Federal decree by Prime Minister Tesyrgran

The Federation of Hrstrovokia's massive population of 860 million can no longer be supported by the 78,000 km2 of national territory.

Therefore, Hrstrovokia claims it's right to the unclaimed territories to the south of the state, know as Boroglia. The National Army will handle the annexiation accordingly. All peoples within the lands to the south will be compensated and offered Hrstrovokian citizenship.

Nothing shall stand in our way from claiming what is rightfully ours...

I'm justifying this by the fact that -

A) The area claimed is similar in culture to Hrstrovokia, and shares a common language.
B) There is no actual offical authority governing Boroglia.
C) It represents a security risk. Such an area is susceptible to hostile movements.
D) It's in my own region. Atleast I'm not attacking somebody else for their land :)

No. The annexiation will go right ahead. Your threat will not impede upon the vital necessity to acquire more living space for Hrstrovokia.

We are willing to come to an agreement regarding Boroglia. A referendum on the national sovereignty of the area would be welcomed by Hrstrovokia, and we are prepared to allow international observers enter through our state.

This is the only solution which we feel is agreeable with our objectives. There will be no further Placation.

The Federation of Hrstrovokia welcomes the brave stance of the Republic of Al Anbar.

A referendum will be set for the 19th of October. Due to the fact that there is little infrastructure or civil service to conduct the voting, Hrstrovokia would like other United Nation members to come forth and help with the operation.

[OOC: No nation that has made an agressive overture to Hrstrovokia will be permitted to deploy observers or likewise to Boroglia, regardless of their membership of the United Nations.]

President Igomo (who by the way is impressed at the way Hrstrovokia has even survived in the face of such massive over-crowding) wonders two things: How large is Boroglia, and what is its current population?

No good reason? Think of this. There are 860,000,000 million people in an area 78,000 km2 large. This is not a conquest. There is simply not enough land in our state to support our population.

The price and availability of land has sky rocketed. The effect on industries such as agriculture have been terrible, with farmers finding it much more profitable to sell their land to developers rather than cultivate produce which would feed the nation.

We welcome the co-operative, peaceful stance that the Empire of Valinon has taken, and hope that the future may bring our peoples together for the greater good of humanity.

Response to President Hussein

President,

Though we welcome your efforts and endeavours to defend the Federation of Hrstrovokia, we would advise against it at this moment in time. The movement of such a force would only spark off deployments by the other powers.

However, we would accept a smaller number, of say, 2,000 soldiers, which would be much more easier to transport and maintain.

OOC: An interesting concept, but only if these older nations that walks around like the Disciples of Christ will actually allow it to be played out. I think it high time that the idea that size is not everything be applied in NS, after all if enough smaller nations band together the advantage is anulled. Perhaps it could be like the old League of Nations mandates? I think that would work better, and have a more successful precedent.

Hrstrovokia is in favour of settling the area without annexing it. We propose that any nation who wishes to do so, may deploy a small force for the purpose of peace-keeping (Although there is no actual hostility between Hrstrovokian's and Boroglians.)

Al Anbar, we will only accept 2,000 soldiers. Anymore would be a strain on our resources, aswell as yours. The population would feel ill at ease.

OOC: I totally agree Valinon. It's just not realistic to think that size is the winning factor in any confrontation.

18-10-2003, 05:16
Lusaka, we gratefully accept your offer! Your forces may make use of Hrstrovokian barracks and airfields until sufficient amenities exist in Boroglia. And since you are a povertry-stricken state, we will also offer to pay half of the total cost of deploying your forces in Boroglia.

Practically, Hrstrovokia is a hard to access from the sea, though one could move some ships up through rivers and launch planes from there. Considering NS earth is supposed to be the size of Jupiter, I think that's fair.

(I suspect that Sal-Sana used the term "black" to refer to potential evil, danger, or rogue status, rather than litteral colour. If not, the arrival of more Lusakan troops in the region might cause some back-peddling on their part :) )

Lusaka gladly agrees to undertake the administration of South Boroglia. Due to the size of the land, and the uncertain nature of the situation President Igomo has ordered the deployment of further men and heavier equipment.

Another 800 soldiers (for 1,600 total) will be flown out with 400 various support staff.

Small numbers of UAZ vehicles will be deployed to act as patrol vehicles, along with OT-62B, and BTR-152 APCs.

The deployment would ideally include some sort of gift for the native population, but already costs too much- as a result we shall bring footballs in an effort to foster good feelings and positive interaction with the locals.

Lieutenant Colonel Ivanovich looks over his command from the top of one of the few Leman Russ heavy tanks given to his small force.
One of the tank crewmen calls up the ladder well, "Colonel, all forces have reported in as ready to move."
"Good, inform all squad and force commanders to begin moving. I want to be in North Boroglia two hours from now. Have our Needler squadrons do a high flight overview, full tactical schematics are to be downloaded to my station once they are done."
"Yes, sir."
Ivanovich moves to descend and close the hatch. He stops for one moment, watching as the light recon rovers and IFVs begin to move first. Then the high-pitched scream of Needlers fills the air as the move toward North Boroglia, quickly replaced by the thrum of Valinon jet coptors. He closes the hatch, then waits at his command station for the tactical overlays.

Adonis adjusts his headset, "What of Lady Rolt?"
"A Windjammer sonic jet has been detected by the HMS Dominion in the ocean closest to Hstrovokia. It was transmitting Valinon diplomatic codes."
"Good. Lion Flight taking off," Adonis and his two wingmen blast away from the Merlin, correct their course then proceed to enter the Earth's atmosphere and make their way to Hstrovokia.

In the Lusakan sector transport has been switched to the nation's two C-130 Hercules, which are coping better with the limited airstrip facilities on hand.

With more than two thousand Lusakans in the area, camps are springing up to accomodate the new arrivals.

Soldiers are arranging friendly football matches with locals, sited just outside several of the camps. Subtly, bulletin boards are introduced around the fields used, and multi-lingual news reports are posted to inform the population of exactly what is going on. A few basic laws are detailed- hopefully nothing intrusive enough on every-day life to cause significant resentment.

Prime Minister Tesygran is pleased with the rapid progress being made by the Peace-Keeping Powers, the exception being the "rounding" up of Boroglian's to construct an airfield by Al Anbar.

It was reported today that an armed mob of Boroglian's had begun spreading anti-hrstrovokian propoganda in South Boroglia, incensed with foreign infringement on their soil and the possible eradication of themselves in their own land.

Some see it as the Boroglian way of life under threat. Prime Minister Tesygran is worried that the unchecked influx of settlers will produce potent nationalism from the Boroglians.

There is talk of a resistance, but nothing more than hearsay perhaps? A monster rally is to take place in the Lusakan zone in the south, an event that might be a powder keg waiting to blow.

The Parliament has debated whether or not to defend Hrstrovokian settlers in Boroglia. Being citizens of the Federation, we are compelled to assist them should further tensions arise.

Lusakan soldiers and other staff in South Boroglia make a point of engaging any natives who'll listen in conversation about the Lusakan-Hrstrovokian co-operation which in the past protected the liberty of the Lumbosan people against..well, never mind that bit ;)

There's a lot of references dropped to Hrstrovokia Way in Lusaka- men talk of how "my street used to look like this one, actually.. before Hrstrovokia's grant money came through. Now I live eight floors up as if in the sky, and I can rely on comfort all year round!"

The Lusakans do their best to be accepting..and to be accepted, confiscating what anti-Hrstrovokian propaganda they can with a "may I see that?" followed by a conversation about it, after which the item never finds its way back into circulation, rather than "you're under arrest for possesion of illegal materials".

Of course the possibility of a coming demonstration is worrying. Colonel Tendyala had entertained the idea of requesting heavier forces, and engaging in a more forceful suppression. He was interested in furthering Lusaka's allies, and didn't consider Boroglia of any direct importance in itself. President Igomo was less keen to send tanks against protestors. That was more the way of the previous colonial government he'd helped to over-throw.

He did however allow the deployment of more BTR-152 APCs -capable of transporting 17 troops each at up to 75km/h- since it seemed unlikely that the Lusakans would be able to predict the location of a major demonstration. At least they should be able to arrive reasonably quickly to make sure things didn't "get out of hand".

The Government of Al Anbar released a press statement today saying that 975,000,000 Dinars ($750 Million US) would be allocated to building the Al Anbar's zone in Boroglia.

