How do you customize your nation type?
You have to wait until you reach 500 million population.

If you mean your UN classification, it has to do with how you answer issues. It's hard to get a specific classification because of the nature of choices.
If you mean your chosen classification (e.g., The Colony of Dalmatia Cisalpina), you can change that in settings. If you want a custom one, you have to wait until your population is 500 million.
