EDIT: Oh, and Parthenon is NOT Intergalactic Hell. What a liar....

i have been in it before
this is intergallactic hell
To which I say: WTF?
You can't post "add me to the list" as Parthenon and expect Intergallactic Hell, whoever that is, to be added. For the record, I have no knowledge of either Parthenon or Intergalactic Hell. I do recall both nations posting in the World Cup 7 thread to the effect that, "Woo hoo, IH won." And that's about it.
Now... for what I'm really posting about. I completely agree that nations who have only one post ever should be palced on probation. In fact, i'd take it a step further. Any nation that fails to comment on any matches in any way should be barred from future Cups.
Now, I don't want to take that so far as to say that you have to "RP" matches. Just posting to let people know that you're paying attention to the tournament and care aboutthe results is enough. After all, I didn't RP any matches in World Cup 3. But I did take the time to comment on the nation's reaction to the team's performance.
Finally, I've been giving some thought to something Spaam said about nations with poor offensive/defensive histories needing to improve those, and I'm thinking that, in the event that future hosts use a formula (such as the current one) that takes into account offense and defense, it might be a nice idea to improve the offensive and defensive scores of teams that RP their matches. I'm not sure how that would work, what kind of a scale would be employed, or anything like that. I'm just floating the idea. It would be a possible way to finally at long last do what many people have suggested, and reward those who take the time to be involved in the game.

I don't think Parthenon wants Intergallactic Hell in, tho I could be wrong. I thought he was just saying this isn't his first cup.
Anyway, more importantly I think the WCC should get together on IRC to decide who is hosting WC8, what do you think?

IRC? What that?
That stands for Infra-Red Communication. We're gonna all talk through the IR ports in our necks.
You have one, right?
If not, you can use your TV remote, it works by IR too. Just point it at the wall socket, punch in 6667 and then shout "#WCC!" at the top of your lungs. We'll all be connected up to your brain for high-speed chatting.
Barring that, I'm under the impression that esper.net has a web interface of some sort, if you don't have an IRC client.

15-09-2003, 16:12
The One Red Dot Ministry of Endless Remarks and Useless Information aka ORDMERUI has provided the international sports fraternity with some facts and statistics.
8 nations from WC6 top 32 did not make it this year. 7 nations did not join WC7 and 1 nation did not make the mark. 1 non-seeded team has made the top 32.
Only 3 nations have played all 7WCs. They are EB, Arridia and GZ. However, only EB and Arridia have never failed to qualify for the top 32.
26 of the original 32 in WC1 did not play in WC7. What happened to them? Has the Curse of the Cup become the Curse of the Pioneers?
Altogether, there are 14 nations that start with "The". Only 6 of the 14 have participated in WC7.
There is only one nation that have participated in the World Cup that starts with "_".
Giant Zucchini is the first nation in the World Cup that started with "G" in WC1.
ILO is the first nation that entered the World Cup that started with "I" in WC3.
Kokottland is the first nation in the World Cup that started with "K" in WC1.
Moyk is the first nation in the World Cup that started with "M" in WC2.
Paulinland is the first nation in the World Cup that started with "P" in WC1.
Quohog is the first nation in the World Cup that started with "Q" in WC1. Only two nations that have participated in the World Cup start with "Q".
Rotenfield is the first nation in the World Cup that started with "R" in WC2.
Slutania is the first nation in the World Cup that started with "S" in WC1.
Utter Boredom is the first nation in the World Cup that started with "U" in WC2 and is by far the ONLY nation that has participated in the World Cup that starts with "U".
Vortexicca is the first nation in the World Cup that started with "V" in WC2.
Western-Flanders is the first nation in the World Cup that started with "W" in WC3.
Xerlox is the first nation in the World Cup that started with "X" in WC3 and is the ONLY nation that has participated in the World Cup to start with "X".
Yatsumica is the first nation in the World Cup that started with "Y" in WC7 and is the ONLY nation that has participated in the World Cup to start with "Y".
Ziotah is the first nation in the World Cup that started with "Z" in WC1.
Only 4 nations that have participated in the world cup start with directional cardinals. So far no nation that have participated in the WC start with "South".
Only 2 nations feature a "_" in their nation name.
Only 3 nations have all-capitals in their nation name.
Chakra holds the honour for the highest jump in seed. From 70 in WC5 to 10 in WC6. That's 60 places!!!
Brazillico is the only nation to hold two 1st places. Consecutively.
One Red Dot is the only nation who has passed the qualifiers but got no further than the Group Stage 3 times in a row since WC4.

