I have not received new issues since yesterday morning, not on this account and not on my other one.
The linkage between NS and Jolt seems to be broken. When I click on "Forums" while logged on, it says there is a problem. The "Latest Threads" isn't showing either.
Also, the Featured Region hasn't changed yet.
The Issues and Featured Region problems would be related to the Update either not running or not completing properly. That's not a bug so much as it is a one-time error. I've raised it to the admins.
The forum issues are something else entirely, and may be outside our control. The issue has been raised to Jolt and NS admins.
Both of these technical issues are covered in separate recent threads here in the Technical forum. Neither is properly speaking an upgrade-related bug. I know it's not always obvious to the player which is which, but please look at existing recent threads before adding bug reports that aren't really bugs.
I'm not entirely sure if this is a bug, but I suspect it might be. Recently I noticed a drastic decrease in my tax rate followed by radical changes in all my nation's positions in the daily rankings. Is there actually an issue that can shift a nation so far as to move one from the top 3 or 4 in a region of 26 to rank 25 of 26 in a few short weeks, or to drop a tax rate that's been at 100% (and growing as I only rarely support anything that doesn't have a tax increase if given the option) to the 60s% (its now moving up again due to recent issues).
I fear that my nation was some how reset in some fashion. And with the hardware upgrades and such, I wonder if that might of been a contributing or direct cause.
IS the Spell Checker operating correctly?
The window opens but it doesn't seem to spot mistakes.
Does anyone else have this problem?

Although the current forums are still hosted in Jolt (we're working on that as well)...
Is there a 'cut-off date' for posts that will be transferred from the Jolt forums?

It's too early in the process to make any assumptions about data migration. Much of that depends on Jolt's willingness to do an export of the existing forums. As has frequently been pointed out, NS has zero control of the admin side of Jolt.
It should be noted, however, that any posts with links would be very hard to automatically update, so it's safe to assume that some of the key administrative posts would require a re-write. I imagine that's going to be true for a lot of player threads as well.

Forum issues appear to have been resolved. If you've had forum access problems between Friday, 9 May 2008, 1400 GMT and about 0100 GMT on 13 May, try it now. Access should be restored.
If you created or restored a nation in that time frame and you have no forum access, file a Getting Help report. Our tools work again and we seem to be able to fix it.

Resolutions passed prior to the dark day of April 1, 2008 don't show up when I tried to access them, except for the first page. When I click on another page of the volume, it reverts to those passed by the WA.

I keep getting a "Gateway Error" message when I try to access the forum. What's the deal? It's a minor miracle I got on here.

When a nation submits a WA proposal in category x, the line '...has submitted a proposal to the World Assembly x Council entitled...' appears in their National Happenings.
But I've noticed that when a repeal of any resolution is submitted, the line reads '...has submitted a proposal to the World Assembly Environmental Council...', even if the resolution they are repealing is a different (http://www.nationstates.net/pizza%20pizza%20pizza) category (http://www.nationstates.net/khalaima).
This is not a 'problem', in that it presents no technical difficulties. But it would appear to be an error.

Rationalization One: Clearly, a repeal of any proposal is Environmental, as successful passage means the cleanup of huge amounts of now-useless paperwork.
Justification Two: Yeah, probably a bug. I may raise it to the admins later if I get to it, and/or the rationalization above isn't sufficient.

I've changed repeals to say "World Assembly Repeals Council", but it won't change your nation's feed retroactively.

I'm trying to submit a proposal but keep getting a "HTTP 404 - File not found" error when I click to submit it. Is it just me or is it a general problem at the moment?

I just created a proposal without a problem. (since I could delete it after, that is.)
Are you by any chance using the old just-migrated IP address link (69.60.14.82) as your bookmarked entry to the site? If so, try it with www.nationstates.net. That should resolve any relative path issues.
If that's not it, I'm afraid I'm stumped.

Nope, have just tried that, and am getting the same problem. But by the looks of it, there seems to be a lack of new proposals in the queue- could that maybe show that there is a wider problem?

It more likely reflects that fact that I just killed about 25 illegal proposals from the list, leaving 11 legal ones.
Try clearing your temporary internet files, and forcing a refresh on the NationStates page with a <Ctrl>-F5. (If you don't use Windows, I leave it to you to find the appropriate key combo). If you really want to be thorough, kill all cookies from nationstates.net.
Failing that, try launching it from this direct link to the page: http://www.nationstates.net/page=UN_new_proposal. That 5 digit number embedded in the URL may be causing a cache issue.
Yes I know it says UN in the URL, not WA. Trust me, it's the right page.

This is really frustrating. Tried all of those things and nothing works. Cleared all temporary internet files, deleted all cookies, refreshed, tried that other link...
What's more, I've tried it on different computers at home and at work.

I've worked it out. The proposal had too many characters including spaces- I shortened it and submitted it with no problems. Does this mean that the page with the 'your proposal is too long' is incorrect, as I get a message if it is too short, but the page seems to be missing for the too long warning.

There are four Jolt forum servers, and the system clocks aren't synchronized (despite multiple requests on our part). Your posts get added in chronological order based on the system clock of the random server that's connected for that post.
People around here call it "Doing the Time Warp".
