Any way to bring down Population?

I tried for a long time to keep my population under a billion, inflicting death penalties, expelling foreigners and trouble-makers, and discouraging procreation at every opportunity, and yet as of today (June 2) there are 1.01 billion Tmutarakhanians (Tmutarakhanites?)
Anything I can do?

Nope. AFAIK your answers to issues doesn't affect your population, even if you abort an entire generation or expel criminals. Your population will increase randomly daily (and thus sometimes people use it to gauge how long a person has been on NS, but it's not that reliable)...

AFAIK your answers to issues doesn't affect your populationThis is correct. The only way to stop population growth is to let your nation die, which would be detrimental to continued play.
If you wish a smaller population for role-play purposes, you can simply claim a lower number, as most people won't mind. One of my puppets used to simply ignore the modifier on the page, treating its 1.500 billion as 1500.

I RP here and play my nation as a roughly 250 million population instead of my 2.5 billion... there is no way to lower your population.

Your police and military aren't free...That must be what's doing it, then. My real aim in the game is to collect as many labels as possible: while I was the "Most Serene Republic", I was variously a Left-Leaning College State, Scandinavian Liberal Paradise, Inoffensive Centrist Social-Democrat, New York Times Democracy, Civil Rights Utopia, and Capitalizt, but as the "Least Serene" I have been Corrupt Dictatorship, Father Knows Best State, Compulsory Consumerist, Iron Fist Consumerist, and Corporate Police State. I can't seem to make it to Psychotic Dictatorship!
