You join the WA and you persuade the people in your region to endorse you, if you get the most endorsements then you become the delegate.

Being delegate is a thankless job. You are constantly harassed to approve WA proposals - most of which are crap - and you don't even get Regional Control unless the founder says you can. And even when there's no founder, invaders are scheming to steal your job. You just can't win.
Personally, I prefer the founder position.
