Anyone can apply, and then you will be admitted upon a vote by the region's members. Details of how to apply are contained in the Ministry of Immigration forum on the off-site boards, make sure you get it right!
EDIT: The forums are located at the address below if you've not found them, although they're linked on the first post and World factbook also.
