pure nation. we believe in Order and Perfection and do not tolerate Capitalism or any other type of Liberalism.

Okay, I need to say a few things.

Mindset, the only time you would be called to war (and forced to actually do battle) is if war is declared on the GA itself. If it's an attack on a memeber you must lend support (which can be in the form of money, supplies, technology, etc.) but you don't have to actually fight.

New guy who only has one combat worthy craft, that doesn't matter. Size of your fleet doesn't matter, level of your technology doesn't matter, your space power doesn't matter. We've had people join who hadn't even had manned space flight yet (they'd launched satellites and stuff, but that's it). The point of the GA is to help you, not the other way around.

Person asking about borg tech, as per the GA constitution you own the rights and designs to all your technology. We in no way stop you from making stuff.

And who of the new applicants actually agreed to the constituion, I need to know to update the member list.

(And 11 pages in three days. That has to be a record)
