Can you successfully invade a region if the regional delegate does not have the power to eject and ban nations?

Technically yes, there's just not much point in doing so.

So you can invade and elect a WA Delegate, but you can't actually get rid of the original members?

You can't get rid of the original members anyway. Even if you do manage to accrue the necessary Influence to boot longstanding region members, as far as I am aware, there still is an option for players to report griefing. Besides, if the delegate lacks regional controls, it likely means there is still an active Founder, who can boot anyone he very well pleases from his region, including potential invaders.

These days, it's legal to boot natives, though with current influence rules, you'll be lucky if you don't die of old age waiting to get enough influence. :p

Griefing is legal now.
