Listened to everything attentively and realized that his worst fears about the Retalitory Guard were true. They used the Viking style of negotation. Hold a sword to someone's throat, tell them your going to steal everything they could, rape their wife, take their children as slaves. If the person disagreed, kill them. If they agreed, you let them get to watch, then let them die of starvation. In truth Bethune wanted to get up an mock the bastard to his face, call him nothing but an arrogant pissant that had more in common with Grune than anyone else. But the Vaadians were too insular and pig headed really, so there was only one respone.

Bethune then turned to watch the steward place a tray containing two glasses of ice water and a pitcher before them both. "Thank You..." He took the glass farthest from him and held it for a moment. His gaze locked on to the General's eyes.

General Yaotl shrugged "We are not willing to jeopardize our troops and our campaign to allow the Federation to finally do what should have been done in the first place.
We only wish to honour our treaty with the legal government of Karmanyaka and to be good neighbors. If the FKC is more inteterested in fighting 'outsiders' than it is in upholding the legal governments of it's members than so be it. I do not see why any nation would join an organization that mobilize forces to attack an 'enemy' that was providing assistance to a member state? The Federations stance defies logic.
It sounds to me like you have already decided that there will be war, you just want me to say something to justify it in the eyes of your public. If the Federation invades the Free Republic then we will have no choice but to point out the United Duchies illegal actions in Karmanyaka, or New Shiron's illegal displays of force in Karmanyakan territory. The Federations own states cannot abide rules they agreed upon.
So now, as usual, it is up to us 'outsiders' in the Free Republic to step in and clean up a mess that you hoped would go away if you ignored it, we don't have the luxury of ignoring it, especially considering Grune's hostility and threats towards the Free Republic."
He paused and shook his head with a smile of amusement as Bethune stared at him "Really, do you have anything constructive to add? We either allow a brutal dictator openly hostile to the Federation and to the Free Republic stay in power, or the Federation will attack us? Don't be ridiculous. Your whole argument is the height of hypocrisy. When your own house is in order, then maybe your threats will mean something."

"You haven't been listening General. That is why we will have a war, a lack of listening skills. That and a twit in the Karmanyankian Foreign Office, but disasters seldom have one true cause." He raised his glass.
"But shall we salute the true victor of the upcomming conflict? Shall we drink a toast to Death?" Bethune raised his glass.

Command General Yaotl laughs and stands "Good evening Mr. Bethune. I will inform the Supreme Republican Commander of the Federations impending doom. If your Baroness wishes to contact our forces and co-ordinate efforts then so be it.
If not advise her to stay well out of our way."
He pauses and turns as he goes to leave "From the actions and mannerisms of your marines I had expected better from Alconians. Oh well."
He then leaves.

Bethune shook his head. "Yes they always refuse to listen don't they." He sipped the water. "Well, I suppose I should inform the Republican Council that their time remaining in office is likely going to be short."

Command General Yaotl left the grounds of the House of the Republic and immediately alerted Supreme Republican Commander Ring of the threat of Federation war, something that Ring had already anticipated and at this time was prepared to do nothing about. He was well aware that with assets in Neo-Tyr, the Gonad and with a wrecked fleet off of Karmanyaka that any FKC reprisals other than long range bombers was months away. He hoped that Karmanyaka would be resolved long before then and that the Federation would suffer another manic swing by then and be pre-occupied with something else. He simply continued his mission in Karmanyaka.
Bethune was to receive another visitor, Captain DeNuyder and his staff were taken directly to see Mr. Bethune so that they could talk about whatever it is that Alconians talk about and prepare to leave for Port Olympus in the next two days. A trip that Sir Alec was still planning on making apparently.

Mr. Bethune was to receive one final visitor for the day, Mr. Cherkess again. Further review of the draft proposal had made another minor change, replacing the title of Cassique with that of Advocate.
The Free Republic realizes that it cannot operate in the region of the Klatchian Coast without closer ties and better coordination with it's Klatchian neighbors in the Klatchian Federation. This Proposal hopes to establish better ties between the Free Republic and the Federation and hopes to bridge the gap between the Federation and the Free Republic.
Section I - Alliance
The Free Republic recognizes all Federation States in good standing as allies and Friends of the Republic. The Free Republic shall judge all Federation States as being in good standing as States that are not under Attainment, are not in major violation of Federation Law, and not violating the spirit of this Treaty.
Section II - Trade
The Free Republic confers upon all Federation States in good standing favourable trade status, reducing tariffs and allowing corporations and businessess from Federation States to apply for expediated trade permissions with the Ministry of Foreign Trade.
Section III - Support
The Free Republic pledges it's foreign aid budget to mainly assist and benefit Federation States as they require it.
Section IV - Military Co-operation
Article 1 - The Retaliatory Guard shall refrain from taking military action outside of it's lawful borders without informing the Federation's Joint Defence Forces. The JDF shall be apprised of all Retaliatory Guard military asset movements. The JDF will receive co-operation from the Retaliatory Guard.
Article 2 - All Foreign Guard Units within the Klatch shall be considered as part of the Retaliatory Guard in regards to this treaty. Any Foreign Guard units not under Retalitory Guard Command present in a State under Attaintment will be considered Rogue by the Federation.
Article 3 - The Federation reserves the right to protect itself against Rogue units within its borders including Rouge units of the Foreign Guard.
Article 4 - The Free Republic shall consult Klatchian Privy Council and/or the The Klatchian Parliament before issuing a Military Madate to the Retalitory Guard involving Klatchian Territory.
Section V - Representation
Article 1 - The Free Republic will be allowed to elect and send an Advocate to the Federation Parliament. This will do two things, allow Federation States to have instant access to a fully empowered Envoy of the Republican Council and also give the Federation a chance to consider the Free Republic's view of matters that affect the whole of the Klatch.
Article 2 -The Advocate shall not have Standing within the Federation Parliament. They shall be allowed to bring forward debate upon legistlation before Parliament. They shall not have the right to vote on any Legsislation before Parliament. They shall not have the right to call for a vote in Parliament except as detailed in Section V, Article 3, paragraph 2 of this treaty.
Article 3- The Advocate shall be allowed to request an Act of Attainment against a Federation State to the Klatchian Parliament. The Advocate shall be allowed to present the case of the Free Republic before Parliament and is allowed to attend the debate of the Act.
The Advocate shall be allowed to call a vote upon their request twenty four hours after they have notified the Speaker that they would make such a request and four hours after making their request to Parliament.
Article 4 - Advocate shall be granted the right to use Parliamentary Facilities, and shall be assigned an Office as decided by the Speaker. The Cassique and his Staff shall not be paid by Parliament, except for his Parliamentary Aide who shall have the same salary as all other Parliamentary Aides.
Article 5 -The Advocate shall be granted limited Privileges similar to those of all Keys, excluding the right to be assigned to Parliamentary Committee Meetings.
Article 6 - The Speaker may, with fifty percent plus one of Parliament in agreement, bar the Advocate from a sentitive debate, excluding those debates initated under Section V, Article 3 of this Treaty.
Article 7 - The Federation shall establish the Office of Grand Ambassador to the Free Republic as per the Klatchian Constitution.
After much debate, ended by the sensible (and large) Minister of Defence, the proposed unwiedly Byzantine titles were set aside for the simple and straightforward title of 'Advocate'.
