I know that only one nation per person can be a member of the WA, but can I have more than one account using the NS forums?
Yes, but I think most players frown upon using them to boost millitary figures in wars and other RolePlays that would be effected in your favour by using another one of your nations. Apart from that, there are no rules saying that you can't bring more than one nation onto the forums.

In the current NS Summer Olympics, players have been allowed to enter [separate] teams from two separate nations each, if they want, and one player has sent a team that's drawn from his main nation plus its two dependencies.
