Because it makes it easier to get drugs. And to begin using "soft" drugs could be a start. Later people may use harder drugs.
Bull. The Netherlands in comparison have less addicts then countries where it's illegal. And even if it's not legal it still doesn't mean that people won't get hoocked to heroine or crack or whatever. Just take a walk across the train stations at night. More then enough addicts in all major cities eventhough it's illegal.
