and can you change it anywhere ???

The only things you can customise in your nation are the title, if you're over 500 million, the flag, the motto, the national animal and currency, as well as the number of issues per day. You can change this under "Settings", which you'll find on the left-hand side of the NationStates main page when you're logged in. Everything else is determined by how you vote on the daily issues.

Everything else is determined by how you vote on the daily issues... and by what resolutions the WA passes, if your nation belongs to that organisation...