The State Company for Roads and Highways has been awarded a contract to begin building roads connecting major cities and villages to Mossel.

The Ministry of Health has been ordered to begin building health care centres, bring in medicine and doctors and teachers. For now, all the health care centres will be administered by Iraqi doctors, but it is planned to switch control over to the native Borogolians after they complete their training by Iraqi teachers.

The Ministry of Education has also been ordered to begin building schools throughout the populated areas. Teachers will be brought in from Al Anbar, and be slowly shifted over to native teachers once they have been taught what they have to teach...etc. Most of the education programs will be the same as Al Anbar's programs, except slightly more geared for their region.

Textbooks will have pictures of President Saddam Hussein, praise him, and teach their regular courses, but will also include teachings about the infidel Zionists and their supporters. In the morning, everyone will swear allegiance to Al Anbar and Saddam Hussein. Learning Arabic will be mandatory.

Thousands of people had turned up, in spite of the prevailing harsh winter blizzard which pounded that day, to witness the warming of Hrstrovokian-Valinonian relations.

Earlier, Prime Minister Tesygran had made it clear to Foreign Affairs Minister Ibaraki, who was attending the Third World Solidarity Conference in Tanah Burung, that cultivation of Hrstrovokian-Lusakan trade was extremely important.

Lusaka too has held off commenting on the Al Anbar situation- Igomo rather feels that the expense of their project will lead to the collapse of not only their zone of control, but also of their state's economy at home. As such he is not terribly worried about the long term influence on Borolgia.

The nation has been considering shipping in Mi-28 helicopters for extended patrol and observation, but in view of the expense, and helicopters' inability to really marshal land, this has been delayed. New Lusaka City thanks Hrstrovokia for their own offer of AH-64s, and declines "at this time" to take advantage of it.

It is hoped that this can be a joint effort by both Boroglians and Hstrovokian colonists.
Finally, Colonel Ivanovich is urging that his troops take their off-duty hours as a chance to interact with the natives. Reports are coming in of impromptu soccer games across Northern Boroglia, and that several Sardaukar officers are trying to start an amateur league between Valinon forces and their Boroglian charges.

Foreign Affairs Minister Ibaraki, who has just returned prematurely from the Third World Solidarity Conference in Tanah Burung, delivered a damning indictment of Al Anbar's interference in Boroglia's education system.

Speaking before the press at the Dassau Parliament Building in Marinth, Mr. Ibaraki denounced Al Anbar's precarious endeavours in Central Boroglia, which include Mandatory learning of Arabic, swearing an oath of allegiance to Al Anbar, and it's President, Saddam Hussein.

Mr. Ibaraki said :
"The Al Anbari's are implementing subtle Propaganda into the Boroglian education system which doesnt need it. What is truly disgusting, is that this is aimed at the youth of Boroglia, who are innocents. The youth will consume this biased information, and I am afraid they will be forever corrupted."

Although he appreciated Al Anbar's efforts in Central Boroglia, such as their 975,000,000 Dinars allocation to fund rebuilding in Boroglia, the Foreign Affairs Minister expressed a distrust of Al Anbar and their agenda.

"Unless Al Anbar halts this program in the schools, the Federation of Hrstrovokia will have no alternative but to hold them to account."

We stand by our Hrstrovokian allies if the situation turns nasty. Chimaea and the Empire of Baron is willing to committ indefinitely if asked.

The Government of the Federation of Hrstrovokia welcomes support from Chimaea. If this should come to blows, which we hope it wont, we shall immediately contact Chimaea, which has proven it's worth on battlefields in Hrstrovokia before.

The Republic of Al Anbar will exclude all Hrstrovokian's that can prove they were born in Hrstrovokia. Otherwise, they will continue with our mandatory educational program for all ages from 5-18.

This is unacceptable. I must admit I am slightly angered by your exclusion of Boroglians from any deal which you have offered Hrstrovokia. Though we do not represent them, neither do you.

They exist also. They have thoughts and feelings, and wont be pleased to hear their child must swear allegiance to some far and distant dictator, and learn a foreign language.

If you continue your program, Hrstrovokia will have no choice but to place an economic blockade on Al Anbar, aswell as pressing for further measures from the United Nations.

At Retijka Aerospace...

"I am very pleased to hear your actions in Northern Boroglia Lord Adonis and Lady Rolt" said Tesygran as they sauntered into the Presidential Lounge of the Reception Building. Soldiers of the Elite 9th Mountain Regiment saluted as they passed. They were alone, except of course, for the Soldiers.

"However, before we begin, I must bring to your attention the present impasse in Central Boroglia, which is administer by Al Anbar."

[OOC: I wont go into detail. You've been reading :P]

"I fear that Al Anbar may not have been the peaceful protagonist Hrstrovokia was hoping for when we accepted them." sighed Tesygran, visibly worried. "I talked with Minister Ibaraki, and if nesscary, in order to coherce Al Anbar, we will place economic sanctions on their zone and their state."

Tesygran halted, and drew his gaze directly upon Lord Adonis and Lady Rolt. "We were wondering, if Al Anbar fails to come to an agreement, would you permit Hrstrovokian Soldiers to enter Central Boroglia through the North?"

Lady Rolt looks at Adonis, "This is more of your jurdistiction than mine, Lord Adonis."
The old marshal nods, "Indeed."
Adonis turns back to Tesygran, "I have been following carefully the situation in Central Boroglia. Should it become necessary, Valinon will allow troops to pass through Northern Boroglia. It is at your good graces we are allowed to stay there after all, Prime Minister. And if need be, Valinon may be willing to provide assistance if it is needed. At the very least, Mr. Tesygran, we will not interfere in the situation. Although we have not stated so publicly, the methods of Al Anbar are not approved of by the Empire."

Concerned about the situation in the Al Anbari zone, New Lusaka City has finally decided to commit to the extra expense of reinforcing South Boroglia.

Lusakans already on hand are trying to reassure locals that the increased deployment is to be a short term protective measure. Colonel Tendyala has been authorised to establish the South Boroglian People's Police Force, and has begun a low level recruitment drive from the pool of young men most trusted by thr Luskans- namely those on hand for the earliest football friendlies between soldiers and locals. The Lusakans have become friends with many of these youngsters, and believe many amongst them trustworthy.

It is hoped that giving some authority, uniform, status, and a limited degree of defensive weaponry to an element of the native population will convince people that the Lusakans too can be trusted, and that the new deployments really are merely defensive. Lusakan army officers will co-operate with the SBPPF in the defence and policing of the zone.

The force will be armed with small numbers of bolt-action rifles from Lusakan police and ex-army service.

South Boroglians are also being employed by the Lusakan government in the construction of a small airfield. As South Boroglians begin to earn more, President Igomo hopes to stimulate the local economy sufficiently to begin collecting taxes in order to pay the region's way, and he has already sent experts from Lusaka to over-see the future initiation of the Bank of South Boroglia- promising more jobs to the locals.

Lusaka is pleased at least that its football initiative seems to be going over well.

Back at home, the expenses built up by Igomo's enthusiastic government are begining to tell. Lusaka has throughout Igomo's government accepted refugees from other African nations, many of which are still war-torn and unsafe. Finally the expenses of Igomo's ambition are begining to tell, as shanty towns return. The nation's reputation has grown too great in the region, and it can no longer cope. Promised expansions of the welfare state are slow in coming, as hundreds of soldiers are shipped out to Boroglia.

By week's end it is expected that Lusaka will be well on its way to the intended deployment (begun only after Al Anbar's build-up) of 14,500 military personel, plus hundreds of civilian advisors and such.

The military force will consist of:
8,000 infantry (armed with M59/66A1 rifles, Uzis, PK LMGs et cetera)
80 Zil 131 trucks
60 UAZ (15 of which will be used by the SBPPF)
12 BMP-3 ICV
28 BMP-2 ICV
24 OT-62 APC
36 BTR-152 APC
20 Olifant L-2 MBT
30 Olifant MK1 MBT
60 T-56(L) MBT (ex-Hrstrovokian T-55s upgraded by Lusaka)
24 M46 130mm towed artillery guns
210 51mm mortars

25 Mi-28A helicopter gunships
12 A-37C Dragonfly attack planes
8 AV-8B Harrier VTOL fighter/attack planes

Liverpool England, which has been silently looking on at events happening, would like to re-iterate what our Prime Minister said earlier (page 4-5 somewhere, oocly) - that Al Anbar is not the ruler of Boroglia, and therefore our forces were put in to check on the civilians - obviously something is going on. What we would suggest is this:-

-Al Anbar be allowed to stay in its zone, however on these followimg conditions;
--Education to be placed under Lusakan or Hrstrovokian care;
--Al Anbar are to have shared control over military and defense with either of the above stated two nations
--Let the abuse check go on as planned
-also, Lusaka and/or Hrstrovokia should have the right to decide , to have a say, in the zone, as a precaution.

