Size of Government

How does one limit the size of the government? Is it by dismissing issues? Picking the right issues? Not addressing issues at all (i.e. not dismissing or deciding)?

Most players have very large governments. However, I have seen a few that are small. Any hints or strategies on how to limit government's size?

I have a pretty tiny one. I think it may be because companies do the governing for me.

I don't know-my small efficient government is also a sprawling bureaucratic nightmare, so go fig.

Likewise, dismissing issues has absolutely no effect on your nation. Nothing will change if you just dismiss, so that won't shrink your government.
