I'm looking for a region that has good roleplay, I've roleplayed a lot offline (i.e. RPG's).

1. Modern technology or past technology
2. relitively realistic (i.e. no magic, clone soldiers, super battleships, multi billion populations (well unless the country is that large in rp (i.e. china or bigger size), etc)
3. not based off calculators

so if anyone has any suggestions i'd be very gratefull

I read that as "..looking for a good roleplay religion"

There is the Mediterranica, a dedicated Roleplay region with active members on both II and offsight. We are in a mutual Rp agreement with Caprecia as well, so if you do not like II then you would be free to post there. There are several emerging power blocks such as the Mediterranica Union, Vetalian Empire, Greater Levantian Empire, the Gresontian commonwealth, so it is by no means uncontested grounds for RP.

As for the other things you specified I cannot speak for everyone, but we are fairly realistic and myself frankly confused by some of the more drastic technologies thrown around. However I believe we all play as the populations given to us via nationstates the game. So my population is six billion something and most people follow that, all there are adjustments for Rp events, such as nuclear bombings, I play at a slightly lower level to make up for some.. um... problems had.

As Waldenburg just said, the Mediterranican is a great region to rp in. I myself am part of the emerging Great Levantian Empire (as is Wald). We would love to have a nation such as yourself be part of our region, and if you so wish to join, The Great Levantian Empire will offer its forces for protection and its aid to help you whenever you are in need of it (rp -wise of course). We also use modern technology, no instant death rays or anything of that nature. So feel free to check us out and if you want to join, the more the merrier I always say.:)

Well, the Asian Continent (http://www.nationstates.net/28215/page=display_region/region=asian_continent) is pretty "realistic" with its RP. Hell, we even use a real world setting. Superweapons, like nukes, are only used at the consent of all players, with otherwise everything remaining strictly at modern technology. We DO use the populations NS gives us, though, but I don't think there's a region that exists that doesn't anyway.

We abandoned calculators a long time ago as well.