PUBLIC ANNOUNCEMENT BY GOVERNMENT

Press Secretary to the PM: Now, back from holiday in Ineptia, Defence and Exec Aff Chief Morgan Build.

Build: This is a prepared statement by the Government, which I will now read. This message goes out to all nations, specifically Hrstrovokia, Lusaka and Al Anbar, involved in the Boroglia conflict. This is the prepared statement. I quote. "The Liverpool England (to be abbrieviated by the initials LE) Government wish to announce its intention of sending troops to Boroglia. The Government wish to reming the parties involved in this conflict that this is not, repeat not, a so-called 'first move'. We are just standing by our troops to make sure everything is in place, especially in the Al Anbari zone. However, on a lighter note, Liverpool England would like to offer the Governments of Hrstrovokia-Boroglia, Lusaka-Boroglia and Al Anbar-Boroglia a friendly soccer (football) competition between our teams, and hopefully it will be peaceful. But, back to the main statement. The Government has also decided to print new textbooks and activity sheets for the education system in the Al Anbar zone. Any movement in troops initiated by the Al Anbaris will result in alot of hostility, which the Government hope will not happen." And I end that statement. Thank you all for coming.

United Valinon News Network, Local Broadcast Level, Northern Boroglia Satellite Facility

A Boroglian news reporter begins to go over the most recent news of Northern Boroglia, "....The Valinon Boroglian Affairs Office announced today that Valinon would be dispatching an additional 4 regiments of Sardaukar to reinforce the border between Northern Boroglia and Central Boroglia. Recently elected Councillor Hallick of the Council of Governors spoke on this matter earlier today," the image switches to that of the newly elected head of state for the Free State of Boroglia.
Hallick stands at a podem, the five governors of the Council sit behind him.
"The recent tensions stirring in our closest neighbor of Central Boroglia have greatly disturbed both the members of the Council and myself. Colonel Ivanovich requested additional support only after I requested it on behalf of a vote of the Council of Governors. In addition, the the Council has decided to form the Boroglian Defense Force and the Boroglia Free Militia to support our Valinon and Hstrovokian allies. At this time I would like to call for any able bodied citizens between the ages of 18 and 27 to please join the cause of the Free State and serve our nation in the BDF. For any others that may wish to serve, I would request that you see your regional administration office and apply for recruitment as a militiamen. All those who apply for the BDF and are accepted we receive training by the Sardaukar in Halthan. Militia training centers will be operated at the regional level. Now any questions?"
A reporter raises his hand, "Councillor, what is the Free State's position concerning possible Hstrovokian military intervention?"
"The Free State will support the decisions made by Prime Minister Tesygran and his government in order to deal with this matter appropriately."
"What about the recent military build up, do you think Valinon can committ enough troops to assist us?"
"Colonel Ivanovich has said that Valinon will work with the Free State in order to make sure that no harm comes to its people. One more question."
Several hands go up, Hallick selects a hand of a local newspaper reporter.
"Councillor, will this affect the plans for civil infrastructure improvement?"
"Hopefully this matter will be resolved before it comes to outright war. The Free State and Valinon are merely taking steps necessary to insure the continued safety and security of our nation. The civil improvement programs and aid from Valinon will continue as planned. Thank you all for your time," Hallick steps back from the podem and quickly makes his exit. The reporters try to crowd in at the last moment as the Councillor is escorted by the other Governors and members of the BDF.

Foreign Minister Ibaraki - Communique to Valinon and Lusaka

Hrstrovokia seriously doubts that Al Anbar has the ability to muster the forces stated. With an economy as weak as Al Anbar's, and it's Defence Department's priority being second to Law and Order, Hrstrovokia believes if enough pressure is applied to Al Anbar, they will fold, and any conflict can be avoided.

In 2 hours, HAF MiG 21s will soar over Central Boroglia in an attempt to ascertain the true extent of Al Anbar's deployment. Hopefully, it will go offf without any incidents.

Meanwhile, at Retijka Aerospace

"Prime Minister! our visitors are not here more than 20 minutes and you are already adding to their list of woes!" cries President Kecha as he bursts into the lounge, followed loyally by his entourage of advisors and security personnel.

"Allow me to introduce President Mal Kecha, 1st President of the Federation of Hrstrovokia" says Tesygran in a rather formal manner standing aside. Kecha strides over and extends his hand. "This is not merely a handshake Lord Adonis and Lady Rolt, this is friendship. Welcome to Hrstrovokia." Kecha says cheerfully.

"Come, Retijka Aerospace Complex is no place for such respected and honoured guests of the state! We shall procede to the Harnostein Palace at once!" As the dignitaries head for their armoured cavalcade, Tesygran notices through the glass and torrent of white, columns of Soldiers marching onto HAF IL-76s.

"I hope this doesnt come to War. Everything gained will surely be lost."

HNN Channel 3

The ostentatious Computer generated introduction faded and Charles Neale, newscaster extraordinaire appeared. "Hi! I'm Charles Neale, this is the news!"

Hrstrovokian Ambassador to Lusaka, H.P. Lipinski, speaking at a Political lecture at the University of New Lusaka, announced that Hrstrovokia was due to extend "several enticing trade pacts to Lusaka in an attempt to revitilise the nations economy."

Lipinski also indicated that President Kecha wishes to present President Igomo with the Star of Hope. The Star of Hope was first awarded to President Karr of the People's Republic of KommelianBerg for his part in the Treaty of Ostjel signed between the two states ending their bitter and consuming war.

Minister of State Gredswal addressed Dassau in Marinth today, informing the Parliament of Liverpool England's public announcement concerning Boroglia.

He believed that the willingness of Exec. Aff. Chief Morgan Build to come to a peaceful compromise over Boroglia was "reassuring and presented a clear oppurtunity to begin talks and defer further mobilisation, which I hope Al Anbar will do."

Gredswal also recognised the legitmacy of the Boroglian Free State and it's Councillor Hallick to govern Northern Boroglia.

The 10th North West Infantry Division and 77th Armoured Division arrived at Loelencask, Southern Hrstrovokia today. They consist of some 50,000 Soldiers, Logistical, Medical and Engineer Personnel armed with AKMs and RPGs, complemented with 70 Merkava Mk IVs, 311 T-55s, 520 MT-LBs, 98 122mm Self-Propelled Guns, 50 122mm Towed (D-30s...aka "THE SADDAM" BABY!...Neale composes himself and procedes)40 BTR-80s and 200 MLRSs.

The HAF has assigned 20 Su 37s, 40 Su 25s, 80 AH-64s, 70 Chinooks, 10 IL-76s and 50 MiG 21s to assist in any operations which the 10th and 77th Divisions take part in.

President Igomo's faltering popularity has been more than stabalised by news of the Lapinski lecture and its rumours. The return of Lusaka's shanty towns had lead to fears of a potential warlord resurgence, but the prospect of improved foreign trade is giving rise to hope that the Igomo government still has its hand on the tiller.

In fact, some estimates put the years likely GDP output at over two trillion dollars for the first time. However problems arise when one considers military spending's climb towards two hundred billion in pursuit of Igomo's international aims, and the massive expense put into improving Boroglia before Lusaka's own regeneration is complete.

In South Boroglia protests seem to be shifting against Al Anbar. It is not quite known beyond doubt whether this is indication of warming to Lusaka, or merely a temporary transference of disatisfaction to the greater of two evils.

Igomo is expected to annoy any number of people over time should he end up receiving such an award as suggested by the ambassador.

"The Empire of Valinon does not wish to see a war here, Mr. President," says Lady Rolt, accepting Kecha's hand after he has shaken Lord Adonis'.
"However," says Adonis watching the troops file past, "since when has a nation actually ever fully wanted war. I am afraid that too often, we do not get to choose this course, Mr. President, sometimes fate has conspired for other designs."
The old Sardaukar sighs, "But it is best we put aside such matters for now. Prime Minister Tesygran addressed an issue that need to be addressed and I do not fault him for it. But I have no doubt of the capabilities of Councillor Hallick and Lieutenant Colonel Ivanovich who are handling this matter." Adonis breaks his vision from the marching Hstrovokian troops, he and Lady Rolt follow President Kecha and Prime Minister Tesygran toward the cavalcade.

