Newbie question here. How does it work?
A series of football matches are set up - and random number generators used to generate results. Sides then RP the matches - and other stuff related (sometimes very loosely*) to the matches. The tournament is set up to be as similar as possible to the FIFA World Cup.
We have a governing body (World Cup Committee - WCC) consisting of those who have "hosted" the cups. We all babble on and on about what the rules ought to be - then the WCC decides.
Read some of the WC9 and WC8 threads to get an idea of what goes on.

Some Questions:
How to become a member of WCC?
On which basis do you calculate the matches?
1. You become a member of the WCC by hosting the Cup.
2. The historical offensive/defensive strength, the difference in rank between the teams, the amount that each team has RPed, and home-field advantage are combined to create 'modified defensive numbers' for the two teams in a match. The offensive strength determines the number of 'attacks' that each team gets. For each attack, a random number between 0 and 1 is generated, and if the number is lower than the modified defensive number of the other team, a goal is scored. The goals scored by each team are added up to create the final score of the match.

I'm interested in doing a co-hosting bid, but I don't know who TnuI is going to join forces with. I think he's favouring Warnocks Wizards atm...

Oh, and for the record, in case anyone's wondering, Bedistan is not planning to host WC11, so no co-hosting bids will be accepted at the moment. Right now we are planning to try for WC13, so it'll be a while yet. ;)

Therefore, a representative of the Ministry, dressed in burgundy robes and a midnight blue hooded cape, who would give her name only as "Margaret", announced that the Snub Nose 38 National Football side, the Hooligans, will participate in the qualifying matches for World Cup 11. This will be the 9th World Cup for the Hooligans. Some of the players have asked that, in honor of their long and storied carrier in International play, their uniforms be cleaned and mended. One wag said he has to chase down his uniform before each match, and can only manage to catch it because it keeps tripping on the hole in the left pant leg.

TBF would suggest the idea of "Regional Qualifying". We have suggested Provisional "regions" for all those who have signed up already. The regions would then elect a council of 5 members that would decide on how the teams qualify.

We aren't that new in those terms, either. We have over 400 million people, and under our previous guise of Flexsys Cefn Druids we were up to at least that kind of level. We are just newbies to international football.
We like to keep who we have personal dislikes about to ourselves, though we hate established outfits who are not welcoming to newer footballing nations (not naming any names). In any case, think of the upside - you'd probably thrash any newbies like ourselves.

TBF: I thought we had the "regional qualifying" discussion, and decided against it. In any case, I prefer qualifying the way we currently to it. If we were to go to regional qualifying, and it meant moving SN38 to a new region - I wouldn't.
Also: EUFA is spelled EUFA (European Union of Football Associations), not UEFA. :wink:

MAN! Everybody has said that :P I said that noone should take it personally.... it was just a little rant of mine. Some newbies are great, like, I dunno, Rejistania :P and Warnocks Wizards (though you guys aren't newbies any more). My rant was brought on by the fact that archiving I was doing, and the multitude of newbies who only turn up for one or two World Cups.

i think thats pretty much the only upside of having regional qualifiers: you get to play your rivals :) if we organised regions by rivalries it'd be pretty cool, for example having Audioslavia, Lemmitania, Gilmeecia, Total 'n Utter Insanity, Anteus Rising, Oglethorpia, Warnocks Wizards and Kingsford in one region would be cool, and maybe Aquilla, Spaam, East Spaam, The Belmore Family, Belmorian Scandinavia, The Weegies, Liverpool England, Oddslavo and Lanky Dude in another, and Europa Brittania, Bedistan, Ravenspire, Rejistania, Tanah Burung, Commerce Heights, Arridia, Squornshelous and Halfassedstates in another etc...
reading that back to myself, its a crap idea, but hey, its something to do :)

Sorry we took Spaam's rant the wrong way, I think we just ended up in the right place at the wrong time. Just to make it clear, we don't want to hate anyone. And we can see Spaam's point about the newbies - just been looking at the tems entered for WCVI, and we barely recognise any of the newbies that were there.
Also, just to clarify, we are 100% newbies to NS World Cup football, a fact which we did touch upon in our earlier post, a response to a previous post by Vozvyshennost claiming that they were not newbies due to their sizeable population. We do regularly refer to ourselves as newbies in the said post, as we recognise that this is what we are. We are not anyone's puppet.
Apologies for any misunderstandings we have made and caused, and the actions for that have led from them.