The Morning Scuttlebutt
Minister Hospitalized
Sten, Snub Nose 38
Upon learning of the existance of The One Red Dot Ministry of Endless Remarks and Useless Information (aka ORDMERUI), the Minister of Statistics, Other Useless Information, and Band Aids for the Borderlands of Snub Nose 38 cried out "Hark!! A Brother Ministry!! Oh, frabjous day!! Callou, Callay!!", and chortled in his joy.
He then collapsed into a coma, and was rushed to Saint Swithens Hospital. An arguement developed over whether he should be in the Intensive Stupidity Ward, the Unattributed Quote Followed by Coma Ward, or a private room. The Minister of Health, Mining, and Obscure Rituals was called in to arbitrate the dispute, and decided on the Unattributed Quote Followed by Coma Ward.
At this point, it was noticed that during the arguement the Minister of Statistics, Other Totally Useless Information, and Band Aids had stopped breathing. He was quickly resuscitated. The Ministers' brain was deprived of oxygen for a lengthy period. While normally this would be a cause for concern, given the ministers job, the medical staff felt there was no need to worry.

ooc: for those who read this before the edit, i have no clue how one collapses into a comma.

Ideas Hanging Out Together
Very handy.... and considering we were overfull at 80, unlikely to get in :P
My maths is so bad:
1. I'm not sure I deserve to be entrusted with coming up with match results; and
2. I edited that last post to remove the shonky maths.
Well, if the 5 on probation are kicked out, that'll leave us with 75, and since we need 77 for the Cup, the last two are more likely to get in. Of course, I'm not the ones making decisions :P
Actually, 82 is not so bad:
10 groups of 8 plus 2 hosts.
Top 3 of each group plus hosts proceed to WC8.
10*3+2=32.
That will make for a 14 round qualifying period. Could end being slow the way WC6 was. The hosts would have to be disciplined.
Considering that I'm likely to the one keeping the tables and archives, I'd also prefer to have as few matches as possible.
15 groups of 5 gives us 240 matches (my proposed)
10 groups of 8 gives us 560 matches (your proposed)
15 groups of 6 gives us 450 matches (current situation)
Personally, I like mine better :P

Minister Hospitalized
Sten, Snub Nose 38
Upon learning of the existance of The One Red Dot Ministry of Endless Remarks and Useless Information (aka ORDMERUI), the Minister of Statistics, Other Useless Information, and Band Aids for the Borderlands of Snub Nose 38 cried out "Hark!! A Brother Ministry!! Oh, frabjous day!! Callou, Callay!!", and chortled in his joy.
He then collapsed into a coma, and was rushed to Saint Swithens Hospital. ...
The ORDMERUI is sad to hear that their SN38 counterpart have been hospitalised. They also hope for a his speedy recovery.

Minister Released From Hospital
Sten, Snub Nose 38
This morning the Snub Nose 38 Minister of Statistics, Other Totally Useless Information, and Band Aids, after a three day hospitalization, was discharged from the Unattributed Quote Followed by Coma Ward of Saint Swithens Hospital. The Ministry of Health, Mining, and Obscure Rituals released a statement to the press on the state of the Minister's health. It read, in part:
"The Minister of Statistics, Other Totally Useless Information, and Band Aids has fully recovered from his recent medical ordeal. He remained in a coma for only 23 hours, and has been under the careful observation of the medical staff at Saint Swithens for two days, during which time he did not manifest any ill effects that could be attributed to having been comatose for 23 hours. Further, it is the professional opinion of the permanent staff of the Unattributed Quote Followed by Coma Ward that the Minister did not suffer any permanent damage due to oxygen depravation."
When asked, the Minister had this to say about his own health:
"I got a pretty card from ORDMERUI! See! And I had apple sauce, and pudding - chocolate pudding. And my mommy came to see me yesterday. And now I'm getting a ride in a wheelchair!"
This reporter is satisfied that the Minister is fully recovered, and back to normal.