"Good evening, I am Alice Marek," says a young woman sitting at a desk in front of the BNC stylized letter emblem. "The growing pains of the Free State continue as tensions still remain between Hstrovokia, Valinon, Lusaka, and the Free State. In the day since Councillor Hallick's address, nearly 1,000 men and women of the Free State have signed up for the BDF while many more still line up outside their regional Militia headquarters. With the arrival of the first Valinon reinforcements, Councillor Hallick has made another speech addressing the matter."
Marek's view is replaced by Hallick, in a hall way surrounded by reporters. The grandfatherly-looking Hallick looks into the camera, the lights glaring his glasses, "First of all I would like to thank all of those that have shown their support by joining the BDF and the Free Militia. Your service to your country and to its government will not be forgotten at any level. I am glad to see that such pride is being taken in our newly founded nation. However, at this time I would like to say that the Council and myself do not want this matter to come to open war. Therefore, I have dispatched Governor Volder to open up peaceable negotiations with Al Anbar in hopes that this matter can be resolved. That is all," Hallick continues on past the gathered reporters.
The view goes back to Marek, "In other news, Councillor Hallick will begin his Grand Civil Tour of the Free State in two days. As a preludes to this, the Councillor will meet with visiting officials from Valinon including Lord Adonis, Lady Rolt, and Provost Academician Zakharov. Finally, the Council of Governors has said that they will soon be sending messages to Hstrovokia and Lusaka inquiring of the creation of embassies to the Free State."

The Councilf of Governors has considered your request to have troops operate in our nation. We are willing, under the following qualifiers:

1.) English troops will respect the chains of command of the Empire of Valinon and the Federation of Hrstrovokia. They will place themselves under the joint command of Colonel Ivanovich and the Hrstrovokian command core.

2.) Troop deployment in the confederacy will be limitd to no more than 45,000 troops. There are already adequate deployments by Valinon, Hrstovokia, and our own force and we do not need 200,000 soldiers in our country.

3.) English commanders must be willing to defend the Confederacy in regards to an attack by Al Anbar.

Emergency Broadcast

A harried looking report fills the screen of vids across the Confederacy, "It is my sad duty to inform you that an hour ago, the Federation of Hstrovokia declared war on Al Anbar and their puppet government in Central Boroglia. In response to this, the Confederacy has suspended all communication with Central Boroglia and has imposed a strick border lockdown. The Council of Governors and Councillor Hallick are meeting with Colonel Ivanovich and Lord Reynard Adonis to discuss further action. We now take you to Ana Karenis in at the border. Ana?"
A poorer quality image appears. Karenis is struggling with a massed group of people as Boroglian Defense Forces and Sardaukar military police units sturggle to close the security gates marking one of the border crossings into Central Boroglia.
"Lucas, it has been a mad house at the border for the past four hours. There has been a desperate surge of refugees from Central Boroglia and since the border lockdown was announced the crowd has been trying to force its way through. BDF forces have been overwhelmed, Valinon personnel have been called in to help restore order," the crowd swells again. A man in BDF fatigues and light armor suddenly starts shouting.
"Reinforcements! Thank God!" three Valinon light tanks, rovers, and IFVs have made their way through the crowd. Sardaukar jump off the convoy and begin to move toward the gates. The crowd disperses before the Sardaukar and the rallied BDF personnel. The light tanks pull up with the IFVs infront of them and blockade the border gate.
"Put the camera over there!" says Karenis. From the center tank, an officer comes through the hatch and pulls out a mega-phone disc.
"By order of the Council of Governors," comes his booming voice, "a full border lockdown is hereby imposed. We are authorized to use any force necessary to secure the border! I repeat ANY force necessary!" the masses seem to subdue, as the BDF and Sardaukar at last force the gate close and lock it. The officer turns toward the gatehouse looking over the border entrance.
"Activate the stun nodes!" he says through the mega-disc. Suddenly the blue lights begin to flash atop the fence and several minutes later, Central Boroglia refugees pressing up against the fence are stunned away. The masses around the fence begins to disperse.
"It appears the situation is being brough under control," says Karenis off camera. "We will try and keep you up-to-date. Back to you, Lucas," she says as she tries to move toward the wall of Valinon vehicles now defending the gate.

OOC: Just a thought, Valinon, there are no refugees as the borders had been sealed by Central Boroglia when the new government came to power. Trying to get to the border is difficult enough, too, as there are checkpoints and patrols everywhere. Ther may, of course, be a few scattered refugees crossing at areas between entry points, but I don't think the number would be very high.

IC

Chimaea will stand by with 78, 000 troops at the ready if this deployment is needed in Boroglia. We strongly suggest a no-fly zone be established over Boroglia and the close parts of Hrstrovokia.

Our two carrier groups will commense coast-to-shore defence and will attack or turn away any planes or shipping which may contain supplies or reinforcements from Al Anbar.

Three Carrier groups are near Al Anbar itself and we retain the option to strike Al Anbar if the situation is worsened.

~Major General Francis Burkely, C.O. Chimaean Forces at Hrstrovokia

--------------------

The five helicopters were the cutting edge in special operations warfare; streamlined with a roughened, grainy paintwork to deflect radar and a complex exhaust system to prevent the majority of heat traces, they stood ready on the deck of the CMS Sydney, the pilots already starting the 5-bladed rotors spinning.

A door opened near the rear decking and 30 soldiers ran out, already fully geared and armed with the latest CR60 modular assault rifles. They ducked and clambered into the waiting helicopters, which took off gracefully from the deck of the Sydney and flew low over the ocean, towards Boroglia.

About Central Boroglia...

Central Boroglia is a rugged, landlocked area, bordered by Northern Boroglia, Southern Boroglia and Azezilite. It is traversed in the West by the Caprivi Ridge.

Vegetation is 90% Mediterranean Scrub, with 10% Mountain Vegetation. Climate is Mediterranean also. Annual Precipitation is 500 mms and 1,700 on the Caprivi Ridge.

The largest fresh Water Lake in the region, Lake Ohmere, can be found here. This is fed via the River Ohmere, which meanders through the Caprivi Ridge, and terminates in Southern Boroglia into the Sea of Boardsies. The City of Mossel is situated on the River Ohmere.

3 Days have passed since the Declaration of War. Not one Cartridge, Shell or Bullet had been fired.

All that changed at 3:30 PM, 27th March 2003, when 500 122m S21s, 130 MLRSs and 200 122mm D-30s shattered the silence on that bright, clear day. Blasting Al Anbari positions without mercy, it was merely the opening act.

70 FHAF MIG 27s accompanied by 50 FHAF SU 37s pounded Al Anbari positions all along the border, whilst 500 Merkava Mk IVs and 2,000 T-55 crews waited anxiously in cover for their signal to invade and punch through the weakened Al Anbari defences.

The armoured strike will be supported by Hrstrovokian Motorised Infantry Regiments consisting of 200 MT-LBs, 40 BTR-80s, 10 BTR-90s and 2,100 Soldiers from the 2nd North Division.

The Empire of Valinonsupports the actions of the Federation of Hrstrovokia in forcing the dictatorship of Al Anbar and their puppet government of Central Boroglia off the independent striving people of Boroglia. While we will not intervene directly at this time, we will state clearly that any attack upon the sovereign state of the Confederacy of Boroglia will result in a declaration of war by the Empire of Valinon. We will not allow this rabid dictatorship a chance to enslave another people that are striving in their infancy as a young nation.

Sincerely,

The helicopters came low, almost hugging the ground to avoid radar and interception. They emitted friendly codes to the Lusaka forces stationed on the Central Boroglian border as they flew past in formation, over houses and buildings and people then onto the border itself.

The helicopters lowered their height and checked their speed. The pilots scanned the terrain underneath them, searching for signs of enemy, the helicopters' missiles systems primed and ready, their mighty machine canons revolving slowly.

The jamming systems came online and emitted their pirate signals across this part of the border. Slowly, the helicopters started moving forwards into Central Boroglia.