As you can see it is a marvellous piece of architecture. The Belmore Family is a devoted Football nation, entering 6 World Cups, Alan City is the best domestic club in the world. Alan Belmore is arguably the best striker in the world. We are going to do the draw fairly and efficiently. We have been so disapointed every time we have failed. For WC7 we failed to a great bid by Audioslavia and Lemmitania who ran off a great cup. Then at WC8 we failed due to our dear allies Errinundera pulling out due to moral reasons at the last moment pulled out. We then put in a new idea-a three way bid which was closely defeated. Then for WC10 Runaway Moose and ourselves launched a suprisingly good bid, which was unlucky to fail. Now we ask, two of the greatest nations to host the greatest, please put an end to our misery.

I don't understand why I'm not allowed in The Belmore Family. Given, it's not a place I'd normally want to go, but there's no reason I'd be banned. It was the International Grammar Police, and _not_ Kingsford that collected the Alan Belmores. Kingsford citizens are not hostile, and would not just harm a citizen of the Belmore Family for no reason. Kingsford would like to respectfully ask that this ban be lifted, before action has to be taken.

A couple of thoughts, then I'll dodder off and nap.
1. Unless the entire ranking system is changed (still under discussion) to allow "previous" nations that miss a cup or two and return a higher ranking than newbies, Brazillico has to come back as a newbie. It would only be fair to give a "returning" side a higher rank than a "newbie" if it was done for all "returning" sides.
2. If a potential host "bans"/"bars" a participating nation, that potential host should be eliminated from consideration as a host. To compete for the honor to host or co-host a Football World Cup, a nation must agree to allow ALL competing nations entry. (Rivalries, banter, etc should NOT stop or cause potential host to be disqualified. ONLY not allowing a competing nation entry.)

A quick couple of thoughts;
1. I thought that we were still looking to bring in another ranking system - the only reason that nothing had been changed for WCX was time constraints had not allowed it
2. I would unfortunatly have to agree that Brazillico shouldn't be treated any different than other returning nations have been (Dead Man etc) That was part of the arguement for changing the ranking system in the first place!!
3. On the banning/barring of nations, I would have to agree - if teams want to take part they should be allowed. A nation may boycott an event if it disagrees with whats happening/where it is taking place (see 1980 olympics in Moscow etc) but a nation may only be excluded if the majority of nations don't want them involved (see South Africa during aparthied {sp?}) You may want to RP increased tensions - extra police etc etc but trying to stop anyone playing (even stopping them playing in a nation and confining them to 1 half of the draw ain't in the spirit of things (old chap!) :D

TBF: In my opinion, as long as you allow them in, you can have police, swat teams, national guard, riots, fly overs by the air force, nasty newspaper articles, volcanic activity, earthquakes, stock market crash, whatever, in your RPs. :wink:

If it would be for the protection of the nations of Spaam and Kingsford to avoid the wrath of millions of Alan Belmores, there is no point in ensuring in the group draw, that they play in a safer location. And the Free Land of Rejistania IS a safe place.

Brazillico forfeits its vote to determine World Cup Host
In a short statement released to the Associated Press today, Brazillican minister of Sports and Culture, Tony Hernandez, had this to say to the media:
Due to our 20-year hiatus from the world of international football, we wish to forfeit our vote in the appointment of a World Cup host. We feel it would be unfair to all countries involved if we cast our vote, for we do not have enough information to make an informed decision on a possible host. This being said we will continue to be an active member in the World Cup Committee and we give our best regards to the future hosts of the World Cup, as well as all the other countries in the running. We are aware he time it takes to prepare a bid and host a World Cup and we appreciate your efforts greatly.
OOC: I'm choosing not to vote on this because I barely know half the countries involved, meaning I don't know their RPing skill, commitment, World Cup history and so on. I also have no idea what the ranking system currently used is like, let alone the one TnUI, Bedistan and Spaam are working on for World Cup 11.
Secondly, as for my newbie comment I made about two pages back, all I really was implying on was an innocent little comment that I thought I should be listed as "Country" not "Newbie". I agree, that in the name of fairness and that I've been absent for four cups that I should be an unranked team. I'm trying to set-up a realistic scenario (which I started on page 21 of the WCX page, I believe), where football remained popular through underground Scorpion Soccer matches, (Remember that Nike commercial where they played soccer in a cage to Elvis?) so the players are about as skilled as they were before, perhaps with a touch more flair. However, since most of these players have never played club football, they have terrible conditionning, no concept of team defense and ridiculously horrendous goaltending. To counter this, the authorities hired a manager, Esteban De Jesus, from the glory days of Brazillican football and will be trying to inject these traits into the team. The old Brazillico used to jump out to quick leads and put 10 men behind the ball, this edition will be equipped to play a totally different style, so I agree, we should get a newb ranking.

The yellow home jersey and green away jersey are of the similar style, with a V-Neck cut, the crest of the Brazillico Football Association of the left breast, and a tribal linear design going up from the right side and crossing over to the left at the top of the jersey.