You could let in 90 (same as current) and reduce the number of matches by doing 30 groups of 3, each group winner goes through. That's a mere 90 matches. The downside (or upside if you like some time between your matches) is that 1/3 of the teams would be sitting on each of the 6 match days.

Well, there'd only be 4 match days.... And it makes 120 matches.

The real problem with 30 groups of 3 for me is that doesn't provide for enough matches against a large enough group to constitute qualifying. That being said, since I'm not gonna host, or create formulas - them that do should make the decision. 8)

This post is, in keeping with the ministry's mission, basically useless. Enjoy.
The Ministry DOES find it extremely interesting that in both this chart, and the chart provided after completion of one full matchday of group play, our two illustrious hosts have had exactly the same record and rank. hmmm...
--------------------------------------------
edit - for anyone who read this before the edit - TnUI statisticians had the order correct, the SN38 ministry of statistics, other totally useless information, and band aids had some wrong. the edit fixes that. the statisticians responsible for this error, along with their families, their high school math teachers, and their green grocers, have been exiled.

Getting together AS, K and Ogle was a recipe for disaster, shame they didn't kill each other so I could win the WC said TnUIs Player.
Not including the two that have just posted, these nations are on probation:
Endray-Island
...
WHAT DOES THAT MEAN?
Every single player of our team is extremely motivated and convinced that we'll win the world cup.
I don't know why but probably this is a result of a statement from the government which says that our half team will be hang up after the world cup if we lose.
And if we don't play it's even worse: In this case our whole team must die. So please give us as a chance and save the lives of our players by letting us play and win!!!

Dyelli Beybi missed WC6
Quohog missed WC4
Well, to be fair, I was signed up for WCIV, but that was the one when there was some difficulty, and they did another sign-up. Since I signed up early, I never went back to check and therefore didn't realize that I wasn't signed up.
Now, for the more important thing, how did I manage to go through the group stage without a single win? I mean, wasn't I ranked first in the world? Who am I... France? Anyways, that will teach me for going on a trip during a world cup, it guaranteed my failure.

Yes! I'm 25th in the World! It was when I was 25th in World Cup VI that I did so well, so I'm going to assume that is almost a guarantee for 1st... right? Oh well. I think that I just use up all my luck on the qualifiers. When we didn't have qualifiers, I would win all the games in the group stage, then bow out immediately. Now, I'm doing great in the qualifiers, and with the exception of WC6, exiting after the group stage. Maybe I could spread the good old luck out a bit.

My team rocks in qualifying, then absolutely blows the first round.
We're in the same boat Ogle. Since WC4, i've always passed qualfying beautifully but screw up at the Group Stage. At least you've experienced a Second Round, the first time I've ever won a Group Stage match was recently against you in WC7.

After some analysis of the two spreadsheets you made available, I've already created my own that I can adapt pretty easily to any formula. Right now it works with the current formula, but Ogle and I are still discussing which formula we plan to use.

Whilst commentating on the World Cup through the eyes of the village of Fanny Moo I've previously noticed the NationState of Hell Bovines in my peripheral vision and wondered if the 2 might ever meet.
A perusal of my WC7 news reports will provide some bovine connections other than the village's name:
1. Fanny Moo's sacred tree is named CUNNUSVACCAE. Those who know their Latin should blush upon reading that.
2. In the First Creek Falls Age article we learn the Errinundrian attitude towards the treatment of cows.

2. Although Errinundrians abhore the consumption, killing and other mistreatment of cows, they are also deemed an environmental menace and are thus prohibited from entering the country by law. This is a matter that will have to addressed legislatively in much the same way that the legality of Snub Nose 38s must also be addressed.
The Deputy Minister of Athletics, Olympics, and Alcoholic Beverages would like to point out:
1 - The citizens of the Borderlands of Snub Nose 38 are not weapons. We are human beings, who happen to live in a place with the same name as a weapon. To believe otherwise is like believing the citizens of Spaam are a group of canned meats.
2 - If the name 'Snub Nose 38" itself is a problem, we can easily arrange to simply call ourselves "The Hooligans" for the duration of any time we had to spend in Errinundera - should Errinundera ever be so lucky as to host the World Cup - something we currently find ourselves oddly opposed to.
3 - *insert here the derisive sound known as a "raspberry"