Boroglian troops have suffered heavy losses, but the losses account for very little part of the Boroglia Army and the Iraqi Expeditionary Force. Much of the troops have been based in cities, villages, and the such, sparing them from the bombardment.

The steady whump whump of the helicopters' rotors filled the night air as they came in low for the insertion. Inside the lead helicopter, Major Lyons nodded to his men.

"All right, you know the score. Form a perimeter and fan out. If our intelligence is correct there should be no-one around, but firm intelligence at this point in time is just wishful thinking. Be prepared for the worst."

His men nodded, wasting no time in any regular army antics of saluting or speaking. He looked over them once more and checked his weapon. It was one of the old CR48s, officially to have been scrapped by the Chimaean Army but still in use by special forces teams. It was a weapon he knew inside out and back to front, its bulky shape nestling comfortable against his chest and arms. He peered out into the pitch darkness outside the helicopter and mumbled a ritual prayer.

The other helicopters started to hover in a covering-fire mode as the lead and second helicopter ducked sharply down for landing. The shaded green light blinked on suddenly and then Major Lyons was jumping out of the side of the helicopter. He knew that his five other men were also jumping.

It took a second longer than he expected for his boots to hit the ground, and he almost lost his balance. Cursing, he crouched on his knee and scanned his surroundings with his night vision. The river was a big swirl of darkness amidst the background green of the night vision but he didn't see any of the tell-tale green-white of other human beings, apart from those in his team.

The twelve soldiers on the ground fanned out in a circle, weapons at the ready. The first two helicopters took up a holding pattern as the last three deposited their human cargo. After a final check, the helicopters rose and headed back into the night sky.

"Hey, look! A helicopter!" said one of the men from the 12-man strong patrol. This patrol came from the more-or-less elite Republican Guard of Boroglia and were wearing night vision goggles.

The commander turned and saw as the helicopter approached and began dropping soldiers.

"Hide! Get into the bushes!" quietly says the commander.

Quickly, even moved toward the nearby bushes. They got down, watching carefully for a minute.

Less than a minute later, the commander slowly crawled toward his two RPG soldiers.

"Can you hit the helicopter?"

Nokome looked on toward the helicopter, before turning back to the commander.

"We can try. It's a little far, but we may be able to hit it."

"Good. Get your RPGs ready, fire on my mark." says the commander.

The soldiers mumbled an "okay" and quickly aimed their RPGs at the helicopter.

The commander watched as about half of the Chimaen team disembarked from the helicopter before ordering the strike.

"Now!" shouted the commander.

Suddenly, away went two rockets from Nokome's RPG and then one from Mintar's RPG.

The other soldiers seeing that the RPGs had been fired began firing on the helicopter and those that have disembarked.

Four PKM machine guns, six AK-47's, and two AK-103's quickly opened fire on the enemy soldiers.

[OOC: Sorry. Been slow at posting. Need a day or two to catch up]

Prime Minister Tesygran appears before the gathered group of journalists, reporters and television crews. Immediately a hail of flashes besets him and he is bombarded by questions from every direction.

Tesygran maintains his composure as he reaches the podium, centre stage, and the consternation dies down. “Good evening” he begins coolly. “Before I begin, I would like to address a matter which has shocked, mystified and disgusted myself, my family, and probably everyone else.”

“It was reported on Central Boroglian television recently that during the artillery and air strikes on Al Anbari positions close to the border, Mossel General Hospital was obliterated.” Once again, the crowd stirs to life, and some indignant anti-war protesters at the back of the room wail “murderers”.

“If you would be so gracious to allow me to continue” Tesygran gestures to the back; “then I may shed light on the vicious lies propagated by Al Anbar.”

“During the 10 hour barrage by the Hrstrovokian forces, several targets, including infrastructure vital to the needs of ordinary Boroglians were destroyed.” Intermittent flashes dazzle Tesygran, who does his best to concentrate on the task. “Railway tracks and stations, power plants and roads were struck, either by artillery or fighters.”

“The reason for this was to hinder Al Anbar’s mobility and disrupt their supply lines. Such targets are perfectly valid.”

“Since Al Anbar’s troops have clung mainly to the towns and cities, which are few and far between at the border, we can safely assume that the artillery cascade did not destroy Mossel General Hospital.”

“This leaves us with the prospect of Hrstrovokian MIG 27s or SU 37s accidentally bombing the hospital…” there is a general lull of activity in the room as everyone keenly listens to Tesygran. “A full investigation is underway. How our fighters could have struck and destroyed a hospital in an urban area which was not an objective zone is peculiar, as it would have taken a sustained attack to level the hospital to the state present by Boroglian television.”

“That is all I have to say on the matter for now. I’ll now answer any questions you may have” Tesygran declared, raising his head high, proud of the fact that he had effectively averted a disaster for the government. The room seem satisfied too.

"RPG!" came the warning shout over the team's local comms net, and everyone hit the dirt and took up protective positions. The twin trails of a rocket-fired grenade streamed through the night sky, heading for one of the helicopters.

The pilot heard it too. Seeing the incoming alarms and signals light up in his cockpit, he pitched the helicopter to one side, sending the crew chiefs inside sprawling. The RPG flew by his helicopter harmlessly into the night sky.

The pilot mopped his brow and didn't even have time to register the second RPG that slammed into the helicopter's fuselage and tore through onto the main where it exploded.

-----------

Tracers zipped by his head as Major Lyons fired off a burst towards the enemy fire.

One of his team, crouching behind him, glanced backwards and froze. The noise of the explosion slammed around the river banks and Major Lyons watched with a sinking heart as one of the helicopters exploded in midair, the mangled main body crashing to the ground nearby.

"We have a bird down!"

Lyons rolled his eyes. "I can see that. Get some cover and put suppressing fire on the enemy positions! Get some of those choppers back here and form a perimeter around the bird!"

There was a string of affirmatives as one team of six scrambled towards the crashed chopper while the twenty-four other men took up positions.

The strong cacophony of the light machine guns came into play as the team's SAW and CR56 operators started to lay down a hail of bullets towards the enemy.

Lyons pulled the pin from a hot smoke grenade and threw it forwards. The grenade fizzed and let out a cloud of heated smoke as it hit the ground. His team were already up and running, fanning out to get the best cover possible amidst the smoke and bullets. Lyons followed, dashing to the far left. The louder retort of a P4 sniper rifle sounded close by as the snipers in the team started to pick targets off.

The throbbing sound of the helicopters returning from evasive action brought a smile to his face. Crouching, he emptied a clip over a small mound and rolled over it, followed by another soldier.

"Loading!" Lyons shouted and the other soldier let lose a hail of covering fire with his CR60 as Lyons slapped another clip into his weapon.

"This is Trinity 4 to Greyhounds, we need you to lay down a strobe on the enemy positions. We can't see shit down there, it's a mess, over."

Lyons frowned. If the birds were blind they'd have to either lay down a strobe on the enemy positions or rush it themselves, something he wasn't keen on doing so early on in the mission. He slapped the soldier beside him on the shoulder.

"Sergeant, get a strobe on the enemy positions. I'll cover you!"

The Sergeant was up and running without hesitation. Lyons switched to full automatic and sprayed bullets to his right and left and over the Sergeant's head.

The Sergeant dived behind a slope in the ground and rolled twice before shooting measured bursts of fire in an arc around him. He scanned the horizon and realised that he'd gone too far left of the enemy positions, which was behind a cluster of vegetation near the base of the riverbank. Slowly, he began to inch his way forwards, gun in one hand and the strobe in the other.

Suddenly there is a roar over the heads of the Chimaean troops. They look up to see six jet coptor gunships, conspicuously unmarked anywhere and painted jet black. They rake the Al Anbar positions with vicious heavy calibar Impaler rounds and a few fletchette drop gernades. Meanwhile two large coptors fly in and disembark four full squads of men.
"Suppression fire!" Lyons hears in garbled tones over his comm. The four squads of men open fire with Impaler rifles, sending deadly spikes into the area of the Al Anbar positions. Then other harsh command.
"Fletchettes! Grenadiers!" eight flashes of light emit and fly toward the Al Anbar postions amidst the bushes. Several explode in brilliant fireballs. But more than a few are deadly shrapnel filled fletchette anti-infantry weapons.
Lyons sees one of the men in strange black armor fall after taking fire from an unseen enemy braving the withering fire of the jet coptors and the troops. Then he suddenly feels a grip on his shoulder and turns to see one of the newcomers.

