I've seen things on the forum about buying arms and competing in World Cups, and calculations and stuff like that.
How does any of that work, is there a site that explains this a little better.

Beyond that, most World Cups have a signup sheet in the actual NationStates forum(Above International Incidents.)
As for purchasing arms, just go to a storefront and say whet you want(In character). If you know how much the item costs and how much you want of it, then it should be easy to calculate.