Greetings to the Snub Nose 38 Deputy Minister of Athletics, Olympics, and Alcoholic Beverages.
No personal slight was intended with our previous communication. We have no issue with the people from your nation. Errinundrian magistrates have pointed out that the law banning snub nose 38s doesn't adequately define what they are. Accordingly, as the law stands, anything that can be commonly understood as a snub nose 38 is prohibited.
Please do not be alarmed by this. Legislation is currently before the Assembly of Protectors to rectify the matter.
I might also add that Errinundera does not have a police force. This means that you cheer squad is under no threat of arrest. Nor are Errinundrians likely to do anything other than throw fruit, vegetables, tofu and gluten at them.
We also note that a new breed of tomato from Tanah Burung has become popular within our nation. I am also told that geneticists from the Unversity of Milosis have inserted genes from the insect-eating Atauro plant from the Wetar distict of Tanah Burung into the tomato. The Atauro plant is famous for being the source of the notorios depa drug. What the effect of this genetic engineering will be I do not know.

Should Errinundera host World Cup 8, in order to help ensure the peace and domestic tranquility of Errinundera, Errinunderians, and their guests, we humbly request permission to bring an un-armed squad of riot control police. The sole reason for their inclusion would be to enable us to maitain some control over the possible antics of our Hooligan Cheerleaders. While this point is negotiable, we strongly recommend you approve.
We are somewhat curious, we must admit, about the Errinunderian Engineered Evisceratomato. Currently possesion of, or cultivation of, any evisceratomato (plant, seed, fruit) in any quantity is a felony offense here in the Borderlands. Perhaps we could arrange for a meeting of some members of our Academy of Science with the geneticists from the Unversity of Milosis who are working on the Errinunderian Engineered Evisceratomato project at a mutually agreeable location? Obviously, under current Errinunderian law we cannot come to Errinundera, and under current Snub Nose 38 law you cannot bring the "product" here.
We are happy to have worked through this mis-understanding and re-established the friendship between our nations.
Sincerely,
The Acting Minister of Athletics, Olympics and Alcoholic Beverages
for the Borderlands of Snub Nose 38

How about we meet at the pub across the road from the ground two hours before the Errinundera v Runaway Moose game starts. We'll have a delegation of Milosis scientists and departmental managers there.
BTW, if not used for throwing at cheersquads the newly engineered tomato is delicious. The first few times you try them you get a shocking case of the runs, though. Fortunately, your body adapts and, other than lurid purple stools, everything gets back to normal.

Two footballs, a smaller one on top of a larger one, in the shape of the number 8. As it turns out, both Oglethorpia and Bedistan have blue, white, and green flags. The blue used here is midway between the Oglethorpian blue and the Bedistani blue. The green is an average of the Oglethorpian green and both shades of green used on the Bedistani flag.

And while I'm here, shouldn't we have 92 teams instead of 90? Remember that the two hosts auto-qualify, and bringing 88 teams down to 30 is not an easy task (2 groups of 44, top 15 in each group qualify? Not on your life). I suppose it could be done with one of those extra round robin sessions a la WC6, but it would be less confusing if everyone just qualified outright.

Um, actually, I was pushing to have only 77 teams 15 groups of 5 plus the two hosts. A few reasons for this: 1. UEFA uses groups of 5 2. A lot of the nations that have entered will never post and never go into another WC 3. We would only have 240 games in the qualifying, instead of 450. IE almost half. It would make it a lot easier on you guys, and it would make it a lot easier on ME who has to do the tables.... So I would SERIOUSLY consider this proposal.

We're not "indecisive", we're just collecting votes. Plus, certain members have changed their minds due to certain circumstances. I think we've collected seven votes right now, and things are pretty tied. So I want to be sure before announcing a result.

Currently there are 87 entrants including hosts..... 5 not confirmed among that 87. Enogh space? Should be. And, does this mean that Liverpool England and Timway definitely will not host? The nation spent almost £330 million upgrading our stadia...
Not necessarily....
If there are 77 entrants, then it isn't guaranteed, and we'd need to know that you'd actually RP your matches.