(Mh, yeah, I think this engagement is happening over the southern end of Central Boroglia, isn' it? I think the Chimeans came in over Lusaka's area of influence. I would have offered them support during this ambush, but I don't think we know that they've been engaged, or else we'd send in Mi-28s or a couple of Dragonfly. Of course there's nothing to stop them asking..)

Most of the population back in Lusaka is surprisingly disinterested in the Boroglian situation.. as yet Lusaka is not at war, and the deployment is of less than twenty thousand men in total, from a population of over six hundred million. The nation is caught up in the pleasures of an economic up-turn, and a football craze.

In South Boroglia, the troops and other Lusakans on hand are engaged in building programmes in concert with the locals. The generous Igomo has taken advantage of the economic up-turn to release funding for all manner of projects, and relations are vastly improving.

OOC: I do not think you are exactly in a position to dictate terms, and I would reconsider your statements before you drag even more nations in this against you. I will recognize any actions taken by Liverpool and KommelianBerg as they are both legitimately involved. After all conflicts do mushroom over, and my post still stands, Al Anbar, and I must say that I find this rather amusing considering you know nothing of the current situation between me and the other factions. Besides I think I can tell the difference between Chimea and your little Iraqi clones. This will also be my last OCC post.

The pomp tune of the Hrstrovokian National News blerted into existence."Hi! I'm Charles Neale! Here's the News!"

“Prime Minister Tesygran only just lobbied through a bitterly contested motion to pass through several acts allowing more Government control over the nations industries.” “Speaking before the Dassau Parliament, Tesygran reasoned that; “in order for Hrstrovokia to win the war in south quickly, production of vital war materials is essential.” The picture switched to a pulsating Tesygran, vehemently campaigning before the hostile parliament.

“The act now allows, in it’s own words: that a State Industrial Controller be appointed to harmonize and co-ordinate the various sectors of this state’s industries.” “It is the first such encroachment of the state on private sector in the history of Hrstrovokia.”

“President Mal Kecha today agreed to bolster the National Army with a further two divisions, the fourth and fifth eastern divisions of second Corps.” The television spun away from Neale to neat columns of Soldiers, equipped with AK-74s marching confidently in step to the south. “Kecha also ordered 150,000 reservists to call up immediately, in preparation of a massive offensive possibly.”

“General Grohl of second north division was reported to have proposed invading Al Anbar itself once the conflict here ends”. “In an article by Petra Mutikus which appeared inside ”The Federation Today”, Gen. Grohl advocated, “smashing the Al Anbari war machine and liberating the people from the clutches of President Hussein”. ”The Federal Army has acquired 50 F-15s and 20 B-52s from USAIRFORCE.”

Response by Foreign Minister Ibaraki

The Federation of Hrstrovokia will agree to a cease-fire on the condition that the opposition will make no attempt to reinforce or resupply it's armed forces for the duration of negotiations.

Delegation's from Valinon, Lusaka, Boroglia, KommelianBerg, Chimaea and Al Anbar should convene in a neutral state with every intention of bringing this episode of upheaval to a close.

[OOC: If this is it, then the conflict will have lasted just over a week! I campaigned subtly for peace because so many RPs are just bloody debacles. Diplomacy is far more interesting, although, if these talks fail, it's going to be a prolonged and protracted war.]

Ministry of Foreign Affairs Responds!

The Republic of Al Anbar will agree not to bring in any new military equipment, but asks that air shipments of food and medical supplies be allowed to land in Central Boroglia.

Lusaka, still not officially at war, makes known its preparedness to engage in diplomacy. Back in the allied states, thousands of soldiers and tonnes of supplies are preparing to board the nation's makeshift military cargo vessels, and more aircraft are being inspected for operational fitness.

The nation is ready to deploy in force, but would be more than happy to avoid the expense.

We shall only agree to these terms should Central Boroglia be permitted representation and participation in the talks.

If Hrstrovokia were to agree to this, it would acknowledge the partition of Boroglia. Might I remind Al Anbar that 450,000 Boroglians and almost 20,000 Hrstrovokian's are living, for better or worse, in Central Boroglia?

This is a stark contrast with a Pro-Al Anbari Government. The people are not being represented. If free and fair elections were to take place in Boroglia, with every aspect of Boroglian society included, then Hrstrovokia would listen.

[OOC: Boroglia is European. I will accept RPing of Roman Catholic, Orthodox, Jewish, Protestant states, but an Islamic-Arabic state is fanciful. Sure, Boroglia would have a Muslim minority, but your missing the keyword - Minority. States in which an Alien minority rule over a native majority, such as in the pasts of Ireland, South Africa, Algeria etc end up in total revolution. If you RPed in this way, It would be more realistic.]

No less than seven heavy transport aircraft have begun to ferry in more men and equipment to Lusakan-protected Southern Boroglia.

The afore-mentioned transport vessels are also headed towards the south coast under escort by Lusaka's modest corvette-based navy.

Olifant L-2 and T-56(L) are seen in increasing strength on South Boroglian fields, while the roads fill with OT-62B and BTR-152 APCs, and BMP-2 and 3 unload, and machinegun-mounting UAZ are pervasive. The skies at the same time fill with Mi-28 helicopter gunships, A-37C Dragonfly attack planes, F-20 and F-5G fighters, and a handful of Igomo's pride -Harrier 'jump jets'.

Thousands of fresh Lusakan troops and support staff are involved in the build-up.

Colonel Theodore Tendyala is reported to be "up for generalship". Meanwhile anti-Al Anbari propaganda both in Southern Boroglia and back in Lusaka is clearly on the increase, as efforts are made to convince both populations of New Lusaka City's just stance. Most Lusakans are already convinced, and merely require persuading that it is their responsibility. The situation in S.Boroglia is less certain in that loyalty to Lusaka is not 100% trusted, however opposition to Al Anbar is in clear evidence.

Igomo, it seems, is growing impatient with Al Anbar's repeated insistance that their rule is democratic. He remembers a democracy before the civil war- when the white minority so surprisingly maintained power year after starving year.

Chimaea agrees to the inspection team, but we do express concern over how effective it will be. In the past, these teams have suffered from interference by the investigated state, specially if they are providing the security.

Will this team have full and complete freedom to conduct their investigations?
03-11-2003, 02:47

Chimaea
03-11-2003, 02:53
How many of these voting machines and cards are there throughout Central Boroglia? We doubt the veracity of what they will inspect. I take it there will be no set schedule released as to which area they will go to first and it will be at the team's discretion?

How much contact will the team have with the Central Boroglian populace?

Who is allowed to vote?
03-11-2003, 03:02
All votes and machines have been moved into three large facilities in the capital city of Mossel.

There is no set program at this time.

The inspectors will have no contact with the Boroglian people unless there is a good reason that they should.

All Boroglians that can prove they were born in Central Boroglia or currently live in Central Boroglia were allowed to vote.

Boroglian News Corporation, Keeping you informed!

A BNC news reporter appears sitting at a newsdesk in front of the BNC insignia.
"We have good news tonight for the Confederacy and for the international community. The People's Republic of Central Boroglia has agreed to allow a team of inspectors from the Confederacy to investigate the recent election of the new People's government. We take you now to a special interview in Central Boroglia with Kassandra Antilles and Mr. Lionel Swift, head of the Confederate investigation team."
The view switches to Kassandra and Swift sitting in the comfortable confines of the recently reopened Confederate embassy to the People's Republic.
"Thank you, Curt, I am here with Mr. Swift as the Confederate inspectors begin their first day looking into the Central Boroglian election process. Mr. Swift, what are your current views of the investigation?"
Swift, an older man headed for his sixties smiles into the camera, "Well, Kassandra, personally I feel that the investigations are going to procede according to plan. My teams are already beginning to examine the voting machines and documentation. The People's Republic if so far being cooperative with us. As for recent conerns that they might try to.....coerce the investigators one way or another, the BDF personnel attached to our efforts are striving to ensure that this does not happen. While most of the investigation will take place at these elections, some of the materials and result files will be delivered back here to the embassy so that we may speed the process and obtain our results more quickly. After all, the delegates at the conference will be awaiting our results."
"How long do you think your investigation will take, Mr. Swift?"
"If it continues with this amount of cooperation and no conflicts or delays, I expect that the full investigation will be finished in a matter of two to three weeks, Kassandra."
"And what about speculative reports that some discrepanices have already been found?"
Swift shrugs, "You would no more than I in that case, kassandra. The investigation just started today, no finaly reports have been submitted, and so far I have been informed of no glaring discrepancies."
"Do you expect to find any?"
"I hope to find none at all, but we must account for human error. Most elections acknowledge that they have a .79% discrepancy so I hope we find no more than the average. I cannot know any more until the reports from the various districts are finalized."
"We will all look forward to those results, Mr. Swift. The BNC thanks you for your time this evening."
"It was my pleasure, Kassandra."
"Back over to you, Curt," says Kassandra.