Sure, we'd be willing to RP our matches. I'll also have to have a word with the lads to wear their informal robes for the matches. Their formal ones are too heavy and flowing and may interfere with their passes and shots.

If we dont let in the 5 *s then we can have 10 groups of 8 or 16 groups of 5. If we get 1 more enterant we can do 11 groups of 8.
We will probably drop the ones that don't post.
And we won't be dropping Runaway Moose, and preferably not East Spaam.
And the problem with 16 or 11 groups is that we're taking 15 through. Unless you don't want the hosts to be autoqualifiers, in which case, we can have 16 groups.
10 groups of 8 mean 560 matches.... not nice.
You could have 14 groups of 6 though, and have the ftop twp autoqualify, but that would mean 420 matches.
I am still of the opinion that the 15 groups of 5 is the best idea.

1) Drop the latecomers
2) Drop all the nations that only have one post EVER. There's around 5 of them. And you only have to drop 5. 77 nations in total, but 75 for the qualifiers.

We're not "indecisive", we're just collecting votes.
Well, I didn't really mean "indecisive". Actually, I figured you didn't have all the votes in yet. Sorry about that. This is what I get for listening to TnUI :P (j/k)
Dear Madam / Sir,
I wish to make a number of points regarding the process for selecting the hosts of WC8 and the organisation of the WC8 groups.
1. Saying that one bid is successful; then another; and then nobody, is unfair on all the parties concerned. All it will achieve is pissing the losers off and diminish the enthusiasm of the winners. When I realized Errinundera had suddenly overturned the hopes of Oglethorpia and Bedistan I felt terrible. And they had done such a cool logo! Now I am just irritated. Which I suppose is an improvement. WC6 was seriously spoiled by indecision and tardiness (mainly due to the disappearance of the hosts). Don't let WC8 start off that way.
I did not see page 1 when it said Oglethorpia and Bedistan were the hosts. If TnUI did it as a joke I think it is a poor joke.
If the WCC believed initially that O/B were to be the hosts then I believe we should stick with that.
2. I think that too many entrants have been led to believe they have successfully applied for WC8 to now cut it back to 77. For sure, TnUI spelled out early on that it would be 77 but then he continued to accept people. Anyone included in page 1 has a right to believe they will be playing. (Just like posting who will host.)
3. 15 groups is good. The catch is that it cannot be divided by 2, ie each host looking after an equal number of groups. I would be happy, if I were host, to have to qualify. If hosts were included in qualifying then 80 (16 x 5 teams) or 96 (16 x 6) teams would be good.
4. If Errinuundera were to host we would expect the right, in conjunction with TBF, to organise the groups.
Yours faithfully.

The 80 teams does mean more teams can play. But it would be a serious shame if the hosts (Erri and TBF, or Ogle and Bedi), did not qualify, and I would not like to see that happen.
I don't think TnUI did it as a joke. That was the consensus before the actual votes were cast, and it is a VERY close race.
Personally, I would like to see you host Erri, even though I support Ogle and Bedi. I just have reservations about TBF's abilities. I could, and probably would, be proved massively wrong. But I would like to see the World Cup be put into VERY trustworthy hands, especially after I let all of you down.

I agree with this fully, and I'd feel the same way were it the other way around (i.e. Ogle and myself suddenly overturning Errinundera and TBF).

To my knowledge it was only up for 60-90 minutes. The next time I checked, TnUI had changed it.
4. If Errinuundera were to host we would expect the right, in conjunction with TBF, to organise the groups.
I'm pretty sure whoever hosts has that full right, so no worries there. ;)

I definitely know it's a close race -- basically I'd say it's just about 50/50 between us from what I've heard over the last couple weeks. That makes it even more important to be certain...
If it turns out that Oglethorpia and I do not win the bid, I shall fully support Errinundera and the Belmore Family. I have very high confidence in Errinundera's abilities, and TBF has experience of a sort with the Champions League, I believe.