OOC: Realistically, Al Anbar, what are they going to find. That way I can begin to work it in.
03-11-2003, 03:16
OOC: Wow, there's an embassy? I didn't know that.. :)

Anyway, each of the three buildings contain the set of votes for a particular candidate. So far, it appears everything is mostly in order.

IC:

The soldiers guarding the inspection team watch the inspectors very carefully. One of the rules that the leader of the inspection team, Captain Ahmed al-Jaburi, said that any documents and equipment cannot be taken from the buildings.

Due to the circumstances under which my inspectors are having to work, I feel that we can not give fully mediated results. (ooc:Some might think Tendyala's attitude a bit...'typical' of NS, but I think, well, there's a sort of loose coalition of vastly different nations involved here- we're not all going to have the same approach or feel the same about what we perceive)

Colonel Tendyala was almost hourly asking questions of his deputies.

"We got involved in the first place because it was a Hrstrovokian concern, and Hrstrovokia has been one of our nation's most important allies- they were involved in giving us the initial authority to be here and in giving Al Anbar authority to be there [usually said with a solid arm-gesture towards the border] ..they should have revoked Al Anbari rights before this got out of hand. Now why aren't we asking for their permission to act in Central Boroglia as we do in Southern Boroglia?"

That was one of his favourite rants, and was usually met by lieutenants suggesting that the Al Anbari position would be that with elections supposedly justifying their stance, such a move would be invasive.

"And who in this world is interested in what Saddam Hussein thinks?" Tendyala would explode. Were it entirely up to him, the Lusakan expedition to Boroglia would be storming across the border even now. President Igomo had been seemingly far from giving any such plan the go-ahead before his departure from the solar system this week.

At the small Confederate embassy, Swift waits patiently in the open foyer of the building. He looks out into the gloomy, late afternoon rain storm that has swept through the city.
Captain Dobson, of the BDF approaches him, "Mr. Swift, I really think it would be wise for you to take at least a single escort. After all, it is my duty to ensure your safety."
"Nonsense," says Swift, absent-mindly brushing lint from his suit. "We have nothing to fear from the People's Republic, Captain. I will meet with President Muqtader, we will resolve this minor dispute in the matter of intelligent men, and the investigations will continue unhampered. Councilor Hallick and the Council of Governors agree with me, Captain, so please do not worthy yourself any further."
"Of course, sir."
"After all, I am sure that a peaceful solution to this can still be obtained," Swift turns his gaze back outside to the drive that leads from the road to the embassy. He watches as his mind begins to wander, wander with the stead rhythm of the rain drops against the window panes and the ticking of the old mechanical clock nearby.

At the gates of the embassy

A black Landrover entered the embassy after stopping at the embassy gates and showing his identification to the guards before proceeding into the embassy court.

The Landrover stops next to Swift and two guys, in Republican Guard uniform, from the back of the Landrover exit and go over to Swift.

"We are from the security organization. We have been ordered to pick you up and deliver you to the President for a meeting." says one of the men.

"Please get in the back," says the other man, opening the door to the back of the Landrover and motioning for Swift to get in.

"Thank you," says Swift to the guard holding the door as he gets in. As the other guard gets in at the front of the Landrover, Swift gets out a pair of reading glasses and begins to look at some of the paperwork he draws out of his attache case.
"Tell me," he says to the other escort, "how long will it take us to reach the presidential residence?"
05-11-2003, 04:08
The one holding the door open for Swift gets in and sits next to him. The other man gets in and sits in the front seat next to the driver.

"I'd say four or five hours." says the driver, as he pulls away and begins driving around the city to make it impossible for a person to remember the route to the meeting location.

"Oh," says Swift. "Ah, well then, it gives me plenty of time to look over this."
He continues to look over his multiple records and notes that he has prepared. He remain oblivious to the complex route of the Landrover, or to the complex-minded driving of its driver. The old man in the back seat has fully immersed himself in his reading material.
05-11-2003, 04:25
...Three hours and forty two minutes pass before the Landrover finally comes to a stop next to a house in a residential area in Mossel...

"Come with us," says the driver, turning off the engine and getting out of the Landrover. The other two men get out of the truck and also wait for Swift to exit.

Once he does, they lead him into a nicely upkept house just across from the parked Landrover.

Inside the house, there are several people in uniform doing all sorts of things.

One man comes up to Swift and tells brings him into a room just out of the entrance area.

"Please remove your clothes. You will be checked for listening devices, tracking devices, and the such." he says, before attempting to take Swift's briefcase.

"Here," says Swift handing over his attache case willing. "However, is it really necessary for a strip search? I will willingly allow you to search my coat and my vest and pat down the rest of me, but I think that a strip search is a little too much. After all, I am here merely to see the President, not act as an agent of espionage."

OOC:
In all honesty, he has no devices, the Confederacy wants no immediate problems with the People's Republic, and they forbid any of the other foreign powers to bug their personnel working on this mission. But anyway.....

Contents of the attache case
1.) Five file folders, containing various documents pertaining to the investigation, statistics, methods, etc.

2.) Small assortment of pens and pencils

3.) Two pairs of reading glasses

4.) A map of Central Boroglia divided into electoral regions

5.) A comp-pad of Valinon manufacture, branded on the back with the letters NTC for Nova Technologies Conglomerate. Civilian equipment that does not appear to have been used at all and is still in a protective case.

6.) Two small data disks for the comp-pad, still wrapped in factory seals. The seals bear the lettering NTC again.

The man gives the case to another man who searches it thoroughly.

"Bring me the metal detector." the man shouts in Arabic. Quickly, another man arrives and hands the detector to the first man.

He moves forward, taking the Boroglian's coat and giving it to the other man to search while he, himself, runs the detector over Swift.

After (hopefully) not finding anything, he nods.

"He is clear." the man shouts in Arabic once again, but in the direction of those three men who had brought him here.

The coat is handed back to Swift and the men take him back to the Landrover.

"We will now bring you to the President." says the driver.

"Thank you," says Swift after reorganizing his attache case and carefully returning everything to it. He follows the two guards back to the Landrover and retakes his seat at the back of the vehicle.
08-11-2003, 04:43
25 minutes later

The Landrover drives into the front gates of the Presidential Palace. The Landrover stops in front of the main entrance into the palace itself. The driver turns the car off.

"We are here. Follow us." says the driver, exiting the car. The two other men wait until Swift is out of the car to exit.

The driver leads the way into the palace. Guards are everywhere. He flashes his a security badge to the guards who let the group pass by unhindered.

He brings the group up the stairs and then down a long hall. At a door on the other end of the hall, the driver flashes his security badge to the two guards at either side of the door. They open the door, and the driver motions for Swift to enter the room first.

Offical Announcement by Prime Minister Tesygran

I am unhappy with the developments since the Cease-fire. Nothing has really come of it. I feel if some progress isnt made soon, then any chance of a peaceful resolution will be last.

Myself and Foreign Minister Ibaraki have come up with a four point plan for Boroglia. We believe it's implementation will solve all of Boroglia's problems.

1 - Demilitarization of Boroglia, North, Central and South.
2 - Cen. Boroglia Govt and Conf. Boroglia Govt to disband, and claims of independence to be repudiated.
3 - Aid programme for Boroglia to be initiated.
4 - National Elections to be held for Boroglia as a whole. Boroglia declared a sovereign state.

1 - Demilitarization

All states involved in Boroglia will cease military operations and begin withdrawl. Cen. Boroglia and Conf. Boroglia armed forces to disband. Ideally, this should be finished by the 20th of November.

2 - Disbandment of Factions

Boroglia is one country, not two. It is vital that Boroglia be restored to it's unified state, under the control of the native population. This should be commenced as soon as possible.

3 - Rebuilding

If Boroglia is to develop and grow as a free nation, it will need aid. The war has ravaged the Northern border. Boroglia is far too backward. It's technologyl and infrastructure is somewhere in the 1970s. It's economy stagnant. The Parliament has promised 300,000,000 Kroners in aid to Boroglia.

4 - Independece

Boroglia's people must choose a Government of it's own. These elections will comprise all of Boroglia's political parties and candidates. This should be done by the end of the year.

If this fails, then Hrstrovokia will resume it's War.

Announcement by the Iraqi Foreign Ministry

The Republic of Al Anbar agrees on some terms set by the Prime Minister of Hrstrovokia. While we would like to avert a war as much as Hrstrovokia does, we are unable to agree to all terms as set by Prime Minister Tesygran of Hrstrovokia.

We, at the Foreign Ministry of Al Anbar, have come up with an alternative plan that we believe will solve all the problems currently faced by the Boroglian people.

1 - Demilitarization of Boroglia, North, Central, and South.
2 - Aid programme for Boroglia setup.
3 - New elections in Boroglia.

1 - Demilitarization

All states involved in Boroglia will cap their forces at 5,000 soldiers with no armored support except for APCs to transport the above mention soldiers. The remaining soldiers will be

2 - Aid Programme

If Boroglia is to be free at one point, a massive economic program must be established by the peacekeeping countries. Al Anbar has already invested over 250,000,000 Dinars into the economy of Central Boroglia, building schools, hospitals, training the local population to work in schools and hospitals, and improvements to infrastructure.

3 - Elections

A vote in all parts of Boroglia will be taken by the respective peacekeeping force. If the people of the zone vote in favour of leaving the helping hand of the peacekeeping country, the peacekeeping country must withdraw all forces.

Swift looks disinterested in the security measures. He is not here to marvel at the People's Republic security measures, he is here to see the President. He hopes that his meeting will lead to a quick end and a lasting peace.

Message from the Confederacy of Boroglia to the Federation of Hrstrovokia

As a freely elected and freely formed government, the Confederacy of Boroglia will not allow itself to be disbanded by foreign powers. If this is the path that is to be chosen, the Confederacy will have no choice but to seek to have all foreign personnel withdraw from its soil. The government of the Confederacy was selected by the people to rule, and we shall continue to govern as we have now with their support and approval. Under the terms of set forth, the Confederacy would have no choice but to reject the treaty. Although we will be willing to hear a separate demilitarization agreement.
Finally, the Confederacy of Boroglia will stand alone if necessary. The question of our sovereignity and of our independence is non-negotiable. If it becomes necessary we will appeal to the international community for support.
The Federation would also be wise to awaken to the fact that it has set the current course of events in motion. The Confederacy has a future, a future that is devoted to the betterment and success of its people.

Sincerely,
Matthew Hallick
Councilor of the Confederacy of Boroglia

The Baron Intervention Taskforce has conferred and decided that we will follow the Hrstrovokian-sponsored four-point plan, with reservations on the point of independance until the Confederacy's claims are investigated in full.

We will also donate one trillion Baron Dollars (about 1.03 trillion Sils and 1.2 trillion USD) to the rebuilding of Boroglia over a ten-year period (that's one hundred billion per year for 10 years).

We also request that a lightly-armed force of peacekeepers remain after demilitarisation to oversee security.

Lusaka's expeditionary force shows no sign of withdrawl, and is not likely to while Al Anbari forces remain across the border, and their influence continues to over-see a puppet state which Lusaka does not recognise.

New Lusaka City likewise is yet to recognise the sovereignty of the "nation" known simply as "Boroglia", and never made any attempt to make a nation out of the Southern Boroglia district.

Military exercises in Southern Boroglia are on the increase, and Lusakan staff there are overseeing an increase native recruitment to the police, and after calls from the local population, to a military unit. This unit is presently staffed by Lusakan officers, and (modestly) armed by Lusakan industry, but its ranks are filled by Boroglian effectives and support personel under Lusakan direction.

Col.Tendyala has suggested that once Boroglia is reunified and independent, these men may seek careers in a unified Boroglian defence force. His military is especially careful to make known its good relations with Hrstrovokia, as Tendyala is keen to avoid leaving a Boroglia unified, armed, and bordering a Hrstrovokia it dislikes.

Colonel Ivanovich drums his fingers on his desk after reading his morning reports. He turns to look at the large window of his office as the rain beats down a steady thrumming beat. From here he can see the building where the Council of Governors meet, as well as several other buildings in the recently created Confederacy of Boroglia.
Ivanovich sighs, it seems the government the Empire had established here is rapidly developing into a nation of its own mindset. He picks up his comp-pad again.
The report enquires as to what the Empire should do concerning the Hrstrovokian peace plan.
Suddenly there is a rap at his door.
"Enter," Ivanovich says. His adjutant, Major Schlandt, walks in.
"Colonel," he salutes, "the Council of Governors is being convened in an emergency session. It is suspected that they may call for the withdrawal of all foreign troops."
Ivanovich rubs his temple. He turns away from the window and sets the comp-pad down.
"Major, do you know what that is?"
"No, sir."
"It is a message from our headquarters in New Bergia asking what we should do about this, what I think should be done."
"And that is...." Schlandt stops as if not sure as if to press the matter or not.
"I will not force this resolution upon the Confederacy if it comes to that," Ivanovich says gravely. "In the event of that I would recommend that the Empire withdraw. I will not be the officer responsible for creating another war with Hrstrovokia and Lusaka. However, the claims of the Confederates cannot be ignored. They were freely elected. Councilor Hallick and the Governors have done their best to retain their composure during all this but now it seems they have decided they have taken all they could take. If it comes to war I will not intervene, but I think if the question of Confederate sovereignity is tried by force, the combatants will have a war on their hands of a determined and steadfast people. It is a war that could be won, but at a cost I am not sure many nations would be willing to pay."
"That will be your report then?"
"Yes, Major it will be. There is no other way."
"Shall I inform the field commanders?"
"No, send a message, tell them I wish to speak with them. And....." Ivanovich turns back to the window, "......and tell the units stationed on the border to begin a slow relievement pattern back to Halthaan."

Swift graps the President's hand with a confident, firm grip.
"I understand the necessity of such arrangements fully, Mr. President. The imposed no serious troubles what-so-ever. I would also like to thank you for having me."
Swift moves slowly into the motioned to seat, "It does seem though that we have several matters to discuss, Mr. President. Matters which I think will lead to a new age of understanding and solidarity between the Confederacy and the People's Republic. Perhaps we should start with the investigation process? That way we can get the primary business out of the way first."

"The inspections, of course." the President said, while smiling. "I understand that you have suspended the inspection process due to the fact that we won't let you take votes and machines away from the main holding areas."

He pauses for a moment, before speaking again.

"You must understand that we cannot allow you to bring the machines or the voting machines themselves to your embassy. However, if you wish, you can make copies of whatever votes you wish and take those copies to your embassy, but the originals must stay in the embassy and so must the machines themselves."

Charles Neale’s image fades in from the void of the black Television screen.

Neale shifted from his fake pose behind the news desk of Channel 3 and linked with the camera in an almost robotic movement “Hi! I’m Charles Neale! Here’s the news!”

“After marathon meetings between Prime Minister Tesygran and the Joint Chiefs of Staff, Foreign Minister Ibaraki has issued Hrstrovokia’s intention to resume operations in Central Boroglia if Iraqi forces do not begin withdrawl within the next 48 hours.”

“Facing mutiny from his own party, and a vote of no confidence, Tesygran has finally conceded that Al Anbar’s entry into the Boroglia crisis was a “foolish decision and the cease fire pointless, the only option left: to fight for Boroglia.”

“230,000 Troops and 2,400 Tanks are expected to launch from their positions on the North-Central border in a three pronged attack.” “The 1st Army, commanded by General Timas will have the task of battling straight for Mossel, while General Gaulden will attempt to cross the Ohmere at it’s nearest point and close in on Mossel in a massive pincer movement.”

“More News as it happens!”

Chimaea fully backs Hrstrovokia's decision to resume operations given that the Al Anbar forces do not pull out of Central Boroglia. It has always been our position that a nation like Al Anbar, led by a corrupt and genocidal regime, should have no place in peacekeeping or administrative operations.

We do however caution against leaving the proposed four-point plan so suddenly; however we understand that time is precious.

Al Anbar should also be cautioned that any retaliation against Hrstrovokian allies by that state will result in immediate retaliation by the Baron Intervention Taskforce upon Al Anbar itself.