Perhaps in future, nations only make individual applications and the WCC select the 2 best individual applications.
In the tradition of One Red Dot's notion of fair play Errinundera withdraws its application to host WC8. We sincerely offer our apologies to The Belmore Family for any disappointment this may cause them. We will consider applying to host WC9.

By withdrawing our application, WC8 can now proceed with, at most, only one disappointed applicant (TBF). The WCC can now make a consensual decision.
Viva le MC8!
Bedistan and Oglethorpia have my full backing and enthusiasm.
Are you sure about this Erri? I do not wish a potentially good partnership to go to waste, and though it might be a close race, you would have every right to win the bid. And though I might not seem to like TBF that much, I do not wish him to be disadvantaged by your incredibly good heart :)
However, if you are unfortunately absolutely sure, I will be the first to put myself 100% behind you to host WCIX.

I think the matter can be resolved satisfactorily now.
:)
Hehehe.... I think now all that needs to be done is for you to find a partner, because I think you have it in the bag. And the hosts for WC8 haven't even been officially finalised yet either! LOL
You know that the World Cup has only 32 teams in it in real life. You should make all the countries (except the host and winner of the previous world cup) have to qualify for the world cup. The world cup in real life comprises of 8 groups of 4 in which the top 2 from each qualify for the 2nd round (leaving 16 teams). After this 8 teams are in the Quarter finals then followed by the Semi-Final with 4 teams and finally the final.

In RL the Cup Holder (previous winner) no longer automatically qualifies. I think it's just the host (or, as in the last RL WC, hosts)
Also, if you read the WC threads, that's how we're doing it (32, 16, 8, etc). We are including up front the WC qualifiers - and the discussion about 80, 92, 75, etc is about how many to have in the qualifying stage.
As far as I can remember, France qualified because they won the World Cup in France in 98.

Well done Sherlock! This is how it is here too. And no, the had to qualify. But it wasn't hard because they are one of the 3 best teams in Europe.

We used to that in the past world cups, bringing back the top few who made it to the semis or finals. But we don't do that anymore, it's more fair like that because if the top few are really that good, then there won't be any problem for them passing qualifying, won't they? (Of course there would be problems but that's another story altogether  )
I was on the FIFA website yesterday and was delighted to see that Ireland r ranked 13th, good old Brian Kerr

Hosts for this cup (WC7) are Lemmitania and Audioslavia. Favorites - well, go back a couple pages - we're down to 8, and those matches should be RPed today. WCC should vote earlier - give yourselves more time.
The only problem w/selecting "any two" is the possibility that:
1 - they won't be able to work well together (slim possibility)
2 - they will both succumb to the Curse o' the Cup (more probable) :?

Well i'll be watching the World Cup and enjoying it. Good luck. Hopefully Dodgeville can enter it next time because the team has improved immensly by winning their last 8 games in a row. the only downside is that 5 referees of the Dodgeville Premier Division and 1st Division were shot dead at matches last year, these actions must be stopped.

This has all been a bit unfortunate on the hosting question. The thing to remember is only Ariddia can announce who has been chosen as host.
We really need to stay away from posting the "who is ahead" thing, Erri's right it's hard on the potential hosts. The result, like Ariddia said, is delayed because it's close -- there are more than one strong candidates. I'm fully confident that either one of the leading bids would do a great job.
Otherwise:
- co-hosting should only be done if the two co-hosts have chosen to work together. The WCC put Kingsford & Spaam together and that didn't work, but Lemm & Audio chose each other and this Cup has worked very well. A co-hosting bid and a bid to host alone (esp with Spaam taking care of tables to reduce the host's work load) are both equally valid, but i don't want to tell anyone they have to co-host.
- i agree the WCC is getting unwieldy, and honestly i don't even know who got votes (did Spaam & Kingsford?). In the WC9 sign-up, let's list WCC members in the opening post as well. We also might want to think about dropping WCC members and limiting the committee numbers (say Ariddia, TnUI, TB, Lemm, Audio -- those who have in fact hosted and are still active -- plus future actual hosts)
- the number of teams allowed in, organization of groups, and all such decisions should be left up to the hosts, like it always has been. (Personally, i really hope Hell Bovines gets in, as a strong RP'er and a fun country)
I'm going with Runaway Moose - I have my reasons.
